Petition for registering case against Farooq dismissed Excelsior Correspondent JAMMU, Oct 6: Mr Justice O P Sharma of the State High Court has dismissed a petition seeking direction for the registration of a case against Chief Minister Dr Farooq Abdullah. A public spirited person had questioned the bonafides of the statement attributed to Dr Abdullah wherein he had reportedly asked his partymen to go across the border for the arms training, as was reported by Times of India in its February 6, 1990 edition. In the same report, certain remarks were passed against former Governor Mr Jagmohan. The stand of Dr Abdullah was that he had never made such statement attributed to him. He had also mentioned that he was quoted out of the context. While dismissing the petition , Justice Sharma observed that the statement as a whole has not been produced by the paper. The contention of Advocate K L Sharma appearing for the petitioner Sukesh Khajuria was that this statement constituted an offence within the meaning of the section 121 of the penal code. The Judge observed that the statement may be slanderous and may be malicious against the former Governor , Mr Jagmohan, but it was for him to react or not to react , but the public spirited person cannot come to his rescue. With this, the Justice dismissed the petition , saying that there was absolutely no substance in it. Mr Subash Bhat appeared in this case for the Union of India, whiles Advocates S Hakim and R Pant appeared for the state and other respondents. |
Bailable warrants against Transport Commissioner Excelsior Correspondent JAMMU, Oct 6: M Justice R C Gandhi of the State High Court has directed the Registry to produce the attendance of Mr A K Suri, Commissioner Transport J&K by issuing bailable warrants against him in the sum of rupees 1,000 and to explain his conduct. However, the court said that in case the statement of fact is filed within a week, then the warrants be not issued and the respondent need not to appear personally in the court. While issuing the bailable warrants, Mr Justice Gandhi observed that despite service, respondent was not present nor the statement of fact has been filed. Because of this fact, the contempt proceedings have been stalled. The warrant was issued in a contempt petition filed by Mr Kewal Krishan through Advocate A H Qazi, whereby the petitioner submitted that the High Court in his petition had issued interim order on August 13, 1998 and the order was served upon the respondent which was, however , disobeyed. |
Mir nominated provincial president JEF Excelsior Correspondent JAMMU, Oct 6: J&K Joint Employees Federation (JEF) in a meeting at old Secretariat here today has nominated Mr Mohammed Amin Mir, state president of Non Gazetted Employees Association of Gardens, Parks and Floriculture as provincial president of the Federation for Kashmir Valley. The meeting was chaired by the state president of the Federation Mr Mushtaq Ahmed Khan. This was stated in a Federation release issued here today. Mr Mir has also been authorised by state leadership to constitute the provincial body of Kashmir Province and other districts also. Besides this Mr Abdul Rashid Sheikh All J&K Custodian E P Employees Association Senior vice president has been nominated as secretary of the Federation while S Parvinder Singh Sudan, general secretary of Gardens, Parks and Floriculture has been nominated as office secretary of the Federation. The meeting also criticised the Central Government decision to hike the diesel prices by 35 per cent. The other leaders who participated in the meeting include Messrs Sawtantar Bakshi, Ravi Sharma, Chaman Lal Sangotra, , Mrs Dhura Bhat, Mohan Lal, Shoba Ram and Narinder Singh. |

Estate employees flay State Govt Excelsior Correspondent JAMMU, Oct 6: Estate Government Employees Union in a meeting while criticising the functioning of the State Government has blamed it for adopting anti employees attitude. As per a release, the meeting was held under the chairmanship of Mr Yash Pal Sharma. It while taking the stock of the employees problems took Government to task for withdrawal of SRO 43. The other demands discussed in the meeting include reorganisation of Estates Department, release of arrears in favour of employees regularised from April 1996 to April 1997, two and half days extra pay, release of two DA installments, release of second installment Pay Commission arrears, regularisation of daily wagers, construction of staff quarters, repair of quarters occupied by staff and continuation of services of seasonal labour. |
Trade union leaders plea to Shrine Board authorities Excelsior Correspondent UDHAMPUR, Oct 6: In view of the increasing rush of pilgrims to Shri Mata Vaishno Devi during the coming Navratra festival, the activists of different trade union who met here today suggested various measures for dealing with the problems during this period. These trade union leaders who held a meeting here today under the chairmanship of Mr Doulat Ram Sadhotra urged both Shrine Board authorities and State Government that Ground of Vishwayatan Yogashram be used for parking of inter state and chartered buses to check traffic jams. It also demanded that one shed at Bus Stand Counter No 2 be utilised as Labour Saria and work for beautification and opening of two additional gates be immediately started as per the commitment of Minister for Parks and Gardens made with a CITU delegation last year. The meeting stressed on repairing of Bus Stand Counter No 2 through a private agency and the space occupied by private party by installing tents be cleared. The other demands include repairing of Shankaracharya Temple track, starting of work on Mata Vaishno Devi Shrine Board University at the same place where its foundation was laid by the then Governor Gen (retd) K V Krishna Rao, construction of Circular Road from Darshani Gate to Bhumika Mandir , renovation of tourist Dak bungalow road and proper maintenance of sanitation system and street lights in the town with improvement in the drinking water facilities. |
PSC clarifies on examination rules Excelsior Correspondent Srinagar, Oct 6 : A spokesman of the J&K Public Service Commission (PSC) has said that the examination rules provide for the allotment of services as a part of the declaration of results by the PSC. This, he said, is done on the basis of merit position of the candidates and the order preferences expressed by them in their application form for the examination. The spokesman was reacting to news reports appearing in connection of the press regarding allotment of services based on the result of the Combined Services Examination 1995. He said, a candidate is entitled to an allotment to the first available slot in a service in accordance with his/her merit. Referring to the four candidates quoted in the newspaper report of October 5, 1999 he said, Mr Rahul Padha (OM-106) had performed the service in Junior KAS, Revenue, E and T and Police in order of preference. He said three vacancies in the Jammu KAS were allotted to the first three candidates. In the Revenue Service, 13 OM Vacancies were allotted to the candidates figuring at merit between 7 to 38. In the E and T Service seven OM vacancies were allotted to candidates at merit 28 to 63. As such Mr Padha was allotted to Police Service which happened to be his preference No. 4 likewise Mr Pushp Kant Rao's (OM-75) order of preference was Junior KAS and Police. As in the first case the three OM vacancies in the Junior KAS were allotted to the first three candidates. Accordingly Mr Rao was allotted Police Service. The spokesman said that in the case of Mohammed Rashid (ST-15), the order of preference was Junior KAS, Revenue, E&T and Police. He said 3 ST candidates occupied merit positions in OM. The first figuring at OM-70, was allotted the single junior KAS vacancy reserved for the ST. The 2 and 4 ST candidates from reserved list were allotted the Revenue Service while the single E&T reserved vacancy went to 6th ST candidate. Mr Rashid was also as such allotted the Police Service. The spokesman said that the Mr Javed Koul (OM-21) had in order of preference opted for junior KAS and Police Service. Since 3 OM vacancies in Junior KAS were allotted to the first three candidates in order of merit, Mr Koul was allotted the police service. The spokesman said that on receipt of certain representations on changes in allotments earlier announced, the commission found that there were mistakes committed. He said the commission informed the government that whole exercise was being reviewed. The revised allocations, he said, were communicated to the affected candidates. This include informing them of the order of preferences they had expressed in their application forms. He said the representations in many cases mentioned an entirely different order. He said the candidates were informed to enable them to point out any candidate figuring below them in the order of merit and who had been allotted a Service higher in their order of preferences than allotted to them. He said it was also stated that any representation on any other ground than the preferences mentioned in the applications and the merit position be made to the government. Referring to the allegation that medically unfit persons had been allotted the Police Service, the spokesman said medical fitness is determined by specially constituted Medical Boards at the two government Medical Colleges at Srinagar and Jammu. The PSC, he added, prescribes the same physical standards as other services except in respect of height and girth of chest. |

Excelsior Correspondent JAMMU, Oct 6: The Joint Staff Committee, FCI, has staged a mass dharna in front of SRMs Office today to protest against dictatorial attitude of Mr Mumtaz Afzal, senior Regional Manager, who is bent upon to victimise the employees without any reason. The Committee alleged that while acting in his official capacity, Mr Afzal was enjoying by visiting to his home town frequently on pretext of meeting State Government officials and claiming huge amount as travelling allowance which crosses over Rs 50,000 per month but the genuine demands of the employees have been ignored to keep them under undue pressure so that none can raise voice against looting of the FCI exchequer. It may be re-collected that the employees have been protesting for the last over one month against the prosecution sanction which has been given against one of the employee without caring the recommendations of controlling officer. The Committee stated that this shows the ill-will against the employees to keep them under pressure not to raise any alarm against all mis-deeds being committed by him by flouting all norms of FCI. The Committee warned him of dire consequences if he failed to concede the employees genuine demands and desist from looting the Government exchequer on one pretext or other. |
BJP chief visits camps of border migrants Excelsior Correspondent JAMMU, Oct 5: State BJP president Mr Daya Krishan Kotwal, MLC, visited various camps of border migrants in Khour block alongwith Mrs Surekha Chowdhary, general secretary Mahila Morcha of BJP, Jugal Kishore Sharma, Romesh Gupta, Chajju Ram, Mangal Singh, Daljit Singh and other prominent local leaders. As per a release Mr Kotwal, while addressing, assured the migrants BJPs full support in their genuine struggle. He appreciated the migrants for keeping cool despite provocation from the administration, when their peaceful march was lathicharged and fired upon resulting into killing of Shamsher Singh and rendering many more injured. Mr Kotwal also appreciated the role of Mr Ramesh Gupta and Mrs Rano Devi. The release added that the border migrants were preparing for a do-or-die battle against the alleged apathetic attitude of the State Government for its communal and biased approach. The camps visited by mr Kotwal and other leaders included Naryana, Kalith, Naiwalla, Ram Nagar Colony Camp Bhalwal etc. Mr Kotwal said the agitation of the border migrants stands suspended for the time being and not abandoned and that the same will be resumed. The BJP release also called fore immediate medical as also education facilities for migrants. |

Excelsior Correspondent UDHAMPUR, Oct 6: In response to call given by the Udhampur Students Union, the students of Degree College, Government Higher Secondary School, Girls and other private institution of Udhampur boycotted their classes today. The agitating students were demanding CBI inquiry in the case of Nisha Sharma daughter of Vishwa Nath of Subash Nagar, Udhampur who consumed acid in Girls Higher Secondary School during working hours due to the harassment made by some school staff members for the last several days. The agitating students were also demanding immediate action against the person who found guilty in this case. Later, a deputation of students met DC, Udhampur and submitted a memorandum to him. The students leader warned the concerned authorities of dire consequences if the remedial measures were not taken with in weeks time. |
Inderjeet Sharma elected SLSA president Excelsior Correspondent JAMMU, Oct 6: An emergent meeting of the All J&K State Legal Service Authority Association was held today to discuss the problems. According to a press release, all members of the association attended the meeting which resolved to elect new office bearers of the Association. The members in the meeting unanimously passed the resolution in which Mr Inderjeet Sharma was elected as president of the Association for Jammu province While addressing the meeting, Mr Inderjeet Sharma assured the members that he will strive hard and will pursue the concerned authorities in order to mitigate the demands of the Association. He further said that office bearers of the Association would be announced shortly and thereafter a charter of demands will be presented before the chief patron of SLSA and copy will be forwarded to the executive chairman SLSA for justice. |
Transporters warn
strike Excelsior Correspondent JAMMU, Oct 6: The passenger operators have warned to launch indefinite strike in case the State Government failed to revise the fare by 50 per cent. In a statement issued here today, Mr N P Grover, secretary All J&K Transporters Joint Action Committee has said the decision to this effect was taken in a meeting here today held under the leadership of Committee chairman, Mr T S Wazir. He said the Committee has given an ultimatum of 72 hours to Government after which it will go on indefinite strike if its demand regarding the hike in fare was not conceded. The Statement said that six moths back due to heavy hike of petroleum products and spare parts the Government had decided to revise the fare by 18 percent but till date notification was not issued in this regard. The meeting said as the transporters are already suffering with the rise in the prices of petrol and spareparts, the 35 per cent hike in diesel prices has broken their back and they have no option except to go on indefinite strike in case the Government fails to enhance the passenger fare by 50 per cent. |
