JKEEGA holds deliberations on privatisation of PDD

JAMMU, Nov. 24: The Guidance Council of JKEEGA held a meeting under the Chairmanship of Mr Ravinder Kumar Sharma, General Secretary in which detailed deliberations were carried out regarding the privatisation of PDD (Power Dev. Department) initiated by the Govt. for the reasons best known to the Government.

Varying views emerged during deliberation. While some members opined that for better servics and effective revenue realization the engineers should be relieved from revenue realization by privatising the same which will enable them sufficient time and energy for providing better, efficient and realiable services to the consumers. Others raised their concern to any move of the Govt. to privatise the department and there by keeping them in a State of uncertainity and some members were stressing upon safeguarding the services of engineers in either case. It was resolved that before restructuring the PDD the Govt. should invite the PDD Engineers to seek their view.

The meeting stressed upon the Government not to extend the services of any retiring engineers which will aggravate the frustration of already stagnating engineers.

For general consensus and in the best interests of the Association a general body meet is going to be held on November 29 at Institution of Engineers, Gandhi Nagar, Jammu in which opinion of the members will be sought and future course of action adopted. The meeting was attended by all the Executive members, Guidance Council members besides guest members.

BCSF organising Delhi challo march

JAMMU, Nov 24: Budha Club Student Front (BCSF) is organising a Delhi Challo march on December 1.

This was decided in a general body meeting of the Front today. The meeting which was held under the chairmanship of Mr Vijay Bangotra its general secretary appealed all the students belonging from SC/ST and OBC categories participate in the march which will start from guru Ravi Dass Temple Krishna Nagar at 4 pm.

The meeting also hailed and supported the statement of Mr R K Kalsotra, convenor, J&K unit of All India Confederation of SC/ST organisations in which he has appealed for all sort of help for volunteers.

Speaking on the occasion Mr Vijay Bangotra, general secretary made a vigorous attack on Central and state government policies which he alleged are aimed at depriving the SC, ST and OBCs of their constitutional rights of reservation.

He also maintained that agitational path adopted by SC/ST students will continue as long as the recent decision to struck down the reservation in super -speciality courses in medical and engineering colleges is not reviewed and restored in favour of concerned category students.

Farooq visits Ladakh House

JAMMU, Nov 24: Chief Minister Dr Farooq Abdullah today visited Ladakh House at Railway Road here and inspected various stocks.

He asked the Director Estates, Mr M I Kirmani, who was accompanying him, to work out details for upkeep and maintenance of Ladakh House.

To a demand for the installing telephone at the House, the Chief Minister asked the authorities to have a PCO installed which will benefit the people lodging in it from time to time.

JAMMU, Nov 24: A team of senior officers of All India Radio (AIR) and Doordarshan from New Delhi met the State Chief Secretary, Mr Ashok Jaitly here today.

The team led by the Engineer-in-Chief and Acting Director General All India Radio, Mr H M Joshi discussed several projects pertaining to the expansion of Radio Broadcasting Network in Jammu and Kashmir.

The meeting among others was attended by Principal Secretary Home Mr C Phunsog, Commissioner-cum-Secretary Information and Tourism, Mr Parvez Dewan, Chief Engineer development AIR, Mr K M Paul and Chief Engineer ( North Zone) AIR/Doordarshan, Mr Vigyan Prakash.

Adbi Kunj holds meet

JAMMU, Nov 24: Adbi Kunj in its meeting under the presidentship of Mr Sham Talib held a literary meet to pay tributes to Shair-e-Mashriq Elama Iqbal on his 124th birth anniversary and death anniversary of Faiz Ahmed Faiz.

As per a release Messrs Bebas Banvi and A R Shad were the chief guests while Mr T R Mahajan, Principal Shastri Memorial Higher Secondary School was the guest of honour. The programme was compered by Mr Rahat Hussain of Deoband, UP.

Mr Sham Talib, chief of Adbi Kunj, presented a detailed report of the regular services of the organisation for the upliftment of Urdu language through its literary activities alongwith its teaching efforts for Urdu language. The presidium appreciated the role of the Adbi Kunj in the State and recalled its contribution for linguistic contribution. They held that Adbi Kunj was really a literary school for new and upcoming poets and writers.

In the meeting four papers were presented by Sham Talib, Rahat Hussain, O P Shakir and Deepak Arsi.

A usual multi-lingual Mushaiara was also organised.

IPO pleads for upgrading railway facilities

JAMMU, Nov 24: A strong plea has been made by J&K Institute of Public Opinion (IPO) for augumenting the railway services at Jammu in view of heavy rush of pilgrims and tourists.

In a memorandum sent to the Railway Minister, Ms Mamta Banerjee, the chairman, IPO, Mr Ram Sahai has submitted 8-point charter improving the facilities to those travelling to and from Jammu and Kashmir. It has been demanded that the rail-track from Jullundur to Jammu should be doubled for punctuality and for running of more trains.

Mr Sahai stated that the Rajdhani train, which had once-a-week service between Delhi and Jammu and scheduled to raise its frequency has altogether been withdrawn. He demanded that it should run thrice a week for the facility of travelling public. He pleaded that it will be a most successful and sought after train.

There has been long pending demand for direct Jammu-Haridwar-Jammu train service, he said and pointed that present arrangement is too cumbersome and inconvenient for the passengers visiting the holy Ganga.

Mr Sahai said Shatabadi train between Delhi and Jammu is very much needed to cope with the ever-increasing rush on this route.

The IPO chief expressed his deep concern that Udhampur rail-line has not moved even an inch despite repeated assurances by her predecessors, resulting in escalation of cost of this vital project. While demanding fixing of responsibility for in-ordinate delay, he has argued that the project be completed expeditiously so that its benefit reach the travelling public.

Demanding fulfilling the promise of making a Model Railway Station of Jammu, he stressed it should be done now with loss of further time. For the convenience of public, there should be Extension Computer Booking Counter in Jammu city as the Railway station is eight kms away. This will facilitate the general public for getting tickets. He has also demanded representation on DRUCC and ZRUCC to highlight pubic point of view.

Mr Sahai stated that being dynamic and public spirited, the new Railways Minister should pay attention to improving railway facilities to the rail-users in this part of the country.

Manhas hails Govt decision

JAMMU, Nov 24: Mr B A Manhas, Chairman J&K Cooperative Housing Corporation Ltd and Director Citizens Cooperative Bank has welcomed the decision of the Government to implement the Self Reliant Cooperative Societies Act of 1989.

In a statement issued here today, he said though the enforcement is a belated step still it is a leap forward as the Cooperatives were celebrating last Cooperative week of the millennium.

He expressed the hope that new enactment will strengthen the cooperative institutions in the state and genuine Cooperative Societies will flourish in an atmosphere of openness and render useful service to the humanity.

Bhim Singh’s Chetna Yatra reaches Jammu

JAMMU, Nov 24: Rashtriya Chetna Yatra led by J&K Panthers Party chief Prof Bhim Singh reached the city of temples here this evening.

Launched from Kargil town with a unique motive to spread the message of peace, brotherhood and national integration on November 20, this yatra will culminate at the extreme Southern end of the country—Kanya Kumari. Besides Prof Bhim Singh, the National artist—Mr Gian Chand Gian, a former Mayor of Pune, former president Delhi University and Advisor to former Railways Minister, Ram Vilas Paswan, Mr Sanjay Sachdeva and four youth from Kargil—namely Mohd Sadiq, Mohd Haddi, Murtaza Ali and Mohd Sadiq Mir are accompanying Mr Singh.

As the yatra reached at Jammu, the prominent citizens, Panthers Party workers and some associated with the social organisations received the yatra and accorded welcome. A function was also organised at the Rani Park, in the open in the honour of the yatris. A brief cultural programme was also organised in which a few local artists participated.

Mr Singh said that yatra is being also carried for creating awareness among the masses about the real happenings at Kargil during Operation Vijay and the supreme sacrifices made by our troops at the battle front. He disclosed that a young lady Rafiqa Begum, who lost her husband and two brothers in militancy in Kashmir has also expressed wish to join Chetna Yatra.

He disclosed that Yatra will touch several states and will spread its message in various states.It will commence its onward journey from tomorrow.

Several schools along LoC non-functional: League

JAMMU, Nov 24: Provincial chief for Jammu for the J&K Awami League, Mr Prahlad Singh has alleged that several schools situated along the Line of Control (LoC) are non-functional.

According to a release, the activists of the Party who recently visited some border areas have alleged that several schools have been closed in Pallanwalla, Khour, Rajouri, Nowshera, Sunderbani and Poonch due to firing from across the LoC while in most of the government schools the teaching staff was not sufficient.

Mr Singh, further alleged that people were facing hardships due to non-availability of electricity, water and medical facilities in some areas. The unscheduled power curtailments have made the life of the people miserable. The people displaced due to Pak firing are still camping at various places in and around Akhnoor while no relief is being given to them.

The AL leader urged upon the state authorities to take immediate action to mitigate the problems of the people. He also expressed concern over the over-loading in vehicles and asked the Transport Minister to realise his responsibility. He said a large number of people died recently in road accidents only due to the negligence of Administration.

Those who accompanied Mr Prahlad include—Tilak Raj, Ravinder Sharma, Om Parkash, Dev Raj, Subash Singh, Sukhdev Singh and Nazir Hussain.

HC directs SFC to seize adhoc arrangement

JAMMU, Nov 24: Mr Justice T S Doabia of the J&K High Court has finally disposed off the petition filed by one Naresh Kumar Gupta, working as Junior Accounts Officer in State Forest Corporation and directed the Managing Director of the SFC to fill up the post of Divisional Manager (Finance) against which one Shakeel Ahmed Mir, a JAO, is working on officiating basis in his own pay and grade, on substantive basis by considering all eligible candidates.

Mr Justice Doabia has further directed to ensure that the officiating arrangement is not continued beyond four months. Mr Justice Doabia has further ordered that in case the managing Director could not take steps in this regard then the officiating arrangement of Shakeel Ahmed Mir on the said post shall be deemed to have been seized beyond four months.

The said order was passed in a petition filed by Naresh Kumar Gupta, who has been working as JAO in SFC and had prayed before the Court to direct the MD SFC to seize adhoc arrangement on the post of Divisional Manager (Finance) which was going on since 1995 as Shakeel Ahmed Mir, JAO was discharging the duties of the office of the Divisional Manager (Finance) as stop-gap arrangement in his own pay and grade since 1995.

The court also directed the MD SFC to fill up the said vacancy on substantive basis in accordance with the provisions of SFC regulations by considering all eligible candidates.

FSL organises exhibition at GGM Science College

JAMMU, Nov 24: J&K Police Forensic Science Laboratory held one day exhibition in GGM Science College Canal Road, Jammu today on the role of forensic science in the detection of crime. The exhibition was inaugurated by Dr S Sapru, Principal of the College in presence of Director, FSL, has staff, Senior Police Officers, students and staff of the college. The aim of the exhibition was to make the people aware, especially the youth "how to protect the scene of crime". The programme is in continuation to the exhibitions held in various schools/colleges organised from 22.11.1999.

Dr R L Dhar, Director FSL Jammu stressed that in the present changing scenario of life our youth is exposed to varied types of crimes and unwanted happenings. Therefore, we must make an effort to bring awareness among our youth and public for the preservation and protection of all those physical clues at the scene of crime which lead to the detection of crime. He emphasised that the scene of crime is a treasure of physical evidences, which is required to be searched thoroughly and scientifically by Police Investigating agencies for the collection of physical evidences to relate these with the criminals. The physical evidences could be a fire arm, bullets, cartridges, wads, Finger Prints, Foot prints, Blood stains, Hairs, saliva, Cigrete Butts, Semen statins, Bones, Teeth Wires, Fibres, Glass, Babrics Tyre marks, Paint, Poisons, insecticides, explosive material, ink paper, counterfiet currency, coins, cement mortor etc.

The display of crime Investigation kit boxes used on spot at the scene of crime were highlighted. The exhibition displayed many photographs depicting the importance of science of hand writting and detection of forgery. Gun shot residue, tets, were conducted on spot which could give the information regarding the handler of the fire arm. The latest Finger Print finder used in the detection of finger print on dead bodies were also displayed.

Dr S Sapru, Principal of the College emphasised that in the changing society we have to be prepared to face great challenge and for that the role of police is to be totally changed. It has to become reformative.

The exhibition generated a lot of interest among students and staff regarding the role of forensic science in the detection of crime. The Principal extended his appreciation to the forensic scientists of the laboratory for assisting the police and crime investigating agencies in the detection of crime and assured that the people shall take care to preserve the scene of crime. The staff and students of the college were also made aware about the menace of drug abuse and its ill effects. Various kinds of narcotics and psychotropic drugs and their adverse effects on the society as a whole.

Jojra Biradari holds annual conference

Mr S P Verma, State Secretary Youth Hostel Association of India and National Secretary ABRS, New Delhi presided over the inaugural function who, in his presidential address urged the community to fulfil the dreams of "Kul Devta" and also made a patient appeal to all the community leaders to inculcate the values among the young generations which is the dire need of the hour. Ladakh MP clears stand on Autonomy Report

NEW DELHI, Nov 24: Rajya Sabha member from Ladakh, Mr Rev Kushok Thiksey today made it clear that Greater Autonomy Report submitted by the Committee to the Government of India is merely a report though it does incorporate views from large section of people. The Report, he said, still open to discussion and debate before it gets the final node and wish of all section of three regions of the State including Jammu, Kashmir and Ladakh would be incorporated, respected and taken into consideration.

In a statement issued here today, Mr Thiksey, who is also member of the Committee on Greater Autonomy, categorically wish to assure that if the Report, however, undermine the wish and identity of people of Ladakh region, he would pay any sacrifice to roll it back and do necessary remedial measures.

Plus Two lecturers hold meeting

JAMMU, Nov 24: Provincial Plus Two Lecturers Action Committee (PLAS) in a meeting held under the chairmanship of Dilsher Singh to discuss problems being faced by the teachers.

According to a press release, meeting expressed serious concern over the promotion policy followed by the Administrative Department for promoting the Headmasters as Principals in 10+2 schools in utter violation to the rules called the Jammu and Kashmir Education (Gazetted) Service Recruitment Rules as laid down in SRO-83 of 1992 dated 7-4-1992.

Meeting regretted that Commissioner/Secretary to the Government in the Ministry of School Education after blatant misuse of his official position has issued order promoting Headmasters working in the grade of Rs 6700-10900 from October 1991 as Principals over the Heads of Senior Lecturers working in the grade of Rs 7500-12000 from 11-2-1987, which is illegal, arbitrary and unjustified. Meeting urged the Chief Minister to discard the unfair practice of promoting the juniors over the seniors and further appealed to him to see for keeping the effectiveness of the rule of law in promotions and all these violations under the guise of promotions so as to maintain heirachrial order in 10+2 schools.

Mr Ishwar Jalmeria, Kuldip Sharma, Yash Paul Gupta, Balak Ram Majotra, Kartar Chand and Omita Seotra participated in the meeting.

Garage drivers hold meeting

JAMMU, Nov 24: The drivers of the State Motor Garage in a meeting held here today under the chairmanship of Mr Sheikh Mohd Sadiq have unanimously decided to declare Mr Abdul Rehman Magray as their leader again.

The meeting has appealed to the Chief Minister Dr Farooq Abduallah to release DA installments along with the second installment of pay revision arrears of the 5th Pay Commission arrears. The meeting also urged the Government to release special pay as the drivers of the State Motor Garage are working continuously for 15 hours a day.
