Rajasekhar Reddy new CLP leader

HYDERABAD, Oct 11: Senior Congress leader Y S Rajasekhar Reddy was unanimously elected leader of the 91-member Congress Legislature Party (CLP) here today.

AICC observer Kumudben Joshi announced Reddy’s unanimous election at a press conference soon after a brief CLP meeting.

State Mahila Congress chief G Aruna, a winner from Chandragiri Assembly constituency, proposed the name of Rajasekhar for the post of CLP leader. The proposal was seconded by D Srinivas, T Jeevan Reddy and P Shankar Rao.

Rajasekhar Reddy replaces P Janardhan Reddy, who was defeated in the Assembly election from Khairatabad constituency in the city.

In reply to a question, Rajasekhar, also the State Congress Committee (APCC) president, said it was for the party high command to decide whether he should continue as APCC chief.

He thanked all newly-elected MLAs who had reposed confidence and faith in him for electing him the CLP leader.

Stating that the party, with 91 legislators in the 294-member house, would play the role of a constructive opposition, he said it would extend support to the State Government in its endeavour to serve the people of the state.

It would also act as "watchdog to expose the misdeeds and anti-people policies of the Government," he said. (PTI)

President satisfied that Vajpayee commands majority

NEW DELHI, Oct 11: President K R Narayanan today appointed Atal Behari Vajpayee as Prime Minister satisfied that he would command a majority in the newly-elected Lok Sabha.

The election results conveyed to the President by the Election Commission and the documents expressing support to Vajpayee received by the President have satisfied him that Vajpayee will command a majority in the newly-elected house, a Rashtrapati Bhavan communique, issued shortly after Narayanan appointed Vajpayee as Prime Minister, said.

Referring to the notification issued by the Election Commission containing the list of the new MPs, the communique said according to these results, the Bharatiya Janata Party emerges as the single largest party in the House.

It is also seen therefrom that MPs adhering to the National Democratic Alliance form the largest political group in it.

It said that Narayanan had received, earlier, copies of communications from Telugu Desam Party and All India Trinamool Congress stating that these two parties supported the formation of a Government led by Vajpayee.

The communique further said that while BJP president Kushabhau Thakre had informed the President that Vajpayee had been elected leader of BJP in Parliament yesterday, NDA leaders had met him this morning and submitted a copy of the resolution unanimously reposing faith in Vajpayee’s leadership.

Quoting Article 75(3) of the Constitution which stipulates that the Council of Ministers shall be collectively responsible to the house of the people, the communique said This requires that the person appointed by the President to be Prime Minister should enjoy the confidence of the majority of its members.

It said under the circumstances, the President has been pleased to appoint Vajpayee as Prime Minister. Vajpayee has also been requested by the President to advise him on the names of others to be appointed as members of his Council of Ministers.

Vajpayee will be administered the oath of office and secrecy at Rashtrapati Bhavan on October 13 at 1030 hours, it added. (PTI)

Vajpayee hosts dinner for Karunanidhi

NEW DELHI, Oct 11: Prime Minister Atal Behari Vajpayee last night hosted an exclusive dinner for DMK supremo and Tamil Nadu Chief Minister M Karunanidhi.

Home Minister L K Advani and DMK leader Murasoli Maran were also present.

The Prime Minister is understood to have broached the subject of DMK’s participation in the NDA Government.

DMK president is said to have told Vajpayee that his party has an open mind on the issue and that its Parliamentary party would be meeting on Tuesday to consider the question.(PTI)

Krishna sworn in as 16th CM of Karnataka

BANGALORE, Oct 11: S M Krishna, US-educated former law teacher and socialist, was today sworn-in as the 16th Chief Minister of Karnataka after leading Congress to power after five years and said he would announce his ministerial team very soon.

67-year-old Krishna, who was alone sworn-in by Governor Khurshid Alam Khan at a ceremony at Vidhana Soudha, State Secretariat, later told reporters he could not finalise the team as he was yet to consult the party high command after his election as CLP leader yesterday.

Krishna, however, denied suggestions that he was encountering problems in composition of his ministry because of the onerous task of keeping satisfied various castes groups like Vokkaliga, Lingayats, Backwards and Scheduled Castes and Tribes.

Although over 70 of the 132 newly elected party MLAs have ministerial experience, he said his ministry would not be jumbo-sized to accommodate aspirations of individual legislators.

Krishna, who was himself a Deputy Chief Minister in 1992 for the first time under a Congress regime, evaded reply to a question whether he would have a deputy.

The Chief Minister, who is leaving for Delhi for consultation with the party president Sonia Gandhi, said he would review certain decisions of the predecessor Patel Ministry but would not take any "vengeful" action.

The swearing in ceremony was attended among others by his party leaders A K Antony, Ghulam Nabi Azad, former Chief Minister K H Patel, State JD (U) president C E Byregowda among others. (PTI)

Patnaik re-elected BJD leader

NEW DELHI, Oct 11: Naveen Patnaik has been re-elected as parliamentary party leader of the 10-member strong Biju Janata Dal (BJD) in Lok Sabha.

Patnaik was unanimously re-elected the leader at a meeting held at his residence here yesterday which also elected Arjun Charan Sethi as the Deputy leader, a BJD release today said.

Braja Kishore Tripathy and Padmanav Behera were elected chief whip and secretary of the BJD in the Lok Sabha. (PTI)

Cong yet to decide on Manmohan’s resignation

NEW DELHI, Oct 11: Congress leadership is yet to take a decision on the resignation of leader of opposition in Rajya Sabha Manmohan Singh in the wake of his defeat in the Lok Sabha elections.

I have not been intimated anything so far, Singh told PTI when asked if his resignation had been accepted by the party high command.

Singh said he had submitted his resignation letter to party president Sonia Gandhi two day ago as he, during the election campaign, had said he would quit as leader of opposition if defeated.

He made it clear that he hadneither resigned from the Rajya Sabha nor from the Congress Working Committee. (PTI)

Proceedings in JMM case take new turn

NEW DELHI, Oct 11 : Proceedings in the JMM MPs bribery case took an interesting turn with the complainant in the case today charging former Premier H D Deve Gowda with persuading a star witness in February 1997 to turn hostile during recording of evidence by a Special Court here.

Appearing for witness Ravinder Kumar, the complainant who was seeking to place on record certain documents including averments by witness Devender Mukhiya before the Delhi High Court, Counsel P N Lekhi told Special Judge Ajit Bharihoke the witness turned hostile at the instance of the former Prime Minister.

Quoting an affidavit filed by Mukhiya in the Delhi High Court in July 1997, Lekhi said the witness was called to the PMO in Parliament on February 21 that year where a person in presence of former Union Minister C M Ibrahim and former CBI Director Joginder Singh had asked him to retract his statement during recording of evidence.

Lekhi said the dirty tricks played at the time of saving the P V Narasimha Rao Government in July 1993 must have been applied in case of Mukhiya, and therefore he should be summoned to the court for confronting him with the affidavit filed in the High Court.

Lekhi also submitted a transcript of an audio cassette claiming that it contained telephonic conversation between the complainant and an Advocate, who had put pressure on the former to quote his price for weakening the case.

The court asked CBI to file reply on reliability of these documents tomorrow.(PTI)

Laloo rules out split in RJD

PATNA, Oct 11: RJD president Laloo Prasad Yadav today dismissed possibilities of a split in his party claiming it was "strong, vibrant and intact to fight communal and fascist forces" with full vigour and firmness.

"There is no dissension in RJD... Partymen are united to counter BJP-JD(U)... We have decided to do or die together for the cause of social justice and secularism," RJD president told reporters here.

Referring to the poll results, he said RJD had become "a victim of conspiracy, but we have accepted the defeat with humility... Our struggle for Dalits, backwards, minorities and other section of the society will continue".

Yadav called for a legislation to restore promotional avenues for Dalits and tribals and reservations for oppressed sections of the society in the proposed women’s reservation bill.

Asked whether his party would continue its alliance with the Congress in the State Assembly poll, due in March next, he said "we will take a decision on the matter at an appropriate time".

The RJD chief also pledged to fight against the move for dividing Bihar.

"We will not allow bifurcation of Bihar... Even the Lok Sabha results have proved beyond doubt that the people of the State are against Vananchal," he said.

He said RJD and its ally Congress won Chatra and Koderma respectively in South Bihar which reflected the people’s mood against creation of Vananchal State.

Stating that RJD Ministry would stress on rural development, he said the State was awaiting the judgement of Supreme Court on the State Government’s special leave petition against a Patna High Court order striking down the provisions for providing reservations to oppressed sections of society in the Panchayat institutions.

He said "the Government is prepared to hold the poll to local bodies after the Apex Court’s verdict".

Claiming that his party’s voteshare had increased by four per cent in the poll, he said a retrospection had already begun to correct the mistakes of the past and chart out an effective strategy to sweep the Assembly poll.

He said he along with Chief Minister would launch a mass-awakening drive after October 20 across the State to mobilise further support of the people. (PTI)
