aware of Kashmirs financial requirements Excelsior Special Correspondent NEW DELHI, Nov 29: The Government of India has no plans to establish contact with All-Party Hurriyat Conference (APHC) of Jammu and Kashmir. The Governments stand, in this regard, was made clear in the Lok Sabha on Monday, by the Minister of State for Home Affairs, Mr Vidya Sagar Rao. During question hour, Mr Vilas Muteemwar enquired if the Union Government was making efforts to start a dialogue on Kashmir with the All-Party Hurriyat Conference. "No", pat came the reply from Mr Vidya Sagar. On the reported "jehad" call by Afghanistan-based Osama bin Laden against India, Mr Vidya Sagar Rao, informed Mr Vilas Muttemwar that Osamas statement came at a time when the US counter terrorism team was visiting India (September 17) for discussing measures to counter international terrorism. Mr Rao said, at the same time, that report about jehad was refuted by Maulvi Saeed-ur-Rahman Haqqani, the Taliban envoy in Pakistan, stating that Osama had neither issued any statement nor met any person since November 1998 and the statement about Kashmir attributed to him was totally baseless. Mr Rao, nonetheless, assured the House that the Government was vigilant regarding any threat to national security from all possible quarters and had sensitised all concerned in this regard. In his reply to a question by Mr Naresh Puglia, Mr Vidya Sagar Rao stated that a truck carrying arms and ammunition in a hidden cavity coming from Kupwara in Kashmir towards Jammu collided with another truck at Patnitop on September 30 this year. Militants who were reportedly in the truck fled. According to the Minister, 30 improvised explosive devices, 4 anti-personnel mines, 2 pistols, 4 hand grenades and some cartridges of AK-47 were recovered from the truck. No militant was arrested. However, the driver and cleaner of the truck were taken into police custody. Mr Rao, while making a pointed reference to what he termed as the sinister designs of Pakistani ISI to destabilise India by supporting terrorism and subversive activities in different parts of the country, said in reply to a question by Mr Utamrao Dhikale that a close and continuous watch was being kept on the situation and "all necessary efforts, including sustained operations against terrorists and subversive elements, are being made to ensure that such designs are not allowed to succeed". On the prevailing law and order situation in the country, the Home Minister, Mr LK Advani, informed Mr Ramsagar Rawat that despite some areas of concern, the law and order situation in the country is under control. Mr Advani, however, admitted that the major concerns centred around Pak-sponsored terrorism in Jammu and Kashmir, inter-linked and externally supported subversive activities of militant groups in the North-East and the violence perpetrated by the Left wing extremist groups. While arguing that in view of public order and police being state subjects it is for the concerned State Governments to devise various methods and take concrete steps to improve the law and order situation in the States, Mr Advani stated that action, at the Central level, was taken to facilitate coordination of the anti-terrorist operations of different States and to improve flow of information useful for control or their activities among the States. Answering a question by Mr AC Bose, Mr Vidya Sagar Rao stated that it was decided at the November 17 meeting on Jammu and Kashmir in Delhi that representatives from the Planning Commission, Department of Expenditure and Ministry of Home would, after discussion with the representatives of the State Government, make an assessment of the short and medium term financial requirements of Jammu and Kashmir. In this context, a meeting, he said, was held on November 22. "Till date, no new financial package has been worked out for the State of Jammu and Kashmir", Mr LK Advani said in reply to a question by Mr Ajoy Chakraborty. The Minister of State for Home, Mr Vidya Sagar Rao, said, on the other hand, informed the House that the Government of India is reimbursing security related expenditure (SRE) incurred by Himachal Pradesh for containing and controlling the spill-over of militant activities from J&K to Himachal, on the basis of approved guidelines with effect from November 1, 1998. Mr Rao said in reply to a question by Mr Suresh Ramrao Jadhav that the Central Government was reimbursing such expenditure incurred by States of Jammu and Kashmir, Assam, Manipur, Nagaland and Tripura. In case of Jammu and Kashmir, the Government of India has made reimbursement to the tune of Rs 1334.78 crores for the 1990-99 period. This amount included Rs 152. 16 crores for election related SRE. |

neutralised From B L Kak NEW DELHI, Nov 29: The Minister for Home Affairs, Mr LK Advani, divulged on Monday that Pakistani Inter-Services Intelligence (ISI) and pro-Pak militant outfits had been found making efforts to induct more mercenaries into Jammu and Kashmir from across the border. This, he explained, was being done as part of the gameplan to carry out terrorist activities in J&K. Even as he informed the Lok Sabha about the "continued efforts" by Pakistani ISI and pro-Pak militant outfits to encourage infiltration of additional mercenaries into J&K, he admitted: "It is difficult to precisely ascertain the exact level of infiltration". Mr Advani, while answering a question by Dr S Venugopal and Mr Ramanaidu Daggubati, stated that with a view to tackling the problem of terrorism in Jammu and Kashmir, the Government had adopted a multi-pronged approach which included inter alia strengthening the border management, neutralising plans of the militants by pro-active action against them in the hinterland, gearing up intelligence machinery, greater functional integration through an institutional framework of operations groups and intelligence groups of the Unified Headquarters at all levels, improved technology, weapons and equipment for security forces. Mr Advani also divulged that steps were being taken afresh to flush out militants and curb militant activities. This apart, steps, he said, were also being taken to ensure closer vigil on the border, establishment of more naka parties in depth area to check infiltration and exfiltration, more pickets, intensive patrolling and extensive cordon and search operations. The Home Minister also informed the House that during the year as many as 748 civilians and 945 militants have been killed in terrorist incidents (up to November 15) as against 867 civilians and 999 militants killed during the previous calendar year. Some incidents of attacks on the camps of security forces personnel have been reported during the current year. A total number of 295 security personnel have been killed in militant actions during the year (up to November 15). Mr Advani stated that a court of inquiry had been ordered on the incident of attack on the BSF campus in Bandipore in Kashmir valley on the intervening night of July 12 and 13 last. Army, he said, had ordered courts of inquiry into two incidents, namely, attack on the PRO office in the Badamibagh cantonment on November 3 and unsuccessful attack on one of the Army posts in Kupwara district on August 6 this year. In his reply to a question by Mr Adhir Chowdhury and Ms Shyama Singh, Mr LK Advani said that a total of 11,327 Pakistani nationals had not returned to their country after their unauthorised stay in India. Of these, 8700 had overstayed and 2,627 were reported untraced, he added. In Jammu and Kashmir, 94 Pakistani nationals have been reported to be overstaying, while 4 others are said to be untraced. Maximum number of Pakistani nationals untraced has been reported from Maharashtra (1172), while the number of Pakistanis overstaying in this State has been put at 244. According to Mr Advani, Rajasthan accounted for the maximum number of Pakistanis (4658) overstaying in different parts of that State. The number of untraced Pakistanis in Rajasthan has been put at 75, as against 29 in Andhra Pradesh, 36 in Bihar, 90 in Delhi, 20 in Gujarat, 68 in Karnataka, 112 in Kerala, 231 in Madhya Pradesh, 8 in Orissa, 20 in Tamil Nadu, 400 in Uttar Pradesh, and 362 in West Bengal. Answering supplementaries, the Home Minister reiterated that the Central Government continued to be in constant dialogue with all States and Union Territories on the subject of tracing out such Pakistani nationals and to deport them. He made it clear that steps taken to check illegal immigration included border fencing, flood-lighting, construction of patrolling tracks, upgradation of intelligence capabilities at the border and improved border management and deployment of Army, central paramilitary forces and State police for checking of infiltration at Line of Control (LoC) and border. Mr Advani disclosed that as many as 33 major outfits operated in India and some of them were enjoying support of foreign countries. Answering a question by Mr Ramdas Athawale and Mr Sheesh Ram Singh Ravi, Mr Advani said that the Government had been regularly sensitizing all State Governments and concerned agencies regarding the activities of ISI. According to him, intelligence is shared on "continuous basis" and support is provided by way of financial assistance for modernising the State police and deployment of central paramilitary forces. With a view to preventing infiltration, border fencing and flood lighting, he pointed out, had been undertaken along stretches of the Indo-Pakistan and Indo-Bangladesh border, besides patrolling. He informed the House that several modules of the ISI had been neutralised all over the country through coordination action. Diplomatic initiatives, he added, had also been taken with the concerned countries to curb cross-border terrorism. Mr Advani identified 13 major Muslim terrorist organisation as Hizbul Mujahideen, Harkat-ul-Mujahideen, Lashkar-e-Toiba, Al-Barq, Jammu and Kashmir Liberation Front (JKLF), Al-Jehad, Jamiat-ul-Mujahideen, Tehrik-ul-Mujahideen, Tehrik-e-Jehad, Al-Badr, Harkat-ul-Jehad-e-Islami, Al-Umar and Al-Ummah. Remaining 20 terrorist outfits operating in India, according to Mr Advani, are Babbar Khalsa International, Dal Khalsa International, International Sikh Youth Federation (Rode), International Sikh Youth Federation (Chaheru), Khalistan Commando Force (Panjwar), Khalistan Zindabad Force, Khalistan Liberation Force, Khalistan National Army, Kama Gata Maru Dal, United Liberation Front of Assam (ULFA), National Democratic Front of Bodoland, Bodo Liberation Tiger, National Liberation Front of Tripura, All Tripura Tribal Force, National Socialist Council of Nagaland, Naga National Council, Manipur Peoples Liberation Front, United National Liberation Front, Peoples Liberation Army and Liberation Tigers Tamil Elam (LTTE). |

LBA holds protest march against Autonomy Report Excelsior Correspoindent LEH, Nov 29: Ladakh Buddhist Association (LBA) today held a protest rally against the proposed move of the State Government to table Autonomy Report in the Legislative Assembly during the forthcoming Session. The rally began from Chowkhang Vihara and thousands of LBA activists after passing through the main bazars of the city assembled at Polo Ground. Speaking on the occasion , Mr T Samphel, president LBA cautioned the people against the " designs" of the Chief Minister Dr Farooq Abdullah in trying to implement the Autonomy report. He accused NC Government of hatching a conspiracy at enslaving the people of Ladakh and Jammu in the name of more autonomy to Jammu and Kashmir State. Mr Samphel said that the people of Ladakh, irrespective of their political affiliations have been opposing the move tooth and nail as any such move would further alienate the people from the nation. The LBA chief declared that his party was not opposed to the Kashmiris seeking more autonomy or pre-1953 position provided the same is extended to Kashmir valley only, which could be achieved if the state is bifurcated. Mr Samphel further said that if the autonomy issue for the entire state was taken up, then LBA and the people of Jammu will be forced to seek a separate state-hood. The LBA leader further said that if the Centre was forced to accord autonomy to the State under various compulsions, then it must be ensured that Ladakh and Jammu are separated from Kashmir valley The gathering ended with the burning of State Autonomy Report and raised slogans against Dr Farooq Abdullah. On the occasion, Mr Samphel appealed to the public to be ready for launching a struggle in support of their demands. Meanwhile, LBA and various religious leaders have assured their full support to the local administration for maintaining age-old traditions of peaceful co-existence and communal harmony in the area. An official spokesman in Jammu said that some "frustrated and disgruntled elements" tried to create law and order problems in Leh after Parliamentary elections on various pretexts, including in inter-religion marriages which resulted into demonst-rations,bands and processions on November 5,16 and 18. Analysing the gravity of the situation, the spokesman said that the local administration initiated prompt action and brought the lady constable Tashi Dolkar of IRP reportedly married to a driver of the Police Department belonging to the other community to Leh. The lady constable told before LBA leaders that she had neither married nor changed her religion. Another Buddhist Stazin Kunses Chetnes allegedly taken away by some boys of other community has been brought back from Chandigarh by her relations. Another lady constable Tsering Dolkar who was also reportedly married to one Tariq Ahmad Butt has been transferred from 11 BN JKAP to Ist Bn IRP and matter was brought to the notice of IG Armed police. The spokesman further said that the local administration have complimented the role of all religious and political parties, prominent citizens and LBA for not paying any heed to the vested interests and making the situation conducive for multi-dimensional development in the area. |

Kalakote docs support protest Excelsior Correspondent RAJOURI, Nov 29: Agitated over the failure of the district administration to nab the culprits responsible for yesterdays assault on senior doctor, the hospital staff continued with their strike. Besides, the medical staff of Sunderbani, Nowshera, Kalakote, Darhal, Thanamandi and Koteranka hospitals also suspended their work in support of the striking employees. Earlier, in the morning here today the doctors and para-medical staff of the district hospital took out a procession at around 10.00 a.m. and castigated the district administration for their failure in apprehending the accused. The protest procession swelled further when the employees of Public Health Engineering (PHE) and Power Development Department (PDD) also joining the striking employees. The procession after passing through important places of the city, concluded at the office of the Deputy Commissioner. Among those, who addressed the processionists were Messrs Sadiq Khan, Fariq Mirza, Sadeeq Khan and Naseeb Singh. In their speeches, they demanded that the goons be booked under PSA. As slogans rented the air, DC , Mr B A Runniyal came out of office to listen to the grievances of the people and assured them that stern action would be taken against the culprits. Regarding the demand of employees that the culprits be booked under Public Safety Act, Mr Runniyal said that the law would take its own course. He also advised the striking medical staff to keep the emergency functional in the hospital in the interest of patients, who keep pouring in there from far-flung area. The staff while consenting his advise decided to do the same, but vowed to continue their strike till the accused were apprehended. In the evening, the striking employees met Minister of State for Home, Mr Mushtaq Lone who returned from Poonch and was here for a night hault at the Government dak-bungalow. The Minister, who was also escorted by DIG Rajouri-Poonch, Mr K Rajindra assured the delegation of employees that the accused would be brought to book within 24 hours. Residents of Gujjar Mandi and some relatives of the injured doctor Dr Rashid, also staged dharna in the area and all shopkeepers of the locality observed a shut-down to express their resentment against the incident. A group of protesters also tried to block the movement of traffic in the area, however, they were convinced by the Tehsildar, Mr Bashir Ahmed Khan not to do so. |

Mr A K Avasti, X-en, posted at R&B Construction Division No III, Jammu has been transferred and posted at R&B Division-II Jammu vice Mr K K Arora. Mr Arora has been shifted to R&B Division Udhampur in place of Mr Allaw-ud-Din Choudhary. Mr Choudhary, the order said, has been transferred to R&B Division Ramban in place of Mr S K Sawhney who has been transferred to R&B Division Reasi vice Mr K K Arora. Mr Arora, who is posted at R&B Division Reasi has been shifted to JKPCC against an available vacancy. Mr H K Kaul, posted at REW Jammu has been transferred to R&B Construction Division No III Jammu vice Mr A K Avasti Mr Y R Tandon, under orders of transfer to Housing Board Jammu has been posted at R& B Division Poonch vice Mr Mohd Ali Mir. Mr Mir has been shifted to Rural Development Department Jammu. Mr A K Pandita, awaiting orders of posting has been adjusted at Housing and Urban Development Department for posting in Housing Board. Kalyan threatens to topple Gupta Ministry LUCKNOW, Nov 29: Faced with expulsion from BJP, suspended former Uttar Pradesh Chief Minister Kalyan Singh today threatened to topple the Ram Prakash Gupta Ministry in the state and counter-attacked Prime Minister Atal Bihari Vajpayee accusing him of indiscipline in the party. Claiming the support of sufficient number of BJP MLAs, Singh said he was in a position to topple the Gupta Government and said a mid-term Assembly poll in the state was imminent. MLAs in enough number are with me and I can topple the State Government whenever I decide to do so, he said while addressing his supporters here. Referring to the absence of support from any BJP stalwart for him in the last few days, Singh said enough party MLAs were in touch with him. Significantly, only two MLAs Kailash Rajput and Preetam Ram besides former MPs Om Pal Singh Nidar and Gangacharan Rajput were present when Singh addressed his supporters. In stepped-up tirade against Vajpayee, Kalyan Singh alleged Atalji encouraged factionalism in the state unit for the past 10 months by embracing my detractors and humiliated me from public platforms and said if this was not indiscipline what is the definition of indiscipline. Accusing Vajpayee of personally encouraging party MLAs to revolt against him, Singh mentioned different instances when he alleged the former had publicly humiliated him. Is undermining the authority of party Chief Minister not an act of indiscipline? Singh said. Kalyan Singh said, unfortunately, there is no one in the party at present to tell Atalji that he is ruining the party which owes all its success to the hard work of party workers for years. He said the much-talked about charisma of Vajpayee failed to work in Uttar Pradesh where BJP lost 15 seats adjoining Vajpayees constituency. As Kalyan supporters raised anti-Vajpayee slogans, Kalyan Singh said Jo Swayam Mitne Jaa Raha Ho Usko Mitane Ka Kya Zaroorat (what is the use of finishing off a person who is on his way out?). Kalyan Singh said Vajpayee had made his removal from Chief Ministers post a prestige issue and has already decided on expelling him from the party. He also said BJP paid heavily for sending a message among the people that Kalyan Singh would be removed from Chief Ministers post after the elections. In 1998 when BJP promised good governance in UP under Kalyan Singh, it won 60 Lok Sabha seats but in 1999 when conflicting signals were sent that Kalyan would be removed after Lok Sabha polls, BJP performed badly at the hustings, he added. Excelsior Correspondent SRINAGAR, Nov 29: Militants shot dead a block president of ruling National Conference in Kashmir valley since last night, an official spokesman said here today. Elsewhere in the Valley, three people, including a policeman, were killed and three others injured as militants blasted a cable network unit in Srinagar today. The spokesman said militants shot dead the NC leader, Abdul Ahmad Bhat, inside his shop at Kralapora-Chanapora in Badgam district today. Bhat was shot twice by the gunmen who raided his shop, official sources said, adding the gunmen escaped. Bhat was rushed to hospital where he was declared brought dead. Militants tried to kidnap another block president, Syed Manzoor, near Halsidar in Kapran area of Anantnag yesterday. Manzoor, a resident of Kapran-Duroo was travelling in a car when the miliants attacked him. The spokesman said militants triggered an explosion at a cable operators house at Saraibala in Srinagar today. Three persons, including the cable operator, Amjad Khan, sustained injuries in the explosion and his cable network unit suffered damages in the blast, he said, adding that the injured have been hospitalised in a critical condition. In another incident, militants killed a policeman, Fida Hussain, while he was on patrolling in Lal Bazar area of Srinagar today, officials said. They said security forces shot dead an unidentified militant in an encounter at Saderkote Bala in Baramulla district last night and seized a rifle, two grenades and some ammunition from him. One Sonaullah Khan who was injured in an explosion at Dialgam nine days ago succumbed to injuries in Soura Medical Institute in Srinagar last night. A Lashker-e-Toiba militant, Mohammad Amin Dar alias Googa and Nasser was apprehended by the state police from Rainawari area of Srinagar last night. Hailing from Dangerpora-Sogam area of Kupwara, the militant led to the recovery of an improvised explosive device and a hand grenade, the spokesman said. |
Militants hideout busted in Chenani Excelsior Correspondent UDHAMPUR, Nov 29: The police smashed a hideout of the Hizbul Mujahideen militants in the higher reaches of Sud Mahadev in tehsil Chenani today. SSP Udhampur, Mr Satvir Gupta said that two police parties from Chenani and Ramnagar organised a joint operation in the area after receiving an information that a large group of militants led by area commander Shakil Ansari was planning to strike in the area. After long operation, the STF men managed to trace the hideout. The militants, however, escaped towards Sanora Top and Marmat in Doda before the police reached there. They left behind a large quantity of ration, eatables, woolen cloths and other items. The operation was still in progress when the last reports came in. The entire items were destroyed by cops. |
Telecom services disrupted in Jammu Excelsior Correspondent JAMMU, Nov 29: Due to some technical snag in the Power Equipment of Kachi Chhawni Telephone Exchange, the telephone services were disrupted in the old city and other localities of City (N). This telephone exchange covers telephone numbers starting with 52, 54, 55 and 59. The number starting with 57 was alone functional. A spokesman of the Telecommunication department told Excelsior that engineering staff was at work and the telephone services are likely to be restored by tomorrow morning. |
Cong demand on deleting Rajivs name rejected NEW DELHI, Nov 29: The stage was set for possible confrontation between treasury benches and the main Opposition Congress in Parliament with Government today rejecting the demand for deletion of late Rajiv Gandhis name from the Bofors chargesheet holding it as misconceived and impermissible in law. As both Houses met for the opening day of the winter session, the Congress members raked up their demand during zero hour for dropping of Gandhis name which they contended was included out of political vendetta. Home Minister L K Advani, who had promised to consider the Congress plea during the October inaugural session of the 13th Lok Sabha, cited the opinion tendered by Attorney General Soli Sorabjee to reject the Congress demand. He, however, said the allegations that some people were being spared in the Bofors investigations were entirely unfounded and the question of Government sparing anybody did not arise. He said the AG was asked for opinion on two issueswhether Gandhis name could be deleted from the chargesheet filed by CBI and whether it should initiate any action or proceedings (withdrawal of prosecution) under Section 321 of the Criminal Procedure Code. In my opinion, Section 321 CrPC does not come into the picture for the simple reason that no charge has been framed nor has any prosecution been launched against late Rajiv Gandhi, he said quoting the AG. Advani said the AG opined that consequently, the demand that Government should suggest to the public prosecutor that he may withdraw from prosecution or that there should be withdrawal of prosecution of late Rajiv Gandhi under Section 321 CRPC is entirely misconceived. The AG had also said that having regard to the well-settled legal position as declared by the Supreme Court it would not be open to the Government to direct or seek from the investigating agency deletion of name of one of the accused named in column II of the chargehsheet by CBI. Any such direction or action by the Government would amount to an interference with the course of investigation and prosecution by the agency, CBI and would be impermissible in law, the AG had said. Congress, which had offered the Government cooperation in transaction of legislative business if their demand on Gandhi was met, retaliated in the Rajya Sabha with a spontaneous walk-out after leader of the House Jaswant Singh turned down their plea. Singhs assertion that the Government did not have any ill-will or design to malign anyone failed to satisfy the angry Congress members who maintained that there was a political vendetta against the Gandhi family. Speaking to reporters on the same subject, Prime Minister Atal Bihari Vajpayee rejected the Congress demand and said provisions in the relevant laws did not allow for deletion of Gandhis name. Raising the issue in the Lok Sabha, Congress member Priya Ranjan Dasmunshi said Government should accede to his partys just demand to begin a new era of harmony between the main Opposition and the treasury benches. Corruption charges framed against former DySP Excelsior legal Correspondent JAMMU, Nov 29: Special Judge Anti-Corruption Jammu, Mr V K Phull has framed corruption charges for acquiring assets disproportionate to the known source of income to the tune of over Rs 10 lakh against Lekh Raj Wazir, the then DySP in J&K Armed Police. While framing the charges, the Judge observed that during the period from June 1978 till 1997, on different posts including DySP in 4th Battalion in JKAP, Wazir had acquired assets disproportionate to his known source of income from the date of joining his service till December 1997 when a raid was conducted by the Vigilance Organisation. The property was acceding Rs 10,83,163 for which the former DySP could not satisfactorily account for. He had intentionally suppressed the information regarding the assets in the annual Property Statements, it was further mentioned. |
