Bahai’s community hold special meeting

JAMMU, Oct 23: The Bahai’s community held a special devotional prayers meeting here last evening. It was rare occasion as four members of National Spiritual Council (the highest forum of Bahai’s faith in India) arrived here on a two days visit to Jammu and Kashmir State.

The members who arrived in Jammu and participated in the prayer meeting are: Prof Anil Sarwal, Dean, Students Welfare, DAV College, Chandigarh, Dr Nayson Olyai from Gwalior who is Treasurer of National Spiritual Assembly, Mr Narinder K Budhiraja, Trustee, General Manager, Finance, New Delhi and Dr H Moghbelpour, member of National Spiritual Assembly. They have specially come to Jammu and Kashmir to have intimate contact with the well-knit Bahai’s community and raise fund for additions in Lotus shrine of Delhi, which is shinning symbol of Bahai’ faith in India.

Each of the four members gave discourse in the meeting on the Bahai’s faith which they said is solace to mankind as it teaches Communal harmony universal peace, compassion and global unity. It was stressed that the followers of this faith should have active interaction between themselves, hold regular prayers assemblies and study the scriptures.

It was disclosed that all the nine members of the National Spiritual Council of Bahai’s community in India have started touring the country to raise funds for the construction of an Auditorium, exhibition hall adjacent to world famous Lotus Temple in Delhi. the campaign started on October 19, birthday of prophet of Bahai’s faith. This will add to attraction of the marvelous piece of architecture, Lotus temple which is frequented by lakhs of persons.

Prof Anil Sarwal told EXCELSIOR that in the entire construction work it is only the money from Bahai’s community that is utilised. No donations are accepted from followers of other faiths. It was argued that the charity and prayers lead to spiritual upliftment of man or woman, which is one of the essential traits impressed in this faith. There are no priests or clergy to preach but it is only through common community gatherings that spiritual knowledge is spread.

The work on the additional construction at the Louts temple is going apace at an estimated cost of Rs 5 crores of which Rs 3.80 crore have been spent already. Now it is proposed to raise fund to the tune of Rs 1.50 crore for this noble monument.

There was devotional songs by girls and few other cultural items including one in Dogri. It was followed by discussions on the faith which underlines global peace, communal harmony and universal education for enlightenment.

Heritage of Dogras by Shiv Nirmohi published

JAMMU, Oct 23: A new book "Duggar Ka Itihas" by a renowned writer Mr Shiv Nirmohi has put a refreshing perspective to Jammu region’s political, social and cultural history.

Published by Shivalik Prakashan, Panthal, this 246-page book is priced only Rs 30. It has been provided financial assistance by the State Academy of Arts, Languages and Culture.

The Teleman Films, Roop Nagar, Jammu has also extended an assistance of Rs 10,000 to popularise this book as it vividly depicts the Dogra’s rich heritage.

Prof Nirmohi, author, has extensively travelled throughout the Jammu region and consulted relevent records. He has put new light on some aspects of life in Dogras. He written over a dozen books devoted to history and culture of Jammu region.

Awareness rally for PPI held

JAMMU, Oct 23: Tawi Welfare Society organised a rally for creating awareness among the masses about the Polio Pulse programme.

At Sure Chak village, the rally was flagged off by Dr R N Padha, BMO, Sohajana. Students for local schools in the area and other institutions took part. After covering some villages enroute the rally culminated at Dowana Morh where students alongwith staff members of Sampuranpur Kulian also joined.

Dr Padha explained the benefit of Polio immunisation and stressed the need for protecting the children against deadly diseases through Pulse Polio Immunisation programme.

PM urged for raising State’s annual plan

JAMMU, Oct 23: Mr Subash Shastri, president, National Mazdoor Conference has urged the Prime Minister as well as the Chairman, Planning Commission to step up the plan size of Jammu and Kashmir from Rs 1750 crore to Rs 2200 crore.

Mr Shastri has, in a press release, stated that he has sent a memorandun to the Prime Minister for increase in annual plan allocations so that the State Government is able to pay the arrears of 5th Pay Commission alongwith two instalments of DA due from January and July this year in favour of employees and pensioners.

The NMC chief said since the State has passed through a turbulent period and financial health of the Jammu and Kashmir is difficult so the Central Government should come to its rescue to tide over the crisis.

However, Mr Shastri demanded that the arrears of enhanced pay and DA should be paid to the employees and pensioners before Diwali.

90 pc people suffering from dental diseases

JAMMU, Oct 23: About 90 per cent people are suffering from various Dental diseases including Carries, Cavities, Pyorrea and Bleeding gums. Of the total body cancer cases, 40 per cent are of oral cavity.

This was disclosed at a function organised by Indian Dental Association, Jammu here to distribute free dentures to ten aged persons today. The function was organised in collaboration with Lions Club, Jammu.

The Director Health Services, Jammu Dr RK Goel was the chief guest and Dr Arun Gupta, Director, MIER was guest of honour.

Speaking on the occasion Dr Goel said that Tobacco consumption, chewing of Tobacco leaves and use of Chutki was mostly responsible for mounth cancer in 80 per cent cases. He said that the oral hygiene was very essential for general upkeep of all the vital organs of the body. Referring to the traditional living and nutritional conditions, Dr Goel said that intake of fibrous material and diet having ruffage in it is very important for the health of oral cavity especially the teeth. He lauded the role of dental association for organising awareness camps especially for school children in order to educate them in scientific techniques of keeping their teeth healthy and strong.

On the occasion, the President Indian Dental Association, Jammu, Dr Gotam Mengi said that about 60 per cent of school going children are suffering from various dental diseases. Speaking on preventive side Dr Mengi said that the students should avoid sticky sweets, brush after every meal, floss between the teeth daily, use fluride therapy and get regular dental check up. He disclosed that about 70 per cent adult population is suffering from gum diseases caused by plaque. He said that regular brushing removes the plaque. He also disclosed that about 50 per cent of young adults usually suffer from irregular teeth. He said any danger signal including tumor or swelling, loss of weight, change of colour, chronic ulcer, excessive discharge, difficulty in swallowing, hoarseness of voice and chronic cough should at once be reported to Doctor. He said Pan Masala is also responsible for oral cancer. He disclosed that seven branches of Indian dental Association has taken up the project of providing dentures in the country. Our branch is one of them, he added.

Dr Romesh Singh, Periodontist said that pus-pockets near gums cause a great danger to the vital organs like kidneys, heart and brain. He said although 1.5 per cent of the total budget is spent on health sector every year but nothing is done for prevention of oral disorders prevalent on a large scale in school going children. He said a survey is being conducted to find out oral cancer cases in Jammu division shortly. He said that prevention is better than cure.

On the occasion Dr Arun Gupta, Director, MIER, also inaugurated Dental Health Education Programme for the children. He said that the children were the best messengers of the awareness campaign. He called upon the teachers and the students to disseminate the message of healthy teeth to every nook and corner of the State.

A brochure on oral health care presented by Lions Club Jammu was also released on the occasion. A documentary film on dental health was also exhibited.

Among others the function was attended by Col GP Singh, President Lions Club, Jammu, Members of Indian Association, Jammu, teachers and students of the institution.

Mast Freedi’s death condoled

JAMMU, Oct 23: Chief Minister, Dr Farooq Abdullah today expressed grief over the demise of veteran freedom fighter, political and social worker, Mr Abdul Gani Mast Fareedi.

In a message, Dr Abdullah, who is currently abroad on an official visit, said that the later leader relentlessly worked in various capacities for the uplift of the people of the State in general and Doda district in particular. Mr Mast Fareedi, he said, was a front runner leader in the struggle for the just cause of the people of Jammu and Kashmir and a close associate of Sher-i-Kashmir, Sheikh Mohammad Abdullah.

The Chief Minister said that the contribution of Mr Mast Fareedi will always be remembered as an able parliamentarian, capable administrator and as a writer. With his passing away, the State has lost a dedicated and sincere leader, he added.

Dr Abdullah conveyed his condolences to the bereaved family and prayed for peace to the departed soul.

The Union Minister of State for Industries and Commerce, Mr Umar Abdullah has expressed profound grief over the passing away of Mr Abdul Gani Mast Fareedi, the renowned freedom fighter, political and social worker.

In his condolence message, Mr Umar Abdullah has recalled the services of the late leader for the people of the State and lauded his role during the movement for the just cause of the people of Jammu and Kashmir as a close associate of Sher-i-Kashmir, Sheikh Mohammad Abdullah.

Conveying his condolences to the bereaved family, Mr Umar prayed for peace to the departed soul.

The Minister for Works, Mr Ghulam Mohi-ud-Din Shah has expressed shock and grief over the death of Mr Abdul Gani Mast Fareedi.

He accompanied the Speaker, Legislative Assembly, Mr Abdul Ahad Vakil and flew to Doda and visited the residence of the late leader this afternoon to offer personal condolences to be bereaved family. Mr Firdous Syed, MLC and Khalid Najeeb Suharwardhy, MLA, also accompanied them.

Mr Shah described Mr Mast Fareedi as a distinguished Parliamentarian, who served the State in various capacities as a Legislator, Minister and as a journalist. Mr Mast Fareedi became a Legislator in 1975 and functioned as a Minister in the Dr Farooq Abdullah Ministry. He said his role during the movement for the honour and dignity of the people of the State will always be remembered. For the just cause of people, the late leader remained in prison also, he added.

Mr Vakil also paid rich tributes to Mr Mast Fareedi and said that his services will always be remembered. Mr Vakil and Mr Shah prayed for peace to the departed soul.

The House today observed two minutes silence as a mark of respect to Mr Abdul Gani Mast Fareedi, former Minister and Legislator, who passed away yesterday.

The Speaker Legislative Assembly, Mr Abdul Ahad Vakil, while paying tributes to the memory of Mr Mast Fareedi, said that he was a great social worker and veteran leader. He said, by nature Mr Fareedi was very gentle and had high qualities of head and heart besides a great humanist.

The Speaker said that Mr Fareedi had comprehension of the problems of the people of the State.

Mr Vakil expressed grief over the demise of Mr Fareedi on his own behalf as also on behalf of the members of the House.

The Works Minister, Mr Ghulam Mohi-ud-Din Shah said that Mr Fareedi was his close associate. He said, Mr Fareedi will always be remembered for the services he rendered for the development of the State and upliftment of down-trodden people.

The Law and Parliamentary Affairs Minister, Mr PL Handoo while paying rich tributes to departed leader, said that Mr Mast Fareedi will be remembered for his ideals and the services he rendered to the people. Mr Shiv Charan Gupta, Mr Som Nath, Mr MY Tarigami and Mr Tara Chand also expressed their grief over the death of Mast Fareedi and paid homage to him.

CPHEEC clears water scheme

SRINAGAR, Oct 23: In order to mitigate the water supply problem and to augment the supplies a gravity scheme has been drawn at a cost of Rs 312.50 lakh which stands cleared by Central (CPHEEC) and is being funded by the Government of India under Accelerated Urban Water Supply Programme on 50:50 basis.

This was stated by the Minister for PHE, Irrigation and Flood Control, Mr Ali Mohammad Sagar in reply calling attention notice by Mr Abdul Rehman Veeri in the House today.

Mr Sagar said the scheme has been taken up under AUWSP in the year 1998-99. During the last financial year Rs 30 lakhs have been spent on procurement of pipes. For the current year an amount of Rs 30 lakhs has been earmarked. This work will be taken up as soon as the Centre share is received. He said the scheme is also being posed to Life Insurance Corporation of India for availing loan assistance. The scheme is expected to be completed by 2003 AD.

The Minister said water supply to Bijbehara town is presently being provided from Kerikadal Sprint located within 3 kms from the main town by means of lift having two pumping units each with a total discharge capacity of 15,000 gallons per hour. Under normal conditions with assured electrical supply, pumps run on an average for 11 hours and the total quantity available is of the order of 24,000 gallons per day.

He said the present population of the town is around 18,000 and as per the national standard the average consumption per head /day is around 25 gallons, which means the total requirement of 4,50,000 gallons per day, which clearly indicates a deficit of 2,10,000 gallons per day. Besides two tube wells at Gadhanjipora and Industrial Estates have been drilled which also contribute 60,000 gallon of water daily to the system.

Stock position reviewed

SRINAGAR, Oct 23: The stock position of food grains, petroleum products and other essential is quite comfortable in all parts of the Kashmir valley.

This was disclosed at a meeting held here today to review the stock position of food grains and other essentials in the Kashmir valley under the chairmanship of the Minister of State for Food and Civil Supplies Mr Ajay Sadhotra.

The meeting reviewed the stocking position, especially in view of the huge stocks of rice to be inducted in the Valley to be issued to the drought effected families at the scale of 4 kg per person for four months from next month in favour of those families whose crop loss was assessed more than 50 per cent.

The Managing Director, SRTC, Mr Abdul Hamid was asked to make available maximum number of trucks every day for enabling Food and Supp Department to build up adequate stocks for meeting winter requirements of the people as well as for relief measures. Mr Hamid assured full co-operation in this regard.

The stock position in winter dumping areas like Karnah, Gurez, Machil, Keeran, Marwah, Wadwan was also reviewed which is nearing completion.

The minister exorted upon all the officers present in the meeting to exert themselves to ensure that there will be no problem with regard to the availability of food grains and other essentials to the people and they will also regularly monitor the price line. The Commissioner/Secretary Food and Supplies Mr RK Jeerath, Director Food and Supplies, Kashmir, Mr Gulzar Ahmad, Joint Manager, FCI, Mr Farooq Ahmad also attended the meeting.

HC Staff Welfare Association constitutes body

JAMMU, Oct 23 : Mr Asif Iqbal Mahajan was elected as President and Mr Aftab Ahmed Chouhan as general secretary of J&K High Court Staff Welfare Association.

According to a release, the election for these posts of the Association was held today for both the wings of the High Court under the supervision of the Districts and Sessions Judge, Mr D K Kapoor who was acting as the Returning Officer.

Mr Mahajan secured 112 votes of the total 340 votes polled and defeated his nearest rival, who secured only 76 votes. There were three candidates in the fray for the post of president. Mr Chouhan secured 76 votes and defeated his nearest rival Mr Bashir Ahmed who secured 68 votes.

Selection to MBBS course done as per SRO 126

JAMMU, Oct 23: The selection of the candidates in the State for MBBS courses in two Medical Colleges of Srinagar and Jammu by Competent Authority is being done as per the Government SRO No. 126 of 1994 by which seats for both these colleges have been fixed.

Under this SRO, the Competent Authority is bound to select the candidates under various categories and cannot take the responsibility of allowing extra students to seek the admission.

As per this SRO, Jammu Medical College has an intake seating capacity of 120, while’s in Srinagar College, the number is 100. Similarly, one seat each has been kept reserved for candidates who are non-residents. One each seat has been kept for defence personnel and para-military staff in both these colleges.

In addition, one seat is reserved from Srinagar Medical College for the defence personnel having rendered service at Siachen Glacier.

Informed sources told EXCELSIOR that as per these guidelines laid down in SRO 126, the selection of the candidates to MBBS course is being done by Competent Authority. The same system is in the knowledge of the Health Department

The sources while referring to the " extra" seats and deferring of this year’s admission to MBBS course, said that the Competent Authority was not at fault for these additional seats, as CA was strictly abiding by this SRO. This SRO, the sources said, has not been amended since 1994.

The sources pointed out that even last year, the same rules and regulations were followed while framing the list of the selected candidates.

Militants’ writ runs large in border village of Samba

SAMBA, Oct 23: As the infiltration of the Pakistan trained militants is going unabated, notwithstanding the claims of the police, fear has gripped the denizens of border hamlets of Dagore and adjoining areas where militant activities are on increase during the past some time.

Though with the arrest of some Pakistani militants, the police have busted a gang of ISI agents active in the area, infiltration is still going on. Even militants have started kidnapping local youth to use them as their guide. Earlier this passage was used only as a safe route for infiltration but now the militant have started attacks on the local to create terror among them.

A local youth of village Dagore namely Ramesh Kumar, 20, son of Basandari Lal was kidnapped by the militants from his field on October 3. Despite its hectic efforts police have failed to get any clue about his whereabouts.

Fear stricken villagers told that three gun-wielding militants, feared to be Pakistani, have taken away Rakesh on gun point in a broad day light incident. On the condition of anonymity, the villagers said that they had chased the militants but of no avail.

Even as police patrolling was intensified after kidnapping of Rakesh, some gun toting militants made abortive attempt to kidnap another youth but their attempt was foiled by the villagers. On October 16, militants tried to kidnap one Sanjeev Kumar son of Mr Ranju Ram of village Dagore on gun point but alert villagers chased the militants who released the youth after taking him upto near National Highway.

Intensity of the fear can be gauged from the fact that no villagers of this border hamlet, comprising about 230 families, wanted to be quoted while disclosing activities of the militants.

"Militants can strike us any time if any of us singled out", said an aged villager with fear writ large on his old face.

After two successive kidnapping incidents, fear gripped the inhabitants of this border village located about four kilometers away from the National Highway.

While admitting that launching of combing operation in the entire 20 Km dense forest belt is impossible without the help of the Army, SHO Samba said that police have intensified its patrolling in the entire areas after incidents of kidnapping. He said that a comprehensive action plan has been formulated to keep a check on the suspected routes of the militants.

Notwithstanding the claims of the police, the villagers said that it was difficult rather impossible for local police to launch combing operation in, what they called, opaque forest stretch of about 20 kilometers. "Our police has neither adequate man power nor they have sophisticated equipment to launch combing operations in the dense forest", a villager said and alleged that except formal patrolling police has not taken any step to keep a strict vigil on the activities of the militants.

Located in dusty environs of Basantar, the denizens of this border village demanded that posts of Border Security Forces and Special Task Force of J&K Police should be established to contain increasing militant activities in the rather peaceful area. Villagers were of the view that Village Defence Committees, on the pattern of other militancy plagued areas, should be formed in the villages located adjoining Basantar and Baraidu Nullah.

According to a reliable source, the passage between Basantar and Baraidu Nullah has became a safe route for the militants and other anti-national elements. Militants have been using this safe passage to reach Doda as there is thick forest all along Baraidu Nullah which emerged from Doda and entered into Pakistan from Samba border. This route, during the past, had been used by the Gujjar and Bakarwals to reach Doda.

Pakistan’s notorious Inter-Service Intelligence (ISI) has established a strong network in entire dense jungle which stretched upto about 20 square kilometers. Reliable sources said that this thick forest zone, touching Mansar from one end and Nud-Pappad Morh from other end, virtually became haven for the militants as ISI has established numerous hide-outs in these areas. Militant have been using these hide-outs as their ‘guest houses’ during their traveling from Pakistan to Doda and other areas.

Letter of handicapped girl treated as petition

JAMMU, Oct 23: A letter written by Madhu Sharma a handicapped girl of village Budhi tehsil and district Kathua to Chief Justice of J&K High Court has been treated as writ petition and listed before Mr Justice A M Mir for hearing.

Mr Justice A M Mir while hearing the matter asked the Senior Advocate S S Lehar and Advocate B S Salathia to appear for the petitioner and directed the registry to prepare three sets of the petitions alongwith Annexures and one each be handedover to both the advocates.

Advocate D S Chouhan appears for the respondents and a copy be furnished to him also. He will file objections within four weeks.

In the letter addressed to Chief Justice of Jammu and Kashmir High Court, Miss Madhu Sharma stated that due to house collapse she was badly injured and become handicapped hundred percent as declared by the Doctors and was moving on wheel chair. Her father, a retired class fourth employee and the family was living in utter poverty. There is no other source of income for the entire family. She had been applying for Government job reserved for handicapped persons but all in vain.

She had applied for class four post in Education Department of district Kathua and was called for interview and no one gave her relevant record and also not been informed about the result, but she has learnt that some of the persons have been appointed by Chief Education Officer Kathua on May 22, 1999. She has been recommended by Chief Education Officer Kathua that She can work as a well boy". She further stated that what happened to that selection and whether any handicapped person has been appointed where as she was a most suitable candidate among handicaped persons if any quota reserved.

She further stated that lawyers are asking for big money and she is unable to pay. Thus, she has written this letter with the prayer to Chief Justice of J&K High Court. She attached an application written to Chief Minister J&K Government and recommended by the political Secretary to Chief Minister and that application sent to Chief Education Officer Kathua but nothing has been done.

District status to Bahu Fort demanded

JAMMU, Oct 23: A meeting of Bahu Fort Development Committee was held under the Chairmanship of its president Mr Rajeev R Charak in which Social leaders from various areas of the State participated.

Speaking on this occasion, Mr Charak said that as per the decision of the General Council, the Bahu Fort Development Committee J&K is a state level committee. He said, shortly we will open its branches in whole of the state especially at Samba, Vijaypur, Hiranagar, Kathua, Bilawar, Nagrota and at Mansar in the first phase. He assured the people that he would get the lost status at any cost which has been lost by us in Eleventh Century.

He demanded making of Shrine Board of Mata Maha Kali Temple, Bahu Fort and granting of district status to Bahu Fort and also the carrying out of the development works of the Bahu Nagar from Tawi river to Ravi river.

Mr Charak disclosed that on Oct 26 the Association will hold a dharna at Bari Brahamana against the discriminatory and step motherly attitude of the State Government.

Speaking on the occasion, Mr Channo Mehra, Chairman Backward Class and Schedule Caste Cell, National Conference and provincial treasurer of National Conference women wing Jammu said that the priests of Mata Maha Kali temple Bahu Fort are treating and misbehaving the pilgrims very badly and are involved in so many criminal activities.

SRINAGAR, Oct 23: The State Government has raised its hands regarding conduct of examination and Prime Medical College students, who are on protest for the last fortnight, here.

As the students were making their protest more strong every passing day, the Minister of Higher Education, Dr Mustafa Kamal finally came out to clear his Government stand with regard to the conduct of the examinations.

Taking to newsmen, here today, Dr Kamal said that the State Government has nothing to do with their exams as the case was pending with the Court and also with the Medical Council of India (MCI), besides Ministry of Health, Government of India, which has also became party to it.

He said that the examinations can only be conducted when the college is recognised by the MCI and the State Government cannot do any thing as for as the recognition was concerned.

Expressing his helplessness, the Minister said that since the matter is pending with the court, the Government cannot effectively intervene.

At the same time, Dr Kamal assured that once the sub-judice cases are decided, the Government can directly approach the Ministry of Health, Government of India to decide about the future of the college.

He disclosed that Government was trying to find the possibility for conduct of examination of 1995 batch within the statutes of Kashmir University. The Chancellor, Mr GC Saxena has hinted on the relaxation in statutes for conducting the examinations, if possible under the law, he added.

It may recalled that the college was de-recognised by the MCI’s special team after finding it unfit in terms of faculty, infrastructure and other related formalities.

And in response to the MCI’s action, the Kashmir University has refused to hold examinations on the pretext that college had been established in violation to the Justice Unni Krishnan judgment.

The Unni Krishnan judgment was invoked in the state by Justice Bilal Nazki in 1996.

However, the college management now claimed that they have rectified the deficiencies.
