Education officers to hold protest dharna on Oct 24 Excelsior Correspondent JAMMU, Oct 22: School Education Officers Association has finalised a programme to hold a protest demonstration outside the office of Divisional Commissioner Jammu on October 25. According to a release, a meeting of the School Education officers was held at Jammu today under the chairmanship of Mr C L Sharma, president of the Association. The protest dharna is being organised for the redressal of the long pending demands which include removal of disparity in respect of pay scales by way of placing the Headmasters in the pay scale of Rs 2500-4000 with effect from 1987 under SRO 75 of 1992 and corresponding to it with effect from 1979, regularisation of all officers from Headmasters cadre, benefit of earned leave to the Principals and Headmasters, providing 50 % of the posts of Principal Higher Secondary Schools and HOD, DIETs and DEPs as provided under SRO 83. The other demands includeseniority in the entry of Master Grade, promotions from Headmasters cadre to the posts of Deputy CEOs, Joint Directors, Directors, CEOs etc. Those attended the meet includeMessers C S Jamwal, Jagdish Dogra, G L Sharma, Karnail Singh, O P Gupta, Mohinder Singh and Subash Gupta, all executive members of the Association. |
Over Rs 6 cr disbursed as old age pension Excelsior Correspondent Srinagar, Oct 22 : The Social Welfare Department has disbursed Rs 6.10 crores as old age pension under Integrated Social Security and National Old Age Pension Schemes among beneficiaries in the Valley so far during the current fiscal year. This information was given at a meeting of the divisional officers of the Social Welfare Department held here last evening to review the performance of the department in Kashmir Division at the fage end of Darbar Move to winter capital Jammu. It was stated that financial help of Rs 40 lakhs also stand provided to the beneficiaries under National Maternity Benefit, Pre-Matric and Handicapped scholarship. Reimbursement of examination fee, Educational upliftment and Assistance to Gad-Hangies schemes. Referring to the ICDS, the meeting was told that as many as 5625 Anganwari Centres are presently functioning in the Valley with 1.50 lakh beneficiaries belonging to BPL category. Nutrition amounting to Rs 4 crores is being provided to the children in these centres during the current financial year, the meeting was informed. The meeting took a serious note of the non-supply of nutrition items despite finalisation of tenders/contracts for the purpose. It was felt that delay in this regard creates unnecessary misunderstanding among the masses and thus brings bad name for the department. The concerned officers were asked on the spot to ensure supply of nutrition to each Anganwari centre immediately. The meeting also expressed anguish over non submission of Annual Plans and Non-Plan Budget proposals for the year 2000-2001 and instructed the officers to furnish said proposals immediately. The meeting was astonished to know that funds under various welfare schemes of the Social Welfare department have not been released yet for the current year in District Pulwama. It is sheer carelessness on the part of the officers concerned and the Deputy Commissioner. It was decided that Dy. Directors, Social Welfare and ICDS will personally look into the matter and shall ensure release of funds for district Pulwama and Kupwara respectively. The Additional Secretary Social Welfare, Mr Kamili was asked to rush up to Delhi to obtain funds for holding of Handicapped camps in the State shortly. Addressing the meeting, Mian Altaf asked the officers to change their lethargic style of functioning and bureaucratic approach of serving the poor people in the State. He said atleast financial crunch should not come across in the implementation of Centrally sponsored schemes, as he said centre is releasing funds regulaty to the State under these schemes aimed at to ameliorate the lot of down trodden people. He cautioned that no slackness/carelessness will be tolerated in this regard. He said beneficiaries should not suffer in any case and non performance should not be covered with financial crunch at all. The meeting among others was attended by the Commissioner/Secretary Social Welfare, Mr A K Angurana and the Director Social Welfare, Mr G N Wani. |

week-long International meet Excelsior Correspondent JAMMU, Oct 22: The week-long International meeting of the Indian Association of Sedimentologists (IAS) will focus on the landsliding problems along the National Highways in Jammu and Kashmir state. This was stated by Prof B L Dhar, Head of the Department of Geology, University of Jammu, who is chairman of the XVI Convention of Indian Association of Sedimentologists, while talking to newsmen, here today. He said the meeting, wherein some international scientists are also participating will commence from October 24 and end on October 30. The event is jointly being organised by the University of Jammu and the University of Kashmir. During the week-long programme, the scientists will visit National Highways and remained in Kashmir University for two days to exchange their experiences over there. Prof Dhar further said that besides local problems, the convention will feature a comprehensive and multidisciplinary programme related to important problems being faced by the geological sciences. One-day short course will also be conducted by Dr Dorrik Stow of the University of Southampton, United Kingdom on "Deep-water sedimentary systems: key advances, latest techniques and current trends". Dr Bilal U. Haq, Director Marine Geosciences, National Science Foundation, Arlington, USA will deliver a popular public lecture on " The threat of Global Warming and Sea Level Rise: An update of empirical and Modeling data", a handout circulated among the media persons said. Besides, a two-day field trip has been arranged along the Jammu-Srinagar National Highway to have on the spot assessment of the landslide prone sites by the experts. It will be followed by one-day field conference in the University of Kashmir to discuss and deliberate upon the field observations with the aim to formulate inter-institutional and multidisciplinary research projects to mitigate the landslide hazard. Dr G M Bhat of the Department of Geology, University of Jammu, who is convener of the meeting was hopeful to achieve good results that can help in sustainable development in the context of present day national and state demands. Mr Shiv Charan Gupta pleaded for balanced development of all the three regions of the State. AKPSC for comprehensive rehabilitation of migrants Excelsior Correspondent JAMMU, Oct 22 : All Kashmiri Pandit Solidarity Conference (AKPSC) has urged upon the government to device a policy for comprehensive rehabilitation of the Kashmiri migrants. According to a release, a meeting of the organisation was held here today under the chairmanship of its president Mr O N Trisal. The members discussed in detail the problems being faced by the community in general. Speaking at the meeting, Mr Trisal alleged that students of this community have been ignored for admissions to the professional colleges, recruitment in government services and in various other fields. He also highlighted the problems, being faced by the young students due to delay in examinations and results. The meeting called on the government both at the Central as well as state level to understand the magnitude and dimensions of the situation which this displaced community is facing at various temporary hutments in Jammu and other places. The one room accommodation provided to the migrants was not sufficient and the roofs were leaking. There was repair work carried on them since long. They advocated the comprehensive settlement of the members of the displaced community. The members also demanded fair representation in the state legislature, legislative council, corporations and the civic bodies. Mr Trisal appealed to the members of other organisations to launch a joint movement and to create a single platform to achieve the goal of total rehabilitation of the community. Encroachment of graveyards condemned Excelsior Correspondent JAMMU, Oct 22: Muslim Federation of Jammu has condemned the illegal construction on the graveyards at R S Pura and Bishnah. In a press statement issued here today, District president of the Federation, Mr Talat Niaz Qazi said that such act on the part of encroachers was very unfortunate and needs immediate intervention of the District Administration. Mr Qazi urged upon the Deputy Commissioner Jammu to take immediate step to avoid any tension on the spot and to restrain some elements from indulging in illegal encroachment. Meanwhile, the Federation members also convened an emergency meeting here today and chalked out strategy to deal with the situation. to be exempted Excelsior Correspondent JAMMU, Oct 22: Expressing solidarity with the All India Motor Transport Congress, which has launched agitation from October 21 against hike in diesel prices, the J&K Motor Transport Companies Association (Narinder Singh faction) has decided to join in the on- going transportation strike from today. Addressing the press conference, Mr Narinder Singh Raina, president of the J&K Motor Transport Companies Association has declared that they have also decided to participate in the strike and no vehicle will be allowed to ply on the roads. He, however, made it clear being a sensitive border State, supply for Army and other forces would continue despite the strike call. "We are fighting proxy war and it is our duty to help armed forces so we have excluded army supply from our strike", Mr Narinder Singh said and declared that no vehicle would be allowed to cross Lakhanpur border from tomorrow morning. Narinder Singh faction of the J&K Motor Transport Companies Association, however, said that decision regarding inter districts strike would be taken after discussion in the working committee meeting of the Association. Mr Narinder Singh said that JKMTC has asked the AIMC to include demands of J&K transporters including relaxation of the Toll Tax for border States and entry of the old model vehicles in the cities, in their charter of demands. Highlighting miseries of the transporters in the State, Mr Narinder Singh said that transporters community has been facing lots of hardship due to brazen nexus between contractors and officers of the various Government Departments. He said transporters have not loading supply of Food Corporation of India for the last one month due to rate problems. He alleged that contractors with the connivance of some officers of FCI have been exploiting transporters. Claiming that he is president of the J&K Motor Transport Companies Association, Mr Raina said Mr Darshan Singh, who was president of the Association, was sacked due to his anti-transporters policies. "He sacked as he took many unwarranted decision to damage the basic structure of the association and while he was president on September 23 and 24, he got hundred trucks loaded with FCI food grains who were not on the hazari role of the Union which made transporters angry as they were waiting for their turn from days together", he said and added that following strong protest of the transporters, Mr Darshan Singh was sacked. Mr Narinder Singh Raina alleged that sacked president along with his supporters have been threatening him of dire consequences. He also accused SHO Bishnah, Mr Jagit Singh Jagga of hatching a conspiracy to terror his supporters. He narrated an incident when Mr Jagga arrested some transporters from Bari-Brahaman and gave them sever thrashing despite being the fact that Bari-Brahaman was not in his jurisdiction. |

Excelsior Legal Correspondent JAMMU, Oct 22: Mr Justice R C Gandhi of the State High Court Jammu wing has issued notice to Controller of Examination Competent Authority Entrance Examination for filing objections in a writ petition seeking quashment of Notification No. 82-CAEE of 1999 dated September 21, 1999 to the extent the selection of the petitioner from B.E. Course has been modified to Diploma Computer being illegal arbitrary and against the principles of natural justice and declaring the selection of the petitioner to BE course as per notification No. 81/CET/CAEE of 1999 of August 25, 1999 as valid. Notice was accepted by the counsel of the Competent Authority who was present in the court. This notice was issued in a writ petition filed by Ajay Bangotra through advocate Subash Chander Gupta alleging that the petitioner vide Notification No. 81/CET/CAEE of 1999 dated August 25, 1999 issued by the Competent Authoirty and was published in a local english paper. According to this notification the petitioner appeared at Serial No. 20 in the Schedule Caste Category selected for BE Course. The petitioner on being selected as per the notification applied to the Principal Pubjab Engineering College Chandigarh for cancellation of his admission and requested for the return of the original certificates. The Principal vide order dated September 8, 1999 removed the petitioner from the rolls of the college. In the petition, it was further alleged that the Competent Authority published another notification No. 82-CAEE of 1999 dated September 21, 1999 and modified the earlier notification No. 81 and the petitioner's selection from B.E. Course to Diploma Computer. The petitioner prayed before the court that the court may direct the respondent to pay compensation of Rs 30 lakh for the careless and negligence functioning of the Competent Authority. |

HC's observation on qualification for appointing teachers Excelsior Legal Correspondent JAMMU, Oct 22: The Division Bench of the Jammu Kashmir High Court Jammu Wing comprising Mr Justice Tejinder Singh Doabia and Mr Justice Rattan Chand Gandhi held that giving undue weightage to 10 plus 2 qualification and giving lesser importance to the Degrees in the discipline of Education is not apt. "Ten plus two qualification have not rational with the object appointment as teacher. Ten plus two qualification is basic for all further attainments in all walks of life. How does this qualification advances cause of teaching and of those who are to be taught when this qualification is not given any weightage for any other discipline then why give it so much importance in the selection of teachers. In any case 50 marks for ten-plus two qualification is definately on the higher side, the court has observed. It further said that the object is to appoint a teacher. "A trained teacher having graduation and post-graduation qualification in the discipline of Education would be best suited for the job. By the process adopted in the present case, a trained teacher is being almost ousted from consideration by giving insignificant weightage to his BEd and MEd qualification. If in the discipline in Medical, Law, Engineering Architecture etc the basic qualification is the one which is possessed by candidate in that very discipline, then there is no justification to not to adopt the same criteria when appointments are made in teaching faculty." The court reference to the decision of the Supreme Court saying it has laid down the importance of trained teachers. The criteria adopted in the present case beings in arbitraines. With this observation, the Division Bench ordered that the allocation of 50 marks for plus two qualification is on the higher side, that this allocation operates to the determent of those candidates who possess Graduate and Post Graduate qualification in the discipline of Education. This is not in confirmity with the spirit of Articles 14 and 16 of the constitution that the criteria is required to be recast the appointments already made are not being quashed. The DB further ordered that the appellent Balwinder Kour would be entitled to be considered against a vacancy which is now available. She would not be denied appointment merely on the grounds that she has become overage. This significant judgement was passed in a appeal filed by Balwinder Kour through Advocate Surinder Singh challanging the system of appointment of teachers. Advocate D S Chouhan and advocate R K Bhatia appeared for the department of Education State of Jammu Kashmir and others. |

Mr Shiv Kumar Sharma, Chief Organising Secretary of 11th Vishal Dangal Committee, said that besides these two top level champions, various other wrestlers from Delhi, Harayana, Punjab, Himachal Pradesh and J&K will participate in the event. He said the championship is being organised in the memory of late Pt. Sobha Ram Ji, president and founder member of the Public Dangal Committee, Katra.
