ADCs, SDMs being given powers of Collectors

JAMMU, Feb 3: Additional Deputy Commissioners and Sub-Divisional Magistrates across Jammu and Kashmir are being conferred powers of Collectors under Land Revenue Act.
Introducing a bill to amend J&K Land Revenue Act, 1996 in the Legislative Assembly, Minister for Revenue Abdul Rehman Veeri said, “the Act provides for making and maintaining of Record of Rights in land and the assessment and collection of the land revenue and other matter relating to land and the liabilities”.
Section 6 of the Act provides for the classes and powers of different Revenue Officers. The classes of Revenue Officers in the Act are the Financial Commissioner, Divisional Commissioner, Collector and Assistant Collectors of the First and Second Class.
“With the passage of time, the department has posted Additional Deputy Commissioners and Sub-Divisional Magistrates in different districts and sub-divisions but these officers are not classified as Revenue Officers in terms of Section 6 of J&K Land Revenue Act”, the Minister said.
In order to streamline the working of Additional Deputy Commissioners and Sub-Divisional Magistrates, it has been felt necessary and expedient to declare these officers also as Collectors and Assistant Collectors of the First Class respectively so that they are able to function as Revenue Officers, Veeri said.
“With a view to classify the ADCs and SDMs as Collector and Assistant Collector of the First Class respectively Sub-Section 2 of Section 6 of the Land Revenue Act is being amended”, the Minister informed the House.
