Vajpayee Govt an alliance of opportunists: Kaldate

JAMMU, Nov 25: Dubbing the Vajpayee led coalition Government at Centre an alliance of opportunists, Janata Dal Secular (JDS) national general secretary, Bapu Kaldate said its fate is sealed in Bihar Assembly elections which are to be held early next year.

The JDS leader who was talking to media persons after the conclusion of one day session of Party’s State Executive said that the coalition partners in NDA have no identical ideology and BJP which is the major partner of the alliance has defaced itself to remain in power.

He however, maintained that the Party has not deviated from its hidden agenda on construction of Ram Temple, abrogation of Article 370 of Indian Constitution and Common Civil Code.

Criticising the economic policies of present Central Government he said the BJP is toeing the Congress lines in this regard and there is no difference in the policies of both the parties.

While ridiculing the statements of Home Minister, Mr L K Advani that militancy has been under check in J&K for last two years, he said the ground situation in the state is quite different as the militancy has spread its tentacles to safer areas.

He urged Government to adopt a tough course of action against the militants and also make elaborate arrangements for the employment of unemployed youth.

Mr Kaldate who was optimistic about the formation of Third Front as a viable alternative to both BJP and Congress at Centre said, the process has already been set in motion and here in J&K the Party has launched a struggle with Jammu Sangarash Morcha which includes CPI and CPM.

When asked who will be the other partners of the Third Front he said besides the leftist it can be NCP and SP.

The JDS leader said efforts are on to rejuvenate the party at national level and in this regard the beginning has been made from J&K.

Mr Surrinder Mohan former MP and veteran socialist while supporting the NC’s demand for more financial aid for the State, however, said that the J&K Government should also keep the financial viability in mind and maintain austerity measures.

Justifying the demand of Dr Farooq Abdullah in this regard he maintained that J&K has suffered heavy loss after the Kargil war as thousands of people were uprooted.

He also demanded that Government should take effective steps for passage of the Lok Pal Bill, Right to Information and Central Vigilance Commission bills in the Winter Session of Parliament which are aimed to eradicate corruption from public life.

Drivers observe Black Day

JAMMU, Nov 25: Drivers, operators and cleaners today observed Black Day throughout the Jammu Province and worn black badges to their resentment against the Government for not paying any heed to their demands. The Black Day call was given by the All Departments Drivers, Operators and Cleaners Federation.

The Federation has also given one month ultimatum to the Government for conceding their demands, said Mr Balvinder Singh, president of the Federation while talking to newsmen, here today. Chairman of the Federation, Mr Balwan Singh and general secretary, Mr Verma Nand were also present in the news conference.

The Federation has claimed that all the district units of the Federation observed Black Day and are prepared to go to any extend for getting their demands accepted.

They are demanding two and half days pay in favour of all the three categories and observing of all the adhoc and daily wagers in working in different capacities as permanent employees of their respective departments.

Federation has also put forth the demand of treating operators at par with technical staff taking into consideration their nature of duties and opening of promotion avenues for them.

Being doubtful of their GP Fund, the protesting employees demanding that their pass books may be treated as original record. They alleged that they are quite unaware of the fate of their money diverted to G P Fund accounts as the concerned department not maintain the proper record of the same.

The Federation has cautioned the Government that if, their demands not conceded with in a month’s time, they will take some strong measure to get their demands accepted.

communal harmony: VC

JAMMU, Nov 25: Professor R R Sharma, Vice Chancellor, University of Jammu today said that serious and concerted efforts must be made to further strengthen communal harmony in a pluralistic society like ours, as divisive forces are active in the country.

Speaking at a function organised in connection with the Communal Harmony Day in the campus, Prof Sharma stated the objective of Chetana Yatra of Mr Bhim Singh travelling from Kargil to Kanyakumari is laudable indeed. He stressed that India was a multi-lingual, multi-ethnic country but there are strong bonds of basic unity in this diversity.

He said the message of communal harmony has to be spread with vigour all over the country. The endeavours of Mr Bhim Singh and his team will certainly make an important contribution, he added.

Prof Sharma appreciated that the Chetana Yatra received positive response in Kargil as well as in the Kashmir Valley.

Mr Bhim Singh, in his speech, outlined the mission of travelling from Kargil to Kanyakumari spreading the message of communal harmony, peace and love. He said his objective is to strengthen unity and integrity of the nation. Starting from Kargil few days back, the Chetana Yatra will conclude on December 31 at Kanyakumari.

Narrating his experiences in Kargil and the Valley, he said despite turbulent environs they moved all over and were even welcomed by the people.

Prof M C Sharma, Dean, Academic Affairs, underlined the need for maintaining unity and communal harmony so that India forges ahead on all fronts.

Prof N A Ganai, Dean, Students Welfare, said the framers of Indian Constitution had laid foundation of a secular State envisioning the unity in diversity. He called for strengthening communal amity and appreciated the efforts being put.

Mr Harish Dev Singh, MLA, while stressing peace and harmony criticised Pakistan for fomenting trouble in Jammu and Kashmir. He pleaded that PoK should be got vacated as per the resolution of the Parliament and provision kept in the State Constitution. He deplored the happenings in Pakistan where democracy has been derailed by military rulers.

The Vice Chancellor flagged off the Chetana Yatra for onward journey.

The function was attended by academicians, prominent citizens and students.

VC inaugurates IMS at Gangyal

JAMMU, Nov 25: Vice-Chancellor, University of Jammu, Prof R R Sharma inaugurated the Institute of Management Sciences at Gangyal, near here today.

Speaking to the selected gathering of staff members and other special invitees after the inauguration, Prof Sharma said that it took the University two long years to take a policy decision to authorise imparting instructions in Post Graduate courses leading to Master’s degree in non-government institutions.

Therefore, in the process grant of affiliation to the Institute of Management Sciences got delayed. In the end he wished success to the Institute in achieving academic excellence.

Mr Vidhi S. Singh, Chairman of the Institute gave brief account of other institutions being run by the Management of the Institute. He mentioned that the Management has its own campus at Purkhoo where two other institutions, National Polytechnic and IECS Polytechnic are functioning.

Earlier, Mr Ram Saroop Gupta, Director of the Institute while welcoming the Vice-Chancellor and other distinguished guests stated that the Institute is the first of its kind in the private sector in Jammu and Kashmir state for imparting Management education.

It stands approved by the All India Council for Technical Education, Ministry of Human Resource Development, Government of India, Jammu and Kashmir Government and affiliated with the University of Jammu with an annual intake of 60 students for running two years full time MBA programme, he explained.

Mr Gupta mentioned that the Institute has decided to educate and prepare the young men and women with additional input of improving their communication skills and decision making abilities.

He requested the Director College Development and the Vice-Chancellor for expediting the process for filling up the remaining unfilled and vacant seats in the Institution.

Prominent among those present in the occasion were Mr Davinder Singh, Director Colleges Development and Mr R S Chib, former Minister.

The proceedings of the inaugural function was conduced by Ms Renu Bangroo, Trustee of the Institute and she also offered vote of thanks.

Army is humane, not inhuman

Dear Readers, We are in the third issue of IN DEFENCE and there has been a tremendous response from all those quarters who hold Armed Forces in high esteem. We have decided to document all such incidents that will act as a portrayal of the true picture of Armed Forces in sending the message that Army is of the people and for the people. If there are any such incidents that come your way, do please inform us. Find an armed force personnel awardee or look out for all those acts where the Army has sent the message of harmony and brotherhood amongst the local populace, or bring to our notice any thing that concerns the welfare of the jawans. IN DEFENCE will share all those moments with the civilians.

* Scores of valley youths in their teens have been rescued by Army from the clutches of militants while they were being taken forcibly across the border—— The Army comes to their rescue,bandages their snow-frost wounds and unites them with their anxious parents——. *Many civilians trapped due to heavy snow-fall at Jawahar Tunnel. Army begins search operations, rescues scores of civilians on way to Srinagar——.

* Bandipur remains cut-off from Srinagar— The militants have blasted the vital communication links. Army builds bridges in record time to restore the traffic movement——-

* Remote villages of Poonch and Rajouri without medicare. Army adopts the villages, constructs dispensaries and provides medicines ——.

These are few such instances that are ,however, sufficient enough to describe the role of Army during the past few years in Jammu and Kashmir , apart from guarding the tough terrains of this border state.

The construction of bridges,providing medicare or rescuing the trapped people is infact not the primary responsibility of the Indian Security Forces. The jawans, however, do it as a good will gesture and do it better than the civilian authorities and perform all such acts as a part of the duty when the civil administration at times fail to address to the grievances of the people.———All this is done to help the people of the State who are in destitute. The Army doesn’t perform such acts only in Jammu and Kashmir. Infact,it is in the habit of extending the helping hand to every one irrespective of caste, creed or region .

The efforts of Army have been always to build the bridges of love, and affection and spread the message of nationalism. Then why the walls of hatred are raised against Army by all those who knowingly remain ignorant to all such noble acts of Army?

We have a recent example of excellent role of Indian Army in caring for the sentiments of the people of Kupwara district. The people of this border district are in the practice of taking part in the Urs of Pir Baba Sai Mitha Paji, whose Ziyarat presently falls in Pakistan Occupied Kashmir . As per the practice, the Pakistani authorities were earlier allowing the opening of the border on the day of Urs. But for the past few years, the practice has been disbanded.—— and in absence of having a glimpse of Ziyarat, the locals were longing for the same. The Army understood the inner desire of the civilians. It did the noble cause. Arranged the similar gathering on this side of the border and honoured the religious sentiments of the locals, which were hurt by Pakistani authorities who claim to be co-religious of the people living on this side of the border.

It is not only the case of Kupwara Ziyarat. The Army jawans are seen performing their duties during Amarnath Yatra, maintaining the yatra traffic and helping the feeble, infirm pilgrims to have darshan. The men in uniform do the similar job at the Shrine of Mata Vaishno Devi.

While these noble causes undertaken by Army are ignored, unfortunately , the acts of alleged human rights violations are blown out of proportion.

In a confrontation between the security forces and the militants, it is but natural that the jawans will have to retaliate in self defence, and particularly when they are provoked. And rightly said by Dr Jatindra Singh in his recent write-up in " Tales of Travesty " that a jawan should not feel shy of treating a terrorist as a terrorist and how does one expect that a security personnel should remain mum if they suddenly find themselves under a guerrilla attack? In retaliation, the militants get killed because they invite trouble and some-times, the civilians too unfortunately become the target. But such acts are publicised , a mountain of a mole is created and abuses in crude language are showered on Army. The entire force is condemned and the reports of so-called-human rights violations are sent to the print.

It is admitted that there have been few instances when security forces might have resorted to certain degree of " excesses", but condemning the entire Army is uncalled for. For such an individualistic act, there could be definitely a solid reason , but unfortunately the reason is not looked into. The act is publicised and entire force subjected to criticism.

How many of the so-called champions of human rights have highlighted the role of Indian Army apart from guarding the borders? But such activists have many a times written volumes while discussing human rights. Let it be made clear that it is not the security force jawan who is to be told of human rights. He is aware of this right and their are many agencies that impart even training to the jawans while dealing with the question of human rights. The militants, infact , have to be told in bold letters of their human right violations. They are over the years the professional violators.

There is a little mention of Army-Civil relationship and those noble acts when the Armed forces are used in natural calamities in aid to civil power when all agencies charged with responsibilities fail to deal with these situations, generally fail. One should subscribe to the view of Lt Col Mukund Singh Jamwal that there is definitely a criminal lack of awareness or even interest amongst the general public about the ultimate weapon— the Armed forces— the " Brahma Astra" that is used by the Government as a last resort practically in every filed— right from maintaining internal security to providing of medicare facilities in the remote and far-flung areas.

One should not look into only one aspect of the so-called "excesses", but have a glimpse of the other side—— the other side of the coin that has infact a better story to tell in defence of the security forces. ——RAJESH BHAT

Hero’s welcome to Omar at Jammu

JAMMU, Nov 25: Amidst beating of drums, slogans and the shovering of flowers, thousands of National Conference activists including senior Party leaders, accorded rousing reception to Dr Farooq Abdullah’s son— Mr Omar Abdullah on his maiden visit to Jammu as Union Minister of State for Industry and Commerce today.

It was infact Omar’s day in the winter capital city today. The main route from Jammu Airport to the Civil Secretariat and the Zanana Park where a strong crowd of over ten thousand workers, was waiting eagerly for the glimpse of their young leader from J&K, was well decorated and the Party flags and the buntings were seen hanging at the main crossings.

Almost all the ministers, excluding the chief—Dr Abdullah, the Party legislators and other important functionaries of the NC with long cavalcade of the ruling Ministry had thronged the Jammu air port today. Carrying bundles of garlands, may be more than the weight of young Omar, the Party leaders and other workers were seen in a bee-line at the airport to accord " Hero’s welcome" to the newly inducted NC Member Parliament from Srinagar, in the BJP-led coalition Government at the Centre.

Elaborate security arrangements had been made by the Administration at the airport and even the press persons were not allowed to enter the main waiting hall at the Jammu Airport today.The outer main gate had been closed well before his arrival and the entry had been restricted for the commoners. As Mr Omar air-dashed from a Jet Airways flight and moved into the main hall, the crowd waiting outside started raising slogans for his praise and welcome. He was garlanded and received by the glaxy of ministers, Youth NC leaders and other activists.

He was taken to the city in the open and well decorated light vehicle, followed by a long, slow- moving cavalcade of the ruling party dispensation. Raising his hand in the air for his response to the public enroute, Mr Omar, accompanied by NC Youth leaders and other senior NC leaders kept advancing to the Zanana Park in vehicle, the site of the massive rally. The Union minister was welcomed at Satwari Chowk, Gandhinagar, Bikram Chowk, Dogra Chowk, Indira Chowk and Shalamar by various local organisations and the students.

The ministers including Mr Bodh Raj Bali, Mr Surjit Singh Slathia, Mr Sharief Tariq, Mr Nissar Ahmed Khan and Pt Govind Ram were already waiting at the rally site when the Omar arrived there. A strong gathering welcomed him chanting, slogans—" Omar Abdullah Zindabad, National Conference Zindabad..... Dr Farooq Abdullah—Zindabad".

Today’s rousing welcome of NC minister, in the BJP dominated winter capital city reminded the day when Dr Farooq Abdullah was given a hero’s reception by the people here after his Party came into power and he was elected as Chief Minister three years ago. It was infact the event when election was held after eight years’ militancy period.

Most of the Ministers from Kashmir were not visible at the rally site except Forest Minister, Ch. Mohd Ramzan and Minister for Parks, Gardens and Haj, Peerzada Ghulam Ahmed Shah, whereas, all from the Jammu region did not miss this important occasion.

The Chief Minister, Dr Farooq Abdullah paid a brief visit to the rally site just when Mr Omar was addressing the gathering. Supporting his son, he extended gratitude to the people of Jammu in general and all the Party workers for according a grand reception to young Omar.

Construction of roads in Rajouri, Poonch

JAMMU, Nov. 25: In order to expedite early clearance from the Forest Department for construction of various roads in Rajouri-Poonch sector of Jammu division by the Project Sampark (GREF), a meeting was held here today under the chairmanship of the Forest and Environment Minister Ch. Mohammed Ramzan.

The Minister for School Education, Mr M S Tariq, Principal Secretary Forests, Mr Vijay Bakaya and PCCF, Mr P Patnaik also attended the meeting.

The Project Sampark is contemplating to construct and effect improvements on as many as 23 roads in the twin district of Rajouri and Poonch. For this purpose, the Project authorities are seeking acquisition of the forest land for which necessary compensation would be paid by the Defence authorities to the State Government.

The Project Chief, Brigadier, Mr M N Khan alongwith a team of other officers discussed the Project's proposal of providing a communication network in these border districts with the Minister and sought his intervention in early clearance of these roads.

The roads proposed to be taken by the Project Sampark include Tain bridge-Kalidab road, Bharak-Ransu Asconsite road, Bharak-Mundi-Dhar road, Budhil-Badora-Mohr Gul, Chichi-Gul road and also improvement on roads in Surankote - Poonch Sector, Hamipur Sathra, Pindigali, Kalidab, Reasi-Pouni, BG-Surankote and BG-Rajouri roads.

In addition, the Project Sampark also pleaded for early clearance of roads for Bhaderwah Cantonment which include Kapra - Chinta road. The Project has also a proposal for construction of roads from Tanda-Chowki Choora in Akhnoor Sector and Basohli-Bani-Sarthal road in Kathua district.

The Forest Minister asked the PCCF that the DFO's concerned should be asked to have the survey and inspection of the proposed roads conducted so that suitable compensation is claimed and necessary clearance is given to the Project for construction of these roads which are very vital and strategic for defence purposes.

It was also decided that the GREF authorities would hold meetings with the Forest officials regularly as a follow up action of todays decisions. The Minister himself would monitor the progress of clearance with the concerned after every two months.

Sagar visits Kawoosa

SRINAGAR, Nov. 25: The Minister for Public Health Engineering, Irrigation and Flood Control, Mr Ali Mohammad Sagar today visited the under construction water supply scheme at Kawoosa estimated to cost Rs. 82 lakhs. On completion, the scheme will provide potable water to 25,000 souls of Narbal and 24 adjacent villages.

Later, addressing a public meeting at Narbal, Mr Sagar said that Government was apprised of the problems confronting people. Despite financial problems, the Government, he said had initiated several schemes to provide basic facilities like potable water, medicare, road communication and electricity to people. He directed the Deputy Commissioner, Budgam to repair the road link leading to local Jamia Masjid. He instructed the Public Health Engineering authorities to press into service tankers to provide water to people in Narbal town.

The Minister also visited several down town localities including Khanyar, Nawhatta and Naqashband Sahib to assess the problems faced by people regarding availability of potable water, electricity, foodgrains and medicare. He also inspected the mini stadium at Radpora estimated to cost Rs. 3 lakhs and exhorted for its erly completion.

Field agencies asked to ensure availability of fertilisers

JAMMU, Nov. 25: The Agriculture Minister, Mr Nissar Ahmed Khan has asked the field agencies to ensure adequate and timely availability of fertilizers to the farmers during current Rabi season so as to give new impetus to Agriculture Production which has suffered immensely due to drought this year.

Speaking at a high level meeting convened here last evening to take stock of availability of fertilizers to the farmers, the Minister said supply of fertilizer is the vital input for increasing agriculture production and the concerned during the peak farming season.

The Financial Commissioner, Agriculture production, Mr L S Malhi, Secretary Agriculture, Dr G A Dar, Managing Director JK Agro Industries Corporation Limited, Mr Rafiq Ahmed Qadri, Directors of Agriculture and Horticulture Departments of Kashmir and Jammu divisions and representatives of IFFCO, Indian Farmers Fertilizers Corporation (IFFCO), JAKFED, National Fertilizers Limited (NFL) participated in the meeting.

The Minister instructed the officers of the JAKFED and Agro Industries Corporation to ascertain that fertilizer is supplied to the Cooperative Societies and other retailors without and delay. He stressed the need for working out month-wise and district wise requirements of fertilizers to make advance arrangements to meet the demand in peak seasons.

The meeting was told that off take of fertilizers (DAP) during first two months of the current Rabi season has been of the order of 6369 MTs as compared to 5105 Mts during the corresponding period last year making an increase of about 24 per cent. The overall fertilizer supply has increased from 76900 Mts in 1996-97 to 1,37,194 Mts during 1998-99.

The Minister appreciated the efforts of National Fertilizer Limited NFL and IFFCO for maintaining adequate stocks of urea in State and instructed the concerned agencies to increase off take of urea during the current Rabi season.

The Financial Commissioner, Agriculture Production, Mr Malhi asked the concerned agencies to ascertain availability of fertilizers to the farmers so that sowing operations in current Rabi are not affected. He directed for urgent measures to increase off take of urea like DAP adding that field officers should regularly communicate for stock and supply position of fertilizers at ground level to the higher authorities for ensuring fool proof arrangements.

The Secretary Agriculture informed that a target to provide 82000 Mts of fertilizer to the farmers during current Rabi season against a consumption of 69000 Mts during last Rabi.

JAMMU, Nov 25: Terming Rashtriya Swayam Sevak Sangh (RSS) a pioneer social organisation which has worked over the years for revolutionising the Indian society, Mr Suresh Soni its Akhil Bharatiya Seh Pracahar Pramukh lamented that unfortunately the organisation has been projected in a different way by the media.

Mr Sen who is on a ten days tour of Jammu Region, in an informal chat with mediapersons here today said that as Sangh does not believe in the publicity of personalities, was in past projected as a military or militant organisation by the media after giving the coverages to the Parades of its volunteers carrying lathis in their hands.

He said while the organisation has tremendous social work to its credit it was ignored by the media due to the reason that Sang kept a distance from it over these years. This way a wrong image was created among the masses about the working of the Sangh.

He said the RSS has done a remarkable work in reshaping the Indian society since its formation in 1925.

He said besides the emancipation from the foreign yoke the greatest work before the Sang was transformation of Indian society which had totally remained delinked and desisted from its ancient culture and traditions.

He said the conception of freedom from Britishers was good but what would happen after that to the fragmented Indian society was also to be taken care of and Sangh performed this responsibility despite many odds and hardships.

Accusing the Britishers of dividing the Sub Continent, he said the nationalism in India became a big challenge and unfortunately those who supported it were dubbed as communalists.

He said unlike the other countries where citizens are thought about the past history and culture, in India those who talked about the past history and culture were called communalists.

But being of the firm opinion that the Hindutva was the only conception of nationalism in India around which entire social fabric will revolve, Sangh worked for it all together.

Defending the recent protests by various organisations of Sang Parivar on Pope John Paul Second’s visit to India, he said the conversions is a great threat to our national integrity and Sangh will fight tooth and nail against the forced conversions based on inducements.

He said different organisations of the RSS are working in different fields for transformation of society.

Speaking on the occasion, Prant Pracharak Himgari Prant, Mr Indresh Kumar made it clear that Sangh is not against any religion or ism but committed to nationality.

He while expressing concern over the demographic changes in the Ladakh and Jammu regions said such things will have serious repercussions for the country as a whole.

He said the people should rise the occasion and fight against the designs of such elements who are trying to disintegrate the society and country.

Mr Vijay Saraf who is the son of the soil has already made a big name in the galaxy of well known artist of this country and abroad. Mr Saraf has to his credit 16 solo exhibitions at different prestigious art galleries of this country which is said to be the highest number among all the artists of J&K State.

Mr Saraf has already participated in the 40 group art exhibitions at National and International levels. He was also invited by various art organisations of national repute to participate in 10 All India Artist’s Camps at different places of India. Mr Saraf was also commissioned 10 times in Jammu to execute art works in different media including two big prestigious oil paintings (size 13'x6') each for Raj Bhavan, Jammu. His art works have been collected by 50 well known places including National Galleries, Museums, Corporate Sectors and far off places at U.S.A., U.K., Germany and Holland.

It is only recently that he has been included in the 8th edition of International Directory of Distinguished leadership by American Biographical Institution (ABI) U.S.A. for his contribution in the field of art since 1971. It is for the first time in the J&K State that Mr Saraf has the credit to introduce Installation, Live Installation, Bronze casting, Fibre glass, Terracotta mural, Serigraphy and all these techniques in art are flourishing rapidly among young artists and people of J&K State.

Exhibition on forensic science organised

JAMMU, Nov 25: An exhibition was held in Presentation Convent School here today to make the public especially youth aware about the forensic science and its utility and the importance in the detection of the crime.

The exhibition was inaugurated by the Principal of the Presentation Convent School Sister Roselima in presence of the forensic science staff, police officers and students and staff of the School.

In the exhibition , various sections of the laboratory including Chemistry and Toxicology, Physics and Ballistics, Serology and Biology were set up and the documents demonstrated various techniques which were used in the laboratory for the examination of the physical clues collected from the scene of the crime were displayed.

Director Forensic Science, Dr R L Dhar emphasised the need for preserving the scene of crime and stated that the present series of exhibition in various educational institutions is being held to make the students who are the future citizens of the country aware about the importance of scene of crime and to preserve it so that it can be useful for examination by forensic experts and Police Investigators.

NDS holds Goshti

JAMMU, Nov 25: A lekh/Safarnama Goshtti was organised by ‘Nammi Dogri Sanstha’. The Goshtti was presided over by Satish Gupta, Properietor of Pioneer Cassette Industries (PCI) and Santosh Digital Recording Studio Jammu. Kiran Kashmiri, a renowned Journalist and Novelist was the chief guest.

One safarnama entitled ‘Meri Kaleeth te Garh Yatra’ was read by Dr Gian Singh, an eminent Dogri writer and one lekh entitled ‘Dogri Lok Geetein Ch Prem Gathain’ was read by Dr Nasib Singh Manhas. Dr Gian Singh gave a picturque account of both places i.e. Kaleeth and Garh and the associated historical prospectives, in a very captivating manner.

Prominent among those present were Vijay Puri, Surinder Singh Manhas, Kartar Singh, Shiv Dev Singh Sushil, Ayodhya Rani Gamkhar, Yash Pal Yash, Capt Lalit Sharma, Dr Harish Kaila, Prakash Sharma, Rittu Paran, BL Nagar, Ram Pal Prabhakar and Brij Mohan.

On the occasion, Satish Gupta thanked Dr Harish Kaila, president Nami Dogri Sanstha and his team for inviting him to the Literary Meet and bestowing on him the honour to preside over the proceedings. He said that he is serving the Dogri language and other languages and local dialects of J&K in his own way.

Kiran Kashmiri in his address appreciate the role of NDS for promotion of Dogri language and culture and that too without any financial help from any quarter. He suggested that lot of work of Catalagueing the Dogri folk music in its Virgin form is required to be done.

Brij Mohan, senior vice-president of NDS extended vote of thanks to the audience and hoped that such encouragement and support shall always be forth coming from their side.

Dr Harish Kaila, president NDS announced that NDS in collaboration with J&K Cultural Academy is organising Dogri Sangeet Sandhya on November 27 afternoon at Abhinav Theater Jammu.

Two Dogri Audio cassettes shall be released on the occasion and some celebrated singers of Dogri shall be honoured.

Lady child lifter remanded to Police custody

JAMMU, Nov 25: First Additional Munsiff Miss Bala Jyoti today granted two days’ more remand to the lady Kanchan Kumari who was arrested by the police in much publicised baby-thefts case from SMGS Hospital, Jammu.

The police today prayed for police custody remand of the accused, which was granted by the court.

Mirs Kanchan Kumari was earlier remanded to police custody for one day on November 23, 1999. She has been further remanded to police custody till November 26, 1999 and she is to be produced again before the Magistrate.

The police had prayed for further remand to conduct identification parade of the accused.

Miss Bala Jyoti in her order directed the police to complete the investigation within renewed period. The sensational case is being investigated by the City Police, Jammu.

Kanchan Kumari, wife of Kuldeep Kumar, resident of Pacci Dhakki House No. 265 has been produced before the court by SN Soodan, ASI of Police Station city. The investigation is in-complete hence granted police remand for two days with the directions to complete the investigation within the period of remand.

It may be recalled that the accused lady had lifted the newly born male-child on November 01, 1999 from SMGS Hospital which was recovered by the police.

Meet held to finalise BPLS list

RAJOURI, Nov 25: To finalise the Below Poverty Line Survey (BPLS) list, a meeting of officers of Revenue, Food and Supplies and Rural Development was held here yesterday. The District Development Commissioner, Rajouri, Mr BA Runyal presided.

Addressing the officers, the District Development Commissioner said that the Central and State Governments have launched various developmental schemes for the upliftment of rural people living below poverty line. He ured upon the officers to prepare the list of BPL according to the guidelines issued by the Central Government with the coordination of Revenue, Rural Development and Food and Supplies Department so that the deserving families should be included in the list.

Mr Runyal directed the Food and Supplies Department to visit hilly and far-flung areas of the district and check the rate list of essential commodities and fair distribution of ration and K oil supply to the people. He also issued instructions to the concerned to keep the buffer stock of ration in hilly, remote and inaccessible areas of the district to meet the requirement of the people during winter and snow fall.

Later, Mr Runyal also presided over a meeting of Revenue officers and reviewed the progress about the completion of Revenue record, Jamabandi and distribution of pass books. He was apprised by the Assistant Commissioner, Revennue that the Jamabandi record have been completed in 370 villages of the district. The rest of the record will be completed by the end of current month. An amount of Rs 2.18 lakh has been deposited into the treasury as cost of pass books so far.
