Panchang released Excelsior Correspondent JAMMU, Oct 20: Expressing his grave concern over eroding moral values in the society, noted scholar and former Sadar-e-Riyasat of the Jammu and Kashmir State, Dr Karan Singh today stressed on the need of selfless services to solve the problems confronting the nation. Addressing the gathering after releasing first issue of the Ranbereswhar Panchang, Dr Karan Singh regretted that India has been confronting with the numerous problems. "All problems we are facing emerged as we have neglecting our moral values, ethics and customs", he said and added it was high time to adopt traditional values and customs for the betterment of the society as a whole. Expressing anguish over growing materialism in the society , former Union Minister deplored that traditional Indian slogans like Vashudev Katumbkam has been replaced by Katumbkam Vashudev and Ahinsa Param Dharma by Hinsa Param Dharma. He said that sectarian things like caste, religion, creed and colour have no place in the traditional India society which is based on the concept of Vashudev Katumbkam. Quoting some Shalokas from Shri- Madh Bhagwat Geeta, noted Sanskrit scholar, Dr Singh said that it was clearly mentioned in the Shrimadh Bhagwat Geeta that selfless service has been required for the betterment of the society. Recalling services of the various Kashmir Pandit intellectuals, Dr Karan Singh has said that Kashmir Pandits have played a vital role in imparting traditional education. He termed migration of Kashmir Pandits as most-unfortunate incident in the history of the Jammu and Kashmir and regretted that most intellectual community became displaced in its own country. Dr Karan Singh stressed on the need of adopting new methods in the astrology to meet the new challenges. "An astrologer may be wrong in its calculation but astrology is a most appropriate and scientific approach", he said. Earlier Dr Karan Singh released first issue of the Ranbereswhar Panchang edited by Mr Omkar Nath Shatri and Mr Bhushan Lal Shatri of Barijeshwar Panchang family. As a token of affection, Barijeshwar Panchang family has published Ranbereswhar Panchang is specially for the people of Jammu region keeping in view all aspects of this region. Addressing the gathering, Mr Omkar Nath Shastri said that Ranbershewar Panchang was dedicated to the erstwhile ruler of Jammu and Kashmir State, Maharaja Ranber Singh who had great interest in astrology and religious activities. Noted scholar Prof Ram Nath Shatri while addressing the function stressed on the unity among Kashmiris and Dogras while Dr Jagpuran Dass asked the displaced community to make every sacrifice for their respectful return. Dr Agni Shekaher, Pannun Kashmir, leader while addressing the gathering described the Ranbereswhar Panchang as a token of love from the Kashmiri people to their Dogra brethren. Dr Karan Singh was chief guest on the occasion while Mr Praya Brat Sharma, who came all the way from Panchkola to attend this function, presided over the function. In his presidential address, he stressed on the need of adopting new techniques for making astrology most appropriate and scientific system. Famous singer Ms Kailash Mehra mesmerized the audience by her melodious voice. She sung bhajans in different languages. Pt. Shah for legislators involvement in dev Excelsior Correspondent SRINAGAR, Oct 20: Minister for Works, Mr Ghulam Mohi-ud-Din Shah today called for active involvement of legislators in plan formulation process at district level and said the main plank of development strategy should be to prioritise schemes benefitting people at large. Mr Shah, who is officiating as the Chief Minister in absence of Dr Farooq Abdullah, currently abroad on an official visit, was addressing District Development Board meeting at Anantnag this morning. He said emphasis should also be laid on the schemes aimed at generating resources so as to give fillip to economic activity in Jammu and Kashmir which has suffered immensely over the years due to disturbed conditions. He reiterated Governments commitment for equitable distribution of funds irrespective of regional or political considerations for speedy development of all the areas of the State. "Jammu and Kashmir has to usher into next millennium with much more vigour and confidence," he added. Mr Shah viewed seriously allegations about divertion of funds meant for reserved category people like tribal sub-plan and asked the officers to ensure that these funds are utilised for bonafied purposes only. He also ordered enquiry into the allegations of non-availability of oats seeds in rural areas of the district and asked the concerned department to make adequate availability of oats seeds all over the district to cater to the requirements of farmers. The Minister for Haj and Auqaf, Peerzada Ghulam Ahmad Shah, Ministers of State, Mr Safdar Ali Beig, Ms Sakina Ittoo, Sayed Abdul Rasheed, Deputy Speaker Legislative Council, Mr Abdul Rashid Dar, Parliamentary Secretary, Mr Ghulam Hassan Bhat, Vice-Chairman Gujjar and Bakerwal Board, Haji Buland Khan, senior officers and engineers besides representatives of the people including legislators of the district were present in the meeting. The meeting, while reviewing the performance of current years annual plan, was told that out of current years plan of Rs 50 crores, an amount of Rs 14 crores have been spent by September this year. In addition, a loan assistance of Rs 7 crores from the NABARD would also be spent on various developmental schemes. Rs 10.83 crores have been earmarked for Agricultural and allied sectors, Rs 5.88 crores on Rural Development, Rs 8.58 crores for communication (R&B) and Rs 23.13 crores on social and general services including education, health, PHE, social welfare and self-employment. The District Development Commissioner, Mr Mohammad Aslam Qureshi, while giving resume of the previous years achievements, said that out of an outlay of Rs 49.96 crores, Rs 39.12 crores were incurred on various development schemes. Six road schemes have been completed during the previous year. These include Mirbazar-Akhran-Zangalpora road Phase-I, upgradation of Qazigund-Kund-Vasaknag road Phase-I and Nawa Babapora-Yarihole road. He said against a target of 644 cases under the self-employment. 285 cases were sanctioned by the banks against a sponsorship of 602 cases. He said 51 gutted primary school buildings, 10 middle schools, 6 high schools, 2 higher secondary schools have so for been completed. Under Rural Development Sector, 3612 works were completed generating 11.87 lakh mandays. The meeting was informed that the vital Brazullah bridge in Kulgam would be thrown opened to traffic by December this year and work on various bridges in Noorabad constituency would be expedited. |

PHE Employees Association warns to resume agitation Excelsior Correspondent JAMMU, Oct 20: PHE Employees Association has expressed concern over the delaying tactics adopted by the Government towards the genuine demands of the employees. As per a release, the Association which held a meeting here today under the chairmanship of Mr Shiv Kumar Sharma its provincial general secretary alleged that Government is silent on the demands of the employees. It said the PHE Minister, Mr Ali Mohammed Sager had made a promise with the Association representatives when it called off 1560 day old strike that all their genuine demands will be solved but after the lapse of four months nothing positive was done in this regard. The Association is demanding regularisation of daily wagers who have completed seven years service and two and half days extra pay to employees of the Department on pattern of PDD and Medical Department. The meeting while condemning the stepmotherly attitude of the Government towards the PHE employees alleged that they have been totally ignored so far as the benefits of essential services and regularisation are concerned. It warned that in case the Government makes further delay and backtracts from the agreement made with Association representatives the employees will be forced to launch agitation. It also demanded that status quo of SRO 43 be maintained and release of two DA installments and second installment of pay arrears. |

Christians submit memo to President Excelsior Correspondent JAMMU, Oct 20: The Indian Christians Movement of India has submitted a momorandum to the President of India for amendment of the Constitution to provide for nomination of two Indian Christians instead of Anglo-Indians to the Parliament. A release said that the Article 331 of the Constitution provide for nomination of "not more than two Anglo-Indians as Members of Parliament. Now it is urged that the Indian Christians should be made available this benefit, Mr Waris Gill, president of the Indian Christians Movement of India said in the representation to the President of India. It has also been demanded that the reservation should be provided for nomination of Christians to the Assemblies as well. |

Excelsior Correspondent SRINAGAR, Oct 20: Mr Ghulam Qadir Bhat (Sher-i-Ganderbali), a veteran freedom fighter and a close associate of Sher-i-Kashmir Sheikh Mohammad Abdullah, passed away this morning after a brief illness. He was 80 years old. Expressing his deep shock over the death of Mr Bhat, the Minister for Medical Education, Dr Mustafa Kamal in his condolence message has said that the State has lost a great freedom fighter, who always upheld the values of secularism and fought for the rights of poor and down-trooden. Dr Kamal joined he Nawaz-i-Janaza of late Bhat at his native village at Nunar Ganderbal today. Mr Bhat was one of the three MPs who represented the J&K State in the first Parliament of the country. For his pioneering role in the freedom struggle, the deceased was awarded Tamarpater by Government of India. Mr Bhat is survived by his widow, son and a daughter. |
Functioning of various departments reviewed Excelsior Correspondent SRINAGAR, Oct 20: A high level meeting of Commissioner/Secretaries under the chairmanship of Chief Secretary, Mr Ashok Jaitly was held here today. In the meeting functioning of various departments were reviewed as part of the programme of undertaking review of all sectors. The Chief Secretary stressed upon the revenue earning departments to improve the revenue receipts, so that there remains no balances. He said, that every Secretary should review the working of their departments in Kashmir division before moving down to Jammu with Darbar Move. The Chief Secretary said, that the employees who had to be transferred to Ladakh region, should be done soon/before Darbar Move. He said that no posts in the region should be left vacant. It was informed in the meeting that the Ladakh supply position is satisfactory. Mr Jaitly said, that the youth of the Valley in a big number participated in employment melas organised by Air Force and Navy recently. He said, more such melas in future should be held and Commissioner Secretaries were asked to help in organising such programmes so that youth of the State are absorbed in public and private sector undertakings. The Chief Secretary asked the Commissioner/Secretaries to monitor the attendance of the employees during hartal days. He also asked the Secretaries to prepare project reports of their departments so that benefits of external funding can be had in a big way adding tha the funds available under Central schemes should be fully utilised. In the meeting arrangements for the Darbar Move were also discussed. |

Excelsior Correspondent SRINAGAR, Oct 20: The State Pollution Control Board has banned installation and operationalisation of the stone crushers within 5 kms of Municipal limits of Srinagar and Jammu cities and 3 kms of major district headquarters. This step has been taken to prevent and control the pollution in the State. The Board has made it clear that all those stone crushers which do not conform to the guidelines would be dealt with in accordance with the law. The guidelines issued by the Board also prohibit installation of stone crushers within 1.5 km from the nearest residential areas, tourist resorts/complexes, nursing homes, health centres, any controlled area and approved water supply scheme. The stone crushers would not be allowed to come up within 500 meters from any forest land and 750 meters from National Highway in plain areas. The Member-Secretary of the Board, Mr Inayat Ullah said that besides these guidelines, a criteria has also been laid down for setting up of the stone crushers. He said that the stone crushers would be set up in clusters with green belts all around having only one approach road. He said that the approach road leading to a cluster of 5 or more stone crushers shall not pass through any village. Mr Inayat Ullah reminded the entrepreneurs to bear in mind the above criteria and the guidelines before submitting their cases to the Board for clearance as provided under Water and Air (Prevention and Control of Pollution) Acts of 1974 and 1981 respectively. He made it clear that all those stone crushers presently run in the State and not conforming to the guidelines shall deem to be running at objectionable sites and shall be dealt with in accordance with the law. |
Army provides relief to Gurez fire victims Excelsior Correspondent SRINAGAR, Oct 20: Immediate action by the Army provided relief to the fire victims in Gurez as Army not only attended to the injuries of victims but also distributed provisions amongst the unfortunate souls. As per reports, a fire broke out in Chorwan village in the border area of Gurez. Besides gutting 86 houses, in the fire also took away life of a two year old son of Ghulam Kadir, a carpenter. Ten villagers also sustained burn injuries in the incident. However, 109 Infantry Brigade of the Army stationed at Dawar immediately despatched a medical team and relief to attend to the burns of villagers. Besides providing tents, hot meals, rations and fuel, the Army also arranged the vehicles to transport, the affected persons to other villages. This act of the Army has received tremendous applause from the villagers. The people of the village feel immensely grateful for this generosity of Army and are all praises for them. |

As per a statement issued, about one lakh tourists have already enjoyed the Gandola ride this year. Ultras hideout smashed in Gool Excelsior Correspondent UDHAMPUR, Oct 20: The Special Task Force men of the Jammu and Kashmir police today smashed a militants hideout in the higher reaches of Gool in teshil Mahore. Giving details, an official spokesman said that acting on a specific information, the jawans of STF, assisted by the para-military forces, organised a seek and destroy operation at Sokat, about 12 kms from Gool today. During massive cordon operation in the forest area, the STF men discovered a cave which was being used as hideout by militants. The militants, however, managed to escape before the police arrival. The police recovered a .12 bore rifle, some ammunition, explosive material, ration, a Military combat uniform, a large mat, medicines and other eatables stored by militants. |
