Tough parleys for portfolios begin

NEW DELHI, Oct 9: Tough behind the scene parleys have begun over portfolios in the BJP-led National Democratic Alliance Government to be formed next week with DMK keeping its options open on joining the Government as newly elected MPs of the combine will meet tomorrow to formally elect Atal Bihari Vajpayee as their leader.

Vajpayee’s election will be followed by the combine leaders meeting President K R Narayanan. The swearing in of the new Council of Ministers is likely to take place on October 14.

According to indications available, the new Lok Sabha is likely to be convened on October 20, the day the six month Constitution deadline for its meeting ends. After oath taking by new MPs, a joint session of Parliament is slated to be convened on October 22 for President’s address which would be followed by a short session.

The Speaker’s election is being tentatively planned for October 21.

Meanwhile, the 12-member DMK, an important constituent of the NDA, today gave hints that it was not in a hurry to join the Government.

DMK supremo and Tamil Nadu Chief Minister M Karunanidhi, who is here to attend tomorrow’s NDA meeting, said the party’s executive will meet at Chennai on Tuesday to take a decision whether to join the Government.

Sources said the DMK, which had earlier participated in the Governments of the National Front and the United Front, might be persuaded to join the NDA coalition if portfolios which could serve the state’s interests were offered to it.

Senior DMK leader Murasoli Maran, who has the reputation of a liberaliser and was Industry Minister in the UF Government, is tipped to get a key economic portfolio should the party decide to join the Government.

Interest is also focussed on whether the second largest component in the NDA, Telugu Desam Party (TDP), would join the Government. Efforts are already on to rope TDP into the Ministry to give that extra stability to the coalition.

Alliance leaders well disposed towards TDP supremo N Chandrababu Naidu have talked to him in an effort to persuade his party join the Government in the interest of stability.

The TDP Parliamentary Party, meeting in Hyderabad tomorrow, is likely to discuss the issue. As of now, there is no change in our stand to extend outside support to the Vajpayee Government, party spokesman U Venkateswarulu said.

Vajpayee has a herculean task reconciling the demands of coalition partners in accommodating aspirants as well as allocation of portfolios.

With conflicting demands from various constituents, big and small, the Prime Minister has to decide how many Ministers he could retain while fashioning his new Cabinet.

Recent ally Janata Dal (United) is likely to pose a ticklish problem to Vajpayee with heavyweights like Sharad Yadav, Ramvilas Paswan, Ramakrishna Hegde and George Fernandes in the run for Ministerial berths.

Another party notable Nitish Kumar, who quit Railway portfolio in the wake of a recent rail mishap, is said to be not very keen on becoming a Minister as he was contemplating an active role in Bihar where Assembly elections are due in the next few months.

There are also a number of other groups like BJD, Trinamool Congress, Shiv Sena, MDMK, PMK and INLD who are keen on sharing the cake.

The Prime Minister may consider forming a three-tier Ministry in order to accommodate a larger number of aspirants. (PTI)

Transports’ office property seized
Truckers block Tawi bridge; take out procession in City

JAMMU, Oct 9: The busy Tawi bridge was blocked for more than three hours this afternoon by hundreds of truckers who were demanding increase in freight rates following steep hike in diesel prices and to protest the lock-out of transporters’ union office by the police.

The entire Jammu City was thrown into an utter chaos as the truckers parked their trucks in the middle of Tawi bridge and scattered on both incoming and outgoing tubes of the bridge shouting slogans against the Government and in favour of their demands.

Earlier, police had to use mild lathicharge outside transporters’ union office at Ware House when truckers led by Mr Narinder Singh Raina, who claims himself as president of one group of the transporters, tried to break-open the locks of the office, which had been seized by the police under Section 145 CrPC.

A large number of transporters gathered outside the union’s office at Ware House this morning and tried to open lock of the office, which had been declared as disputed by the police authorities following claims and counter claims by two groups—led by Mr Narinder Singh Raina and Chowdary Darshan Singh, who had last week demonstrated the support of all members of the Union. Both groups had been registering their claims over the office.

SP City (North) Jammu Mr Johnny Williams said police had acted swiftly and sensing trouble seized all offices of transport union under Section 145 and referred the case to Court. A Court today also ordered maintenance of status quo on the office pending a final verdict.

When the activists of Mr Raina’s group tried to forcibly open locks of the office, the police used mild lathicharge resulting into minor injuries to about half a dozen protestants. Following lathicharge, hundreds of truckers marched to Vikram Chowk, parked their trucks in the middle of Vikram Chowk and Tawi bridge and disrupted the vehicular movement at about 1215 hours.

Traffic was paralysed in the entire City due to blockade of the bridge, the only road link between City and Gandhi Nagar. Thousands of vehicles were seen stranded on either side of the road due to blockade of the bridge. A chaos prevailed in the entire City as well due to traffic disruption.

Top police and civil officers including DIG Jammu Dr S P Vaid, SSP Jammu Mr M A Anjum, SP City Mr Johnny Williams and SP (City) South Mr Sheetal Singh rushed to the spot and entered into negotiations with the agitated transporters. While ensuring that their demands will be referred to civil administration, Mr Williams told truckers in clear cut terms that police will be forced to use force on them if they don’t lift the blockade immediately as common public was suffering due to disruption in vehicular movement.

The truckers finally lifted their dharna around 1400 hours but it took Traffic police and City police another hour to completely restore the disrupted traffic movement in the City. During the dharna, the truckers smashed window panes of several passing vehicles including official Gypsy of SP South Mr Sheetal Singh.

The truckers took out a procession of trucks upto Ambphalla from where they marched to Divisional Commissioner’s office in Lower Courts complex and submitted a memorandum to him enlisting their demands. Their demands include restoration of transporters office to Narinder Singh group, increase in freight rates due to hike in diesel prices and action against the police officers responsible for locking the office "at the behest of rival group of transporters".

Meanwhile, Minister of State for Food and Supplies Mr Ajay Sadhotra has convened a meeting of transporters’ this evening to review the situation arising out of truckers’ protests and discuss their demands. Senior officers of civil administration and police were also present in the meeting.

Meanwhile, Chamber of Commerce and Industry has said that J&K Motor Transport Companies Association is the oldest recognized organization dealing with trade and industry through its duly elected office bearers headed by its president.

The Chamber of Commerce and Industry has extended full cooperation to the duly elected team of office bearers headed by its president Ch Darshan Singh for the term 1999-2000.

In a meeting held in the office of Chamber of Commerce and Industry, the lawlessness created by certain 'frustrated elements by blocking the Tawi bridge was condemned which resulted besides interruption in traffic, inconvenience to commuters and giving a scene of Jungal Raj.

These type of activities, if allowed to occure in the opinion of Chamber, shall create a law and order problem and might give a chance to militants to strike. This shall also lead to lack of confidence by the business community as they shall feel their stocks being transported to be insecure.

The organisation appealed to the disgruntled elements to settle their dispute with the duly elected body failing which the Chamber shall be forced to adopt other ways and means to safeguard the interests of the business community, a Chamber release said.

SRINAGAR, Oct 9: Forest Minister Chowdhary Mohammad Ramzan today indicated that the State may soon amend its Wildlife Protection Act in conformity to the central wildlife act so as to impose a blanket ban on hunting of some rare species of animals and duck-shooting on wetlands.

In his presidential address at a colourful ceremony, on occasion of the world habitat day, today at the Emporium Garden here, Chowdhary Mohammad said that the State was under tremendous pressure from the Centre and a number of non-Governmental organisations (NGOs) advocating blanked ban on duck-shooting in Jammu and Kashmir. He indicated that in near future, the National Conference Government may bring about an amendment in accordance with the Central Wildlife Protection Act of 1974, which would ban shooting and hunting of some rare species of birds and animals uncovered in the three schedules of the State law.

Over 5,000 students drawn from about 100 Government and public schools of Kashmir valley as also a number of NGO activists participated in the function which the Chief Minister Farooq Abdullah failed to attend due to bad health. He was, consequently, represented by the senior Cabinet Minister Ghulam Mohi-ud-Din Shah. Shah read out the CM's address in which Dr Abdullah had expressed his concern over the phenomenal ecological degradation but resolved to protect the State's green treasures at any cost.

Shah held the decade-long gun-culture in Kashmir valley responsible for destruction of sizeable forest cover and said that a nexus between gunmen and woodpoachers had caused considerable damage to the state's ecological heritage.

Shah said that Chowdhary Ramzan had proved to be a very successful and competent Minister as he had brought about revolutionary changes in the Forest and other departments and asserted his best to protect the State's ecological heritage and green gold.

As the 5000-strong assembly of students and environmental activists pledged to protect the state's sylvan cover and ecological heritage, Chowdhary Mohammad Ramzan said that his Government had given top priority to conservation of forests and wildlife. He described it as a major source of concern that due to deforestation, "Greenhouse Effect" was causing remarkable increase in the temperature on Earth and depletion of the protective Ozone Layer due to air pollution was also highly hazardous for human life.

Ramzan cautioned that in case the process of deforestation and environmental degradation was not checked once for all, greenery-rich regions like Kashmir would also turn into deserts like Africa. He gave a run down of the legislation which the NC Government had made for conservation of forests and environment during the last three years. He described the amended Forest Protection and Conservation Acts as revolutionary for the fact that no law had earlier curtailed the intervention of courts and police. According to the new laws, he said, the Forest Officers were fully authorised to seize the illicit timber and means of its felling and transportation as also to punish the smugglers.

Indicating ban on hunting of several species of wild animals, Ramzan said that raw and finished material of fur worth Rs. 9.00 crore would be disposed off with the Central assistance. He said that Centre had agreed to provide Rs. 4.5 crore but rehabilitation of artisans was quite a big problem for the State Government.

Principal Secretary to Government Forest Department Mr Vijay Baqaya and senior officers of several departments attended the 3-hour long State function and enjoyed a colourful cultural programme by students and folk artists. Principal Chief Conservator of Forests P Patnaik, Project Director Social Forestry R D Tiwari, Director Environment Vinod Ranjan, Chief Wildlife Warden Shah Niyaz Naqashbandi, Chairman Pollution Control Board Mr P P Sharma and other senior officials had coordinated to make the World Habitat Day Function a grand success. Last year, 20,000 students had participated in the function at a nearby playground.

All Kashmiri militant groups under review
US again brands Harkat as terrorist organisation

WASHINGTON, Oct 9: United States’ Secretary of State Madeleine Albright has renewed the branding of the Harkat-Ul-Mujahideen (HUM) as a foreign terrorist organisation with officials saying all terrorist groups operating in Kashmir were also under review.

The State Department said yesterday Harkat Ul-Mujahideen (HUM) was operating in Kashmir under different names and incarnations like Harkat Ul-Ansar (HUA), Al-Hadid, Al-Hadith, Al-Faran. Mike Sheehan, the Department official described HUM as an Islamic militant group based in Pakistan operating primarily in Kashmir.

Mike Sheehan, Department Coordinator for Anti-Terrorism, told reporters that HUM’s sister organisation Lashkar E-Toiba was also under review for similar branding.

He said, HUM leader Fazlur Rahman Khalil has been linked to Bin Laden and had signed fatwa in February 1998 calling for attacks on U.S and western interests.

The standards for including them in the list of terrorist organisations are very exacting and they will undergo very careful processing by analysts, Sheehan said.

When there is evidence a Government is involved in supporting terrorism or one of these organisations is involved, he said we will certainly bring to bear on them the consequences.

Sheehan, explaining the rationale behind the branding, said although the Department has to report to Congress every two years, new organisations or Governments supporting terrorism can be put on the list any time on the basis of evidence available to the Department.

Khalil, linked to a number of operations against Indian troops and civilian targets in Kashmir is close to the Kashmiri militant group Al-Faran that kidnapped five western tourists in July 1995, and suffered casualties in the US missile strikes of Bin Laden associated training camps in Khowst in August 1998.

Muzafferabad (Pakistan) based HUA has several thousands armed supporters in Azad Kashmir, Pakistan and Southern Kashmir and Doda regions, the State Department said. Its supporters include Pakistanis, Kashmiris, Afghans, Arab veterans of the Afghan war. HUA trains militants in Afghanistan and Pakistan.

HUA collects donations from Saudi Arabia and other Gulf and Islamic states besides Pakistanis and Kashmiris. The source and amount of HUA are unknown.

Once included in the list, Shaheen said, the organisations’ funds are frozen, they are denied visas to come to the US or to use its airports, and are criminalised. Besides, the space in which they operate is also reduced.(PTI)

Two Pakistanis shot dead in Poonch, 8 escape

POONCH, Oct 9: Poonch police today shot dead two foreign mercenaries out of a group of total 10 militants, who had sneaked into Sabjian from across the Line of Control (LoC) a couple of days back. A police constable was injured in the gun-battle.

Police sources here said a Poonch police party led by PSI Khaliq Hussain under the supervision of DySP Headquarters Mr Sardar Khan launched a search and cordon operation in Sabjian area after getting a specific information that a big group of 10 militants, mostly comprising foreign mercenaries, has sneaked into this side of the LoC from Pakistan.

Militants, who had been hiding in thick forests area, were sighted by the police party at about 0330 hours this morning. They were challenged by the police personnel. Sources said a fierce gun-battle ensued between the two sides which continued for more than three hours.

In the encounter, police gunned down two militants, both foreign mercenaries while eight others managed to escape deep into the forest area taking advantage of darkness and dense forest cover. A police constable also sustained a gun shot in the encounter.

Bodies of both the slain militants have been recovered from the scene of encounter. Though the militants couldn’t be identified, they were believed to be Pakistanis. One AK rifle one pistol, two grenades, two remote control devices and medicines besides a large quantity of other arms and ammunition were recovered from the possession of slain militants, whose bodies have been handed over to local police.

Meanwhile, reinforcement of police and security forces reached the Sabjian forest area this morning after getting a report of encounter. Security personnel launched a hunt for the absconding militants, numbering about eight, in the forest areas. There was no report of any fresh encounter in the area so far but a hunt continued for the absconders.

Police said all eight absconding militants were dreaded activists of Lashkar-e-Toiba outfit and were carrying a large quantity of sophisticated weaponry with them.

DGP Mr Gurcharan Jagat has commended the efforts of police party which killed two militants

Our Jammu correspondent adds: A Village Defence Committee (VDC) member was kidnapped and killed by the militants at village Chew in Doda district last night. He has been identified as Shiv Lal, a member of VDC Chew.

Police said the VDC member was kidnapped by the militants when he was moving in a field, without his weapon, from village Chew a day before. He was tortured in the captivity, which was evident from the marks of torture on his body and then gunned down.

Bullet riddled body of the VDC member was recovered last night from the banks of Chenab river. The body was identified by the local people. Police handed over the body to the family members after post-mortem in the local hospital.

No arrest has been made so far in the killing. Local police have registered a case and was investigating.

Cabinet shake-up delayed
Farooq visiting Delhi to attend NDA MPs meeting today

JAMMU, Oct 9: With political activity hotting up in New Delhi, Chief Minister Dr Farooq Abdullah will air-dash to the Union Capital to take part in the meeting of the recently elected combined Member Parliaments (MPs) of National Democratic Alliance (NDA) who are formally electing Mr Atal Behari Vajpayee as their leader tomorrow.

Informed sources told EXCELSIOR that Dr Farooq will fly to New Delhi from Srinagar at 10 am tomorrow . He will be accompanied by his four National Conference MPs who have been elected to the Lok Sabha from Srinagar, Baramulla, Anantnag and Leh constituencies. These four NC MPs will also attend this combined meeting, the sources said. They are Mr Omar Abdullah, Mr Abdul Rasheed Shaheen,Mr Ali Mohd Naik and Mr Ghulam Hassan.

They said that after electing Mr Vajpayee as the leader of NDA, the leaders of the alliance parties will later meet President Mr K R Narayanan to formally convey their support to Mr Vajpayee to head the new BJP led Government at the Centre. Dr Abdullah will also join the deputation meeting the President, the sources said.

They said that Dr Abdullah will also attend the oath -taking ceremony on October 14 when Mr Vajpayee will be sworn-in as the Prime Minister alongwith his Cabinet colleagues.

The sources said that the Chief Minister will leave for abroad as a member of the Indian delegation to attend the meeting at United Nations on October 14 night and will deliberate in various discussions and lectures aimed at countering Pakistani propaganda. Dr Abdullah, during his over two weeks stay abroad, will also bring home India’s view point on Kashmir vis-a-vis Pakistani propaganda, the sources said.

Meanwhile, with Assembly Session beginning from October 11 and considering Chief Minister’s foreign tour, the major reshuffle in the Cabinet and shake-up in the administration at all levels , has been delayed for some time.

The circles close to the Chief Minister said that Dr Abdullah has made up his mind to have a small Cabinet and drop all those Ministers who had a dismal performance during their Ministership for the last three years.

The sources further said the Chief Minister will also ignore those Ministers who could not muster support in favour of NC candidates from their respective constituencies during the just concluded Lok Sabha polls. Further, in view of the financial crunch the State is gripped with, the number of Ministers is being slashed down, they said.

The sources said that a major reshuffle will also be in the administration at the levels of Principal Secretaries and Commissioner-cum Secretary level, besides at District level. Similarly, a major reshuffle is on cards in the Police Department soon after the Assembly session, the sources added.

Two students among 6 involved in attack

JAMMU, Oct 9: A student of GGM Science College was stabbed inside the College premises by six miscreants including two College students and four outsiders triggering a spontaneous strike in the College followed by a massive demonstration.

Identified as Raj Gopal Sharma, a Part II student in the College, he was intercepted by the miscreants near the Physics Laboratory and inflicted two stab wound—one on the head and other at the back—at about 1145 hours today. The incident took place in full view of the College.

The miscreants fled from the spot leaving behind the victim in lurch. They escaped from backside of the College and fled on two three-wheelers, which they had already parked in the College parking.

Students of the college and Principal Mr Vijay Parkash Gupta immediately raised an alarm and called police. The victim was rushed to Medical College hospital where his condition was stated to be serious. He had been stabbed with a sharp-edged ‘kirch’ brought by the miscreants with them.

DySP Bakshi Nagar Mr M H Malik rushed to the spot alongwith police personnel. However, the agitated students stormed out of their classes after getting a report of the stabbing and held a massive demonstration inside the College premises.

Students then marched outside the College and scattered on the College road disrupting the traffic on either side of the road. They were shouting slogans against the miscreants and demanding their immediate arrest. They demanded that police should immediately arrest the culprits and accord them public punishment.

Traffic remained disrupted on the road for more than one and a half hour. Senior police officers also reached the spot and assured the agitated students that stern action will be taken against the accused involved in the stabbing inside the College premises. They also assured that all steps will be taken to ensure that such an incident don’t occur in future.

Following police assurance, students lifted their dharna.

Police said two of the six accused have been identified as Tejinder Pal Singh son of Didar Singh, a resident of Bhour Camp and Sarpreet Singh, both students of Part III in the GGM Science College. Other four accused were outsiders, who had been brought to the College by Tejinder Pal Singh for assisting him in the stabbing.

After preliminary investigations, police said that victim Raj Gopal Sharma had complained to College Principal Mr Vijay Parkash Gupta about assault on his College friend by Tejinder Pal Singh few days back. The College Principal had also written a letter to Tejinder Pal’s parents and summoned them to his office to inform them about the activities of Tejinder.

This was stated to be the reason behind attack on Raj Gopal Sharma, police said.

Meanwhile, police have registered a case in the stabbing at local police station and started investigations. A hunt has been launched to apprehend the accused.

Employees asked to co-operate
J&K in deep financial crisis: Jaitly

SRINAGAR, Oct. 9: Saying that the State is facing acute financial constraints, Chief Secretary Mr Ashok Jaitly today complimented the employees for appreciating the gravity of the situation.

He was addressing representatives of various employees and public sector undertaking employees associations, including the GEC, here this evening.

He complimented the employees for their role in the conduct of just concluded elections in the State and hoped they will continue to work with same zeal and dedication in steering the State from present morasses.

He gave a brief resume of the fiscal health of the State and said a whooping amount of more than Rs. 3000 crores are being spent on the employees wage bill alone annually. In addition, a substantial portion of the budget goes on the procurement of electricity and rations.

In view of poor recovery, there is a deficit of more than Rs. 650 crores in the power sector. He said the Jammu and Kashmir Government was among the first states to have given benefit of implementation of fifth pay commission to its employees which has cost Rs. 550 crores annually.

Given the meager resources, the expenditure on development projects has left much to be desired, he said, adding that the Union Government had been requested to constitute a high powered committee for finding suitable means and ways for overcoming the situation.

The Chief Secretary traced some of the grey areas responsible for the alarming financial situation and said the State being a special category State has been denied 90:10 grant-loan ratio retrospectively which has partly aggravated the situation as on this count and the State is losing about Rs. 250 crores per annum in the form of interest payable.

Referring to the demands of the employees, the Chief Secretary said the Government is sympathetic to these demands particularly the fifth pay commission arrears, additional instalments of DA which have fallen due and our efforts are to ensure that they are settled as soon as possible. About SRO 43, it was clarified that there was no change in it and this provision remains in force.

He also assured that all these issues are bothering the State Government as much as the employees and the matter is being taken to the Cabinet soon for their consideration. Thereafter the Government intends to take up the matter with the new Government at the Centre at the highest level to seek adequate financial assistance so that matter is resolved within a reasonable time frame. He explained that there is no point of disagreement at this issue, it is only lack of availability of the resources, which has come in the way.

The representatives of employees associations while appreciating the situation on the financial front, hoped that the Government would take up their demands in all sincerity and take appropriate measures in this regard soon.

Among others present in the meeting were the Financial Commissioner, Agriculture and Rural Development, Mr I S Malhi, Commissioner/Secretary, General Administration Department, Mr A R Parrey, Divisional Commissioner, Kashmir, Mr Khursheed Ahmed and Director Information, Mr Sudhanshu Pandey.

Travel agent shot at in Katra; 3 escape

UDHAMPUR, Oct 9: A travel agent was shot at in broad-day light near a police check post at Serli on Painthal road in holy town of Katra this evening. The travel agent was on way to his house after being released from a jail.

The victim identified as Tilak Raj son of Krishan Chand, a resident of Katra, was seriously injured as he sustained two shots fired with a pistol from point blank range by three suspected criminals. Tilak Raj fell on the road bleeding profusely as the accused escaped from the spot.

Getting a report, DySP Katra Mr M L Thappa and SHO Katra police station Mr Kailash Chibber rushed to the site of firing. The victim was shifted to Primary Health Centre (PHC) in Katra from where he was referred to Medical College hospital, Jammu in view of his critical condition.

Police said the three assailants have been identified as Narinder Kumar son of Mani Ram, Krishan Lal son of Paras Ram and Babbu son of Madan Lal, all residents of Katra town. A pistol was reportedly used in the crime.

Police said the assailants, who belonged to Pantu group had old rivalry with Tilak Raj, who was affiliated with Sumo group. Tilak Raj had been detained under Public Safety Act (PSA). He was released from the jail today and was returning to his house.

The assailants, who had prior information about Tilak Raj’s release from the jail, had laid a naka for him at Painthal road near Serli police check post. They managed to escape though the police check post was very close to the scene of crime.

Police said a case has been registered in the firing and investigations were on. A massive hunt has been launched to apprehend the accused and searches were being conducted for the purpose.

BJP MPs against induction of NC into NDA

JAMMU, Oct 9: Two newly-elected BJP Members of Parliament from Jammu and Kashmir have opposed the induction of National Conference into the NDA Government to be formed at the Centre.

Talking to UNI here, Vaid Vishnu Dutt (Jammu) and Prof Chaman Lal Gupta (Udhampur) held the party responsible for causing downfall of the Central Government after its member voted against the Vajpayee Government.

NC president and Jammu and Kashmir Chief Minister Farooq Abdullah last night expressed the party’s willingness to join the NDA Government at the Centre. On being asked about induction of Mr Omar Abdullah, his son and party MP from Srinagar, in the Vajpayee Government, Dr Abdullah had said it was for the Prime Minister to decide.

Prof Gupta and Mr Sharma said the state BJP unit was vehemently opposed to this proposal and would try to convince the national leadership not to induct the NC into the Government.

Both the leaders said that National Democratic Alliance (NDA) partners had fought the just-concluded Lok Sabha election on the basis of national agenda, unlike the NC. "Now the induction of NC is not in favour of the BJP as well as the NDA," they said.

Four members of the National Conference have been elected to the 13th Lok Sabha. A gain of one seat—Anantnag—wrested from the Congress, from where former Union Minister Mufti Mohammad Sayeed had been defeated by the NC candidate.

Of the six seats in the state, NC had won four and two had gone in favour of the BJP. (UNI)

SPO arrested in double murder

JAMMU, Oct 9: City police today arrested a Special Police Officer (SPO) Ishtiyaq Ali involved in the double murder of Bodh Raj and his son Suresh Kumar alias Vicky at New Plots on October 3 morning.

Ishtiyaq Ali had assisted Mohd Asif Khan, a prime accused in the murder. Ishtiyaq happened to be maternal uncle of Asif.

Police said Ishtiyaq was arrested after a hard struggle from a hideout in Doda. He was absconding from his duty with a protected persons after the crime. He had also been suspended from the services.

With his arrest, police said, the double murder has been completely solved.
