JAMMU, Apr 27: Expres-sing grave concern and anguish over administrative anarchy in the Directorate of AYUSH, Jammu and Kashmir Chapter of All India Ayurvedic Congress has raised a question mark on re-assigning the charge of Directorate to Dr Abdul Kabir Dar, who was attached with GAD pending various inquiries for his acts of omission and commission.
“There was sigh of relief for all concerned and well wishers of AYUSH in the State when this officer was relinquished from his duties as Director General and attached with GAD. Till date, neither Vigilance nor High Court has finalized its findings. It is beyond any comprehension how said officer has been again assigned the job of Director in gross violation of all established norms and rules? Simultaneously one fails to understand how charge has been reassigned to Dr Abdul Kabir Dar in absolute gross violation of the directions of High Court in SWP NO 650 /2017? The backdoor return of said officer though in-charge has sent wrong signal across all sections of the society,” said Dr B R Sharma, president of the Ayurvedic Congress.
Pertinent to mention that Vigilance Organization has registered case against Dr Abdul Kabir Dar vide JSC/JMU 07 /2016 on the basis of analytical reports of spurious drugs which have been classified not only as fungus infested but unfit for human consumption by various reputed testing laboratories. The fact was even admitted by General Administrative Department vide its letter number GAD [Vig] 07-NOCj2016 -HME-11 dated 16.02.17.
In a statement, the Ayurvedic Congress further said that despite been at the helm of affairs for the last 13 years, Dr Abdul Kabir Dar has miserably failed to fulfill aspirations of the rank and file of the AYUSH professionals in the State and settle decades old long pending problems.
“The entire fraternity of Indian Systems of Medicines has been defamed by his omissions and commission along with despotic attitude which is evident from various scandals including the recent one of procurement of spurious drugs,” the statement added and also reminded that the criminal case of issuing fraudulent certificates by Dr Kabir is already registered in High Court for legal proceedings.
In the statement, the Ayurvedic Congress also highlighted some other issues and demands, which include bifurcation of present State level Directorate and subsequent establishment of provincial directorates as recommended by State Finance Commission, establishment of Government Ayurvedic College and Government Unani College respectively at Jammu and Srinagar, provision of administrative staff for newly created eight districts, provision of non gazetted staff for 45 single handed dispensaries situated in the remote corners of the State, regularization of 64 non sanctioned AYUSH dispensaries under district / State plan ,which are at present being mismanaged under so called internal arrangement basis, provision of staff for 22 AYUSH units functioning in various Allopathic institutions of the State and Panchkarma/ Khsarsutra units functioning
at Government Ayurvedic Hospital, sanctioning new dispensaries and re- designation of ADMO’s as District Medical Officers.
