Stop entry of heavy vehicles-I Sir, Apropos the fire incident that took place last week in the residential area of sector 7 & 10 of Guru Nanak Nagar where an oil tanker was involved, the fact was brought into the limelight by your esteemed paper, that to what degree these heavy commercial vehicles, which, include trucks & oil tankers, pose a threat to the life & property of the residents of the residential areas. Even after the verdict of the Honourable High Court, that no such vehicles would be permitted inside the residential area of Guru Nanak Nagar, the government and the administration are callously ignoring the fact and also playing with the life, property and health of the general public. Is it because the sitting assembly legislator happens to be from the opposition party that the government does not seem to be interested in safeguarding the interests of the people of this constituency? The MLA of this constituency has time and again, requested the concerned authorities and the government, to stop the menace of the illegal entry and parking of heavy vehicles in the residential areas and especially Guru Nanak Nagar and its adjoining localities. The local people in the form of deputations have, on more than once met the concerned authorities and the local prominent leaders and eve the provincial head of NC, but to no avail. No one has come up with any constructive action against this menace. Fact being that no one wants to displease the transporter community of the area. Then what is the fun of the government spending crores of rupees and making the Transport Nagar for the benefit of the local transporter community. It is a humble request to, the Chief Minister, Transport Minister, the administration and all the concerned authorities, that a strong and vigorous drive should be launched to stop the menace of these heavy vehicles entering residential areas without the permission of the authorities, and only vehicles with essential commodities like public distribution (ration), building material & water, may be allowed and that too from a single point entry with the permission of the police or civil administration authorities, and any lapse in the duty maybe the sole responsibility of the authorities. The quantity of pollution (both air and noise) that comes in with these vehicles is too much, besides the dangers of rash driving and accidents which come along with these vehicles are always there. The thought of having a walk on the road and even in the lanes seems to be a bit of a luxury for the local residents, with this growing menace. We also make a humble appeal to the Transport Association, who are fortunately aware of this menace, to advice and take appropriate steps to make the transporters aware of the menace of entring residential areas and parking of their vehicles there. Unless the trend of each transporter taking his vehicle to his residence is stopped this menace cannot be checked. We also make an appeal to judiciary especially the Honourable High Court to kindly take suo-moto cognizance of this offensive act and make the concerned authorities to carryout the order/verdict of the honourable court in its letter and spirit, like in Delhi and other places, to render relief to the citizens of the area. An early and stringent measure is required for tackling this growing menace. This is a strong appeal to the government and the authorities and it is high time that the government finally reacts to this appeal. Yours etc..... |
Stop entry of heavy vehicles-II Sir, This has reference to the news item appearing in your esteemed paper dated 30th Sept. 1999. For the first time has any M.L.A so openly and precisely highlighted the problem faced by the people of his constituency but not before some damage was done by 28th Sept. fire. Everyone even Mr Choudhary knew long back about the proximity of influential transporters with the ruling party, about the involvement of these tanker operators and their owners in the illegal trade of K Oil and petrol. Otherwise, how could these tankers carrying such highly inflammable material that too meant for army, enter Nanak Nagar or Trikuta Nagar and even some parts of Gandhi Nagar residential colonies. How could the barriers erected at certain places be damaged in broad day light, some even in front of the police stations even before the paint on these barriers had dried. Nanak Nagar should be better called as Transport Nagar and vice versa. Transport Nagar is very peaceful open and a driving learners paradise since only few trucks from other states and valley are sometimes parked there. It becomes sometimes impossible to take out a car or scooter from Nanak Nagar area because of the parked trucks in the narrow lanes. In case of any emergency, you can not even think of any Ambulance reaching you since the roads are always blocked by these parked trucks. Almost all the drain crossings have been damaged by these trucks as these are not designed to take such load. Not only do these trucks obstruct the free flow of L.M.V but also the fresh air and effect the ventilation of the houses adversely. The Jammu Municipality which is making tall claims of being the most efficient and effective civic body and has started Municipal help line by installing many complaint booths in the city must give the results on ground. The damaged barriers need to be erected again and properly controlled to stop the entry of these trucks in the residential areas and ban parking in the lanes. The trucks carrying building material for Channi Himmat and Greater Kailash should not be allowed to use the road of already deteriorated and congested Trikutanagar residential colony. Heavy penalties including impounding should be imposed on these illegal parkings. It is also hoped that our MLA Mr Choudhary will not depend much on the statements published in the news papers but raise the problem at the highest administrative level and take it to its logical end. Far from fact Sir, Apropos your news item ''Taliban take over PoK town for attack on India'' of DE 26.9.99 seems to be the height of imagination of your special correspondent who is unaware of the fact that town of Chitral is located in NWFP of Pakistan at the foot of Tirch Mir (highest peak in Pakistan) about 20 kms from the Afghan border and not in PoK or Northern areas of Pakistan as alleged. Presence of Taliban in Chitral is causing resentment in so called neighbouring Skardu is unbelievable as Chitral in NWFP and Skardu in PoK are separated by about 360 kms of rugged mountainous topography. The strategic importance of Chitral lies in its close proximity to Tadzkistan and China across the narrow Wakhan corridor of Afghanistan. Chitral became famous during the Chitral war of 1895 and subsequent bestowing of battle honour on a number of then Indian Army units and then Kashmir Imperial Service troops present JAK Rifles. Besides the non-Pathan Muslims Chitral is also inhabited by non-Muslim tribes called Kalas which have survived till to-day. Yours
