JAMMU, Oct 13: President of the Jammu and Kashmir People’s Democratic Party, Mufti Mohammed Sayed reiterated his party’s demand to hold unconditional dialogue with all sections of the people to stop blood-shed and violence in the State.

Addressing one day political convention of party, Mufti said that need of hours was to initiate sincere efforts to solve the waxed problem in the larger interest of the country in general and J&K State in particular. "For the last one decade J&K has been facing blood-shed and destruction but successive Central Governments have not take any sincere step to heed woes of the masses’’, he lamented and stressed on the political solution of problems to give healing touch to the wounds of the masses.

Dubbing recently concluded Lok Sabha polls as fraud, former Union Home Minister said that ruling National Conference has managed victory through bogus voting and large scale rigging with the help of Task Force personnel and surrendered militants. He said that people, by and large, were fed up with the anti-masses policies of the State Government and claimed that in real sense verdict of people was in their favour.

Coming down heavily on Election Commission of India and Chief Electoral Officers of the State for, what he alleged, keeping a criminal silence and blind eye on all electoral malpractices, PDP chief said regretted that electorate of Valley have lost faith in democratic institutions of the country. " Though Election Commission has manipulated victory of NC candidates but it failed to win confidence of the people of Kashmir", he said and added that rigging in the elections would further compounded alienation of the masses.

PDP supremo said that main objective of his party was to fight against injustices, human-rights violation and prevailing corruption in the system. He asserted that his party will strive hard for restoration of the democratic process in the Valley beside highlighting miseries of the masses. Mufti said that he will again go to people to the mobilize public opinion against the defunct and corrupt rule of the National Conference Government.

Describing nine hours power curtailment as cruel joke, Mufti said that it would not only harm the businessmen but also create problems for already crippled water supply in the City.

Highlighting woes of the border migrants, Mufti demanded relief for border displaced people as par with Kashmiri migrants and asked the Government to formulate a comprehensive plan to mitigate woes of these people.

In his address, senior PDP leader and party candidate from Baramulla, Mr Muzaffar Hussain Beg criticised Hurriyat Conference for playing in the hands of National Conference in the Lok Sabha polls. He alleged that State Government had provided every possible help to the Hurriyat Conference in its anti-election campaign.

Mr Ghulam Hassan Mir, Ved Mahajan, B K Vaishnavi, Tarlok Singh, Jagdish Sapolia, Baldev Slathia, Amolak Singh, Falail Singh, Shanti Devi, Surinder Singh, Gurdeep Singh Bijral, Mohammed Rashid, Jagdish Jaggi, Surjeet Kour and others addressed the convention.

One day convention political convention of the Jammu and Kashmir Peoples’ Democratic Party was organised to take stock of the post-polls political situation in the State. Prominent leaders from Jammu region participated in the convention and discussed threadbare the problems being faced by the people of the State.

Demonstration, criticism against power curtailment

JAMMU, Oct 13— The traders of Link Road, Purani Mandi and Raj Tilak Road today held a massive demonstration outside the office of Power Development Department (PDD) at Parade Ground here today.

Earlier, the traders led by Mr Ashok Honda gathered at Link Road market and then took out a procession. They were raising slogans against the PDD and the state Government. They alleged that due to unscheduled power cuts, the members of the business community have been put to unnecessary harassment.

They moved to the PDD office at Parade and held a massive protest demonstration there for about half an hour. The traffic on the road was disrupted for some time due to procession. The traders then dispersed peacefully.

All Jammu Hotels and Lodges Association in a meeting held here today under the chairmanship of Mr M L Gupta took serious view of the decision of Government to increase power curtailment up to 9 hours a day despite hike in power tariff.

Mr Pawan Gupta secretary general criticised the Government for enhancing power curtailment in Jammu saying that this anti-people attitude will directly hit the Hotel Industrywhich has already been worst hit by decade long militancy. He said by indulging in frequent power cuts.

Meanwhile, the residents of Sainik Colony have expressed strong resentment against the unscheduled power curtailment in the locality.

Mr Jai Singh chairman of the Sainik Cooperative House Building Society in a statement issued here said that despite repeated requests to the concerned authorities, the power supply situation has been deteriorated. After every hour there is a power cut and the officials concern never go by the general schedule announced through media.

He alleged that transformers have been installed at unsafe places and the locals are striving hard for shifting them to the safer places. But nothing has been done in this regard. There is requirement of about 500 electricity poles in the area which is under extension, he added.

Mr Singh said a 33 KV receiving station was constructed and completed about 4 years ago but the same has been awaiting its commissioning.

Meanwhile, Muslim Federation Jammu has assailed the Power Development Department for effecting curtailment in electricity in Jammu region.

Leader of the Federation Mr Talat Niaz Qazi alleged that nine to ten hour power curtailment in the power is oppressive on the people of Jammu region. He said most affected are the students whose examinations area drawing nearer. Lanes and markets remain dark during late hours and there is every possibility of criminals to strike.

Trivender Shiv Ram Lila Club has also criticised the PDD authorities for poor supply of power. The members of the club in a meeting held here appealed to the PDD authorities to provide sufficient power supply for carrying their programme of Ram Lila during night hours.

Attack on Prof Hari Om widely condemned

JAMMU, Oct 13: Jammu University Teachers Association (JUTA) and various other students organisations have strongly condemned the attack on Prof Hari Om, Head of Department of History , by some unidentified assailants in Gandhinagar area last night.

A resolution was passed in a meeting of the JUTA members held in the Department of Law in the campus here today. JUTA called upon the Law and Order authorities to immediately apprehend the culprits and initiate criminal proceedings against them.

The members also stressed upon the authorities to provide immediate security to Prof Hari Om and his family members so that any possible untoward incident be avoided in future. The meeting also resolved to request the Vice-Chancellor to use his good offices to tighten the security in the campus.

The Non-Teaching Employees Union of the University also expressed serious concern over the attack on the Professor. In a joint statement issued here today, Mr Aman Sharma, president and Mr R S Dalpatia, general secretary, demanded immediate arrest of the accused.

Meanwhile, Gazetted Staff members of the Govt S P M R Commerce College Jammu in a meeting held here today expressed deep shock over the murderous assault on Prof Hari Om by some miscreants. Prof J R Bharti, staff secretary presided over the meeting.

Prof S K Bhalla, Head of Department, English, Dr G L Thappa, Head of Department, Commerce and Prof Bharti addressed the meeting. The speakers stressed for adequate security to the intellectuals who are facing severe threat from the anti-social elements. They also referred to some incidents of attacks on educationists in the institutions recently and deteriorating law and order situation. They also said that the entry of outsiders and doubtful characters should be restricted in the educational institutions.

The members of the Jammu University Students Council also condemned attack on senior Professor by some anti-social elements and sought their immediate arrest. They favoured the security for the faculty members, senior professors and some students who are facing threats from the goons. The Council members said that the entry of outsiders to the University should be discouraged.

The other organisations like—J&K Gujjars United Front and Dogra Kranti Dal also condemned the act. Mr Mohd Anwar Choudhary and Shah Mohd of the Gujjar United Front and the members of Kranti Dal demanded and impartial inquiry into the matter and immediate arrest of the accused persons.

Mr Surinder Singh Bunty, Provincial president, National Conference Students Union (NCSU) in a statement has condemned in strong words the attack on Prof Hari Om.

23 qtls of unwholesome milk destroyed by JM

JAMMU, Oct. 13: In the continuing drive against unwholesome milk, Jammu Municipality today destroyed about 23 quintals of unwholesome milk and realised Rs. 16,000/-as compounding fee in this morning operation in Bakshi Nagar, Canal areas.

Out of about 150 vendors and Halwais whose milk was checked by the Municipal Squad, 81 were found to be carrying unwholesome milk and action was taken against them. Since Ist October this year, Jammu Municipality special squad has realised Rs. 69,000/-as compounding fee from 361 milk vendors whose milk was found to be unwholesome and destroyed on the spot. These include 81 cases of today.

In addition, 37 cases were challaned and compounded by the Municipal Magistrate and Rs. 5,000/-were realised as fine on Saturday last.

During today's checking, more than 50 kgs of unwholesome sweets (Mithais) of various Halwais were also destroyed and cases compounded on spot under the J&K Municipal Act. In Ware House areas cooked food of 15 rehris were also destroyed as it was found to be un-hygenic.

Unlabelled Dhesi Ghee was also seized from a shopkeeper in Talab Tilloo area.

Several shopkeepers were also challaned for creating insanitary conditions by throwing garbage and refuse on the road side.

Since Ist October, the Health Section of the Jammu Municipality have realised Rs. 1.52 lacs as compounding, licence fee and sanitation charges from various parts of the Jammu City. The drive will continue.

Meanwhile, the Administrator, Jammu Municipality Mr K B Jandial has advised Halwaies to ensure quality sweets for sale under proper hygenic condition. They are warned against excessive use of colours in sweets and their product are liable to be destroyed on spot during inspection.

All Halwai Shops have been directed to be inspected by the Municipal Special Squad in view of coming complaint at Municipal-Help-Line so that action could be taken against the erring shopkeepers.

Murder accused’s father clarifies

UDHAMPUR, Oct 13: Mr Surinder Singh, the father of Ishpal Singh has clarified that his son was not nabbed from any hide-out after he committed the murder of one of his college colleague Daljeet Singh Kotwal, but he surrendered before the Police .

Referring to the news item published in today’s issue " Student murdered inside Udhampur College", Mr Surrinder Singh said that the surrender of his son Ishpal Singh took place in presence of Mr Janak Singh, Vice President BJP and ex-president of Gurdwara Prabandhak Committee.

The father of the accused further said that Ishpal Singh had issued a " shot put" and not the hockey from the college authorities as was mentioned in the news item . Further, no searches were made by Additional SP and Dy SP to apprehend the culprit , as I assured the Police that my son will surrender by evening, Mr Surinder Singh added.

Mala-Dhaloti villagers hold demonstration

KATHUA, Oct 13: The villagers of Mala-Dhaloti held a demonstration before District Development Commissioner’s Office here today in protest against the acute water scarcity in the area.

As per a release, the demonstration shouted slogans against the PHE Division Kathua.

Later a deputation of the villagers met the Deputy Commissioner and apprised him of their problems.

After hearing the plight of the deputation the District Development Commissioner also summoned the AEE PHE in his office and directed him to restore water supply in the village immediately.

The inhabitants of the village alleged that they were facing acute scarcity of drinking water for last three weeks and all their pleas to the concerned authorities failed to yield fruit.

However, the AEE said due to fault in the motor of tube well the Department was not in a position to resume the water supply in the area.

Meanwhile, a deputation led by Mr Ashok Jasrotia, district secretary BJP called on Chief Engineer PHE at Jammu today and apprised him of the water scarcity problem being faced by Kandi villagers due to the negligence of Departmental officials.

He also warned that in case the water supply was not resumed immediately the people will be forced to come on roads.

Politicians in J&K doubt credentials of Pak army

JAMMU, Oct 13: Though Army action in Pakistan is an internal matter of that country, yet the manner in which the democratically elected Nawaz Sharief Government was over thrown by the Army Chief, Gen Parveez Musharraf yesterday has evoked a sharp reaction from this side of border.

Reacting to Army coup in Pakistan, the leaders of various political organisations in Jammu and Kashmir doubt the credentials of the Army which they said in past 25 years of its rule also tried to rouse anti India passions among the people to divert their attention from the real issues facing Pakistan.

These political leaders are of the opinion that people of Pakistan always wanted to have peace with India and improve the bilateral relations but in the given situation there is no chance of normalising the relations between the two countries, the process started by the Prime Minister, Mr Atal Bihari Vajpayee with his Lahore bus Yatra in early this year.

Reacting to developments in the neighboring country former Minister and Senior National Conference (NC) leader Mr R S Chib said this is not new for Pakistan as the nation during the last 50 years after coming into existence has remained under army rule for 25 years.

However, Mr Chib cautioned India has to remain much vigilant now as Army to win confidence of Pak people will try for any misadventure against India.

He said Pak people have not liked the withdrawal of troops by Nawaz Sharief Government from Kargil and this was the main reason that no body reacted in Pakistan against the army action. So the chances of improving the relations with India at this juncture is bleak and the process started by the New Delhi may suffer a setback.

Mr Chib also apprehended that the taking over of army in Pak may give a fresh lease of life to sagging militancy in Jammu and Kashmir.

Expressing the concern over the developments in neighboring country, the senior Congress leader and former MLC, Mr Gulchain Singh Charak said the army has snatched the Constitutional right of Pak people. He said the democracy which was restored after a long time in Pakistan is again in shambles and the development will have a direct bearing on our country in the backdrop of Kargil intrusion.

He apprehended that Pakistan may further try to create the border tension and disturb peace. The chances of further dialogue of improving the bilateral relations are also remote in the given circumstances, he added.

By over throwing the duly elected Government the Pak army has once again snatched the democratic rights of the people and suppressed their voice, said Mr Kuldeep Raj Gupta, vice president state BJP.

He said though any comment at this stage will be premature, yet the Indian Government should remain vigilant as we can not trust the army rulers and have the same expectations from them as we had with the democratically elected Government.

While reacting to developments in Pakistan, the state vice president BJP, Mr Chander Mohan Sharma said overthrowing of democratically elected government is not dangerous for Pakistan only but for entire Sub Continent.

He apprehended that process of normalisation of relations between two nations will suffer a setback after the army coup in neighboring country as Pak army has always played anti India role.

Chib welcomes induction of Omar in Central Ministry

JAMMU, Oct 13: Senior National conference leader and former Minister, Mr R S Chib has hailed the induction of Mr Omar Abdullah in Union Council of Ministers.

In a statement issued here today, he said Mr Abdullah’s induction in the Central Ministry will help in the development of this border state and redressal of peoples problems.

National Conference (NC) Minority Cell also held a meeting here today under the leadership of Mr Rattan Lal Pandita in which induction of Mr Omar Abdullah in Central Ministry was hailed.

The meeting among others was attended by Messrs Ashok Hangloo and M K Talashi.

YNC leaders Mr Sunil Dimple and Mr Shafqat Mir have also hailed the induction of Mr Omar Abdullah in Central ministry.

Promotion of 68 CEOs regularised

SRINAGAR, Oct 13: Government have ordered regularisation of promotions of 68 Chief Education Officers CEOs belonging to the J&K School Education Service as a measure towards streamlining the educational set up in the State. Promotions of the remaining eligible lecturers in various disciplines are in the pipeline.

Giving details of the measures taken by the Government during the last three years, the Minister for School Education, Mr Mohammad Shafi Tariq said that the Government has already ordered regularisation of 312 Principals; 1,423 Head Masters and 249 Zonal Education Officers, besids 385 Lecturers in as many as twelve disciplines. In addition, 323 lecturers have been promoted as Senior Lecturers and 96 Lecturers/Zonal Education Officers as Principals.

Talking to a group of Legislators here yesterday, the Minister said that the present Government under the dynamic leadership of the Chief Minister, Dr FArooq Abdullah has taken several steps to improve the lot of the teaching community in recognition of their noble and sacred profession and ordered consideration of their genuine demands.

Mr Tariq said that he, as the Minister for School Education, has been pleading for mitigating the grievances of this community in different fora and to some extent he has succeeded in getting some of their long pending problems solved. He said it was due to his efforts and pursuation of agitating teachers that the examination were conducted smoothly last year. He said that most of the genuine demands of the teachers community have been considered and some are under the active consideration of the Government.

Mr Tariq said that having taken all these measure for upliftment of this community, there seems to be no reason for the teachers to embark on agitational course, jeopardising the process of conduct of ensuing school and Board examinations. As an educated class of the society, they are expected to see reason behind every action and reflect consciousness of their obligations towards the society, he said.

Medical-cum vet camp organised

POONCH, Oct 13: A two-day free Army medical-cum-veterinary camp was organised by 20 Bn Punjab Regiment in collaboration with district administration, Poonch at Higher Secondary School, Chandak, Poonch, the other day. The medical camp was inaugurated by the Brigade Commander 33 Bde Mr S P Raman and the District Development Commissioner, Poonch, Mr G Q Mughal presided over.

Besides Army end civil officers and doctors, school children, hundreds of people from various adjoining villages thronged into the camp for availing free medical facilities. As many as 9 stalls of different activities e.g. dispensing, OPD, school health examination, eye care with ISM Ayurvedic Medicines, Health Education, Veterinary, Paediatrics, Dental Care and Gyneocological were set up in the camp.

Besides, a team of Army lady doctors, a team of civil doctors alongwith medicines were also deputed by the CMO, Poonch, Block Medical Officer, Mandi and Medical Officer, Chandak in the camp. While eulogising the services of army in countering the insurgency operations in Chandak and its surrounding villages.

Brig S P Raman said that it was the long desire of the Battalion to organise a free medical camp for the people of remotest villages. He advised the people to avail the medical facilities in the camp and expressed the problem before the battalion which he assured to resolve at an earliest. Brig Raman expressed his thanks to Col G K Soth, senior doctor in 39 division, District Development Commissioner, CMO, BMO, Mandi, Veterinary Doctors and SSB authorities for extending their cooperation in making the cmp successful.

Restrictions imposed to curb copying

RAJOURI, Oct 13: The District Magistrate, Rajouri has imposed Section 144 Cr PCC around the Class 12th Examination Centres in Rajouri district from yesterday.

According to an order of the District Magistrate, Mr B A Runyal this restrictions has been imposed to curb the menace of copying, malpractices and other disturbances during the examinations. Only examinees and concerned staff is allowed to enter the premises placed under restrictions. No person is allowed to carry any paper, book, chit and play loud speakers and any other device which may disturbed the smooth conduct of examination.

This order shall remain enforced till the examination is over.

Arrangements at Sukrala Devi shrine inspected

KATHUA, Oct 13: The District Development Commissioner, Kathua, Mr Chaman Lal inspected arrangements made for the comfort of the pilgrims during the Navratras at Sukrala Devi in the course of his tour of Billawar yesterday. He was apprised that transport, security, first-aid, water and power supply facilities have been augmented to make the pilgrimage comfortable.

Later, the District Development Commissioner reviewed the execution of various development schemes in the block at a meeting of officers held at Billawar. He revealed that Rs 65.20 lakhs have been earmarked during the current financial year for ten road schemes in the block. Besides, Rs 22 lakhs have been provided to the PHE sector for three ongoing and two upgradation schemes besides providing drinking water to three mohras.

The District Development Commissioner was apprised that 35,000 saplings of fast growing species have been distributed in the block for plantation. Besides, over two lakh saplings have been raised in nurseries of the Forest Department in the block.

Mr Chaman Lal issued instructions to the Education Department to make early arrangements for posting of teachers in schools, which are without them.

The District Development Commissioner called upon the tehsil officers to make earnest endeavours to implement various development schemes sanction for the area to mitigate the sufferings and difficulties of the people.

JAMMU, Oct 13: The Jammu Local Centre of the Institution of Engineers (India) celebrated the "International Day on Natural - Disaster - Reduction" by holding a Seminar in its auditorium at Gandhinagar Jammu.

The seminar was chaired by the Chairman, of the Local Centre, Mr V K Bhagotra, FIE and presided over by Mr A N Thusu, FIE.

A large number of Engineers from various Government Departments and other organisations participated in the function. Mr V K Bhagotra, FIE in his address delibrated for providing more education to women and children and creating awareness among the people.

Engineers AN Thusu, BL Suri, Vinood Malhotra, O N Thusu, Kuldip Raj Sharma, B L Chopra, Vinod Sharma and S K Pandita presented papers covering various types of Natural Disasters and measure for reducing their occurance. Al l the speakers stressed for involvement of various sections of society and updating the technical knowledge of the concerned for effective Natural Disaster Reduction activities. Mr A N Thusu in his address stressed that there is a great need of keeping vigilance over Natural Disaster and to take steps so as to stop aggravation of causes of the same. The chief guest also said that the awareness education and community participation are essential for the successful implementation of any disaster reduction programme.

Mr P K Nanda, Honorary Secretary of the local centre emphasised that the minimise the loss of human lives, assests and environment, all the agencies should work together and co-operate with each other so that that Natural Disasters are minimised. As per a release the meeting held under the chairmanship of Mr Som Nath, district Udhampur president of the Association, demanded regularisation of daily wagers with more than seven years service, release of second and third instalment of arrears of 5th Pay Commission and 15 percent DA, enhancement in daily wage rate to Rs 100, bringing PHE Department under Essential Services Act and held that no new person be recruited in the Department till all those consolidated paid workers who have been working for the past six to seven years were not brought at par with regular daily wagers.

The meeting expressed concern over non-payment of wages to PHE employees at different places in Jammu region for the past nearly two years.

Mr Som Nath while addressing appealed the Chief Executive Officer, Mata Vaishnodevi Shrine Board to provide all facilities to PHE employees working from Ban Ganga to Bhavan, which are being extended to Shrine Board employees doing same nature of job. He also appealed to the employees to fully support the action programme of Employees Joint Action Committee as and when announced to get the genuine demands conceded. An eleven member committee of Sub Division Katra was constituted on the occasion.

The meeting also resolved to start indefinite dharna from October 20 if till October 19 all agreed upon demands were not implemented.
