Basic amenities lacking in Rural areas

Disaster management refers to how we can protect or preserve maximum number of lives and property during a natural disaster such as floods, fires and rapid spread of disease etc. Ideally speaking, countries which promote the welfare of their citizens are referred to as the welfare states. Welfare states guarantee its citizens of better health, qualitative education and protection of its citizens from natural disasters like accidental fires and floods etc. Protection from the accidental fires, facilities of blood transfusion during excessive bleeding in the event of accidents and delivery cases are beyond the comprehension of the gullible people living in the hilly terrains of the Jammu and Kashmir state. The city centered approach of every government, in such matters, always remained confined to the capital cities, the towns in their proximity, district headquarters or the constituencies of the powerful ministers and MLAs only. It can be easily inferred that the protection against the accidental fires and facilities of blood transfusion is the prerogative of the population living in the cities and towns of the state.
It is observed that the ministers and VIPs take along with them fire brigade and ambulances, during their official visits and tours, in addition to the serpentine motorcade following them, which means that the life of one minister or VIP is more important than the lives of common man living in any part of the country. The constitution of the country never discriminates its citizens in the matters of fundamental rights related to the security of their lives and property.
Not to talk about other amenities of life, the state government has failed to protect the people, living in the rural and hilly areas, against the accidental fires and the cases linked with the cases of excessive bleeding during the accidents and delivery cases. Talking, for instance, about the 300 Kms. long hilly terrain en route Udhampur, Billawer, Basohli to Chhattergala ( Bani ) and 250 Kms. from Kathua to Chhattergala depend upon the mercy of God during the natural disasters because there is neither any provision of blood bank, blood transfusion and fire fighting services. Many houses of the villagers, hamlet of nomads fall prey to the accidental fires every year which take the precious human lives, their live stock and belongings in its spate and leaves them homeless and penny less. Those seriously injured in the fire accidents succumb to the injuries in the absence of the proper treatment.
The pregnant women face many problem during delivery. During the complicacy many women succumb to excess bleeding during their shifting to the nearest hospitals. The villagers living in the hilly areas have to go to the forests in order to collect fire wood, grass and fodder for their animals and sustain injuries while falling from the trees or coming in the spate of land slides or other calamities. In the event of non availability of proper treatment in the village many of them lose their organs and breathe their last.
The people living in the hilly terrains of Jammu and Kashmir are wise enough because they do not expect the kind of facilities which their counterparts are getting in the capital cities, towns of the state. They feel contented with the standard of education, treatment and other amenities of life which they can afford from their pockets. Our governments should always keep one thing in mind that if they fail to provide occasion of happiness to these people at least their lives must be protected against the natural disasters likefire because they have also got their share in the amenities of life which the people living in different parts of the country have. The governments must provide at least the fire fighting facilities and that of the blood transfusion so that these gullible people do not die before death.
