JAMMU, Nov 28: Seventy-two citizens of J&K have demanded registration of FIR against estate builder Kulbhushan Gupta.
Addressing a press conference, the citizens said that Estate builder Kulbhushan Gupta, son of late Sansar Chand Gupta (Sansar Group of Mills) launched a multi-storied housing complex situated at Extension Trikuta Nagar, Jammu on the name of Florence Apartment Complex.
They added that Kulbhushan Gupta along with collaborated partners advertised for the sale of 2 BHK and 3 BHK flats and 72 buyers were lured to book the flats on their names as per the advertisement given in the brochure and newspaper during the year 2008, they said, adding that the needy buyers booked the flats and made full payment as per terms and conditions of the promoters.
“The project was to be completed within two years i.e. 2010 and possession along with transfer of registrations was to be made within this period”, they said, adding that the project was delayed by Kulbhushan Gupta for his vested interest and could not be completed till 2013-14. “The complex was finally completed in the year 2014 without internal finishing. Only 10 to 15 flats were completed by the Construction Agency and the possession letter was offered to the buyers”, they added.
Kulbhushan Gupta instead of transferring the registration on the names of buyers as per agreement deed, put a notice debarring the PMC to issue possess letter to other buyers resulting further delay, they said, adding that the buyers have been deprived the right of possession till date at the cost of discomforts to the buyers. Aggrieved buyers requested Kulbhushan Gupta for possession and transfer of Registration of the flats but he instead of readdressing their grievances filed fictitious complaint in the civil court just to harass the buyers further.
The citizens informed that numerous representations were made to Chief Minister, Deputy Chief Minister, IG Police and IG Crime but they yield no result till date.
They demanded registration of FIR against Kulbhushan Gupta at the earliest and constitution of special committee involving Crime Branch, Deputy Commissioner, Jammu, Town Planner, Jammu along with member of Housing Ministry to investigate and settle issues of cheating and fraud.
