kg RDX, missile, UMGs among seizure Excelsior Correspondent JAMMU, Oct 22: The elite troops of Delta Force have eliminated four top militants of Lashkar-e-Toiba outfit and two activists of Hizbul Mujahideen, one of whom was involved in Chapnari massacre of 1998, in Doda district. The operations, which were carried out under the command of 4 Sector Rashtriya Rifles, have resulted in a massive haul of arms and ammunition. A Defence spokesman said today that recovery made after the encounter include one missile, two Universal Machine Guns (UMGs), one sniper rifle, one Rocket Projectile Gun, six radio sets, over 100 kgs of RDX, thousands of rounds of assorted ammunition, Improvised Explosive Devices (IEDs) and other war like materials. The spokesman said the 4 Sector RR had been receiving reports of large scale extortion and incidents of rapes by a group of foreign militants operating under the command of a self-styled Lashkar commander in remote and inaccessible areas of Bharat and Kastigarh. A delegation of the local villagers had also called on the senior Army officials of the area and complained about large scale atrocities by the militants. Accordingly, a seek and destroy Operation Flush Out was launched. Troops of 8 RR, 10 RR and National Security Guards participated in the manhunt. At the very outset, Major Arvind Yadav of 8 RR shot dead chief co-ordinator of Hizbul Mujahideen outfit identified as Mohd Lone alias Hataf in the forest area of Bagla, about eight kms north of Doda. Troops recovered one AK-47 rifle and one wireless set from the militant. Later, the black cat commandos of National Security Guards under the command of 8 RR Col A Saxena were inducted in the area. Troops led by Major R Gurung cordoned off a militant hideout in adjoining Lal Draman forest. Spotting troops, the militants, numbering two, tried to escape. However, both of them were shot dead by the army soldiers and were identified as Billal and Zuber, both foreigners belonging to Lashkar outfit. Troops, meanwhile, also started closing-in from the opposite direction near a hutment in village Bhadargwadi after noticing suspicious movement atop a house. Major C M Babu, who was leading another patrol party, chased the militant. Another army column led by Major Anshuman also joined the same operation in Lal Draman forest. In the massive exchange of firing, which ensued, a dreaded ultra Mohd Aslam alias MD, an IED expert of Lashkar outfit, was killed. No casualty was reported on army side. Troops of 10 RR were also simultaneously pressed into areas of Kastigarh, north of Doda. One Commando team under the supervision of Major K R Srivastava cordoned off Pothi and Dhandal nullahs, a tributary of Chenab river. Armymen noticed footprints leading to a natural hideout. Search of the area confirmed the presence of militants, the spokesman said, adding the militants were asked to surrender. Rather, one of the militant came out and started heavy firing on army soldiers with his automatic weapon. But, he was shot dead. His colleague, however, kept on firing on the army team. In a daring act, Major K R Srivastava crawled to militants hideout and eliminated the militant. Both the slain militants were identified as Abu Ukuba and Abu Saraka, both residents of Pakistan and belonging to Lashkar-e-Toiba outfit. Two AK rifles, one missile, one radio set and explosives were recovered from the hideout, the spokesman said. In all these encounter, there was no casualty on army side which showed the effectiveness of troops with which they fought with the hardcore militants of Lashkar-e-Toiba and Hizbul mujahideen outfits. Bodies of all slain militants were handed over to local people for last rites. Sector Commander Brigadier S C Sharma personally co-ordinated the operations. He ordered troops to apprehend all suspects, who had been sheltering militants and providing them logistic support. Special teams of army have been positioned at Bharat and Kastigarh areas to interrogated the suspects. The Sector Commander said the slain militants were involved in kidnappings, rapes, extortions and killings of innocent villagers. He complimented the general population of the area for whole hearted support to army during the operations. In some cases, information about militants hideout was given by the local people which led troops to hideouts and identification of the militant. General Officer Commanding, Counter Insurgency Delta Force, Major General C S Brar has congratulated the Sector, all Commanders and troops for brilliant executing of the operations, which has left both Lashkar-e-Toiba and Hizbul Mujahideen disorganised and in disarray following the killings of their top leadership. |

spurns Musharraf offer From B L Kak NEW DELHI Oct 22: The Government of India has sent out a signal to Islamabad, informing the military ruler, Gen Parvez Musharraf, about Delhis intention not to have dialogue with Pakistan unless there was "sufficient" evidence on the ground of action against cross-border terrorism. The action, the message said, had to be initiated by the military regime of Pakistan. This apart, the military ruler is also required to ensure "early" end to hostile propaganda against India. The Minister for External Affairs, Mr Jaswant Singh, has turned down Gen Musharrafs offer for talks. In an interview, Mr Singh reiterated that it was "too early" to consider resumption of the stalled bilateral dialogue with Pakistan. Stating that India continued to keep a close watch on the developments in Pakistan, Mr Jaswant Singh observed: "Whatever is happening in Pakistan is not clear. It will not be proper to say what will happen in coming days". On the other hand, a top Government source, while commenting on Gen Musharrafs announcement of unilateral military de-escalation along Pakistans International Borders with India, dismissed it as a gimmick to impress the international community. In fact, the source, who is operating from Delhis South Block, told EXCELSIOR that the withdrawal of Pak troops had to be expected as Gen Musharraf could not keep his troops in a forward position for a protracted period. According to the source, the Government of India cannot be faulted for entertaining certain doubts in view of Gen Musharraf complete silence on the vital issue of terrorism. India, the source pointed out, was concerned at Gen Musharrafs strong assertion on Kashmir. The Vajpayee Government has not taken well the Pak military rulers promise to continue "our unflinching, moral, political and diplomatic support to our Kashmiri brethren in their struggle to achieve their right of self-determination". Gen Musharrafs categorical statement, according to Mr Jaswant Singh and the Home Minister, Mr LK Advani, is "unwarranted" as it completely goes against Indias position. It was officially stated that India had decided to judge Pakistan by its actions. And the Indian Foreign Office posed: How can India be forced to hold talks at a time like this when the transgressions of the Line of Control (LoC) in Jammu and Kashmir continue and when the terrorist camps are also operating within Pakistan and Pakistan occupied Kashmir (PoK) ? India has just witnessed a generally representative assertion of the popular will. And the new Vajpayee Government is in a far better position to match Islamabad step-by-step, but the lead has to come from General Musharraf about his good intentions. This is so because in the past, there have been many declarations of good intent that have not translated into very much in the end. If Mr Atal Behari Vajpayee is somewhat sceptical about Gen Musharaffs move to unilaterally withdraw forces from Pakistans International Border with India, he cannot really be faulted. The same holds true for the Generals offer to thrash out all outstanding issues across the negotiating table. After all, India has taped evidence to show that this was the same man who planned and executed the strategy of sending in Pakistani troops into Kargil under the guise of "freedom fighters". In the ultimate reckoning, a senior Indian Army General argued at a meeting of his associates in the Capital, what will really matter is the sincerity behind the many resolves made by Gen Parvez Musharraf and not just his utterance of it. |

militants nabbed From Ahmed Ali Fayaz SRINAGAR, Oct 22: In a spectacular achievement, Special Operations Group (SOG) of Jammu & Kashmir Police have unveiled the mystery of the militants' rifle grenade attack on Civil Secretariat as four militants of Harkat-ul-Mujahideen outfit who had conceived and carried out the dare-devil offensive on September 29 last have been arrested and the vehicle used in the attack seized. Inspector General of Police, Kashmir Zone, Gopal Sharma today presented before mediapersons all the four detained militants of Harkat-ul-Mujahideen who confessed their responsibility in the rifle grenade attack on the 6-storeyed Civil Secretariat Complex in the capital city. They explained in detail how they had hatched up the plot, translated it into action and then disappeared for the entire system of police and security forces who had launched a manhunt to have them neutralised, dead or alive. One rocket-launcher, one AK-56 rifle fitted with a grenade-launching attachment, one rocket-launcher, one pistol and two pencil bombs recovered from the detained militants were also put on display alongwith the white Maruti van used in the action. According to the SOG officials, the van taken from an advocate of Zampa Kadal locality operated with a fake number-plate JK01 93333 even as DL 3CB 9527 was believed to be its original registration number. Officials said they were investigating whether the vehicle had been a stolen one or not as also how the lawyer had put it at the disposal of the militants. IGP Kashmir Sharma said that there was a "definite link" between the Harkat saboteurs and the detained Hurriyat leaders who had earlier threatened to launch "direct action" in case Government did not stop alleged execesses against the separatist activists during their anti-election campaign. He was, nevertheless, careful in his verbiage and insisted that Hurriyat's role in "inciting and carrying out" the attack was being investigated. Asked if the Hurriyat detenues would be released if found not involved, Sharma declined to comment while pleading that such a decision could be taken only by the Government. Sharma said that one of the accused saboteurs was still at large while as police could also detain for questioning and prosecution "some instigators" in the case. The detained militants identified themselves as Farooq Ahmed Dhobi alias Mujeeb alias Jaffar S/o Ghulam Ahmed Dhobi of Cement Bridge, Chhattabal, Meeraj-ud-Din alias Tanveer S/o Mohammad Sidiq resident of Rampur, Qamarwari, Shakeel Ahmed Gundroo alias Showkat alias Nayeem alias Seth Kachru S/o Abdur Rasheed resident of Shah Mohalla, Nawab Bazar and Ishfaq Hussain Beg S/o Showkat Ahmed Beg resident of Rajbagh. Apparently Farooq Ahmed Dhobi was a BSc final year student with Islamia College of Science and Commerce but he claimed that he was Harkat's "district advisor" and kingpin of the September 29 offensive. The locally-trained militant Meraj-ud-Din was simultaneously running a Chemists' shop at Qamarwari while as Shakeel Gundroo described himself as Harkat's "group commander" and disclosed that he had been a Fireman in the State Fire Services Department for the last five years. Currently, he was posted at Fire Station of Syed Hamidpora, Nawab Bazar. In the unprecedented rifle grenade attack on Civil Secretariat on September 29 last, two CRPF personnel and an equal of J&K Policemen were among the six persons injured. Later, constable Muzzammil Ahmed of security wing had succumbed to injuries. After the successful attack on secretariat, the militants had shot dead constable Bashir Ahmed of police division, Batmaloo, near Akbar Hotel. Detained Meraj-ud-Din said that he fired six rifle grenades in quick succession from the moving van and it was Farooq Dhobi who gunned down the constable for he had spotted him while escaping towards Batmaloo. The militants in custody revealed that they had hatched up the plot at Safed Masjid, Nawab Bazar. Before taking the van from its owner at Zampa Kadal, Farooq and Ishfaq made a reconnaissance survey of the Secretariat surroundings on a bycycle. Sixty two year old Hamami of Safed Masjid, Abdul Ahad Parray disclosed that the four militants kept their weapons in his custody at the mosque. At 1030 hours, the militants took the van from Zampa Kadal. It was driven by Fireman Shakeel Gundroo, Farooq held a gun on the front seat and the main hitman Meraj-ud-Din on the rear seat was assisted by Ishfaq. The 5th person, still at large, kept an eye on the back. Meraj-ud-Din fired three rifle grenades from the PCR-Secretariat junction and another three from the speed-breaker at Exhibition-Secretariat junction. After launching the attack well in front of the outer entrance of Secretariat which always remains dotted with a thick security bandobust the militants turned backward and drove the vehicle all the way to Nawab Bazar while shooting a constable on duty and crossing over a dozen bunkers manned by paramilitary forces. They drove via Batmaloo, Tengpora, Bypass, Bemina college, Cremation grounds, Karan Nagar and SMHS Hospital. Bhatnagar, 3 others challaned NEW DELHI, Oct 22: Twelve years after the Bofors pay-off scandal rocked the country, CBI today named former Prime Minister Rajiv Gandhi as an accused and chargesheeted Italian businessman Quattrocchi, former Defence Secretary S K Bhatnagar and three others for their alleged role in it. Rajiv Gandhi, who had categorically denied any involvement in the pay-offs, has been named as an accused for the first time in the Rs 1437 crore deal signed during his Prime Ministership in 1987, but his name figured as an accused not sent for trial as he was killed eight years ago. Others chargesheeted were Dubai-based businessman Win Chadha, Swedish Company A B Bofors, which supplied 400 Howitzer field 155mm guns under deal to India, and its then Chief Martin Ardbo. AB Bofors has recently changed its name to Celcius. The investigations into the case began almost 10 years ago when CBI formally registered an FIR on January 22, 1990 in the designated court here alleging that Rs 64 crores had been paid as kickbacks in the deal. Since then the case has made slow progress. The 25-page chargesheet filed in the designated court of Additional Sessions Judge Ajit Bharihoke was supported by 213 documents running into over 4500 pages and 83 witnesses. Further proceedings in the case were fixed for November 3. CBI said investigations were on to ascertain the roles of Quattrocchis wife Maria, Dubai-based Chadhas son Harsh and three of the Hinduja brothers in the gun deal in which the company allegedly paid Rs 64 crore as kickback to clinch the 155mm Howitzer field guns contract in its favour despite clear warnings from the Indian Government that there would be no middleman in the award of the contract. The investigating agency alleged that Quattrocchis A E Services received 7.3 million dollars while Chadhas Swenska got 27 million dollars as kickback from A B Bofors for helping the latter in getting the contract in March 1987. The accused persons had been charged with 120b (criminal conspiracy), 420 (cheating) of the Indian Penal Code and various other provisions of the Prevention of Corruption Act. The agency said investigation conducted in India and abroad showed that the accused persons were party to a criminal conspiracy with some others during the period 1985-87, the object of which was to get the 400 field guns contract awarded to AB Bofors by the Government. The agency said that 97 per cent of the 7.3 million dollars alleged kickback paid to Quattrocchis AE Services, was transferred to the account of Colbar Investment Ltd, the company controlled by him, in the Union Bank of Switzerland. Similarly, an amout of 27 million dollars paid to Chadhas company was credited into his personal account in Swiss Bank Corporation in Geneva between April 1986 and March 1987. The CBI said Quattrocchi and Chadha had been transferring the alleged pay-offs money from one account to another to avoid any detection. The CBI said it was also probing the role of Hinduja brothers G P Hinduja, Prakas Hinduja and Srichand Hinduja and others, and had sent letters rogatory to Switzerland, Sweden, Panama, Luxembourg, Bahama, Jordan, Liechtenstein and Austria in this regard. Quattrocchi, against whom a red corner alert had been issued by Interpol following the non-bailable arrest warrants by the special CBI court here, is at present living in Kualalumpur while Chadha is in Dubai along with his son Harsh, a suspect in the case. CBI had in 1997 also sought sanction for prosecution of former External Affairs Minister Madhav Singh Solanki, former Secretaries in the Prime Ministers Office Gopi Arora and Sarla Grewal, but their names did not figure in the first set of chargesheet. Solanki had reportedly delivered a letter to his Swiss counterpart in 1992 in an alleged bid to scuttle the probe into the case. CBI said the accused were chargesheeted on the basis of the documents relating to the secret Swiss bank accounts obtained by it. Despite former CBI Director Joginder Singhs personal visit to Kualalumpur, the Government failed to secure the custody of Quattrocchi in the absence of any extradition treaty with Malaysia. constructions at Patnitop Excelsior Legal Correspondent JAMMU, Oct 22: Mr Justice T S Doabia of the State High Court has appointed a three-member Commission to look into illegal constructions raised at picturesque tourist spot of Patnitop by certain influential persons in violation of the rules and regulations. The Court has directed the Commission to submit a detailed report in this regard on or before November 8. The members of the Commission will be Messrs K S Johal, B S Slathia and S K Anand, all Advocates. The formation of the Commission came into shape following a writ petition filed by Mr Yoginder Paul Talwar, through his Advocate, Mr Parmod Kohli, wherein the petitioner submitted that he has been denied the right to raise construction at Patnitop, while as many constructions have been already raised there by the influential persons. Even for the similar constructions, sanction has been granted , but he was being denied the same, the petitioner submitted. Following his submission, the respondents Patnitop Development Authority were directed to submit a report regarding the constructions raised at Patnitop. The report which was submitted by the respondents, was challenged by the petitioners counsel, who stated that the same was devoid of facts, as the constructions have been raised at Patnitop in contravention of the statutes dealing with the development of the area. The petitioners counsel pressed for appointing the Commission that will not only look into the construction matter, but also the environmental aspect of the matter shall be also taken care of. Accordingly, Court appointed a three member Commission. It directed that the counsels for both the parties would be within their rights to assist the Commission. Mr S M Sahni, Chief Executive Officer, Patnitop Development Authority was apprised of the order and he would render all possible assistance to the Commission. The High Court fixed the Commission fee at Rs 3,300 individually and the members of the Commission would also be entitled to travelling expenses and other incidental charges. These have been fixed at Rs 2,500. The Justice directed that the expenses of the Commission would be borne half and half by the petitioner and Patnitop Development Authority. " Ultimately, these would be borne by the Party against whom the report goes", Mr Justice Doabia ruled. The Commission members have been asked to visit the spot on October 27. " In case any member of the Commission is unable to accompany on the date fixed, the remaining members shall visit the site and act as Commission", it was further directed. A copy of the order has been made available to Mr S S Nanda, the advocate representing the respondents, who would inform the Chief Executive Officer of Patnitop Development Authority about the same, the court ordered, adding that the concerned officer will remain present at the spot on the date fixed. The case has been further listed for hearing on November 12, 1999. ======

Speaker unanimously NEW DELHI, Oct 22: Consensus choice G M C Balayogi of Telugu Desam was today unanimously re-elected Speaker of the 13th Lok Sabha in an atmosphere completely different from March last year when he defeated P A Sangma in the first-ever election to the coveted post. 48-year-old Ganti Mohana Chandra Balayogi was escorted to his seat in the podium by Prime Minister Atal Bihari Vajpayee and leader of the Opposition Sonia Gandhi amid thumping of desks after pro-tem Speaker Indrajit Gupta declared that the motion moved and seconded by them had been carried unanimously by a voice vote. In all, 16 motions by all the major parties and groups in the House in favour of Balayogi were tabled after Government and Opposition parties arrived at an agreement on fielding the Dalit leader representing Amalapuram in Andhra Pradesh. In his felicitations, Vajpayee, who is also leader of the House, recalled the absence of cordiality which marked Balayogis election last time and said today was memorable because he has been elected by consensus for his second term. He also utilised the occasion to refer to the blow received by democracy in a neighbouring country and said India should take the right lessons to protect democracy and to make it more meaningful, strong and a medium to bring about social and economic change in the country. Vajpayee said democracy thrived by conventions though rules and regulations were equally important. But as long as there is no mutual cooperation among the members, democracy remains only as a structure. The Prime Minister said he was happy that the healthy tradition of having Speaker from the ruling side and Deputy Speaker from the main Opposition has been continued. This, he felt, was a very healthy sign. Referring to Balayogis humble origins of having been born in a poor Dalit family, Vajpayee said his rise to the high office would enhance the pride of the country. In her maiden speech, Sonia Gandhi promised her partys fullest cooperation to the Speaker, who, she said, was the guarantor of rights and privileges of all members. Gandhi, who read out from a short prepared speech, underscored the need for members to set an example of dignified behaviour to uphold the highest traditions of the House. She said despite his sudden elevation to the post in the last Lok Sabha, Balayogi had, in a short time, found his way through the maze of rules and regulations and conventions and dealt with all sections fairly and impartially. Speaking on the occasion, CPI(M) leader Somnath Chatterjee said it was because of Balayogis adherence to democratic norms and his able dispensation that his tenure as presiding officer in the last Lok Sabha was appreciated despite the inept manner in which the issue of his election was handled. Chatterjee expressed confidence that Balayogi would uphold the decorum of the House and give due opportunities to the Opposition which acts as the watchdog in a democracy. Taking a dig at the Government, Chatterjee said there would be more problems from within than from the Opposition. Yerrannaidu (TDP), recalled his long time association with the new Speaker, and said Balayogi had always stood for the down-trodden and that his election to this post was an indication of federalism taking strong roots in the countrys democratic system. Mulayam Singh Yadav (SP) said with Balayogi, being elected through consensus, should keep the interests of smaller parties and groups in mind while conducting the proceedings. He said he was certain that democracy would be guarded under him and that during the tenure of the present Government, he would give the opposition its due role. Welcoming Balayogis election, Mayawati (BSP) hoped he would keep the interest of society uppermost in mind and take personal interest in formulation of laws that will help in implementation of reservations for the Scheduled Castes and Scheduled Tribes. Indrajit Gupta (CPI), expressing intense pleasure at Balayogis unanimous election, said the main casualty in the recent days has been decorum and dignity of the House which had attracted adverse comments from various sections of people within India and abroad. It was the responsibility of the Government and the Opposition to maintain decorum, he said, adding the Prime Minister should strive for widest possible consultations with Opposition on contentious issues to avoid unnecessary wranglings. Gupta, who was the pro-tem Speaker for the past two days and administered oath of office to new members, drew a roar of laughter when he complained in a lighter vein that no leader had praised his role as pro-tem Speaker. NCP leader Sharad Pawar said Balayogis decisions and directives would guide the parliamentary and legislative proceedings, while Raghuvansh Prasad Singh (RJD) congratulated him for becoming the chief of the biggest panchayat of the largest democracy in the world. Former Premier Chandrashekhar said while contentious issues were bound to be raised in the coming days, it will be a test not so much for the Speaker but for the members to maintain decorum in the House. Excelsior Correspondent RAJOURI, Oct 22: Militants gunned down a civilian at Dharamshal last night while police was hunting a group of three militants at Bravi village of same area. A police spokesman said two militants attacked the house of 50-year old Altaf Din Gujjar alias Alfi son of Umar Din at Kalyara Majwa village under the jurisdiction of Dharamshal police station on the intervening night of October 21 and 22. Militants tried to kidnap Altaf Din and in the process had a scuffle with his family members, who resisted the militants attempt. Militants pumped a volley of shots on Altaf Din with a silencer fitted Mouser, killing him on the spot. Militants escaped from the spot after killing the civilian. Getting a report, a police party from Dharamshal police station rushed to the village. Police cordoned off the area but couldnt get the absconding militants. Body of the civilian was shifted to hospital and then handed over to his family after post-mortem. The victim had sustained five shots on his body, which had resulted into his instant death. Meanwhile, the spokesman said, local people of Bravi in Dharamshal area noticed the movement of three militants in upper reaches of the village and informed local police and security forces. SHO Dharamshal police station alongwith a contingent of police and CRPF rushed to Bravi village and launched a search operation. Searches continued till this evening when the reports last came in but the militants remained untraced. They had reported managed to reach a hideout after seeing police and CRPF chasing them, the sources said. |

mediapersons without allotment Excelsior Special Correspondent SRINAGAR, Oct 22: As many as 121 residential units of the State Estates Department are currently in the unauthorised possession of tenants, including, among others, 11 lawmakers and an equal number of the law-enforcing police officials besides half-a-dozen mediapersons. The sensational revelation came in reply to the National Conference MLA Mubarak Guls question in the State Assembly today. In reply to Mubarak Guls question, acting Chief Minister Ghulam Mohi-ud-Din Shah said that the State Estates Department had 3091 units in Jammu and 1106 units in Kashmir division in addition to the eight bungalows of the State Hospitality and Protocol Department. There were 75 illegal occupants in Jammu as against 46 in Srinagar. Most of the unauthorised occupants were holding the Government premises with the help of court orders while as a few held the same "on security reasons". He said that eviction proceedings under section 4 of Public Premises (Eviction) Act of 1988 had been initiated in respect of those tenants who had had no court orders while as the court cases were being persued "vigorously." Mr Shah identified that the sitting Rajya Sabha member of the ruling party Sharif-ud-Din Shariq as also the Parliamentary Secretary (incharge Irrigation PHE) Ghulam Hassan Bhat, enjoying the status of a minister of State, were among the unauthorised occupants of the Government houses. While as the NCs MLA Mohammad Sayeed Akhoon was unauthorised occupant of his Government premises on Gupkar Road in Srinagar, two more MLAs of the ruling party -- namely Ghulam Mohammad Bawan and Mohammad Shafi Bhat -- were similarly holding two houses each without allotment, both in Jammu as well as in Srinagar. Other illegal occupants among lawmakers were identified as MLA Chadoura Ali Mohammad Dar, MLA Pampore Mushtaq Ahmed Kuchai, MLA Zadibal Sadiq Ali, MLA Pahalgam Abdul Kabir Pathan, MLA Shopian Sheikh Mohammad Rafi, MLA Rajpora Ghulam Mohi-ud-Din Mir (all from NC) besides CPIs lonely MLC Abdur Rehman Tukroo. All of them were in unauthorised possession of Government accommodation at Jammu. MLA Wachi, late Mir Jabbar, was also identified as an illegal occupant. Apart from Legislature, there was a large number of illegal occupants in the Executive, particularly police. SHO Police Station Sadar Parvez Ahmed as also a former SDPO of Pattan, namely Mohammad Ashraf, were identified among 11 police officials who, according to the Government, were illegal occupants of the Estates flats and quarters. Mr Shah also described one Sameed Ahmed, PA to Minister of State Home, as an illegal occupant of a flat at Tulsibagh. Supposed to enforce law, police was in illegal occupation of flat Nos. 62, 63, 64 and 65 at Janipura while as there was an unauthorised police post at flat No: 73. A medical representative and an Insurance companys employee -- for who there is no provision of accommodation under rules -- are holding Government premises without any allotment at Jammu. Judiciary has the maximum regard for law as only two employees of J&K High Court were identified as illegal occupants of Government premises. One such occupant was also from the States Law Department. Mr Shah said that two employees of Legislative Assembly and one employee of Legislative Council were also among the illegal occupants. Former "commander-in-chief" of Albarq militant outfit has also occupied an Estates flat at Tulsibagh in Srinagar without allotment. As for the fourth estate, Mr Shah mentioned the names of five journalists and a programme executive of Radio Kashmir Srinagar who, according to the Government, were unauthorised occupants of Government accommodation at Srinagar. Raising a supplementary question, NCs Zubaida Salaria demanded cancellation of allotment of all those occupants who had their own houses in the two capital cities. She stressed on immediate identification of such occupants. Mr Shah assured that her suggestion would be considered by the Government "sympathetically." Later, in reply to another question by BJPs Chowdhary Piara Singh and NCs Qazi Jalal-ud-Din, Mr Shah said that the Government requited a hefy amount of Rs 1.75 crore for necessary renovation and repairs of the two MLAs Hostels at Jammu and Srinagar. He said that due to the "financial crunch", his Government had failed to repair and renovate the two hostels as per the demands of the MLAs and MLCs. However, he was personally striving hard with Planning and Finance Departments to arrange some money for the purpose. He admitted that living conditions at the two hostels were "extremely bad." However, BJPs Lala Shiv Charan Gupta took strong exception to the acting Chief Ministers taking refuge under the socalled financial crunch in all matters. He lamented that the Government had spent Rs 20 lakh on the medical treatment of a Minister in a foreign country while as huge amounts, upto Rs one crore, were being spent on the renovations and decorations of bureaucrats bungalows and huts. He complained that being an MLA he was living in a "murgi khana." |

Kupwara forests Excelsior Special Correspondent SRINAAR, Oct 22: Even as security forces have eliminated four militants in an operation in Kupwara forest area, unidentified gunmen have shot dead four persons, two of whom were believed to be the counter-insurgent sources of security forces. Official sources told EXCELSIOR that last evening troops of 68 Brigade launched a major combing operation in Gulgam forest area in Kupwara district. Troops laid an ambush at Baglain Pathar and shot dead four militants who were all believed to be foreigners. Three AK-56 rifles were recovered from the spot. Late tonight, sources said that the operation was still in progress as some militants were present in the woods. At Khumriyal in Kalaroos locality of Kupwara, unidentified gunmen intruded into the house of an Army source, namely Alam Din and kidnapped him alongwith his wife Roshan Jan late last night. Later, the Gujjar couple were shot dead at a nearby place. At Dardpora, Lolab, a bomb blast occurred at the house of a civilian, namely Mubarak Shah during last night. The house suffered extensive damage as the house owner got injured alongwith his wife. Some of their cattle got killed in the powerful explosion. The injured were taken to hospital for treatment. Another powerful explosion took place at the house of Aalam Khan at Divar in Lolab during last night. Nobody was reported killed or injured. Reports available from Baramulla said that during last night unidentified militants killed Mohammad Yusuf Khan S/o Mohammad Ali at Lari Angan in the jurisdiction of Police Station Panzla, Rafiabad. He was reported a counter-insurgent source with Army. Sources said that last night, unidentified gunmen appeared at Bugroo village in Budgam district and kidnapped Mohammad Shafi Sofi of the nearby Dardpora village. After a while, he was shot dead and gunmen managed to escape. Official sources said that, Sofi had intimiate relationship with Army. He was working as a private yardmaster at Bus Stand, Budgam. This evening at 1935 hours, militants hurled a hand grenade at a BSF picket at Cement Bridge, Noorbagh. BSF personnel as also policemen at several posts opened indiscriminate chain fire which continued for ten minutes. However, nobody was reported killed or injured. Unconfirmed reports from Budgam said that a militant had got killed in an encounter with security forces in Beerwah area. According to official reports, two militants of Harkat Jehad Islami laid down their arms before SP Kupwara. They were identified as Dilawar Mir and Farooq Mir of Dardpora. They had returned after 4-years subversive training in Pakistan only the other day. |
Surankote encounter toll three Excelsior Correspondent RAJOURI, Oct 22: Death toll in Issawali Dhok (Surankote) encounter has gone upto three with the killing of one more militant by the army last night. Two militants were killed in the encounter yesterday afternoon while the third militant was killed last night. All of them have been identified as Abu Shaheen, Abu Khalid and Abu Billal. In all, three assault rifles and other arms and ammunition were recovered from the slain militants, official sources said. Sepoy Chuni Lal of 31 RR was also injured in the encounter. Excelsior Correspondent JAMMU, Oct 22: A Sadhu fell down from Adh-Kunwari, enroute Mata Vaishnodevi Bhawan, and died last night. Police said the unidentified Sadhu was sitting on a slope near the track when he suddenly fell down about 200 feet deep. He sustained a head injury and died on the spot. His body was fished out and shifted to Katra hospital for identification. |
