Clerical employees stage protest, demand removal of pay anomalies

JAMMU, Feb 23: Jammu Kashmir and Ladakh All Departments Clerical Staff Association (ADCSA) today held a protest demonstration here in front of Press Club demanding removal of pay anomalies of clerical cadre and implementation of 7th Pay Commission in the State on the pattern of Central Government.
Hundreds of clerical employees from various State Government departments this afternoon assembled in front of Press Club on the call of Bab Hussain Malik, president, ADCSA, and staged a strong protest. Carrying placards in their hands the protesting clerical employees raised slogans against the State Government for ignoring their genuine issues.
Addressing the employees, Babu Hussain Malik appealed all the clerical cadre employees and other employees of State Government/PSUs/semi-Government organizations to come on a common platform to show their solidarity with the clerical cadre employees, who are fighting tooth and nail to get the matter of removal of pay anomalies settled once for all and take the struggle to its logical end.
Later, the protesting employees in the form of a rally moved towards to gherao the civil secretariat but the heavily deployed police force restricted their movement at lower Gumat and after staging protest there, the protesting employees returned back.
In district headquarters, the protest dharnas were held in front of respective District Development Commissioner’s office and memorandums regarding removal of pay anomalies of clerical cadre were submitted to the concerned DDCs led by Mohd Issac in Doda, Shahid Mir in Kishtwar, Babu Ram in Rajouri, Ramesh Singh in Reasi, Kuldeep Kumar in Kathua, Ravinder Singh in Poonch, Balwan Singh and Tarsem Lal in Samba, Mohd Aslam Parray in Ramban, Ashok Vir Singh in Udhampur, Tashi Choswal in Leh and Mukhtiar Khan in Kargil.
Meanwhile, a complete pen down strike was observed in all the offices of J&K Government by the clerical cadre, whose main demand is removal of pay anomalies by giving Grade of 4000-6000 to Junior Assistant, 4500-7000 to Senior-Assistant and 5500-9000 to Head Assistant and Junior Stenographers notionally with effect from January 1, 1996 and monetarily with effect from February 19, 2003.
Their other demands include conducting DPC in all the departments after every six months, reorganization of the clerical cadre outside the Civil Secretariat on the pattern of Civil Secretariat, implementation of 7th PC in the State on the pattern of Central Government and increase of medical allowance from Rs 300 per month to Rs 2000 per month.
