Assembly rejects Resolution seeking ‘Recruitment at Block Level’

JAMMU, Feb 7: Despite being supported by ruling as well as opposition members,   a Private Members’ Resolution (PMR) moved by NC MLA Mohammad Shafi Uri seeking recruitment to Class IV and Class III posts in District Cadre at the Block Level to give adequate representation to all the areas and sections, was returned by the   Legislative Assembly with a voice vote, here today.
Except NC MLA Mian Altaf, all the members from NC, Congress, BJP and PDP, who took part in the discussion, supported the Resolution. They opined that recruitment to Class IV and Class III at the Block Level would ensure availability of staff at lower level in remote areas besides representation to people at Block Level.
Those, who supported the Resolution, included  Choudhary Sukhnandan and R S Pathania of BJP, Javed Hassan Beigh, Yawar Mir, Raja Manzoor Ahmad and  Mohammad Khalil Band  of PDP, Nawang Rigzin Jora of Congress, Hakeem Mohd Yasin of  PDF.
However,   Mian Altaf Ahmad of NC, while participating in the discussion, opposed the Resolution by stating that it was not feasible to recruit all areas and sections for recruitment of Class IV and Class III posts at the Block Level as the same would affect reservation.
The Minister for Public Works, Naeem Akhtar also said that he too did not want to oppose the Resolution keeping in view of its spirit, but going into this would have legal hurdles.  However, he assured the House that the Government would consider it after studying legal aspects.
As Shafi Uri pressed for the Resolution, Speaker Kavinder Gupta rejected the Resolution after a voice vote. Even as Shafi Uri and some other members again pressed for a division of votes, Ali Mohd Sagar urged the Chair that division on the Resolution   was not right as the members have already expressed their opinion and Speaker Kavinder Gupta accepted his suggestion.
Earlier, Shafi Uri and other members, who supported the Resolution, allayed the apprehension that Recruitment at Block Level would adversely affect Reservation, which is also governed by the Service Recruitment Rules.
Javed Beigh said that the Government should not take the Resolution issue as an ego and must accept the same while Hakeem Yasin suggested that Recruitment should be conducted on the pattern of funds distribution at block level.
Other Members, who supported the Resolution, opined that Recruitment at Block Level would not only give adequate representation to all the areas and sections but also ensure overcome the problem of  absenteeism in remote areas.
Another Private Members’ Resolution was moved by the MLA Javed Hassan Beigh seeking the benefit of reservation to women of backward areas till seven years of their marriage and reduction in eligibility period for reservation benefit from 15 years to 7 years for the girls married in backward areas.
However the Deputy Speaker, Nazir Ahmad Gurezi adjourned the House for the day and said that the discussion on the Resolution will continue tomorrow.
