CJ directs JOs to ensure punctuality

JAMMU, Sept 1: Chief Justice of State High Court, Justice N Paul Vasanthakumar has taken serious note of Judicial Officers remaining absent from duty without any proper leave and listing very few cases.
According to a circular issued by the Registrar General of State High Court, a surprise inspection of subordinate courts of District Srinagar, Sub-Judge Court Pattan and Ganderbal was conducted by Registrar Vigilance on the directions of the Chief Justice.
During inspection, it was found that a Judicial Officer and some officials of the subordinate judiciary were absent from duty without any proper leave. “It has also been noticed that some of the Judicial Officers don’t exercise proper control over their subordinate officers as a result of which some staff members leave or come to the court/office at their will and the Presiding Officers remain uninformed”, the circular said.
“Moreover, it has also been noticed that Presiding Officers of some courts are listing few cases and sit in their chambers post lunch-break”, the circular said, adding “Chief Justice has expressed displeasure over the state of affairs”.
Now, the Chief Justice has directed all the Principal District and Sessions Judges to keep a vigil on subordinate courts working under their control and make surprise inspections of the courts to ensure that no Judicial Officer or subordinate official remains absent from duties without proper leave/permission.
All the Presiding Officers of subordinate courts have been directed to ensure listing of adequate number of cases on daily basis so that whole official time is utilized properly and while doing so they shall give preference to old cases and cases relating to senior citizens.
“All the Presiding Officers of subordinate courts shall also check attendance of their subordinate staff on regular basis to ensure their punctuality and discipline in the office”, the circular said, adding “the Principal District and Sessions Judges shall ensure jail visits within their territorial jurisdiction once in two months”.
It has been made clear through the circular that failure to ensure compliance of these directions would be viewed seriously.
