SRINAGAR, Nov 27: : In a major strike this evening, militants killed two house guards of the Bandipore-based Awami League leader Mohammad Anwar Sheikh, left his wife and daughter-in-law critically injured, torched his house at Rampora and looted the arms and ammunition while as the protected person was himself 'missing' alongwith his 7 more house guards and Personal Security Officers (PSOs).

In other militancy-related incidents across Kashmir valley today, militants gunned down two more Policemen in the capital city, one counter-insurgent Ikhwan member in Sumbal and an Army source at Chogal in Kupwara district while as 2 women got injured in another rifle grenade attack on the headquarters of 13-Garhwal at Haft Chinar. Fifteen civilians, 3 CRPF personnel and 2 Beacon personnel got injured in another grenade attack at Baramulla.

Informed official sources told EXCELSIOR that a thick group of about 60 heavily-armed militants swooped on the residence of the Awami League leader Mohammad Anwar Sheikh at Armpora — about 3 km from Bandipore on Bandipore-Gurez road — at 8.15 p.m. this evening and launched a terrific offensive with heavy gunfire and firing of grenades. Two house-guards, namely Constable Mohammad Latif (No. 861) and Constable Mohammad Dayim (No. 461) of JKAP 14 Bn got killed on spot while as the protected person's wife, Zooni, and daughter-in-law, Halima wife of Tariq Ahmed, got critically injured. The militants looted a quantity of arms and ammunition of the house-guards and PSOs and torched the house completely.

When the militants disappeared from the spot, Mohammad Anwar Sheikh was missing alongwith head constable Mohammad Shafi (No. 10) and constable Mohammad Ramzan of JKAP 14 Bn. Besides, four more Special Police Officers (SPOs) and one ex-serviceman, who were also house-guards, were all missing. One of Sheikh's PSOs, namely constable Mohammad Akbar of Security Wing, had a providential escape as he was somewhere out of the house.

A former Assistant Superintendent of Police (ASI) of CID, Mohd Anwar Sheikh was a staunch supporter of the counter insurgent turned MLA of Kukka Parray.

He had contested the September 1996 Assembly elections from Gurez segment on Awami League ticket and later, he had emerged as a prominent activist of his party in Bandipur area.

Most of the time, he would stay at his house at Arampura where he was present when the militants struck this evening. He had been provided with two PSOs and nine house guards by the Government.

His house was also gutted in the incident. There were no whereabouts of his. It was believed that the militants might have taken him along with them.

Meanwhile militants mounted yet another grenade attack on a military camp today injuring two girls and elsewhere in the Valley three people, including two police personnel were shot dead and 17 others injured in separate incidents since yesterday, a police spokesman said. Three foreign militants were also killed in an encounter with security forces in Anantnag district of south Kashmir yesterday, he said, adding large quantity of ammunition was recovered from them.

Militants fired five-six grenades at the Army camp at Haft Chinar area. While three to four grenades fell inside the camp, another exploded outside its main gate. Another grenade fell in the nearby sweeper’s colony injuring a woman and a girl. There was no report of loss of life. Soon after the grenade attack, militants sprayed bullets on a Special Police Officer, Ravinder Singh, killing him on the spot here this afternoon. Minutes after this, militants shot dead a police head constable on patrol duty, he said. Security forces immediately cordoned off the areas and launched a hunt for the ultras involved in the incidents. The spokesman said the body of a counter insurgent, Abdul Rashid Mir, was recovered from village Chewa-Safapora in Baramulla district today. Mir was affiliated to Ikhwan, a counter insurgent group in the Valley. Three security force personnel and 12 civilians were injured when militants exploded a grenade in Baramulla chowk near the local bus stand.

The grenade was hurled on the security forces at 1400 hours, the spokesman said, adding the injured were given medical aid. Two persons including a shopkeeper, Tara Singh, were injured in an explosion inside his shop in Batmaloo area of the city yesterday.

Three militants including two foreign mercenaries were killed in an encounter with security forces at village Panzoo-Dooru in Anantnag district of south Kashmir yesterday. The deceased militants were identified as Bilal Bhai, Hafeez Bhai (foreigners) and Shabir Ahmad Naik, a resident of Banihal. Three AK rifles, a grenade launcher, a pistol, four rifle grenades, four hand grenades, a wireless set and some ammunition rounds were recovered from the slain militants. Police during search operations at Batpora, Haihama in frontier district of Kupwara, were attacked by hiding militants last evening, the spokesman said, adding the policemen returned the fire but militants managed to escape taking advantage of thick forests. They, however, left behind a pistol, a grenade thrower and some rounds of ammunition. Security forces seized one AK rifle, a wireless set and a hand grenade from two militant hide-outs, one each in Srinagar and Kupwara last evening.

Pakistan is against fencing of Jammu border

NEW DELHI, Nov 27: Pakistan has turned down India’s proposal favouring construction of barbed-wire fencing along the International Border (IB) in Jammu region. The proposal, advanced by the Indian delegation at Lahore bi-annual meeting of commanders of Border Security Force (BSF) and Pakistani Rangers, was shot down by Director-General of Pakistani Rangers, Maj Gen Salimullah.

The 11-member Indian delegation, which was headed by Mr Autar Singh Aulakh, IG, BSF, Punjab Frontier, put to inconvenience the Pakistani team, on more than one occasion, with the narration of events with regard to the "involvement" of Pakistani troops, including Rangers, in attempts at disrupting peace and tranquility along the International Border in Jammu region.

"We silenced members of the Pak team by citing several specific examples with regard to highly provocative actions by Pak Rangers close to the International Border, in recent months, in Jammu region. These actions also included unprovoked firing by Pakistanis and blatant violation of ground rules by them by trying to push armed infiltrators into the Indian territory", a member of the Indian delegation told EXCELSIOR.

However, the Indian delegation failed to accomplish its target, namely, enlisting Pakistan’s unconditional support for the BSF’s proposal for having barbed-wire fencing along Jammu’s International Border. Significance is attached to the "path of least resistance" adopted by the Pakistani team at the Lahore meeting, although on more than one occasion during the deliberations the two sides exchanged hot words. The meeting had taken place after the reported consultations between the Director-General of Pakistani Rangers and the military ruler, Gen Parvez Musharraf.

Much heat was generated at one stage when the Pakistani team ran fast and furious after a plethora of allegations levelled by the Indian team against the other side triggered arguments and counter arguments. "Have we assembled here only to be attacked by the Indian team for the ‘sins’ we have not committed", enquired an agitated member of the Pak delegation. The Pak official’s resentment surfaced immediately after a senior functionary of BSF’s Jammu Frontier decried anti-India activities indulged in by sections of Pakistani forces along the border in Jammu and Kashmir.

That Islamabad would not permit New Delhi to go ahead with its project of providing barbed-wire fencing along Jammu’s International Border became clear when the Pakistani team described Jammu’s International Border as "working border" and ruled out Pakistani support to the Indian proposal for fencing of Jammu border. Pakistani team obviously spoke the language of Islamabad on this issue. Pakistan refused to accept the border fencing proposal. And India, too, refused to oblige Pakistan by accepting its argument, describing and defining the International Border as "working border".

By the time the Lahore meeting took place, the Indian forces – the BSF personnel, to be precise – assigned with the task of protecting the International Border in Jammu region had noticed a visible change in the attitude and behaviourial system of the Pak forces, particularly the Chenab Rangers, vis-à-vis the much-talked-about confidence building process between the two sides.

Significantly, even after the agreement between the two sides at the Lahore meeting that the BSF and Pak Rangers will not resort to firing across the border and will discuss and sort out issues at their flag meetings on the border, the scenario along the Line of Control (LoC) and International Border in Jammu and Kashmir continues to be somewhat unpleasant.

The Lahore meeting also took place at a time when a section of Pakistani media, at the reported behest of Islamabad’s ruling establishment, talked about India’s record of actions since October 12 bearing the imprint of a psychological war campaign against Pakistan. India was also attacked for having lobbied to have Pakistan expelled rather than suspended from the Commonwealth. Pakistani media also accused India of having stepped up its propaganda regarding Pakistan’s alleged support to terrorism, mainly to deflect attention from what it termed as the "intensification of genocidal repression in Kashmir which is claimed to be aimed at terrorists".

According to Pakistani hawks, the current tactics being followed by New Delhi in its foreign and security policies bear all the hallmarks of psychological warfare against Pakistan. And these hawks insist that the strategy and policies that India has adopted since the military takeover in Pakistan reflect a short-sighted desire to weaken and malign Pakistan.

BJP suspends Kalyan Singh for tarnishing party image

NEW DELHI Nov 27 : Outraged at former UP Chief Minister Kalyan Singh’s intemperate outbursts against Prime Minister Atal Bihari Vajpayee, BJP today suspended him but a defiant Singh stood by his bitter truth of conspiracy against him, almost daring the party to expel him.

Announcing suspension of Singh after an emergency meeting of BJP Parliamentary Board, Party president Kushabhau Thakre told reporters that the former Chief Minister had tarnished the image of BJP and been given a week’s time to explain his conduct.

However, an unrepentant Singh reacted saying he had only spoken the bitter truth and his suspension was the result of a conspiracy at the highest level.

Back on his home turf of Lucknow from Delhi within hours of his suspension, he told reporters the conspiracy against me has been hatched at the behest of the highest command (read Vajpayee) and perhaps he would not rest until I am expelled from the party.

I have not said anything but the truth both in Delhi and Aligarh during the last two days and the truth does not call for suspension, however bitter it may be, an emotional Singh said.

He also accused the Prime Minister of blatant bias against him and trying to undermine his authority even when he was the Chief Minister asserting that he had enough proof to substantiate his charge.

Singh charged Vajpayee with indifference to the party’s future since he had already achieved whatever he could politically and said no self-respecting person is wanted in the party anymore.

He had earlier questioned the party’s projection of Vajpayee as Prime Minister as a vote catching prop saying it should be analysed why the BJP tally of 182 Lok Sabha seats had remained static despite such projection.

Kalyan had also asserted that the party had suffered because of putting on back burner the crucial issues of Ayodhya temple, Uniform Civil Code and ending special status of Jammu and Kashmir.

The issue reached a flash point when he was asked to step down by the party leadership which asserted that he had owned up moral responsibility for BJP’s reverses in the recent Lok Sabha elections in the state and Singh maintained that he had been hanged without a trial that was allowed to even Nathuram Godse, assassin of Mahatma Gandhi.

Vajpayee on his first visit to Lucknow after the elections last Thursday sought to smoothen Singh’s ruffled feathers by publicly stating that he could not be singled out as being responsible for the party’s poor performance and that he wanted to make use of his vast experience in his Cabinet.

However, as Vajpayee talked sweet, Singh from home town of Aligarh spewed venom saying the Prime Minister wanted his ouster and would not let him hold any important position and that he would not accept any such position as long as Vajpayee occupied the high office.

Meanwhile, Chief Minister Ram Prakash Gupta claimed that there was no threat to his Government on the Kalyan Singh issue as BJP MLAs were solidly behind him.

I don’t visualise any threat to my Government as my MLAs are solidly behind me and there is no difference among them, Gupta told reporters.

Gupta, who also had a 15-minute meeting with Kalyan Singh at UP Sadan earlier in the day, said levelling charges and counter-charges would tarnish the party’s image.

Asked if he was in favour of disciplinary action against Singh for his utterances against the leadership, he said it was for the high command to decide.

Earlier, Gupta had an hour-long meeting with Thakre.

The Parliamentary Board meeting chaired by Thakre was attended by Vajpayee, L K Advani, Murli Manohar Joshi, Sikandar Bakht, K N Govindacharya, Jajnath Singh, Sanghpriya Gautam, M Venkaiah Naidu, Jana Krishnamurthy and Ram Prakash Gupta.(PTI)

MAT plans to set up Islamic varsity in Kashmir: Farooq

SRINAGAR, Nov 27: The Chief Minister, Dr Farooq Abdullah, who is also the chairman, J&K Muslim Auqaf Trust (MAT), today said that the MAT was actively considering satting up an Islamic University in Kashmir.

Addressing the General Body meeting of the MAT here, immediately after his arrival from Jammu on a day's visit to Srinagar, Mr Abdullah said a comprehensive plan was being formulated for the proposed University for the establishment of which the Trust was committed. Experts have been approached and the plan is expected to be shortly formulated, he added.

Dr Abdullah called for revamp of the present curriculum in the MAT run institutions to make it competable with the modern requirements. He said, we can not lag behind in education and technology, particularly when the stakes in this field are very high. "World has moved far ahead and we will be losing out to others if we do not preprepare ourselves for the challenges of the next millennium", he said, adding, "our educational institutions have to be equipped and upgraded to offer solutions to the problems of the ensuing millennium".

He said a Polytechnic College, named after the famous Sufi Saint of Kashmir, Baba Reshi, would be set up soon at Tangmarg for which land has already been acquired. Further, a model school would be established at Makhdoom Sahib in Srinagar. The school would offer modern education as available at the leading educational institutions in the State.

Dr abdullah emphasised the need for protection of the Wakaf property in the State and said that the relevant Law would be amended to ensure that the property is safe-guarded from unscrupulous elements. he said a Bill for the purpose will be drafted soon. He called upon the Trust management to take effective measures for vacating illegal occupation and encroachments on Wakaf property. As an immediate step, he asked them to fence the Idgah ground in Srinagar.

The Chief Minister lauded the MAT for mobilising its revenue which is estimated to cross Rs 11 crores this year. He asked the Trust management to have the balance sheet published for the general information.

Among others, the meeting was attended by the vice chairman, MAT, Mr G N Kochak, Trustees, Mr A R Rather, Mr A H Sagar, Sheikh Nazir Ahmed and other functionaries of the MAT.

The vice-chairman presented the statement of estimated income and expenditure of the MAT for the current year whileas the secretary, MAT, Prof Abdul Aziz read out the Annual Report for the year 1998-99.

Various functionaries of the MAT were given cash awards by the chairman, for effecting maximum recoveries.

Gupta dubs Omar’s statements as childish, immature

JAMMU, Nov 27: After maintaining guarded silence over repeated attacks of National Conference, Union Minister of State for Civil Aviation, Prof Chaman Lal Gupta today advised his fellow Union Minister of State for Industries and Commerce, Mr Omar Abdullah not to indulge in mud-slinging.

In an informal chat with media-men after participating the Telecom Advisory Committee meeting, Prof Gupta dubbed Omar Abdullah’s statements as childish and immature.

"He is too young to give such statements. He has yet to learn politics", he said and advised Mr Abdullah to concentrate on the development of State as well as the country. "Instead of indulging in these petty things, he should utilize his energy in the development of the State", Prof Gupta said and asked Omar Abdullah to show his performance through his work.

"Though we have opposed induction of a National Conference member in the Ministry of Mr Atal Behari Vajpayee, but Central leadership has rejected our opposition and inducted Omar as Minister", he stated, adding, "after Omar being inducted in the Ministry we immediately stopped his opposition as he became Minister of our Government".

Stoutly opposing the allegation that he and BJP MP Vaid Vaishno Dutt are responsible for blocking Central financial assistance, Prof Gupta said that BJP members have always supported financial assistance for this militancy affected State. "Being MPs of the State, it is our responsibility to get more and more funds for J&K but there should be accountability", he said, adding, "State Government has totally failed to provide expenditure certificates to the Centre which led to delay in further release of funds".

Reacting sharply to the statement of National Conference, general secretary, Sheikh Nazir that NC would side-line local unit of the BJP and form direct relation with Centre, Prof Chaman Lal Gupta said that NC leaders are living in fool’s paradise. "BJP is neither Congress nor BJP’s Central leadership is like that of Congress highcommand", he said and asserted that BJP is a cadre based party. "What we have achieved today is all due to the supreme sacrifices of our cadres and workers", he said and added that they would continue their opposition to the greater autonomy to the State.

Regarding reports that State Government has asked Prime Minister, Mr Atal Behari Vajpayee to constitute a high level committee comprising people of Jammu and Kashmir as well as Centre who would discuss the report before proceeding ahead, BJP leaders termed these reports as fake and prevaricating. Home Minister, Mr Lal Krishan Advani has made it clear that Central Government has not received any report so far, he said.

Coming down heavily on Sheikh Nazir for his statement in which he has challenged authority of Prof Gupta for giving statement on autonomy, Union Minister of State said, "time will tell, who are leaders of the State".

HC stays Haq’s posting
Zutshi to continue as DDK Jammu head

JAMMU, Nov 27: The State High Court has stayed the order by which Mr Manzoor-ul-Haq, Executive Producer was re-appointed as the incharge of Doordarshan Kendra Jammu.

The Court has further directed that Mr Jai Krishan Zutshi will continue to hold the post at Doordarshan Jammu which he has been holding pursuant to the earlier order of transfer.

These court directions came up on a writ petition filed by Mr Zutshi against the order of the Deputy Director (Administration) , (Prasar Bharati) Broadcasting Corporation of India , New Delhi by which Mr Manzoor-ul Haq was again appointed as Executive Producer (Incharge DDK Jammu) vide order dated November 17, 1999.

In his petition, Mr Zutshi said that he and Mr Haq were transferred vide order dated May 6, 1999 by virtue of which they were to exchange their places of postings.

Pursuant to this order, Mr Zutshi had joined at DDK Jammu. However, vide order dated November 17, 1999, the earlier transfer order of Mr Haq was canceled and he was re-posted at Jammu Doordarshan.

The petitioner through his Advocate Anil Sethi pleaded that there was only one post of Executive Producer (Head of Office) at DDK Jammu and he (Mr Zutshi) was holding the same. "In case Mr Haq is allowed to join, the petitioner will be without a post and he will not be able to draw his pay also", the petitioner said, adding that the fresh order was silent about his adjustment.

The court while staying the impugned order dated November 17, 1999,issued notices to the respondents and directed that till the filing of the objections and considering the same, Mr Zutshi will continue to hold the post at Doordarshan Jammu.

The case has been listed after four weeks.

Spl Relief Comm of orissa suspended

BHUBANESWAR, Nov 27 : Allegations of irregularities in procurement of polythene sheets by Orissa Government took a dramatic turn today with the administration suspending the state’s Special Relief Commissioner, D N Padhi.

The suspension order was signed by Chief Minister Giridhar Gamang soon after he left for Delhi this evening, official sources here said.

The senior ias officer was suspended for alleged irregularities in the procurement of polythene sheets for lakhs of cyclone victims to be used as temporary roofing material, and for flouting of the Chief Minister’s directive in this connection, the sources said.

Revenue Minister Jagannath Patnaik had earlier in the day conducted a review of the whole process of procurement of polythene sheets while declaring that the Government would not tolerate any irregularity in the matter.

If any person, no matter which position he is occupying, is found to have erred, will not be spared, he had said. Opposition BJP had accused the Congress Government of having received a kickback of Rs 100 crore in the polythene deal which was subsequently denied by Padhi himself.

Padhi had told a news conference recently that the Government had placed orders with five different organisations for procurement of 1.33 lakh polythene rolls at a cost of Rs 45 crore.

Where does the question of a Rs 100 crore kickback arise? he had asked.

He, however, had said that the Government had placed orders again for procurement of 1.25 lakh rolls in view of the huge requirement.

Chinmay Basu, till now Commissioner-cum-Secretary in the Panchayatiraj Department, has been posted as the Special Relief Commissioner. He will also hold additional charge as Secretary of the Panchayatiraj Department, the sources said. (PTI)

CRPF jawan mysteriously missing from camp

UDHAMPUR, Nov 25: A Central Reserve Police Force (CRPF) jawan was mysteriously missing from his camp of Alfa Company, deployed in Banihal in Doda district. However, the arms and ammunition allotted to the jawan, were intact.

The possibility of kidnapping hasn’t been completely ruled out.

Official sources here said the jawan identified as Abdul Majid son of Ghulam Rasool, a resident of Badgam district in Kashmir valley, was posted with Alfa Company in militancy-infested Banihal tehsil. He mysteriously disappeared from the camp, which was detected last evening.

Sources said he had gone out of the camp for a stroll but didn’t return. The CRPF personnel have brought the matter to the notice of senior officers and lodged a report of missing with Banihal police station.

Police parties, assisted by security forces, carried out searches at several places today but couldn’t locate the whereabout of the CRPF jawan. Efforts continued to trace him, the sources said.

Meanwhile, a fierce encounter was today going on between 20 Rashtriya Rifles and militants at Batta area of Banihal.

Sources said jawans of 20 RR, assisted by para-military and Special Task Force (STF) personnel, launched an operation in the upper reaches of village Bata in Banihal, after developing an information about the presence of militants.

Atleast three militants were spotted by the troops, moving on the hills and were challenged. Militants opened firing, which was retaliated by the troops. The exchange of firing continued till late this evening but the militants managed to escape. Troops continued operation to track down the militants.

Prabhakaran for peace talks with Lankan Govt

COLOMBO, Nov 27 : LTTE chief V Prabhakaran today asked the Sri Lankan Government to end military aggression and occupation of Tamil-dominated provinces and initiate peace talks for a negotiated political settlement under an international third party mediation to resolve the two-decade old ethnic conflict.

Prabhakaran, who celebrated his 45th birth anniversary yesterday, said in his annual birthday address over the clandestine LTTE Radio that his group had not abandoned the path of peace despite emerging as a formidable force with capacity to establish a Tamil homeland.

We want to resolve the Tamil conflict through peaceful means, through civilised methods without recourse to blood bath and destruction of life, said the chief of LTTE, which has recently tasted a number of victories against the army. Even as he held out an olive branch, Prabhakaran rejected a proposal by president Chandrika Kumaratunga to hold secret peace talks while continuing the war. Chandrika had recently alleged that the LTTE leader rejected three offers for talks proposed through international channels.

Castigating the Chandrika regime as the most tyrannical and worst in terms of persecuting the minority Tamils, Prabhakaran said it is absurd and practically impossible to hold peace talks on one side while engaging in a bloody war on the other side.

It is an extremely difficult task to involve in friendly dialogue with the enemy while our people are subjected to death, destruction and suffering. Furthermore, we do not want engage in a negotiating process with conditions on time frames, he said alleging that Chandrika was not sincere in her offer of friendship.

She wanted to lay a trap under the cover of peace talks. But we are not prepared to fall into that peace trap, the ltte chief, fresh from a series of victories against the Lankan army in Northern Jaffna, said. The LTTE has in recent days succeeded in throwing out the army from huge areas, including Vanni.

Despite the victories, Prabhakaran repeated his desire for peace talks in an atmosphere of mutual trust and goodwill with the assistance of the international community. The Lankan Government has turned down the LTTE demand for third party mediation, agreeing only to international facilitators.

By peaceful atmosphere we mean a condition of the normalcy characterised by cessation of hostilities, withdrawal of troops occupying Tamil lands and the absence of economic blockades, he said. (PTI)

Farooq visiting Delhi today

JAMMU, Nov 27: Chief Minister Dr Farooq Abdullah will fly to the Union capital to take part in the meeting of National Democratic Alliance (NDA) tomorrow.

From New Delhi ,Dr Abdullah will visit Mumbai to inaugurate the new branch of Jammu and Kashmir Bank Limited on November 29.

The Chief Minister will return here on November 30.

Pak rangers, BSF resume ‘border contact meeting’

JAMMU, Nov 27: For the first time since the Kargil conflict, Pakistani rangers and BSF have held the first commanders-level border contact meeting along International Border (IB) in Jammu’s Samba sub-sector, official sources said today.

The meeting, yesterday, which came close on the heels of the bi-annual three-day IG-level conference, discussed issues relating to straying of cattle from Pakistan to Indian side, the sources told PTI here.

The BSF authorities agreed to search cattle which strayed from Pakistan to India along the sub-sector between July to September and return them.

The meeting, held at the forward border outpost in the Samba sub-sector following a request by the Pakistani ranger commander on Thursday, was the first since Kargil intrusion, the sources said, adding they had last met on May 9.

Since May 9, border contact and flag meetings remained suspended due to heightened tensions and firing exchanges along the IB in the Jammu frontier, they said.

The spokesman said that after the Lahore conference from November 18 firing from across the border has been confined to one or two posts in Chamba instead of routine firing along 23 to 29 posts in the sector.

Sonia consults leaders on Parliament issue

NEW DELHI, Nov 27 : Congress president Sonia Gandhi today continued her consultations with senior party leaders on issues to be taken up during the winter session of Parliament commencing on Monday.

Gandhi, who is also the leader of opposition in the Lok Sabha, has convened a meeting of the Congress Parliamentary Party (CPP) on November 30 to discuss issues to be taken up during the session.

Gandhi, who had consultations with senior party leaders Ghulam Nabi Azad and Kamalnath today, had earlier held talks with Madhavrao Scindia, Rajesh Pilot, Jitendra Prasad.

The party has decided to hold a demonstration on Monday in Parliament in support of its demand for deleting former Prime Minister Rajiv Gandhi’s name from the list of accused in the Bofors chargesheet.

Gandhi, and Manmohan Singh, who is the leader of opposition in Rajya Sabha, are expected to attend a dinner meeting hosted by Prime Minister Atal Bihari Vajpayee tomorrow to reach a consensus on major issues facing Parliament.(PTI)
