Excelsior Correspondent SRINAGAR, Oct 11: The Jammu and Kashmir Self-Reliant Co-operatives Act 1999 passed by the State Legislature in its last session will be notified for implementation shortly. Announcement to this effect was made by the Minister for Co-operatives and Rural Development. Mr Abdul Rahim Rather, here today. He was addressing one-day State Level Co-operative Conference organised by the Jammu and Kashmir Co-operative Union. Mr Rather said that the past three years have witnessed streneous efforts by the present Government in revamping the co-operative structure and running the institutions on sound and viable lines. He said immediately after taking over an Expert Committee of renowned co-operators from within and outside the State was formulated by the Government to suggest measures for revamping the movement and making it more democratic and self reliant. Seminars, discussions at various levels were also organised to find out the measures needed for the purpose. He said it was after long and detailed deliberations that the Bill was formulated which got the approval of the State legislature. The Act, he said will help in formation and transformation of co-operatives as self-reliant and autonomous. The Governments role has been defined as that of facilitator and not as a regulator, he said. Mr Rather said that the Act received a wide acclaim. Widely known co-operators like Dr V Kurian, Messrs Mohan Dharia, LC Jain and Amrita Patil described the Act as right and positive step for strengthening and encouraging the co-operative scenario. The Co-operative Minister called upon the functionaries of the Co-operative Union and other co-operators to educate the people about the various aspects and provisions of the Act so that its implementation is smooth and quick. Mr Rather called upon the Co-operative Societies to diversify their activities and go in for such of the activities also in which there is still potential and market available. Food processing and horticulture activities are such of activities which can be taken up by them, he said. The Co-operative Minister re-affirmed the Governments determinatiuon for decentralisation of powers to the grass root levels. He said the rules under Panchayati Raj Act were formulated within a period of seven days after the present Government took over. These rules had not been formulated during the seven years period. He said immediately after that the work of determination and delimitation of Panchayat halqas was taken up. This stupendous task was also completed within a record period. He said the Panchayat Act was also amended during the period to give adequate representation to the women. Senior functionaries of the Union, some legislators, co-operators, senior functionaries of the Co-operative Department participated in the conference. President, J&K Co-operative Union, Mr Mohammad Ayub Khan, Mr AA Zargar and Mr Jatinder Dev vice president and general secretary of the Union, Legislators, GS Jamwal, AR Trakroo. Ch Chuni Lal also addressed the conference. The Speakers termed the J&K Self-Reliant Co-operator Act 1999 a revolutionary measure which will go a long way in democratizing and strengthening the co-operative movement in the State. The need for its early implementation was also stressed for. The Secretary Rural Development and Co-operatives, Mr Pramod Jain and Registrar Co-operatives was also present. |
Kashmiri cyclists display skill in China cycle rally Excelsior Correspondent SRINAGAR, Oct 11: Braving early morning chill and cold wintry conditions, the 95 young Kashmiri cyclists put up a spectacular display of sporting spirit, skill and stamina as they competed for the top honours and very attractive prize money in the gruelling 63 km long "Chinar Cycle Race for Peace", from Baramulla to Srinagar among the National Highway IA, today. Dr Farooq Abdullah, Chief Minister, gave away the prizes in the presence of Lt Gen Krishan Pal, Corps Commander. The Chinar cycle race which was organized for the second consecutive year under the aegis of the Headquarters 15 Corps, expectedly drew a very healthy response from the youth of the Kashmir valley this year as the prize money had been raised to national standards. Youth from distant remote parts of the Kashmir valley enthusiastically took part in the race which was witnessed by a large number of villagers along the route as well as highway traffickers who cheered the competitors on. 19 year old Riyaz Ahmed Sheikh of Lawoosa, Kupwara district set a blistering pace early on in the race and maintained the lead throughout the difficult route winning the prestigious "Chinar Trophy" and a first prize cheque of Rs 60,000/- for having breasted the tape at the finish point of the race in a record time of 1 hour, 57 minutes and 30 seconds. The Second prize of Rs 30,000 and runner up trophy was presented to 18 year old Fayaz Ahmed Gojree of Dragbal, Baramulla district, who all along had a neck to neck race with the ultimate winner and finished the race just two minutes behind. The third prize cheque of Rs 15,000 was won by Shabbir Ahmed Dar a resident of Qazipura, Tangmarg. Dr Farooq Abdullah, Chief Minister, in his address complimented the competitors and expressed happiness at the spirit displayed by the youth of the Valley who have achieved an unbelievable feat by completing the race in a little under 2 hours whereas the same distance takes almost an hour and a half by vehicles itself. He declared that from next year the race would have the total prize money increased to Rs 5 lakhs and it would slowly be built up to a National Standard Race with the best sports cyclists of the country taking part. He encouraged the youth to strive to excel in such and other sporting events and to establish a mark at the national and international level. The Kashmir valley, he said, has tremendous potential to generate sportsmen of international standards in events like. Mountain Racing and he assured that soon a Mountain Race course would be developed and competitions held to give exposure to the deserving sportmen. The Chief Minister appreciated the spirit of the Champion Riyaz Ahmed Sheikh who is a student of 12th standard in Government Higher Secondary School, Qalamabad in Handwara tehsil. Riyaz, whose father Md Suban Sheikh is a Sub Inspector in JK Police expressed a determination to follow in his fathers footsteps and join the State Police. Dr Abdulah also showered praise on third prize winner Shabbir Ahmed Dar, who was the Champion in the inaugural race, and who suffered an unfortunate mishap due to his cycle tyre getting punctured about 20 km short of the finish. The spirited cyclist nevertheless continued with his flat tyre and still won honours in the race. Dr Farooq Abdullah also complimented the Army in its noble and successful venture in using sports to promote the spirit of brotherhood and goodwill with the local populations as well as in spreading the message of peace. The Prize Distribution ceremony was witnessed by a large number of Ministers, MLA's and MLC's as well as senior civil, military and police officials who applauded the prize winners and all participants for their display of sporting zeal and enthusiasm. A large number of local people also thronged the Bakshi Stadium and enjoyed the short cultural programme of Kashmiri folk songs and dances performed by artists of the State Information Department. A colourful and entertaining band display was also put up by the brass bands of the Guards, Maratha Light Infantry, Jammu and Kashmir Light Infantry and Rajputana Rifles regiments. The youth of Kashmir had been the worst sufferers during the 10 year long insurgency which had since last few years taken on the form of an undeclared Proxy war waged by Pakistan. All games and sporting events in the valley had ceased due to the turmoil that had engulfed the peace loving Kashmir valley and its people. The tremendous response to such competitive events is an indicator of the desire of the youth for peace and normalcy to return to the valley at the earliest. The youth of the valley who displayed such keen competitive spirit to make the race of success have strengthened the resolve of the Army to continue to provide them such an other sporting opportunities and avenues to help them build their personality, character and health. |
Army Pry School Ziran students taken to Gulmarg Excelsior Correspondent TANGMARG, Oct 11: Keeping the Army's thrust for overall development of children and providing them with an environment for healthy minds and bodies, an excursion for the school children of Army Primary School, Ziran was organised by Army Camp at Ziran the other day. Army Primary School Ziran, which was opened in March this year as part of Army Development Group Project Operation Sadbhavana is being managed by Army Camp at Ziran. Approximately, two hundred school children and staff members were taken to the World renowned tourist spot at Gulmarg and Khelanmarg. Famous gandola ride was also organised for the children. Various on the spot competitions were also organised and children were given prizes. Snacks and lunch were also provided to the entire party by Army. The excussion trip was seen off by Commander of the Army Camp at Ziran, in the wee hours of morning. While addressing children he hailed them as "tomorrow of the Nation" and exhorted them to become responsible citizens and foster the spirit of National Integration, brotherhood and peace. CM for switching over to mechanisation Excelsior Correspondent SRINAGAR, Oct 11: Chief Minister Dr Farooq Abdullah today called for switching over to mechanisation for improving civic amenities in urban areas. "Time has come when we must procure machinery and latest equipment to ensure the cleansing of cities and towns", the Chief Minister said while launching the week-long Sanitation/Public Awareness Drive jointly organised by the Srinagar Municipality and the Jammu and Kashmir Bank limited here. Exhorting the people to help keep their environs clean, Dr Abdullah said that no effort can succeeded unless it is wholeheartedly supported by the masses. He hoped that they would make use of the material being supplied by the Bank for disposal of garbage. Dr Abdullah said generation of resources is essential for organisations like Municipalities and referred to the levies being imposed on the erring persons. He appreciated the Administrator for launching the drive, which will go a long way in creating awareness among the masses. Referring to the social services being undertaken by the Jammu and Kashmir Bank, the Chief Minister said that the Bank is undertaking the development of Iqbal Park and hoped that by next year it will be ready for the public. The Chief Minister also appealed to the media, both print and electronic, in educating the masses about the importance of keeping their environs clean. Media has a greater role to play in this regard, he said. The Minister for Housing and Urban Development, Maulvi Iftikhar Hussain Ansari, Chairman Jammu and Kashmir Bank, Mr Mohammad Yousf Khan, Administrator, Srinagar Municipality, Mr A H Samoon and Vice Chairman, Srinagar Development Authority, Mr Abdul Hamid also spoke on the occasion. The Minister for Housing, Mr Ansari stressed the need for cleanliness and said that the people will have to take greater initiative with regard to keeping their environs neat and clean. Good atmosphere reflects the good civic sense of the people in a particular locality, he added. He complimented Jammu and Kashmir Bank for taking initiative in social services besides the usual banking and hoped that the organisation will help providing uniforms to the sweepers. He also urged the Bank to take a compassionate view on the outstanding against these people who have availed of advances some time back. He also presented flags to the ward officers and gave start to the cleanliness drive. The Chairman of the Bank announced that his organisation is providing 1000 large sized dust bins to the Municipality for disposal of garbage. He said the bank in consultation with the Municipality has drawn up a plan to award those Mohalla committees, which top in cleanliness in their areas. Appreciating the cleanliness drive launched by the Jammu Municipality, Mr Khan said that Jammu is now looking a beautiful city with its roads and lanes much cleaner. He particularly made a mention of the night scavenging and said the efforts by the Municipality have shown dividends. CM dedicates Tagore hall to people Excelsior Correspondent SRINAGAR, Oct 11: Chief Minister, Dr Farooq Abdullah today dedicated the renovated Tagore hall, renowned centre of art and culture, to the people of Kashmir. The hall will now be available for cultural activities after a gap of over a decade. Congratulating the Academy of Art, Culture and Language, the Chief Minister said that congenial atmosphere and all facilities are essential for promotion of art and culture. The reopening of the Tagore hall will serve the much-missed facility to the artists and art lovers of the Valley, he added. Dr Abdullah asked the Academy to charge nominal charges to dramatic clubs and student groups for presenting their talent in the hall. He said other social and cultural organizations can also make use of the facility. Calling upon artists to work with dedication for the promotion of art, Dr Abdullah said that the State, having divergent languages, can take pride on its rich ethos and it is incumbent upon all of us to present the true culture of Jammu and Kashmir to the people of the rest of world. On the occasion, Dr Abdullah felicitated Ustad Ghulam Mohammad Saaznawaz for the honour bestowed on him by the Sangeet Natak Academy. The Ustad gave a performance to mark the reopening of the hall. Such was the enthusiasm among the artists that a stage actor stood up in the audience and sought permission of the Chief Minister to kiss the stage on which they have been performing years ago. He expressed gratitude of the artists to the Chief Minister for having got the hall renovated. The Secretary of the Academy, Mr Balwant Thakur presented a cheque for Rs 64,400 to the Chief Minister towards CMs relief fund on behalf of the employees of the Academy. Among others presented on the occasion were several ministers, legislators officers and a galaxy of artists. |

rally for J&K persons Excelsior Correspondent UDHAMPUR, Oct 11: Recruitment Rally for nearly 740 vacancies for Army personnel, general and technical duty soldiers and as also clerks will be held at Poonch from October 22-31, 1999. The candidates from Jammu and Kashmir State alone can participate and fill up the posts. A release stated that candidates with requisite qualifications and required essential conditions will be recruited in the Army. Candidates for soldier general duty should be between 16 to 21 years and for technical and clerksjob age should be 16 to 23 years. The candidates should have minimum height of 163 centimeters and weight 48 kilograms and chest minimum 77 centimetres. Minimum height and weight for clerks posts are 162 centimeters and 50 kilograms respectively. Qualification standard for soldier GD should be minimum 10th pass for district Kathua and tehsil Samba and 8th pass for the rest of the State. The middle standard pass certificate must have countersignature of the Chief Education Officer. The children of ex-Servicemen, to be eligible for concession, must be in possession of discharge book and Part II order authority of their birth. All the candidates must be in possession of State Subject and Character certificates. Five copies of passport size photographs ( for Sikh candidates five copies without turban and five with turban), education certificates alongwith two photostat copies of each certificates and any other testimonials of NCC or sports are required. Written test will be held on October 31, the last day of rally. Candidates who will be present on October 22, 1999, the first day of the rally, will only be issued with token and allowed to participate. The candidates have been advised to contact nearest Branch Recruitment office, District Soldiers Board or Army unit to get more details about the qualifications and other things about the recruitment rally. |

Excelsior Correspondent JAMMU, Oct 11: The week long celebrations by Air Force Station Jammu to commemorate the 67th anniversary of the Indian Air Force concluded with a social evening organised yesterday. Group Captain SK Sharma, Station Commander Air Force Station Jammu lit the lamp to inaugurate a cultural show presented by artists of Air Force Station and All India Radio Jammu. The variety entertainment show, representing a mosaic of Indian culture, kept the audience spell-bound. The Air Force Station Commander appreciated the artists for their performance especially, the young artists who had prepared a lot to take the social evening a great success. He also thanked the guest artists of All India Radio Jammu for presenting various cultural items to suit the occasion. A large number of Air Force personnel and their families joined the Bara Khana arranged on the occasion. |
9-hour power cut a cruel joke: Sharma Excelsior Correspondent JAMMU, Oct 11: Mr YV Sharma, former President Chamber of Commerce and Industry, Jammu criticised the nine hour power cut announced by the PDD and termed it as a cruel joke on the people of Jammu. Reacting sharply to the decision of the authorities in this regard, Mr Sharma questioned the claim of the authorities that the State had enough infrastructure and power to usher in the industrial development in the State. Explaining at length the loss to the industry where crores of rupees have been invested, Mr Sharma called upon the concerned authorities to review this decision and bring relief to the industry which was hoping to get a boost after a lull in the industrial activities during the rainy season. Mr Sharma statement termed the present decision as anti-people, "because the decision will not only harm the businessmen who want uninterrupted power supply during the festival season starting from 1st Navratra but will also bring problems for the already crippled water supply in the city which was promised to be normal about this time round. It will also do incalculabe harm to the student community who have to concentrate on their studies during the 120/150 days before their annual, final and qualifying examinations during the period January to March, Mr Sharma said adding that authorities should have planned for normal uninterrupted power supply well in advance for the festival season because this is the real time for business, industrial output, studies and other productive activities. Starving the people of adequate power supply during this crucial period was definitely an inefficient and careless handling of the situation, he said while speaking an explanation from the authorities for this inept handling. |

The workshop was inaugurated by Mrs Neelam Sethi, CDPO, Satwari Block. It was conducted by Dr B B Sharma, BMO and presided over by Mr U Choudhary. A large number of Anganwari workers of ICDS Projects with all its supervisors, Health workers of Tawi Welfare Society, health workers of St. John Mandal, adolescents, members of Old Age Day Care Centre and volunteers of Tawi Welfare Society as well as DIAS participated in the workshop. Speaking on the occasion, Dr B B Sharma said for both healthy mother and baby two child norm is best and there should be sufficient gap between first and second child. He also underlined the need of monthly check up of blood, urine and TT to pregnant women. Mr U Choudhary in his presidential address said for healthy mother she should have the children to the extent her health allows. Mrs Neelam Sethi in her speech said if mother is healthy the entire family will be happy. She also held women folk responsible for the miseries of other women and said their is no difference between daughter and son. She also urged the ICDS workers to educate the people about the small family benefits. Besides her Mrs Nirmal supervisor ICDS also spoke on the occasion. HC directive to Director Sheep Excelsior Correspondent JAMMU, Oct 11: Mr Justice OP Sharma of the State High Court Jammu-wing has directed the Director, Sheep Husbandry Department, Jammu to issue copy of the orders of appointments of class IV employees within 15 days from the date of application for obtaining the copies are filed before him. While disposing of the petition seeking directions from the court for issuance of copies of appointment orders, Mr Justice Sharma observed that every person has a right of access to a public document. Order of appointment of a civil post is a public document and the petitioner has a right to get its copy. This direction has been passed in a writ petition filed by Mast Nath Yogi, a political activist through Advocate V Bushan Gupta alleging that Director Sheep and Husbandry vide its various members and dates in the year 1998-99 and 1999-2000 appointed some class IV employees illegally and arbitrary without advertising the posts and without conducting any interview. It was also alleged that some candidates who were earlier appointed and subsequently terminated were again appointed in the same manner without advertising the posts. The petitioner applied for a copy of orders issued by the Department, but the Respondent flatly refused to supply these copies. The petitioner prayed before the court to direct the Respondents to supply the copy to the petitioner, duly attested. In the petition it was further alleged that some posts pertaining to Distt. Doda have illegally been filled up and against those candidates from Distt. Jammu and other than Distt. Doda has been illegally and arbitarily appointed and that too without advertisement. The petitioner who is a political activist in order to highlight the illegality and irregularity committed by the Director, Sheep Husbandry in making illegal and arbitrary appointment before the proper forum submitted an application on September 20 last in the office of Respondent with the prayer that he be supplied with the copies class IV appointment-orders from July, 1998 till date. But the Respondent repeatedly refused to entertain and refused the application of the petitioner. |

flays PDD for Excelsior Correspondent JAMMU, Oct 11: J&K Institute of Public Opinion has criticised the Power Development Department (PDD) for enforcing nine hour long power cut a day on the people. In a statement issued here today, the Institute has said the action has harassed the customers and if the power cut continues in future it will also create a headache for the Government. The statement further said that in case the steps were not taken to reduce the power cuts, it besides generating a lot of resentment among the people will also result in a steep fall in revenue collection. It while strongly criticising the step alleged that the power curtailment is going to hit hard trade activities and industrial production in Jammu region. Ridiculing the Government for offering cheaper electricity to outside entrepreneurs, it said now after the two fold increase in power tariff there is nothing to offer them and therefore the flow of capital from outside will be zero due to lack of incentives and ongoing militancy. The statement said it is ironical that even after the 50 years of independence the Government has failed to provide even the basic infrastructure. The handout alleged that due to poor quality of voltage and frequent power cuts the faults in industrial motors have tremendously increased causing lot of operational problems. It further said the diesel generator which were used to provide alternative has become un viable due to steep increase in diesel prices also and all these factors are bound to increase the industrial sickness leading to blockade of various loans available from financial institutions. Expressing its anguish over the power cuts the Institute alleged that without justifying the scheduled cuts during the day the PDD has now imposed the power cuts during the night also. It said with the imposition of power cuts between 1 am to 4am the people are feeling insecure as this is high time for the strike of criminals and militants. The Institute while urging the PDD to review the policy regarding the enforcement of power cuts has also sought the immediate intervention of the Government in the matter as this step has adversely affected every class of people including the student community. |
Selection of 48 KCS Judicial challenged Excelsior Correspondent JAMMU, Oct 11: The selection of 48 candidates for the KCS (Judicial) was challenged in the State High Court on various grounds. The petition was listed today before the court of Mr Justice TS Doabia who has ordered to list the petition, before any other Bench without any observation. It may be mentioned here that Mr Justice TS Doabia was the Expert-member in the selection of the KCS (Judicial) Examination. The whole selection was challenged by eight petitioners namely, Bindu Khajuria, Bashir Ahmad Munshi, Ayaz Ahmad Hamal, Khoushal Kumar, Gulzar Singh, Arun Kumar Kotwal, Sunil Sangra and Anil Devi Singh Jamwal, through Advocate Sunil Sethi. In the petition, it was alleged that some of the candidates who were not having to eligibility or whose applications forms were having number of deficiencies were subsequently allowed to appear in the examination process, despite the fact that they were required not to be considered as per the Advertisement Notice. They have also referred the judgement from Apex Court of the country whereby the Apex Court held that Public Service Commission has got no authority to waive the conditions as contained in the advertisement notice or to extend the time thereof. In the petition, it was also alleged that Roll No. 112 was not figuring in the notification containing the list of the candidates, who have been invited for the interviews while subsequently he has been shown to have been selected. It is apparent that number of the posts remained 33 even on the date when the interview to be held though the persons invited even as per criteria to 33 posts were also marginally less than what it should have been. Whereas the Public Service Commission has invited 84 candidates for interview. It was alleged that the whole of the process smacks of arbitariness and selection process as such is malafide and therefore, the entire selection is required to be quashed and set-aside since the same was in violation of terms and conditions set-forth by the Public Service Commission. In the petitioner, it has been further alleged that the person have been allowed to appear in the process of selection illegally. The petitioners have reason to believe that M/s Al-Nasir Almanousour and Bishesh Parihar who admittedly do not have the requisite Bar-practice have been first made to appear in the selection process and thereafter selected as Munsiff. These persons have secured the certificates of actual practice at Bar by resorting to fraudulent means and by manipulation. Similarly names of two other selected candidates namely Shoba Ram & Ms Kaplna Revo has also been mentioned in the allegedly wrong selection. |
