Balayogi describes Nov 26 as important day for India

NEW DELHI, Nov 29: Lok Sabha Speaker GMC Balayogi today described November 26 as a significant and important day for India, saying it was "on this day, fifty years ago, that the constituent assembly adopted our constitution. The demand, that India’s political destiny should be determined by Indians themselves, was put forward by the Father of the Nation, Mahatma Gandhi as early as in 1922. "His much-cherished dream came true when we adopted our Constitution," Mr Balayogi reminded the members.

He said the constituent Assembly of India met for 166 daysc spread over a period of two years, 11 months and 18 days. By the time, the Constitution was adopted on November 26, 1949, the members of the Assembly had discussed threadbare each and every one of its provisions in the light of experiences elsewhere while keeping in view the country’s requirements and realities.

"As our experience of the last 50 years demonstrates, our constitution has been a dynamic document of national self-actualisation. In every sense of the term, the constitution reflects the soul of the nation and symbolises the unity of our people and sovereign will," he said.

Mr Balayogi observed that the adaptability of the constitution to the ever-changing reality had effectively made it a vehicle of social change, the process being substantially facilitated by Parliament.

"Till date, as many as 78 amendments have been adopted, many of them going a long way in realising the peoples’ hopes and aspirations. A constitution is basically a people’s convenant, their charter of freedom and the blueprint for their future, he said. (UNI)

AG opined against deletion of Ravij’s name: Advani

NEW DELHI, Nov 29: The Government today informed the Lok Sabha that the Attorney General had opined that it was impermissible in law for the Government to direct deletion of the name of Mr Rajiv Gandhi from the Bofors charge-sheet.

Intervening during zero hour after a mention in this regard by Congress member P. R. Das Munshi, Home Minister L. K. Advani said that the Attorney-General on an opinion sought by the Government had also said that reference to Section 321 of the code of the criminal procedure relating to such direction was misconceived. Mr Advani also said that investigation in the Bofors issue was still continuing and therefore there was no question of anyone being let off.

The Home Minister said opinion had been sought on deletion of name and on section 321 following his assurance on the last day of the last sitting of the Lok Sabha that he would consider the sentiments expressed by leader of the opposition Sonia Gandhi and other members and do what was appropriate. He had consulted the Prime Minister and then sought the Attorney-General’s opinion. He said the opinion would be placed on the table of the House.

Several Congress members opposed the Attorney-General referring to Mr Gandhi as an accused. Mr Das Munshi said it was Mr Rajiv Gandhi who had initiated the investigation into the Bofors scam, and he was never interrogated and no evidence was produced against him. He, therefore, could not be equated with other accused persons.

Meanwhile in the Rajya Sabha, Congress members walked out after Dr Manmohan Singh raised this issue in the House and sought deletion of the name.(UNI)

Suspended BJP MLA quits

PATNA, Nov 29: Suspended BJP MLA Dhruv Bhagat today resigned from primary membership of the party in protest against the disciplinary action taken against former Uttar Pradesh Chief Minister Kalyan Singh.

The suspension of Kalyan Singh had exposed BJP’s anti-backward class stance, he told reporters here.

Bhagat was suspended from Bihar BJP following his arrest in connection with a conspiracy angle case of the multicrore fodder scam.

Alleging that the NDA had no commitment to social justice and is promoting communalism and fascism, he said he had already written a letter to BJP president Kushabhau Thakre and party’s state leadership informing his decision.

Bhagat said he would soon take a decision on joining an anti-BJP and anti-JD(U) political party and did not rule out the possibility of joining JMM-S. (PTI)

Doon Valley
Movement to promote organic food

DEHRA DUN, Nov 29: Pizzas with a whole wheat base, snacks made of brown rice and hot cups of herbal tea with farm fresh honey welcomed guests at a special meet organised by "Shakambhari," which has recently launched a movement for organically grown food in the Doon Valley.

"Shakambhari Society," named after the goddess of vegetation is a non-profit organisation dedicated to help people discover a healthy way of eating and living. At its meet yesterday, talks on the benefits of consuming organic foods were followed by a meal prepared from these grains and vegetables by the members of the society to create awareness among the people of Doon on the subject.

A counter to sell various food items brought from organic farms was put up during the meet which was attended in large numbers by the people of Dehra Dun. Items being sold included brown basmati rice, mandua flour, soyabean, kulhat pulse, turmeric powder, pure honey and cholai seeds by the end of the afternoon, the counter was sold out.

Mr Ashok Agarwal, president of the Society, said they were making efforts to organise sale of these items on a frequent basis in various parts of the Valley. "From may onwards, we will make available organic whole wheat flour also," he added.

Shakambhari proposes to act as a bridge between the farmers and consumers. It will soon have a full-fledged centre in Rajpur where food items would be made available to people on a regular basis. This Centre would promote a culture of healthy eating through cooking classes, get-togethers, recipe books based on organic food, a newsletter, conferences and lectures.

Speaking at the meeting, Dr Diwan Singh, a naturopath, said food determined one’s temperament and character. While elaborating on the categories of saatvik, tamasik and rajasi food, he said "jaisa ann, waisa tan, waisa man" ( your body and heart will be as the food you consume).

Ms Mona Schwartz, an American who has been promoting organic food for the past several years, has become one of the pioneers of the Shaksmbhari Group and has prepared several recipes based on these foods. She expressed gratitude to the people of Doon for having shown such a great interest in the meet.

She thanked Mr Sidhu who has been able to grow, after efforts spread over three years, the perfect short grained medicinal brown rice at his farm in Kurukshetra. This rice forms an important part of the eating patterns being promoted by Shakambhari. (UNI)

PM condemns attempt on Jamir’s life

NEW DELHI, Nov 29: Prime Minister Atal Bihari Vajpayee today condemned the dastardly attempt on the life of Nagaland Chief Minister S C Jamir near Dimapur in which two Nagaland policemen were killed.

Expressing his great sense of relief at Jamir’s providential escape this morning, he said there was no place for violence in our society and polity.

In a statement, the Union Home Ministry said while Government has been exploring the path of peace in Nagaland and the ongoing cease-fire was part of that process, it would spare no effort to ensure that life and liberty of the people was preserved and the misguided groups were able to give up violence.

Condemning the cowardly attempt on the life of Jamir in which two Nagaland policemen were killed, it said the attack was part of a sinister design to wreck the democratic process.

The brazen attempt on Jamir’s life by an underground group is not only against the spirit of peace process but also not in conformity with the aspirations of the Naga people. It is a gross violation of the spirit of cease-fire (and) what the peace process stands for.

The Centre was strongly committed to extend all help to the State Government and other agencies concerned to bring the culprits to book and had instructed security forces to strictly enforce the rule of law there, the statement said. (PTI)

Influx of arms from across border making task harder: BSF

GUWAHATI, Nov 29: Manning the border in the sensitive North-Eastern region was becoming increasingly difficult with the influx of sophisticated weapons into the region from across its international frontiers, a top Border Security Force (BSF) functionary said.

The 577-km Indo-Bangladesh border in Assam and Meghalaya was porous but the force was successful in checking smuggling, trans-border crimes and influx of foreign nationals, BSF IG, Vijendra Singh Sirohi said on the eve of the 34th raising day of the para military force to be celebrated on December one next.

Facing inhospitable conditions, rugged terrain and adverse climatic conditions, the para military force, considered one of the largest in the world, was also deployed for counter-insurgency operation along the Bhutan border and the disturbed districts of Barpeta and Bongaigaon in Assam, sirohi in charge of the Assam, Meghalaya, Nagaland and Manipur frontiers, said.

The demarcation between terrorists and smugglers was becoming thinner as both were aiding each other with AK series weapons coming from South Asian countries, the BSF official said.

With only 15 battalions at his disposal, Sirohi claimed the border was being effectively guarded by the force. He would receive further support if additional forces were sent, he added. (PTI)

Congress boycotts meet on Almatti, blames CM

HYDERABAD, Nov 29: The main opposition Congress today boycotted the all-party meet convened by Andhra Pradesh Chief Minister N Chandrababu Naidu to discuss the increase in the height of the Almatti dam across the river Krishna by the Karnataka Government.

Pradesh Congress Committee(PCC) spokesman G Muddukrishnama Naidu told newsmen here that the boycott was in protest against the "last minute" invitation extended to the party last evening and the supply of the material on the crucial issue at midnight. He said the party had no time to discuss the issue with the executive members.

Mr. Naidu accused the Chief Minister of adopting a "casual", approach to the issue. The Congress would not compromise on the State’s interest and would see that the State received its share of water from the Krishna, he added.

He alleged that invitations for earlier meetings to discuss the issue were also given at the eleventh hour. The then Pradesh Congress Committee(PCC) president Dr. Mallikarjun had written to the Chief Minister protesting against the delay and demanded that at least a week’s notice should be given.(UNI)

UP Govt to renovate Kashi Vishwanath Temple in Varanasi

VARANASI, Nov 29: Uttar Pradesh Government has prepared an ambitious plan for renovation and beautification of the revered Kashi Vishwanath Temple here at a cost of Rs 5 crore, according to State Culture and Religious Affairs Minister Ramesh Pokhariyal.

A major portion of the amount, nearly Rs 3 crore, would be spent on coating the third tower of the temple with gold and idols of ‘Baikunth Bhagwan’ and ‘Kubereshwar Mahadev’ with silver, the minister told PTI here.

The Kashi Vishwanath Trust has already started the process of acquiring buildings in 100-m radius of the shrine and widening the main lane leading to the temple, for which about 50 buildings may be taken over, Pokhariyal said.

The lane would be laid with tiles at an estimated cost of Rs 3.16 lakh, he said, adding a new pipeline would be laid from the temple to ‘Lalita Ghat’ to drain the ‘Gangajal’ (holy water of Ganga).

An ‘Arti’ (evening prayer) has been started on the banks of the river by the temple trust on the lines of a similar practice upstream in Haridwar town, the minister said.

Besides, a museum, guest house and ‘Karam-Kand Vidyalaya’ (religious institution) to educate youth about ‘Sanskar’ (moral values) would be set up in the temple complex, he said. (PTI)
