jawan, civilian injured Excelsior Special Correspondent RAJOURI, Oct 21: In yet another day of successful operations, Army today gunned down nine militants, mostly foreigners in three separate encounters at Surankote in Poonch and Sunderbani in Rajouri district. A huge quantity of weaponry has been recovered from the encounter sites. Official sources said troops gunned down five militants including a Sudani after a fierce five hours long gun-battle at Issawali Dhok in Surankote area this evening. An army jawan identified as Sepoy Ishaq Ahmed was seriously injured in the encounter. Sources said troops of 31 Rashtriya Rifles surrounded Issawali Dhok area at 1000 hours today on a tip off about the presence of foreign mercenaries in the area. Troops opened firing when militants were spotted in a hideout. Militants also used heavy fire arms including assault rifles and lobbed grenades towards the troops in a bid to escape from the spot. A fierce exchange of gun-battle continued for over five hours in which troops eliminated all five militants, present in the hideout. Bodies of all slain militants have been recovered from the scene of encounter but identity of only two of them has been established as Mohammad Ahmed Sufi and Ishaq Ahmed, both Pakistanis. Sources said one of the slain militant was a Sudani. All slain ultras were activists of Al-Badar and Tehreek-ul-Mujahideen outfit and were dreaded subversives involved in a series of militant activities across Surankote. The weaponry recovered from their possession include four AK-47 rifles with 220 rounds, one Rocket Propelled Gun Launcher, three Rocket Projectile Guns, 40 hand grenades, one grenade launcher, one RPG telescopic sight and Rs 67,000 in Indian currency besides other ammunition and explosives. The injured army Sepoy has been hospitalized where his condition was stated to be critical. Another successful encounter took place at Bachianwali Dhok in Surankote area this morning. The jawans of 20 Punjab assisted by police liquidated two dreaded militants after an hour long encounter. There was no casualty on army side in the gun-battle. Bodies of slain militants have been recovered from the spot and handed over to local police. However, they have not been identified so far. Troops recovered two AK-47 rifles and some grenades from the place of encounter, the sources said. They said before being eliminated, the militants hurled a grenade aiming army column. But, the grenade missed the intended target and fell at a civilian location causing injuries to a civilian. The injured was hospitalised by the army. Troops gunned down two more militants at Mahdev Gap in Sunderbani sector of Rajouri district. A Defence spokesman said after crossing over Manawar Tawi, two Pakistani militants sneaked into Mahdev Gap where vigilant army troops had laid a trap suspecting infiltration of Pakistan-trained militants. On being challenged and asked to surrender, the militants opened firing on the army personnel. In the meantime, the spokesman said, Pakistan army also opened heavy firing on Indian positions in a bid to force infiltration of the militants into Indian territory. However, troops returned the firing effectively and gunned down both the militants after a fierce hour long encounter. Pakistani troops continued firing on Indian positions even after the killing of militants and didnt allow Indian troops to lift the bodies of slain ultras. Troops, however, recovered one AK-47 rifle, three Chinese made pistols fitted with silencers, two grenade launchers, 20 grenades one new radio set of Japanese make and a huge quantity of ammunition and explosives. Some more recoveries were expected to be made from militants possession after their bodies are lifted from the encounter site, the spokesman said. He said there was no casualty on army side during the encounter. Bodies of the slain militants were yet to be identified but both of them were stated to be Pakistanis. With the killings of nine militants, total death toll on militants side during last two days in Poonch and Rajouri districts had reached 16. Seven militants were gunned down by army and police at Loran and Surankote yesterday. |

India to be forced to maintain more forces in Kargil: Expert LONDON, Oct 21: As a sequel to the recent Pakistani incursion in Kargil, India will feel compelled to maintain higher force levels in the region and increase troops trained in high-altitude mountain warfare, an international defence expert said today. The strain on personnel and resources will be keenly felt, given the other pressures faced by the Indian Army not only in Kashmir but also in other regions such as North-East where it is supporting the effort to defeat Naga and Bodo terrorism, Dr John Chipman, Director of International Institute for Strategic Studies (IISS) told reporters here. The institute has brought out its annual report The military balance 1999-2000 which states a substantial infiltration in early May this year from the Pakistani to the Indian side of the Line of Control in the Kargil area of Kashmir took the Indian Government by surprise. It seems clear that the infiltrators included Pakistani regular forces and Islamic militants who were from both the Kashmir region and Afghanistan, Chipman said. Whatever Islamabads political motives might have been, the military objectives were clear. The hope was to dominate the only land route from Srinagar to Leh, which is essential for India to maintain its forces in this part of Kashmir, including its troops on the Siachen border area, Chipman said. Pakistans move to occupy key points on the Indian side of the Line of Control on a permanent basis was a departure from the usual pattern of sporadic raids using Islamic, mainly Kashmiri militants, to carry out bombing and other terrorist acts, he said. Referring to the Kargil conflict, the IISS report said Indian Government placed strict constraints on its military commanders by forbidding them to conduct land or air operations on or over the Pakistani side of the LoC. The purpose of this restraint was to ensure as much international political support as possible for India, it said, adding the policy brought important political benefits, but Indian forces suffered greater casualties as a result. In particular, the conflict might have ended earlier if the Indian Air Force had been allowed to attack the infiltrators supply bases, and there would have been less need for the Army to seize mountain heights at 4500-5000 metres above sea level. A large proportion of the casualties in these operations included the most highly trained men in the force, the report said. Quoting official sources, the report said, about 450 Indian troops were killed by the time the main fighting ended on July 24, 1999. These sources also indicated that there was an unusually high percentage of officers among the casualties, it said. While the combatants now explicit nuclear capabilities made no direct difference to the conduct of military operations, it may have encouraged Pakistani boldness in the expectation that the Indian military response would be tempered by a perceived need for restraint. What is certain, however, is that the nuclear factor exercised the international community. In particular, it prompted intervention by US President Bill Clinton who put pressure on (the then) Pakistani Prime Minister Nawaz Sharif to withdraw the infiltrators from the Indian side of the Line of Control, the report said. Stating that the direct effect on defence procurement plans is harder to determine, the report said India may now want to improve its capabilities in air delivered precision-guided weapons to improve its ability to pinpoint targets effectively when flight approaches are severely constrained. ISI trying to revive militancy in Punjab JALANDHAR, Oct 21: Recent arrests of three Pakistani nationals involved in RDX smuggling and gun-running indicate that ISI was trying to revive militancy in Punjab, State Police Chief Sarabjit Singh said today. The arrest of three Pakistani nationals in Amritsar and Jalandhar pointed towards a hyper-active ISI pulling out all stops to foment trouble in the state, the Punjab Director General of Police told reporters here. During interrogation, one of the arrested persons -Mohammad Aslam - revealed how several terrorist outfits, particularly the Khalistan Commando Force (Panjwar), were linked with ISI and Pakistan-based smugglers, he said. Aslam was nabbed in Jalandhar on September 28 while carrying RDX and huge cache of arms. The revelations helped to piece together the information culled out from various terrorists arrested in Delhi, Amritsar and here and now a pattern has emerged about the linkages among smugglers, terrorists and their ISI masters, Senior Superintendant of Police Gaurav Yadav told PTI. Aslams interrogation revealed that he was involved in facilitating the escape of dreaded ultra Rattandeep Singh of Jind, who had masterminded a series of blasts in Punjab, Delhi and Haryana, he said. Singh is considered to be the right hand man of Khalistan Commando Force (KCF) supremo Paramjit Singh Panjwar. Two other Pakistani nationals were held on October 10 in Amritsar. They had planned to create trouble during Ramlila festivities and had crossed over through Samba sector. The SSP said Delhi police had apprehended three ultras -Charanjit Singh Sukha, Dilbagh Singh Bagha and Bakhshish Singh Shisha - with arms and more than 50 kg of RDX on August 19. Sukha was brought here from Delhi and his interrogation revealed that he went to Germany and Belgium and had spent over six years in Pakistan working in close association with Panjwar from 1993 to 1999 before returning home to carry out a wave of explosions across the country, Yadav said. He said some of the information given by Sukha matched with the revelations made by Aslam. A top police officer, on condition of anonymity said, there was specific information about more Pakistani nationals and further arrests could be expected in the next few days. Meanwhile, DGP Sarabjit Singh expressed concern at attempts to destabilise the economy by circulating fake currency printed allegedly in Pakistan. Over Rs 2.45 lakh in fake currency notes were recovered from Aslam and his associate Sohan Singh. ISI was probably trying a three-pronged strategy of pushing in fake currency, narcotics and highly-motivated terrorists, SSP Yadav said. (PTI) 5 injured as rival groups open firing in RS Pura Excelsior Correspondent JAMMU, Oct 21: Five persons were injured, one of them seriously, in an armed clash over land dispute between two groups at Kotli Mian Fateh under the jurisdiction of Bishnah police station this morning. Guns and sharp-edged weapons were freely used in the clash. Police sources said two groupsled by Narinder Singh and Milkhi Ram had a long pending dispute over four kanals of land at Kotli Mian Fateh. The dispute was also sub-judice. In the morning Narinder Singh accompanied by his tractor operator Tarlok Singh entered into the disputed land and tried to forcibly cultivate the land. This was objected to by the rival party led by Milkhi Ram and his two sons Sham Lal and Ram Lal. As Narinder Singh and Tarlok Singh didnt stop from cultivating land, Milkhi Ram and his sons attacked them with sharp-edged weapons. In the process, Narinder Singh also opened firing with his .32 bore gun causing bullet injuries to Milkhi Ram and his sons Sham Lal and Ram Lal. Narinder Singh sustained multiple stab injuries all over his bodies including head while Milkhi Ram and Sham Lal sustained bullet wounds. Ram Lal survived with minor splinter injuries. A Bishnah police station party led by SHO Mr Jagga rushed to the scene of clash and separated the warring groups. The injured were hospitalised. Later, Narinder Singh was referred to CMC Ludhiana in view of his critical condition while Milkhi Ram and his son Sham Lal were admitted in the Military Hospital, Satwari. Bishnah police have registered separate cases against both the groups for further investigations. So far, no arrest has been made in the clash as all the accused were injured. Meanwhile, a middle aged man identified as Phool Chand of Narwal was killed when he was hit by negligently driven tipper at Narwal By-pass this afternoon. The driver fled away from the spot leaving behind the victim bleeding profusely. Some passers-by immediately informed the police and shifted the critically injured to Government Medical College Hospital where doctors declared him brought dead. Police have registered a case in this connection and launched hunt to nab the absconding driver. In another accident, a woman identified as Rajdhi wife of Tillo Ram, a resident of Chatarpur in Madhya Pardesh was crushed to death under Jodhpur Express at Channi Himmat this morning. A teen-aged boy sustained critical injuries when he was hit by speeding non-civilian vehicle at Nandni. The victim was reportedly crossing the road when met with accident. The injured was immediately rushed to hospital where his condition was stated to be critical . He has been identified as Arif son of Gani of Nandni. Police have registered a case in this connection and held the driver on charge of rash and negligent driving. In a bid to end life, a young boy consumed some poisonous drug at his residence this evening. Identified as Binny son of Namreet Singh of Bhawani Nagar, Tallab Tillo was shifted to hospital when spotted unconscious by family members. Doctors attending him immediately washed his stomach. His condition was stated to be improving. The cause behind this extreme step is yet to be ascertained. |

lure youths to join militancy By Sanjeev Pargal JAMMU, Oct 21: Over 150 minority community youths from largest Northern Indian state of Uttar Pardesh were undergoing arms training in Pakistan occupied Kashmir (PoK) training camps alongwith Kashmiri and Pakistani youths. Majority of the youths were lured by religious persons of Uttar Pardesh, who were operating in tandem with their colleagues in Jammu and Kashmir. This sensational disclosure has been made by a recently arrested militant Manzoor Hussain (code name Manzoora Khan), a resident of Muradabad district of Uttar Pardesh. Manzoor was apprehended by Poonch Brigade alongwith an arms and explosives consignment soon after he had sneaked into border district of Poonch after arms training in PoK. Reliable sources told EXCELSIOR that sustained interrogation of Manzoor Hussain yielded many valuable and important clues to security forces regarding the involvement of Uttar Pardesh youths in the arms training, which has added a new dimension to the ongoing militancy in this border state. Quoting from the interrogation, the sources said there could be atleast 150 minority community youths from Uttar Pardesh, who have actively joined militancy and were being trained in handling of sophisticated weapons and explosives in PoK camps. In Atack training camp of PoK alone, where Manzoor Hussain received arms training, there were 60-70 youths from UP being trained in militancy, he reportedly disclosed. While 70-80 others youths from the Northern Indian state were being trained in two other camps of PoK. Training of most of the UP youths was near completion and they were expected to be pushed either into Kashmir valley or twin border districts of Poonch and Rajouri in Jammu province for stepping-up subversive activities. According to sources, five to eight Kashmiri youths had been attached with every batch of 15-20 Uttar Pardesh youths to guide them about the topography of the areas where they had to be pushed after arms training. Another sensational aspect disclosed by Manzoor Hussain is the involvement of religious leaders of both Jammu and Kashmir and Uttar Pardesh states in luring the youths in militants ranks, the sources said, adding one such religious leader has been identified as Saif-ul-Islam of Poonch. Saif-ul-Islam, who has gone underground after the arrest of Manzoor Hussain, was stated to be instrumental in contacting religious leaders of Uttar Pardesh to enroll youths of UP into the militancy. As per preliminary investigations carried out by the army and police, over a dozen religious leaders from Uttar Pardesh, all of whom were running Madarssas (religious institutions) in UP, were active in mobilising youth to join jehad in Jammu and Kashmir. An equal number of religious persons of Poonch and Rajouri besides some others parts of the State were also doing the same job, the sources said and added that all of them have been identified during interrogation of Manzoor Hussain and subsequent investigations carried out jointly by army and police. Though security agencies werent worried over the training of Uttar Pardesh youths in militancy and their likely infiltration into the state as they will be treated like any other Kashmiri or Pakistani ultra, the Intelligence agencies foresee a dangerous trend if youths from the largest Indian state continued to be lured towards Pakistan-sponsored militancy. And to curb this phenomenon from any further increase, troops have sounded police to check the anti-national activities of a group of religious leaders who were instigating militancy in Jammu and Kashmir. These religious leaders also reportedly enjoyed the backing of top secessionist leaders. Meanwhile, five militants gunned down yesterday by Poonch police and Rashtriya Rifles at Loran, had sneaked into Poonch district alongwith Muradabadi youth Manzoor Hussain, police said. It said the killings of five dreaded militants were executed on the basis of disclosures made by Manzoor Hussain during his interrogation. He had disclosed the area where five militants, who had crossed LoC with him, were suspected to be hiding. RR and Loran police subsequently launched the operation and eliminated all five militants after a day long gun-battle yesterday. |

to standstill NEW DELHI, Oct 21: Movement of goods across the country came to a virtual standstill today as trucks stayed off the road on the first day of the indefinite strike called by All India Motor Transport Congress seeking rollback of the 35 per cent hike in diesel prices. The Government, however, claimed movement of essential commodities was maintained through operation of light commercial vehicles even as the apex transporters organisation AIMTC claimed the strike was a total success. There was no fresh round of talks between the Government and the truckers after the two sides failed to make any headway yesterday. Prices of vegetables and fruits started creeping up as a fall out of the strike by AIMTC, which represents 32 transport federations and over 22 lakh operators. The strike had paralysed goods movement in most of the states including Delhi, Karnataka, Maharashtra, Orissa and Tamil Nadu but authorities were generally not in favour of invoking Essential Services Maintenance Act (ESMA) at this juncture. Road Transport Secretary Ashok Joshi, who held parleys with agitating truckers on behalf of Government, admitted that the strike had an impact and said the situation is not absolutely normal. In parts of Haryana and Tamil Nadu trucks continued to operate, though at a low ebb. Joshi said the Government would not like to invoke ESMA as far as possible if essential service were maintained, adding the Centre was contemplating moving additional freight through railways as part of a contingency plan. AIMTC president O P Agarwal told PTI that there was an overwhelming response from the truckers all over the country to the strike call. Truck operators in the South stopped operations since last night while those in other regions joined the strike in the morning, he said. We will continue the strike till the Government rolls back the hike in diesel prices effected on October 5, he said while clarifying that vehicles carrying milk, water and newspapers were exempt from the purview of the strike. Meanwhile Opposition parties, including Congress and Left, mounted pressure on the Government to roll back the diesel prices. Senior Congress leader Rajesh Pilot said the Government should opt for other measures to make good the loss on account of rise in international crude prices. A delegation of Left party MPs, including Somnath Chatterjee (CPM) and Geeta Mukherjee (CPI) called on Prime Minister Atal Bihari Vajpayee and demanded immediate rollback of diesel price. Leading chambers of commerce and industry said the strike had been called at an inopportune moment when the economy was poised for a recovery and asked the truckers to reach an amicable solution with the Government soon. In Delhi, prices of vegetables and fruits soared in wholesale markets as over 1.5 lakh trucks kept off the roads. Delhi Transport Minister Parvez Haashmi said steps were being taken to ensure supply of essential commodities, even as tempos cashed in on the opportunity by ferrying goods. In Uttar Pradesh only a few trucks that were on their way back to their destinations plied. No delivery or booking of goods was conducted in the state, C P Singh, spokesman of UP Motor Transport Association said. Official sources said though national permit holders were on strike in Kanpur, light commercial vehicles were running. Reports from Mumbai said supply of essential commodities had only been partially affected by the strike in Maharashtra. Trucks moving foodgrains, medicines and other commodities from other States were prevented from operating by local transport organisations. Bombay Goods Transport Association, Federation of Motor Transport Operators and Maharashtra Tank Lorry Association participated in the strike in the State. Movement of goods came to a halt in Orissa, already reeling under a seven-day old private bus strike, while the State Government promised protection to truck operators willing to move goods. no meaning NEW DELHI, Oct 21: Defence Minister George Fernandes today said Pakistans unilateral withdrawal of troops from Indo-Pak border has "no meaning" because Pakistans intentions were not good. In an intervieew to Star Plus - Aaj Ki Baat, Mr Fernandes said, "Pakistans intentions are not good, and as long as intentions are not good, (such offer) has no meaning." (iraade aapke theek nahi hai. Irrade jab tak theek nahin honge, in baaton ka koi arthnahin). Mr Fernandes said, "armed forces do generally stay away from International Borders. In Rajasthan, both armies are away from border and only BSF and Rangers man the border." The Defence Minister said, Pakistans unilateral withdrawal makes no qualitative change. "The real problem is the LoC - the 144 kilometer stretch in Kargil where they didnt intrude from 1972 to April 1999, and suddenly, they intruded and got a befitting reply. But in the rest of the areas upto Akhnoor, both armies face each other. There are outposts, and almost everydy, this is no exaggeration, 365 days a year, there is firing and on an average two jawans and civilians too get killed." He said "despite Pak armys withdrawal, firing continued yesterday and even today, and is continuing right now... First they have to stop what they are doing on the border. They indulge in firing because they have to send in militants. So their intentions are not good. The Defence Minister revealed it was under IMFs pressure that the Finance Minister (Manmohan Singh) had slashed defence budgets. "dabaav to tha IMF ka aur IMF ka matlab America... IMF ne kaha kharcha kam karo aur kharch jo kam karta hai, usme suraksha par bhi kharch kam karo - aur hamare vitt mantri ne pahle budget me kharch kam karne ka faisla kiya aur IMF ke MD ko badi masti se patra bhi likha aur kahaki aap jo chahta the, who hamne kiya aur bhavishya me ye hota rahega." Mr Fernandes said "there were cuts in defence budgets since 1990 not in salaries or rations, nor were there cuts in numbers of soldiers. The cuts were in purchase of defence equipments. Since March 18 last year, we reviewed the situation and in two budgets we tried to make up the losses." The minister said his revelation that the Kargil intrusion was a Pak army plan, and Nawaz Sharif and ISI were not aware of it, had been vindicated. He said, Congress and CPI (M) had made him a target because of political motive. "They thought we could not reveal certain things. They knew it and we knew it... We dont expect them to own up their mistakes. But whatever we had said then, was on the basis of information, and we knew the information was true. HM militant arrested Excelsior Correspondent UDHAMPUR, Oct 21: A bandh was observed in Banihal tehsil of Doda district today against the killings of four local militants even as security forces arrested another militant of Hizbul Mujahideen outfit and seized a large quantity of militants belongings from him. Reports said shops owned by majority community remained closed in Banihal town and other adjoining areas against militants killings. The bandh was spontaneous as no organisation had given a call for strike. However, traffic on Jammu-Srinagar National Highway through Banihal plied normally. No untoward incident was reported during the bandh, which passed off peacefully. Local administration and police had made elaborate security arrangements during the bandh. Police and para-military personnel were deployed at all sensitive areas. Meanwhile, of four militants killed by army after an encounter in Trina Keri forest areas, two have been identified as Assad Ullah Pachu (code name Bamber Khan) son of Habib Ullah Pachu, a resident of Gung Trigam, Banihal and Assad Ullah Chandel son of Habib Ullah, a resident of Urhella, Trigam. Their bodies were handed over to their families after completion of legal formalities and were buried today. Bodies of two other militants, who couldnt be identified, were also handed over to local people. Meanwhile, troops of 20 Rashtriya Rifles captured alive a Hizbul Mujahideen militant Tanveer Ahmed son of Mohd Yousuf, a resident of Neel Jardi. He had recently joined the militants and was working for HM outfit. A large quantity of ration items including rice, wheat and pulses besides blankets, clothes and utensils were recovered from the possession of Tanveer Ahmed, the reports said, adding Tanveer was being interrogated. |

injured Excelsior Correspondent POONCH, Oct 21: Militants attacked an army camp with heavy weaponry and grenades killing one jawan and wounding three others critically at Chatti Bhatti in Surankote town of Poonch district last mid-night. Official reports reaching here said a group of six to eight militants, who had taken positions atop a hill, opened heavy firing targeting Chatti Bhatti army camp in the upper reaches of Surankote on the intervening night of October 20 and 21. The alert army jawans took positions and retaliated. However, since the militants had taken position atop the hills, they inflicted a fatality on army side and wounded three other jawans. But, other army soldiers present in the camp continued firing and repulsed the militants attack after three hours long exchange of firing. In the meantime, the reinforcement of army also reached Chatti Bhatti camp from an adjoining area. In the morning, troops carried out searches in the hilly area from where the militants had opened firing. The ultras had managed to escape in the forest area and remained untraced. Body of the deceased jawan was shifted to an army camp while three injured jawans have been hospitalised. Their condition was stated to be serious. No casualty was reported on militants side during the encounter. Meanwhile, Pakistani troops continued firing on Indian positions along the Line of Control (LoC) at Sunderbani and Nowshera sectors of Rajouri district. Heavy exchange of firing between Indo-Pak troops was reported from Laam and Bhawani areas in Nowshera but there was no casualty on Indian side. |

i0njured Excelsior Correspondent KATHUA, Oct 21: Two persons including a Mata Vaishnodevi pilgrim from Ferozabad were killed and three others were seriously injured when a TATA Sumo collided with a speeding truck at Loget Morh, about five kms from here on Jammu-Pathankot National Highway this afternoon. Reports said Tata Sumo No. 1884 JK02J was on way to Jawala Mata temple in Himachal Pardesh from Jammu carrying Vaishnodevi pilgrims when it met head-on collision with a rashly driven truck No. 1157 JK08 coming from opposite direction at Loget Morh. Two persons travelling in Sumo were killed and three others were injured as Sumo was crushed under the speeding truck. The truck driver escaped from the spot leaving behind his vehicle. A police party from Kathua police station rushed to the accident site and shifted the victims to district hospital. The deceased have been identified as Subash Kumar son of Dhuni Chand, driver of TATA Sumo and a resident of Janipura, Jammu and Rati daughter of Romesh Kumar, a resident of Ferozabad, Uttar Pardesh, who was on way to Jawala Ji alongwith her family. Three other family members were seriously injured in the accident. They have been admitted in the district hospital here. Police have seized the truck and launched a hunt for truck operator, who has been identified but remained untraced so far. A case has been registered against him for further investigations. Meanwhile, traffic on Jammu-Pathankot National Highway remained suspended for about half an hour due to accident in the middle of the road at Loget Morh. Traffic was restored only after the collided vehicles were removed from the road, the reports said. Courts must not overstep their limits: CJ KOCHI, Oct 21: Chief Justice of India Dr A S Anand today said courts, while exercising the power of judicial review, must show proper restraint and not overstep their limits to ensure that judicial activism does not become judicial adventurism. Delivering a lecture after inaugurating the Millennium Law Lecture Series on Judicial Review, Judicial Activism -Need for Caution, Justice Anand said courts must base their decisions on recognised doctrines of principles of law. The Judicial Whistle needs to be blown for a limited purpose and with caution, he said. It needs to be remembered that courts cannot run the Government nor can the administration indulge in abuse or non-use of power and get away with it. Judges, he said, were expected to be circumspect and self-disciplined In the discharge of their judicial functions. It was an onerous duty cast on the judiciary to ensure that they do not allow the instrumentality of the courts to be polluted, either inadvertently or over zealously, thereby eroding public trust and confidence in the institution, he cautioned. Public adulation must not sway the judges and personal aggrandi-sement must be eschewed, he said. (PTI) |
