JAMMU, Jan 10: Chief Minister Mehbooba Mufti’s remarks “Kashmir unrest was pre-planned” triggered strong protest by the opposition National Conference and Congress members, besides heated exchanges between the members of treasury benches and the other side in the Upper House today, followed by repeated disruptions in the House for about 50 minutes and finally walk-out by the entire opposition today.
The Opposition strongly reacting to the Chief Minister’s remarks demanded that a Judicial probe should be held and the people who are behind this unrest should be exposed. They said if the Chief Minister is issuing this statement with responsibility, she would also be knowing about the people behind unrest. The Govt should reveal the names of the people behind the Kashmir unrest. This amounts of treason against the country, they maintained.
All the National Conference and Congress members including Sajjad Ahmed Kichloo, Dr B A Veeri, Qaisar Jamsheed Lone, Showkat Ganai, Ali Mohd Dar, Master Noor Hussain, Jugal Kishore Sharma (CLP leader), Naresh Gupta, Sham Lal Bhagat, Ghulam Nabi Monga and Rani Gargi Billoria stood up from their seats when the Chairman of the Legislative Council, Haji Anayat Ali entered the House and started the proceedings with the Question Hour. NC member Dr Veeri raised two newspapers and waved to the chairman showing headlines with Chief Minister’s remarks. He said that this is very serious matter and Chairman should direct the Govt to hold Judicial probe into the matter.
Upon this, PDP members Surinder Choudhary, Vibodh Gupta from BJP, Javed Ahmed Mirchal from PDP stood up and started raising allegations at the opposition telling that they know well who were the people behind the Kashmir unrest and whose hands have been blood-ridden. One of the PDP members even raised direct allegations against National Conference and alleged that one of their party members, was arrested in South Kashmir by police for instigating mob during protests. Vibodh Gupta also raised serious allegations against the opposition members and held them responsible for fueling the fire in Kashmir.
The process of allegations and counter- allegations continued for some time and both the sides kept on trading charges without caring for the directions from the ‘chair’. The Chairman continuously failed in his efforts to restore order in the House and in the din nothing was clearing audible. Sajjad Kichloo said that it was serious matter and the Government should hold a Judicial inquiry. Dr Veeri and Qasar Lone besides Ghulam Nabi Monga and Jugal Kishore Sharma also stressed for Judicial probe. Naresh Gupta and Jugal Kishore referred to the incident of communal clash at Kathua and also demanded probe into the matter.
As the Chairman did not pay much heed towards their plea, after requesting them repeatedly to take their seats for about 15 minutes, he asked the members from Treasury benches to go ahead with their questions. Then after disrupting proceedings for about 16 minutes, the opposition members moved to the well of the House and started protest there.
The Chairman, resumed the proceedings with ‘Question Hour’ but the same were again disrupted after some time and then again resumed. But amidst slogans by the protesting members and intervention by the DyCM Dr Nirmal Singh, the proceedings remained affected and nothing was clearly audible in the House. It was total chaos in the House. Then after staging protest in the House for about 50 minutes, the entire Opposition staged walk-out of the House.
