ADC directs AD CAPD to ensure personal appearance of Jr Asst

JAMMU, Sept 25: Keeping in view repeated non-compliance by the alleged accused official, District Vigilance Officer-cum-Additional Deputy Commissioner Udhampur, Angrez Singh Rana has directed the Assistant Director of Food Civil Supplies and Consumer Affairs Department Udhampur to ensure presence of Junior Assistant of the department Rakesh Kumar Pargal before him on October 3, 2016 for conduct of an inquiry into Rs 30 crore transshipment scam.
According to an order, the copy of which is available with EXCELSIOR, Junior Assistant Rakesh Kumar Pargal posted in the FCI Store Udhampur was allegedly involved in Rs 300 crore worth transshipment scam.
Moreover, as per the complaint before the District Vigilance Officer he was allegedly harassing the drivers by obtaining Rs 500 to Rs 300 per trip for long and local area and has constructed a multi-storey building at Omara near PTC Academy and is the silent partner in two flour mills at Udhampur.
As perusal of complaint revealed involvement of Junior Assistant, District Vigilance Officer in order to bring all the facts to fore issued a notice to Rakesh Kumar Pargal to appear before the office of DVO on 24-06-2016. However, the official didn’t bother to appear and again a notice dated 30-06-2016 was served upon him for appearance on 26.07.2016.
However, again there was non-compliance following which one more notice dated 29.08.2016 was served upon him to appear before DVO office on 23-09-2016 for ascertaining the facts. But the non-complainant again chose to remain absent.
However, two advocates entered in the office of DVO and started interrupting him with the plea that they have come to argue the case pertaining to inquiry against Rakesh Kumar Pargal. The DVO explicitly told the advocates that personal appearance of Junior Assistant was required for recording his statement.
Now, keeping in view repeated non-compliance to the notices, the DVO has directed Haroon Naik, Assistant Director, Food Civil Supplies and Consumer Affairs Department Udhampur to ensure the presence of Rakesh Kumar Pargal on 03-10-2016 without fail to ensure impartial enquiry into the whole matter.
“The advocates who had visited my office are mounting pressure upon me by giving different colour to the entire incident”, the DVO said.
