Attendance certificate of villagers required for drawal of salaries

KISHTWAR, Apr 13: District Development Commissioner (DDC) Kishtwar Angrez Singh Rana today issued order to constitute committees for certifying the attendance of Government employees of district Kishtwar as the public of district in general and rural areas in particular has been complaining on regular basis regarding non availability of the Government employees at their place of postings.
Taking strong note on the complaints received by the DDC, all the District Officers have been directed to constitutes village level committees of upright persons of the village including the lambadars and chowkidars in presence of the respective Tehsildars and Naib Tehsildars who will certify the attendance of the Government employees posted in various capacities in different departments in the villages.
“The drawing and disbursing officers will draw the salaries of the employees only after receipt of the attendance certificate”, DDC order reads.
Meanwhile, acting strictly on the complaints received regarding the absenteeism of teachers and anganwari workers from public of Apan, Renai, Shishlan and many other areas, it has been ordered that DDO’s will not draw the salary of the teachers unless the attendance certificate is duly certified and attested by the lambardars, chowkidars and at least ten parents of the students who are studying in these institutions on rotational basis.
The order further reads that the CDPOs will also seek attendance certificate duly certified by the above said officials and five guardians of the beneficiaries enrolled there.
