Backdoor appointments erode sanctity of PSC: KAS officers

Srinagar, Nov 16: The KAS Officers Association today said that practice of backdoor appointment to senior ranks in the Government not only erodes the sanctity of merit, but poses a question mark on the credibility of institutions like Public Service Commission (PSC).
A statement issued here by the Association said: “Pertinently, the KAS cadre has been feeling marginalized by the recent posting of non-cadre officers and some professionals against cadre posts without following proper norms. The KAS officers feel that such practice not only erodes the sanctity of merit, but poses a question mark on the credibility of our prestigious institutions like PSC which selects the KAS officers after putting them through toughest competitive exam in a fair and transparent manner.”
The Association hoped that in coming days the remaining non-cadre officers and those appointed without following due procedure will also be replaced by KAS officers.
“The KAS Officers Association has welcomed the replacing of Mission Director ICPS, by a senior KAS officer and hoped that the other non-cadre officers and those appointed without due procedure will also be replaced by KAS officers”, the statement adds.
The statement said that recent Government Order whereby a senior, experienced KAS officer from 1999 batch Rubina Kounsar has been posted as Mission Director ICPS, replacing Hilal Bhat who had been appointed by Social Welfare Department without following due procedure.
“The Association feels that the move has not only lifted the morale of the KAS fraternity, but every such positive gesture from the Government will only make the officers more determined and motivated to work with rejuvenated fervour towards the welfare of the state and its people”, the statement said.
