Compliance of CJ’s directives

Readers may recall the latest but much awaited directives of the Chief Justice of Jammu and Kashmir High Court, Justice Gita Mittal regarding speedy disposal of long pending court cases and submission of daily “work done statements” by Principal District and Sessions Judges for close monitoring and appraising performance of Judicial Officers. Everyone hailed these directives and pinned hopes therein for pending cases to be heard and disposed of, now quickly.
It is quite unfortunate that excepting for Principal District and Sessions Judges of Jammu and Srinagar, no other similar judicial authority is submitting the requisite daily work done statement. In other words, as many as twenty Principal District and Sessions Judges have not complied with these directives and because of such unexpected non compliance , Registrar General has made it amply clear that any more of non- compliance was bound to be viewed seriously. The Registrar Vigilance is mandated to place these “Daily Work Done Statements” before the concerned Administrative Judge for further consideration and evaluation. In fact, Principal District and Sessions Judges had been asked to circulate the directives of the Chief Justice amongst all the Judicial Officers working under their jurisdiction for strict adherence.
We can only hope that in the interests of the litigants and with a view to dispose off the long pending cases, this highly commendable directive of the Chief Justice would be implemented in letter and spirit so that justice inordinately delayed did not actually mean the same denied.
