JAMMU, Sept 28:  Alleging that Article 370 was being misused to deprive the Other Social Castes of their due rights, All India Backward Classes Union has demanded implementation of Mandal Commission recommendations and enhancement of the income slab for identification of the creamy layer in Jammu and Kashmir.

“The successive State Governments used Article 370 as a tool to snatch the Constitutional rights of the OSCs in J&K where Mandal Commission recommendations are yet to be implemented while the incumbent Government at Centre has also failed to fulfill the promise made by Prime Minister Narendra Modi in this regard during his elections campaign in 2014,” said Prof Kali Dass, general secretary of the Union, while addressing a press conference, here today.
He also drew attention towards the other burning demand for enhancement of the creamy layer income slab from Rs 4.5 lakh to Rs 8 lakh, as per the Central Government’s ordinance of September of September 2017.
Prof Kali Dass disclosed that a case proposal for enhancement of income bar for the creamy layer was  recently submitted to the J&K Social Welfare Minister, who returned the file from his office with wrong assertion that the case had already been processed suo moto.  “The reality is that till date no case has been processed by the Government unless it is represented by the public AIBCU has submitted a number of representations in this regard since 2013,” he said and added that the latest memorandum was submitted to Chief Minister Mehbooba Mufti last month.
The Union president, Abdul Majid Malik, who was also present in the press conference, expressed satisfaction over the fresh circular, which speaks that the OSC certificate shall be renewed on the basis of income certificate.
Others, who were present in the press conference, included Sandokh Chand, Sain Dass Malhotra, Principal Darshan Lal, Brij Mehra, Romesh Tak, Yunis Rai, Najam-ud-Din, Abu Razak, Mohd Rashood Fouji, Kabir Qureshi, Lal Chand, Romesh Kumar, Sunil Salaria, Shambu Parshad, Darshan Kumar and M R  Bangotra.
