National symposium on Solid State Chemistry
begins at JK

JAMMU, Oct 28: A 3-day national symposium and conference on solid state chemistry and allied areas commenced here today.

Organised by the Indian Association of Solid State Chemists and Allied Scientists (ISCAS) in collaboration with Deptt of Chemistry, Jammu University, the conference is being attended by a galaxy of top scientists in the field from all over the country.

Prof R P Rastogi, former Vice Chancellor, Benaras Hindu University and an authority of international repute on solid state chemistry was the chief guest at the inaugural function while Prof K B Pandeya, Vice Chancellor, Kanpur University, inaugurated the conference. Dr S S Handa, Director, Regional Research Laboratory, Jammu presided over the function.

A number of scientists from the prestigious institutions like Bhaba Atomic Research Centre, Mumbai, Bikram Sarabhai Space Centre, Thiruananthapuram, five IITs, and 30 Universities will deliberate upon the critical areas of super-conductivity, catalysis, polymers, structure property relationship, application of materials in space and defence. One hundred and five papers on varied aspects of this newly emerging scientific discipline are being presented followed by discussions on the subjects.

Prof Rastogi in his address highlighted the importance of solid state chemistry in the areas like space research, medicines, information technology and polymers. He called upon the young scientists to adopt new ideas and technology even if the conditions for research are not so conducive. He said they should have self confidence and go ahead with original ideas with emphasis on problem solving.

Prof Rastogi said that the scientist community has a great role to serve the country. He said right type of strategy will have to be evolved by the scientists for putting to use the available infrastructure for performing the research effectively which could ultimately result in the betterment of life of the common man. It is their national duty, he emphasised.

Prof Pandeya in his inaugural address made a strong plea that the scientists should actively engage themselves for the transfer of technology for the best use of mankind.

Dr Handa in his presidential address described solid state chemistry as a tremendously useful science. He said this branch of scientific knowledge is very crucial in the realm of medicines. Co-relating solid state chemistry with Ayurvedic system of medicine, he said in both the systems, material in solid state and holistic form is used. He said we are in the era of modern drugs, which have many draw-backs because of use of solvents and this problem could be over-come effectively by the solid state chemists.

Prof Indu Bhushan Sharma, chairman, Organising Committee of the conference, in his welcome address, said that it is a matter of pride that Jammu University has been made the headquarters of the ISCAS. Welcoming the participants, he hoped the deliberations of the conference will lead to fruitful results.

Prof Sharma stated that the solid state chemistry has not got its due place and adequate infrustructure is not available in the country. However, a good beginning has been made in this direction with the formation of the Association last year and this is the second such conference being organised in Jammu University in a short span of one year. He said there is tremendous need that quality research work which comes out of Indian Universities should ultimately find its use for the betterment of the society.

On the occasion, Prof R P Rastogi was awarded the first life time award instituted by the Association. He was presented a Shawl and a Citation. This award will be given to an outstanding scientist in the field every year.

A souvenir was also released by Prof Rastogi.

Prof Rajeev Gupta, HOD, Chemistry, Jammu University, gave a detailed resume of the activities of the department, which was set up in 1962. He said stress is being laid on research work and solid state Chemistry too.

Prof N B Singh, vice president, ISCAS and HOD, Chemistry, Gorakhpur University, threw light on the activities and achievements of this one year old Association in popularising, promotion, teaching and research in the sphere of solid state chemistry.

A number of academicians, scholars and students of Jammu University attended the inaugural function.

Later, two technical sessions on the topics, structure property relationship and polymers were held.

HC strikes down rule for admission in MA

JAMMU, Oct 28: Mr Justice O P Sharma of the State High Court, Jammu Wing, has struck down the rule for the admission of M.A. in Sociology as it violates Article 14 of the Constitution because the rule has no rational nexus with the objects sought to be achieve.

This infact and substance amounts to denial of equal opportunity to similarly situated person as the petitioner have to complete with un-equals which is not so in the case of admission to M.A. Political Science and History which is not permissable. The rule is therefore, arbitrary and liable to be struck down the Court has ruled.

Mr Justice Sharma while stucking down the rules, observed that it is admitted that admission to the course is already over and those admitted are not before Court. "If that be so their asdmission cannot be cancelled. However, whether the seats are increased for the current session are not the University is directed to grant admission to the petitioners either by increasing the seats for the current session are against the available vacancy. In case the seats are increased admission will be made in the same manner as in the case of M A History or Pol. Science. The petition is allowed accordingly."

This Court order was passed in a writ petition filed by Sheetal Charak and Ravi Singh where in it was pleaded that the petitioners who are Graduates from University of Jammu, had applied for the admission in M A Sociology. However, they were not found eligible in terms of the broucher prescribing eligibility. They challanged the eligibility criteria fixed for admission to M A Sociology on the ground that it was arbitrary also it discriminates between persons similarly situated for admission in M A Social Science.

They further submitted that while preference is given to the candidates who have offered History and Pol. Science in B.A. for admission to M.A., the same is denied to the students who have offered Sociology as subject in B.A. It is because of this arbitrary action that the petitioner who have studied Sociology in B.A. were denied admission. The petitioner prayed before the Court that para 6-(B) (ix) of the Broucher issued for the admission for the Session 1999-2000 be quashed and petitioners given first preference for admission to M.A. Sociology.

PHE employees preparing for massive agitation

JAMMU, Oct 28: The employees of Public Health Engineering are preparing for a massive agitation after the reopening of secretariat in the winter capital city here.

According to a release, a meeting of the PHE Employees Association (Water Works), was held here today under the chairmanship of Mr Shiv Kumar Sharma in which the members of various wings of the PHE resolved to launch a massive agitation in the second week of November.

The members at the meeting, strongly criticised the Government for not conceding to the demands of the employees. They alleged that despite assurances by the Government, the Daily Wagers, even those who have completed seven years of regular service, have not been regularised.

Mr Sharma alleged that the financial crunch which the State Government is presently facing is due to its wrong policies. He urged upon the employees of the other wings to come under one platform to fight for their cause.

Their demands include -release of DA intallment due from January 1999 in cash before Diwali, encashment of wages from Rs 45 to Rs 100 per day, second installment of arrears of 5th Pay Commission, restoration of SRO 43, conduct of DPC twice in a year and regularisation of Daily Wagers.

Those who spoke on the occasion include—Mangal Arora, Shoba Ram, Charanjit Singh, Vinod Sharma, Suram Singh, Vijay Kumar and others.

One killed in road mishap at Barnoti

Excelsior Correspondent

KATHUA, Oct 28: A Tata Sumo driver was killed when his vehicle was hit by a bus coming from opposite direction at Barnoti ten kilometers from here today on Jammu, Pathankot National Highway.

The deceased has been identified as Surinder Singh of Hoshiarpur Punjab. However, the other passengers in bus and Sumo are reported to be safe and sound.

The dead body has been shifted to Kathua Hospital for postmortem and the driver of Bus bearing Number JK02 7695 is absconding. The police has registered a case and started investigation.

The Sumo was without number.

Attack on Civil Secretariat condemned

JAMMU, Oct 28: Pradesh Congress-I senior leader and former MP, Mr Dharam Paul Sharma has strongly condemned today’s attack on the Civil Secretariat Srinagar in which three employees lost their lives.

In a statement issued here today, Mr Sharma blamed both state and Central governments for the security lapses. He said it is unfortunate that even after the Pak misadventure in Kargil the Government has not beefed up the security at sensitive places.

The Congress leader also expressed his deepest sympathy with the bereaved families and demanded ex-gratia relief for them immediately.

Secretary PCC -I Mr Raman Bhalla has also strongly condemned the attack on the Civil Secretariat by militants. He said this has exposed the hollowness of Government and belied its claims regarding improvement in situation.

Mr Bhalla while expressing his deepest sympathy with bereaved families demanded ex-gratia relief for them.

NC Minority Cell, district president Mr Rattan Lal Pandita has also condemned this dastardly act of militants.

Police drive against drugs menace, eve-teasing

JAMMU, Oct 28: The police have launched a vigorous drive against the menace of drugs and crime against women. Meetings of police officers to this effect were held at Jammu and Kashmir under the chairmanship of Dy Inspector General of Police, Jammu-Kathua Range Dr SP Vaid Senior Superintendent of Police, Jammu, SSP Kathua and SSP Border besides Dy Superintendents of Police and SHOs attended the meetings.

Addressing the officers, Dr Vaid said the illegal sale of drugs and intoxicants by the unscrupulous chemists and other elements was spoiling the young generation and observed that drug addiction sapped the vitality not only of an individual but of the whole society.

The DIG said the police was committed to eradicate the menace of drugs and narcotics by intensifying its drive against the persons involved in this trade. Lauding the efforts of police in this regard, he said investigation should lead upto the source so that both the supplier as well as the seller of drugs/narcotics could be taken to task.

In order to achieve the objective, Dr Vaid stressed on mass mobilisation particularly that of target group that comprises school, college and university students. He said police should involve NGOs, opinion leaders, students and teachers in this venture and added student rallies should be taken out and debates/symposia/painting competitions organised against the ill effects of drug addiction.

It may be pointed out that recently licence of one chemist in Jammu city was cancelled. The chemist was involved in the illegal sale of drugs.

The DIG expressed his concern about crime against women and directed officers to take strict action against the culprits. He urged the senior officers to personally supervise crimes against women that varied from dowry deaths, rapes, kidnappings to eve-teasing and molestation.

In the matter of eve-teasing, Dr Vaid asked the officers to take an initiative themselves rather than wait for a complaint to be lodged. Many victims, he said who suffer from physical and mental harassment silently at the hands of urchins shy away from reporting the incidents of eve-teasing because of certain social factors.

Some vulnerable spots of eve-teasing were also identified. It was decided to deploy police squads comprising mostly women police in civics outside the educational institutions at the time of entry and departure of female students. The excercise was aimed at handling the eve-teasers on the spot.

Law and order situation was also reviewed and the officers were asked to intensify vigil against anti-national elements in their respective areas.

Infantry Day celebrated at Nowshera

JAMMU, Oct 28: Infantry Day was celebrated yesterday at Nowshera Army Garrison with pomp and gaiety.

Brigadier RK Saigal Nowshera Garrison Commander presided over the function which was attended by Officers, Junior Commissioned Officers and Other Ranks of Nowshera Garrison including civilian dignitaries and a large number of ex-servicemen.

The historic occasion was celebrated with organised barakhana and interaction with troops and ex-servicemen.

The chief guest recalled the first glorious action fought by the Indian Infantry after Independence, in which on October 27, 1947 first Infantry Soldier of Indian Army landed in Srinagar, which not only saved the Air Field at Srinagar, but also provided a foot-hold for the Indian Army to build upon and thus succeeded in our operations to defeat the evil designs of the Pakistani Razakars.

Brig RK Saigal applauded the role of Infantry in "Operation Vijay" which was launched in May this year to flush out Pakistani soldiers and Pakistan backed militants who had intruded into the Kargil, Drass, Turtuk and Batalik sectors.

He commended the performance of the Infantry units during "Operation Vijay" all along the Line of Control and attributed the success to exemplary valour and grift of Infantry Soldiers shown in the face of the enemy against heavy odds.

He cautioned all, about the on-going proxy war, evil designs of the enemy and the challenges ahead, and added that assimilation of modern technology and enhancing the combat potential shall remain our upper most concern. He said that welfare and morale of all ranks was uppermost in our mind to ensure combat officiency.

He complimented the Infantry men for upholding the glorious traditions exemplary bravery and professionalism shown in 1965 and 1971 war, "Operation Pawan" and "Operation Meghdoot".

Wreath laying was held at the memorial of Late Sepoy Lakhwinder Singh S/o Chinkar Singh at village Sarthi Khurd, Tehsil Samba to pay homage and tributes to the great warrior on the occasion of Infantry Day yesterday.

Brig K Singh, Yudh Seva Medal, Commander of an Infantry Brigade laid the wreath on behalf of the formation. Col KS Choudhary, Commanding Officer, 20 Raj Rif also laid wreath on behalf of all ranks of his unit.

Ex-servicemen and Sarpanches of neighbouring villages and locals of Sarthi Khurd and Sarthi Kalan were also present at the function.

The memorial has been constructed on the outskirts of village Sarthi Khurd by 20 Raj Rif who undertook the project as a mark of solidarity and to pay a befitting tributes to the martyr.

Sepoy Lakhwinder Singh had succumbed to bullet injuries during the capture of "Tiger Hill' by 8 Sikh Regt. in Kargil Operations. His last rites were performed with full military honours on the same spot where the memorial now stands.

10-yr boy sets record in flying over Dal Lake

SRINAGAR, Oct 28: Second Annual Aqua Para-Sailing Camp, organised by the J&K Aero Sports Association is in progress in Dal Lake.

More than 60 boys and girls of various Institutions are receiving training in this exciting sport these days. Prominent citizens, including Dr Altaf Umar Ramzan, a famous Neurologist, are also participating.

Parasailing is catching up fast amongst local youth. May other organisations like Kashmir University and J&K Youth Services and Sports have also come forward to develop aerosports.

The J&K Youth Services also conducted 2 days long course in Dal lake with the assistance of Air Force Adventure Foundation, in which a number of school boys took part.

Today a 10-year old boy, Master Obaid Yousuf flew over Dal lake nearly 330 feet high, Master Obaid has set a record of being first youngest Kashmiri boy who took flight on Parasails, Master Obaid is a 4th Grade student of Tyadale Biscoe Schools.

He is also a very good skier and skater. When asked, Obaid said that "I want to learn paragliding, which is more challenging and a competitive sport." He wants to bring laurels for state is Aero sports in near future.

His father, Mohammad Yusuf, expressed his gratitude to Youth Services Deptt. for recognizing aerosports at school level. He further said that Obaid's flight will definitely inspire other children.

Union Govt hailed for continuation of reservation

JAMMU, Oct 28: The Batwal community has hailed the decision of the Union Government for extending reservation of Scheduled Castes and Scheduled Tribes in Parliament and the State Assemblies.

The meeting, chaired by the president, Jammu Tehsil Association of Batwals, Mr Thoru Ram Lakhotra here today, said that the condition of the backward sections is still not improved. Majority of them, even now, live below the poverty line and so need support for opportunities to develop.

A demand was made that special courts should be set up in all the districts to deal effectively with cases under SC and ST (Prevention of Atrocities) Act, 1989. It was favoured granting more power to National Commission for SCs and STs and also making it binding on the Central and State Governments to fully implement its recommendations.

The meeting was attended by Mr Sat Paul Lakhotra, MLA, Mr G C Sandhu, Mr R L Kaith, Mr M K Bassa, Mr Som Nath, Chuni Lal, Sansar Chand, Mr Durga Dass and Mr Chaman Lal.

Mini bus union hold meeting

JAMMU, Oct 28: The Mini Bus Workers Union, at its meeting held under chairmanship of Mr Anil Chopra, today appealed the State Government to provide mini bus parking stands on various routes in Jammu city.

The Fleet Union also welcomed the Union Government’s withdrawal of October 11 hiking the licence and other fees. The decision to consider the transport sector also as an industry was described as a" good gesture" by the Union Government.

The president of the union, Mr Ashok Kumar Sharma, while addressing the meeting demanded withdrawal of passenger tax, wherever applicable on mini buses.

The meeting was attended, among others by Messrs Raj Kumar, Jatinder Khajuria, Didar Singh, Balwant Singh, Satish Kumar Sharma and Suran Singh.

Kashmir Gazzetter released

SRINAGAR, Oct 28: Minister for Higher Education, Mr Abdul Qayoom formally released the Regional Gazzetter of Kashmir Volume 1 today.

The gazzetter has been prepared by the State Gazzetters Unit, Srinagar and has been edited by Dr Bashir Ahmed.

Speaking on the occasion, Dr Bashir said that Kashmir gazzetter will act as an encyclopedia for these interested in Kashmir.

He said that, gazzetter contains various facts of Valley including Agriculture, Industry, Trade, Commerce, Culture, History, Traditions and Topography and will be of immense help to the researchers, planners, administration and bureaucrats.

Dr Bashir further revealed that publication of Jammu Gazzetter and tourists brochure has also been taken up by the Gazzetters Unit and will soon come out with these publications.

Mr Abdul Qayoom termed the today's day as memorable and said that the day will be remembered as an important document has been released.

He said that the gazzetter is well equipped with photographs illustrations, maps and statistical data making it a complete document in itself.

Omar meets trade delegation of Taiwan

NEW DELHI, Oct 28: Mr Omar Abdullah, Minister of State for Commerce and Industry, has said that there are many areas in which Taiwan and India can complement each other so that trade between the two countries may reach its full potential.

Speaking at an Interactive Session with the high-level trade delegation from Taiwan--organised by the Federation of Indian Export Organisation (FIEO)-- here last evening, Mr Abdullah said that the hardware expertise of Taiwan could be admirably served by the software skills that India could provide and the remarkable advance made by Taiwan in the sector of Food Processing Technology could align with the production potential of India.

"It is this symbiosis that we need to nurture to its full potential", Mr Abdullah said, adding that trade between India and Taiwan reflected a bold step in the direction of globalisation. From an era of virtually no exchanges between the two countries, bilateral trade between Taiwan and India began from a modest US $ 400 million and has touched an appreciable billion dollar by the end of 1998.

Mr Abdullah stressed that India was now looking towards an economy on sound principles and would encourage investments in infrastructure sector and improving production and productivity. He underlined the inherent advantage that India could offer in the form of labour, raw material and an investor-friendly investment policy. Indian businessmen, he said, are attuned to Western business practices and a free market economy is prevalent in most industrial sectors. "India has the potential to offer Taiwan prospective exports in mineral, industrial raw material, agricultural products, base metals, electrical and electronic equipment, chemical and auto assemblies," the Minister stressed.

Earlier, Mr Navratan Samdria, President FIEO, while delivering his welcome address, urged the Minister for early establishment of direct air links between India and Taiwan so as to promote and strengthen further business and trade relations mutually. He also said that India has vast resources of raw materials and cheap labour, while Taiwan specialises in high-tech products and manufacturing centres. Hence, there is tremendous scope and potential for increasing trade between India and Taiwan, he said.

Kotwal pays rich tributes to Brig Rajinder Singh

JAMMU, Oct 28: Asserting that Jammu and Kashmir is an integral part of India, president, Pradesh, Bharatiya Janata Party (BJP), Mr Daya Krishan Kotwal has said no power on earth will be allowed to annex even an inch of its territory.

Addressing a function organised in connection with martyrdom of Brigadier Rajinder Singh who sacrificed his life to check the advancement of intruders in Kashmir Valley till Indian Army landed at Srinagar, he said we will not allow the sacrifices made by the valiant Indian army and nationalist forces to go waste.

Paying rich tributes to Late Maharaja Hari Singh, Mr Kotwal said he was a great patriot and had this state not been under the Maharaja’s rule it would have gone to Pakistan as Britishers had made a formula to divide this country on communal basis.

He also recalled that how the small contingent of Dogra jawans led by Brig Rajinder Singh fought against the Pak intruders and checked their advancement despite being seriously injured.

MEF warns to join stir

JAMMU, Oct 28: Jammu Kashmir Medical Employees Federation in a meeting held under the chairmanship of Mr Sushil Sudan, vice president, condemned the authorities for their unjust and ingenuine approach towards Medical employees by harassing Mr Jitendra Shastri, a Pharmacist of Medical College by attaching him with Medical Superintendent office and pressurising by police for no fault of his.

As per a release the MEF has stated that the junior doctors and the Joint Action Committee should think eligibly for the proper functioning of the Health and Medical Education community.

The Association held further that if there was any problem that could be resolved by the representatives of Medical Employees and Junior Doctors Association.

The Federation warned that in case the harassment to the employees continued that the Medical Employees Federation shall be left with no option than to take the case from Medical Education to Health Department throughout the Jammu province and in that case the responsibility of the consequences shall lie on the shoulders of of the Medical authorities and the junior doctors association.

The meeting among others was attended by Messrs Sushil Sudan, K S Chauhan, Gurcharan Singh, Vinod Kumar, Miss Babli Sharma, Mrs Raj Rani, Dayal Singh, Ravi Kumar Sharma, Ashok Kumar, Subash Chander Gupta, Ravinder Singh, Rajeev Kumar, Kulwant Singh, Paramjit Singh, R P Singh, Ghar Singh, B L Kandley, Vikram Singh, Chander Mohan Sharma, Gurdeep Singh, Girdhari Lal, Anil Khajuria, Parshotam Kumar and Jarnail Singh.
