10 militants, SPO killed in south Kashmir

SRINAGAR, Nov 24: At least seven militants had got killed by this evening as security forces had launched a major combing operation in Kulgam area of south Kashmir while as three more militants -- including two "district commanders" -- got killed in separate operations in Tral and Anantnag. Unidentified gunmen have shot dead a Special Police Official (SPO) in Achhabal locality. Meanwhile, security forces averted a major tragedy as an IED was recovered from Lal Chowk, hub of the commercial activity in the capital city.

On the basis of information that a large number of militants had gathered at different places in Kulgam area, troops of Victor Force, BSF and Special Operations Group (SOG) launched a major combing operation in Divsar localities late last night. Troops of the full brigade of 2-Sector Rashtriya Rifles, BSF 01 Bn and SOG Kulgam fanned out in a vast area and zeroed in on the possible hideouts of militants. Official sources told EXCELSIOR that militants made desperate attempts to escape and a chain of encounters occurred at Kond Nageenpora near Panzgam Naar, Lankarpumbai and Ak-hal. While as two militants got killed at Kond Nagnipora, at least 5 militants had been eliminated at Lankarpumbai by late this evening.

In the daylong encounter, which was in progress even at midnight, 12 residential houses got destroyed at Lankarpumbai. The encounters were also going on at Nigeenpora and Ak-hal where at least four militants were trapped. Even as officials claimed that none of the security forces or civilians had got killed in the chain encounters, independent reports were not available till late this evening.

The entire area between Kulgam and Qazigund remained disturbed today as troops extended the combing operation to several villages in Kond as also Yari Khushipora, Chowgam, Divsar and even Brinel Lammer in the south.

Nothing could be ascertained regarding the identification of the militants killed or the outfits involved. However, unconfirmed reports said that most of them were Pakistani and local cadres of Lashkar-e-Toiba, Hizbul Mujahideen and Mujahideen-e-Al Badr. It was after a pretty long time that a major encounter between militants and security forces took place in the relatively calm Kulgam area of south Kashmir. A minor clash had earlier occurred on October 4 last at Lankarpumbai when militants had attacked the polling party taking the ballot boxes back to Anantnag.

Official sources said that during last night, troops of RR 36 Bn of Victor Force, alongwith Anantnag police and SOG raided a militant hideout at Sichen near Dyalgam, about 7 km from Anantnag town. In a brief encounter one foreign militant got killed who was later identified as Abu Hurraira of Pakistan. Officials claimed that he was the Lashkar-e-Toiba’s "district commander" for Anantnag. One AK-56 rifle and a hand grenade were claimed to have been recovered from the spot.

Yet another encounter between militants and security forces took place at Faqeer Mohalla of Tral town at 2230 hours during last night when residents informed BSF 34 Bn that a number of heavily-armed militants were present at the house of a protected activist of the ruling National Conference (NC) who also happens to be a Forester in the State Wildlife Department. Official sources told EXCELSIOR that as soon as troops raided the house of Ghulam Ahmed Rishi, two militants jumped out of the wall and opened fire. In the resultant encounter, both of them got killed. They were identified as Hizbul Mujahideen’s dreaded "district commander" Mohammad Assadullah Bhat alias Asghar (radio code Ismail) S/o Abdus Sattar Bhat resident of Kamla Boochoo and Mussain Bin Omair resident of Galian, Kherian, Pakistan-occupied-Kashmir.

One BSF soldier, namely Ranjit Singh got injured in the encounter. A large quantity of arms and ammunition including two AK-56 rifles, one pistol, two wireless sets, one hand grenade, 11 rifle grenades, one tape recorder, two transistors and a camera were recovered from the spot.

Hometown of the senior National Conference leader and sitting Lok Sabha Member Ali Mohammad Naik, Tral observed a bandh today over the death of the two militants. As for Asgar, reports said that he had got training in Pakistan in 1989 and he had been prominantly active in Tral area for the last ten years. His death was being viewed as a veritable setback for Hizbul Mujahideen and a major achievement for security forces.

DIG Anantnag-Pulwama Raja Aijaz Ali confirmed that Ghulam Ahmed Rishi had been taken into custody by BSF alongwith his two PSOs while as the third one was also to be arrested. All the three, he said, were from Security Wing of J&K Police. He said that the protected person as also his guards would be interrogated so as to know how the militants had stayed at the house of a protected person.

Reports from Tral said that security forces today conducted a major combing operation in over a dozen villages. However, there were no reports of any arrests, encounters or seizures till late this evening.

Reports from Budgam said that a jawan of RR 35 Bn died of his own misfire when he was cleaning his rifle at his camp at Mujpathri, Khansahib.

Sources said that late last night, militants captured an SPO, namely Ghulam Mohi-ud-Din S/o Ahad Khan of Imoo, Achhabal and later shot him dead.

Meanwhile, one Syed Arshid Hussain S/o Syed Hussain of Nabdipora Zadibal, succumbed to injuries at hospital. He was a former militant who had been fired upon by unidentified gunmen at his shop in Alamgari Bazar last week.

Reports from Kupwara said that police conducted a raid at a militant hideout at Farkian forest area and recovered two disposable rocket-launchers, 5 RPG rockets, 18 grenades and 5 kg of explosive.

Here in the capital city, BSF 22 Bn recovered an IED which had been planted by militants early this morning near Clock Tower in Lal Chowk. The IED was removed by Police Control Room and defused by bomb disposal squad.

NEW DELHI Nov 23: The Government claims to have obtained "irrefutable" evidence with regard to Islamabad’s plans to step up cross-border terrorism to destabilise conditions in different parts of India, particularly Jammu and Kashmir.

A document prepared by the Government has highlighted the involvement of Pakistan’s various agencies and organisations, particularly the ISI (Inter-Services Intelligence), in attempts to "keep the pot boiling" in Kashmir and to aid and abet secessionist and terrorist activity "on this side of the Line of Control(LoC).

Official sources divulged that inputs for the document had been provided by various security and intelligence agencies, including the J&K CID. The document has made a pointed reference to what it has termed as "active involvement" of Pakistan’s regular forces, including its elite special regiments, in aid of the anti-India militants and mercenaries.

The document says that these forces, in Kargil, had actively taken shelter behind a smokescreen of mujahideen activity. According to the document, there is fresh anticipation in the militant ranks that this dovetailing of efforts would continue, and this encourages the various militant outfits to persist in their efforts, regardless of the cost. The document also says that the continuing artillery barrage across the Line of Control (LoC) in several areas, as also sporadic attempts to seize territory, helps the militants engaged in the "war" by diverting forces away from counter insurgency responsibilities.

Apparent attempt of the new breed of militants and foreign mercenaries in Jammu and Kashmir, it is pointed out, is to remove all vestiges of Sufi Islam and establish the dominance of "Sunni Islam". The Markaz-ul-Dawa-ul-Irshad in Pakistan is said to be the main body engaged in the task of effecting such a change.

According to the document, the nexus between the Markaz, the Jamaat-e-Islami of Pakistan and the military-bureaucratic apparatus provides a solid underpinning to advance this philosophy. Strategically, Jammu and Kashmir "is vital for them as the gateway to the bigger prize, namely, India". Tactically, the guiding elements are the ISI and the Taliban, with foreign militant outfits such as Harkat-ul-Jehad-e-Islami, the Harkat-ul-Mujahideen and the Lashkar-e-Toiba acting as the main sword arm.

Meanwhile, Pakistan envoy to India, Mr Ashraf Jehangir Qazi, has rejected India’s charge of cross-border terrorism. "Pakistan does not accept India’s charge of cross-border terrorism", he said in a media interview. Answering questions on the Lashkar-e-Toiba’s recent conference at Muridke, some 30 km from Lahore, Mr Qazi was quoted as saying: "People may make claims in Muridke, but they are not allowed to indulge in cross-border activity".

That Islamabad was not prepared to proceed against the outfits like Lashkar-e-Toiba became amply evident with the reported observation of Mr Qazi: "Such meetings have been taking place at Muridke for several years now, people from all over the world get together, they make speeches on one kind or another which do not reflect Government policy. We have to allow people who express views with which we may differ, to also get together, it is part of democracy".

The interview carried by The Asian Age, at the same time, brought to the fore yet another significant standpoint of Pakistan vis-à-vis the Lashkar-e-Toiba. Drawing a parallel between the Lashkar-e-Toiba and India’s Sangh Parivar, Mr Qazi was reported to have stated that such organisations might have free play in democracies but "do not necessarily reflect Government policies".

While regretting that India had decided to make cross-border activity a pre-condition for the talks with Pakistan, Mr Qazi was quoted as having commented: "If you make years old complaints against each other as a precondition for the dialogue process, in effect you abort the dialogue altogether". Pakistan’s foreign policy, according to Mr Qazi, has not changed and it remains "committed" to all the agreements it had signed with India, including the Shimla Agreement and the Lahore Declaration.

Pakistan’s military ruler, Gen Parvez Musharraf, Mr Qazi has emphasised, is "committed" to the dialogue and has made the necessary gestures in his very first address to the nation. Mr Qazi described as "invidious and disingenuous" India’s efforts to draw a distinction between the role of the Nawaz Sharief Government and the Army in the Kargil conflict. "It is not for another country to try and make these distinctions", the paper quoted Mr Qazi as having emphasised.

ISLAMABAD, Nov 24: Pakistan’s deposed Premier Nawaz Sharif appeared to be heading for more trouble with a co-accused turning approver in the plane hijacking case, even as he was produced before a Karachi magistrate for the second time today to hear prosecution witnesses record their statements.

There were also reports suggesting that the police had expanded its investigations by bringing more people within the purview of the case.

Former Director General of Civil Aviation Authority Aminullah Choudhury, who was among the four accused, besides Sharif, has turned approver and recorded a confessional statement on the events of October 12, media reports here said quoting court officials.

He (Choudhury) has confessed that he was ordered by the former Premier Nawaz Sharif to not to let the plane (carrying Army chief Pervez Musharraf and 200 other passengers from Colombo on October 12) to land (at Karachi airport) in a telephone conversation, a court official was quoted as saying.

He is now the principal approver in the case and will be a star witness, the official said.

Sharif and four others have been charged with endangering the lives of the Army chief and 200 other passengers by disallowing their plane to land even when it had only seven minutes of fuel left.

Sharif and four co-accused — Choudhury, Sharif’s former adviser on Sindh Affairs Ghaus Ali Shah, former Chairman of Pakistan International Airlines Shahid Khaqqan Abassi and former IGP of Sindh Rana Maqbool — have been charged with treason, attempted murder and hijacking in an FIR filed by an Army officer in Karachi.

The case is being heard in an anti-terrorism court in Karachi, which was ironically set up by Sharif during his rule for speedy verdicts in terrorism-related cases.

Sharif, a two-time premier, has termed as engineered the charges against him and apprehended award of death sentence.

A number of officials of the Karachi airport’s air traffic control have recorded their statements before Malir Judicial Magistrate as prosecution witnesses, alleging that Choudhury had directed them to prevent the landing of the plane and that Choudhury had told them that it was an order from the Prime Minister.

Meanwhile, police officials have indicated including the deposed Premier’s younger brother and former Punjab Chief Minister Shahbaz Sharif and former Information Minister Mushahid Hussain among the accused in the case while expanding the investigations.

A team of senior officials has been sent from Karachi to Islamabad to record statements of some officials at the then Prime Minister’s Secretariat here on the basis of which some more people are likely to be booked in the case, English daily ‘Dawn’ reported quoting police officials.

Police, based on these statements, is also likely to arrest former Chairman of Pakistan Television Sheikh Rashid and former Principal Secretary to the Prime Minister Saeed Mehdi in the hijacking case.

Special anti-terrorism judge Rehmat Hussain Jaffrey has allowed the Karachi police to produce Nawaz Sharif along with co-accused before a judicial magistrate for the next three days to hear recording of statements of more prosecution witnesses.

The order was passed yesterday by the judge after police moved an application requesting the production of the accused before judicial magistrate on November 24, 25 and 26 to record statements of some more witnesses, the official APP news agency said.

Sharif and others have been remanded to judicial custody till Friday by when the Special Court has ordered filing of charges against them. (PTI)

Two cops, SPO injured
Police, army gun down 2 LET militants in Poonch

POONCH, Nov 24: Police personnel, assisted by 20 Punjab and 17 Rashtriya Rifles, today gunned down two hardcore militants of Lashkar-e-Toiba outfit after a fierce gun-battle at Hari Budha in Surankote area of this district. Three policemen were also injured in the encounter.

Both the slain mercenaries hailed from Pakistan occupied Kashmir (PoK) and were operating in Surankote for the past quite sometime.

Official sources said that police personnel drawn from Mandi and Sabjian police station and 13th battalion of Jammu and Kashmir Armed Police (JKAP), assisted by the troops of 20 Punjab and 17 Rashtriya Rifles, cordoned off Arbal Mohalla in Hari Budha area of Surankote late last night. The operation was launched on the basis of a tip off about the presence of militants in a hideout.

The encounter between security forces and militants started in the wee hours of this morning when latter resorted to use of indiscriminate firing on the former and also lobbed grenades. A fierce gun-battle ensued between the two sides which continued till 0830 hours in the morning.

Both the hiding militants were shot dead by police and army personnel during the exchange of firing. Three police constables were also injured in the encounter while fighting bravely with the militants. The injured were admitted in the district hospital here where their condition was stated to be stable. The injured cops have been identified as Mohammad Rafiq and Surjeet Kumar, both constables of JKAP 13th battalion and Bagh Hussain, a Special Police Officer (SPO).

Bodies of both the slain militants were recovered from the scene of encounter. They were identified as Abdul Rashid alias Abu Saidullah and Abu Katal Ashkari, both residents of village Sundri in Faisalabad area of PoK.

Abu Saidullah was commander of Lashkar-e-Toiba for Hari Budha. He was operating in the area for the past more than six months. A large quantity of arms and ammunition was recovered from the scene of encounter which include two AK-56 rifles, six grenades, two pouches and one wireless set.

SSP Poonch Mr J P Singh has left for the spot to supervise the further search operations in the area. DySP Headquarters, Mr Sardar Khan was already camping at the spot. Senior officers of army also visited the spot

Police and army personnel continued with their search and cordon operation in Hari Budha to track down other militants involved in the encounter.

This was third successful operation carried out jointly by police and army personnel in the area, known as militants’ hub. The killings of two top LET activists has delivered a major blow to the foreign mercenaries.

Complaints only to bringdown effectiveness of Army
96 pc rights abuses allegations against Army proved fabricated

JAMMU, Nov 23: Notwithstanding hue and cry by the so-called Human Rights Activists over the alleged atrocities by security forces, indepth investigation of such cases has revealed that 96 percent of them were only aimed to malign the security forces.

Investigations expose gimmicks of so-called Human Rights organisations, operating to accomplish nefarious designs of insurgents.

Investigation reports made startling revelation that over-ground terrorists have been levelling rights violation charges not only to get attention of the world community but also to bring down the operational effectiveness of the Army. Investigations revealed that allegations of human rights violation were made only against those officers and units which were effectively dealing with terrorists activities.

According to Maj Gen C S Brar, GOC, Delta Force, series of human rights allegation were made against a Rashtriya Rifle unit discharing excellent duty in the militancy plagued areas of Doda district. Even, there were number of RR units which were performing their duties in that area but rights abuses allegations were labeled only on a particular unit just to defame and to bring down its effectiveness.

Major General was of the view that after repeated rights abuses allegations there was a down fall in the performace of the unit and the militants were able to carry out a big massacre on June 19 at Chapnari which fell in the area being looked after by that unit.

As number of officers and jawans were involved in the proceedings of the inquiries initiated on the ‘fake’ human rights violation cases there was a downswing in the unit’s performance.

Since the eruption of insurgency in the State, 955 complaints of Human Rights violation by armed forces were lodged. Interestingly, 96 percent of the complaints after thorough investigation, were found fake, manipulated and fabricated with a sole aim to defame the Army.

Out of total 955 complaints, 822 cases were thoroughly investigated to initiate action against those involved in abusing the rights.

Surprisingly, out of 822 alleged violation cases only 24 proved true while 798 reports were found fabricated and prevaricating. Remaining 133 cases are still under investigation to bring the truth before the people.

India Army’s commitment towards honouring Human Rights of every individual indicates from the report that about 56 Armymen, of all ranks, found guilty in the rights violation cases, have been punished.

Since January 90 to October this year, Army authorities have taken suitable action against 21 Officers, 3 JCOs and 32 other ranks.

Though the on-going proxy war in the Jammu and Kashmir State is controlled by the foreign mercenaries with the help of Pakistan, Army troops still have restricted themselves to use heavy weapons. "To minimise casualties of civilian, we, number of times received high casualties", said an Army Officers while narrating some incidents how militants had used civilians as shelter.

On September 8, 1999 at Trehgam, Army troops conducting the operation exhibited overcautiousness to protect lives of the civilians, resulting into the death of two Armymen.

"Issue of Human Rights does not merely concern the life and liberty of civilian but has a fundamental bearing on the troops also", said Maj Gen A S Kanwar, adding, "it is essential to maintain discipline in the armed forces".

In order to ensure that the image of the Army is not tarnished because of the adverse propaganda by the media, a special Human Right cell has been set up at the Army Headquarters. This cell co-ordinates and applies measures for curbing excesses during anti-insurgency operations. Thus it provides permanent support in order to minimise violations, deny propaganda mileage to militants and counter the growing international criticisim of India’s human right record. It is worthwhile to mention that India is the only country in the world after USA to institutionalise Human Rights concern at the defence force level.

Furthermore, Eminent journalist, now a Minister in the Union Ministry, Mr Arun Shourie, in a recent seminar had revealed how Peoples Union for Civil Liberties (PUCL), "so-called" Human Rights organisation had prepared a rights violation report without visiting the affected areas.

Searches in Mahore area

UDHAMPUR, Nov 24: Army today launched a search and cordon operation at Sildhar area of Mahore in this district after developing an information about militants’ presence.

Official sources said the army personnel, assisted by Special Task Force (STF), engaged a group of militants in the encounter for more than three hours. After a fierce gun-battle, the militants managed to escape.

There was no casualty on either side in the encounter, the sources said, adding additional reinforcement of troops has been rushed to the spot to continue the search operations.

Meanwhile, a police bulletin said that Mahore police seized 80 litres of lahan from the house of one Mansa Ram while Rhembal police arrested an absconder Sham Lal and Baldeep Singh.

PM asks armed forces to maintain vigil
Militancy coup in Pak may increase violence in J&K

NEW DELHI, Nov 24: Prime Minister Atal Bihari Vajpayee today cautioned the armed forces that military takeover in Pakistan has increased the possibility of escalation of Islamabad-backed proxy war in Jammu and Kashmir and assured them that their defence needs would be met.

An important lesson of the Kargil conflict was that conventional capability had not lost its relevance despite nuclear capacity, Vajpayee told the combined commanders’ conference of the Army, Navy and Air Force here.

Noting that the coup in Pakistan had increased the possibility of proxy war in J and K, he asked troops to maintain constant vigil.

He said the country’s defence needs would be met and no shortage of funds would be allowed to come in the way of defence preparedness.

Defence Minister George Fern-andes, who also addressed the conference, underscored the need for raising the budgetary allocation for defence proportionate to rise in gross domestic product.

There should be no overlooking of the needs of defence and the necessary resources should be made available, Fernandes said.

The annual conference was also attended by Home Minister L K Advani, Army Chief Gen V P Malik, Navy Chief Admiral Sushil Kumar and Chief of the Air Staff A Y Tipnis, Cabinet Secretary Prabhat Kumar and Principal Secretary to Prime Minister Brajesh Mishra besides top Commanders.

Referring to India’s relations with its neighbours, Vajpayee, who addressed the Commanders jointly for the first time since the Kargil conflict, said there had been improvement in relations with China despite certain outstanding differences.

He expressed concern over the situation in Taliban-controlled Afghanistan where terrorism and extremism had affected India’s security environment.

Outlining New Delhi’s stand, he said outside interference in Afghanistan must stop.

Reaffirming India’s commitment to peace and development and a more just international economic order, Vajpayee said there should be global nuclear disarmament while pointing out that as a sovereign nation India would make its own assessments about its security concerns.

The Prime Minister called for a detailed study of the country’s security needs on the basis of which India’s defence policy should be formulated.

A new approach in this regard has been made with the formation of the National Security Council, he said.

He stressed the need for high-technology equipment and force multipliers and said necessary funds would be allocated and a high state of operational preparedness should always be maintained.

Emphasising that indigenous defence production was vital to ensuring self-reliance, Vajpayee commended the role of the defence undertakings during the Kargil operations. In his address, Fernandes said that there should be utilisation of funds in a cost effective manner for which joint planning by the services, the ministry and the Defence Research and Development Organisation (DRDO) was essential.

The Defence Minister outlined the various measures taken by DRDO to implement its plan for increased self-reliance in defence.

A large number of products including missile systems and electronic warfare systems have already been developed, he said, adding that the perspective plans covering up to the 10th five year plan period by the ordinance factories and the defence public sector undertakings were under preparation in consultation with the services.

Referring to the Kargil conflict, Fernandes said the Pakistani misadventure was not an aberration but part of the chain of events starting from 1947-48.

Commending the three services for jointly foiling the nefarious designs of Pakistan, he said the Air Force through its strikes helped in the hurried withdrawal of the enemy troops. The preventive actions by the Navy contributed to Pakistan not daring to escalate the conflict, he said. (PTI)

Faleiro quits resigns
Sardinha new Goa CM

PANAJI, Nov 24: On a day of fast-paced developments, Chief Minister Luizinho Faleiro today resigned ahead of trust vote in the Goa Assembly and an 11-member Cabinet headed by Francisco Sardinha and comprising Congress rebels was sworn in ending a week of turmoil in the tiny State.

Dayanand Narvekar of the Congress breakaway group was sworn in as Deputy Chief Minister.

The Governor Lt Gen (Retd) J F R Jacob administered the oath of office and secrecy to the new Ministers all of whom are of Cabinet rank.

Soon after swearing in, Sardinha told reporters the State BJP, having 10 MLAs favoured joining his Ministry but was awaiting a green signal from the party high command while the two-member MGP and an NCP member as also an independent would support his Government from outside.

In Delhi, BJP general secretary Sangpriya Gautam, in charge of party affairs in Goa, announced the party would join the Sardinha Ministry.

Sardinha had earlier said the BJP would get three berths in his Ministry.

Faleiro, in a last-ditch effort to save the Congress Government, resigned but the 11 rebels headed by Sardinha spurned offers of a patch-up.

The party position in the 40-member House is: Congress 15, breakaway Congress (Sardinha) 11, BJP 10, MGP 2, NCP 1 and independent 1.

The Governor asked Sardinha to prove his majority in the Assembly within 21 days but the Chief Minister told reporters that he would do so earlier.

Sardinha, along with three other Ministers Dayanand Narvekar, Somnath Zuwarkar and Subhash Shirodkar and Deputy Speaker Alex Sequeira and six MLAs broke away from Congress on November 19 as the Congress mounted a salvage operation by rushing in senior leaders Govindrao Adik and Ramesh Chennithala for a rapproachment.

The rebels put up stiff conditions including the removal of Faleiro and installation of all the rebels as Ministers.

Congress president Sonia Gandhi sounded optimistic even yesterday saying the Congress Ministry will certainly survive the confidence vote and that she would not reveal the party’s strategy before the trial of strength.

However, the rebels remained adamant leaving Faleiro with no option but to step down. (PTI)

APHC leaders release demanded
Mufti for unconditional talks with Kashmiris

SRINAGAR, Nov 24: Jammu and Kashmir Peoples Democratic Party (PDP) headed by former Union Home Minister Mufti Mohammad Sayed reiterated that only unconditional dialogue with the people of Kashmir would help to restore normalcy in the state.

A 17 point resolution adopted during the one day party convention here today said that bullet for bullet is no answer to the present turmoil in the state.

It said only way to restore normalcy is to hold unconditional and meaningful dialogue with the people of Kashmir, particularly youths, to silence the guns.

Blaming Centre and State Governments for present situation, the PDP expressed concern over what it said increase in militancy during the past few months.

The speakers, including Mr Mufti alleged that ruling National Conference Government headed by Chief Minister Dr Farooq Abdullah has failed on all fronts.

They said after the 1996 elections, people of the state, particularly in the Valley were hopeful that their problems would be solved by National Conference Government. But, he alleged, custodial killings, rape, torture continued without any check and all developmental works are standstill.

He said State Government is spending crores of rupees on unproductive schemes while people who suffered due to floods were not given any help.

He said the recent attack on Army Cantonment, Civil Secretariat has exposed State Government claim that normalcy has returned in the Valley.

Mr Mufti said the recent increase in the militancy was due to wrong policies of Centre and State Government.

The resolution adopted at the end of the convention demanded unconditional and immediate release of leaders of All Party Kashmir Hurriyat Conference and other political parties besides innocent youths detained in different jails and interrogation centre in and outside the state.

The resolution further demanded that immediate measures should be taken to stop custodial killings, rape, torture and other human rights violations.

Expressing concern over the number of unemployed youths in the state it said there is every possibility that these youths may join separatist organisations if immediate steps were not taken to provide employment.

The resolution said the state needed a broadbased industrial policy besides need to provide every help to promote tourism, fruit industry and saffron growers.

PDP believes that genuine demands of government employees, teachers should be accepted and efforts should be made to improve education system in the state.

It also blamed the Government for destruction of vast forest area by illegal felling of trees. And not taking steps to improve the condition of Jehlum river and its tributaries.

Demanding immediate construction of damaged bridges across the Valley, the resolution said people particularly those who are ill are facing problems in the absence of proper road communication.

The resolution also demanded that immediate steps be taken for the rehabilitation of Kashmiri migrants.

The resolution appeals to all like minded parties to come forward and help restore normalcy in the state.

It said the PDP will continue its struggle for the basic democratic rights of a common man and also against innocent killings and rape in the state. (UNI)

JAMMU, Nov 24: The State Government today ordered transfers and postings of four Executive Engineers (Mechanical).

Official sources said Mr V K Avasthi, Executive Engineer, Mechanical North Jammu has been transferred and posted as MED Jammu vice Mr A K Gandotra. Mr B N Koul, Executive Engineer Mechanical Rural Division, Jammu has been transferred and posted as Technical Officer of Chief Engineer, MED, Jammu.

Mr A K Gandotra, Executive Engineer MED Jammu was transferred and posted in PHE Mechanical North Jammu in place of Mr Avasthi. Mr B K Gupta, Executive Engineer, awaiting orders of posting, was posted in Irrigation and Flood Control, Jammu against an available vacancy.

Al-Fateh militant outfit wiped out

SRINAGAR, Nov 24: The Border Security Force (BSF) today claimed it had wiped out the pro-Pakistani Al-Fateh militant outfit in Kashmir valley after arresting its last top militant.

Javid Ahmad Najar alias Umer Farooq (code name Maga) was acting as a self-styled company commander after the outfits’ top eight leaders and many activists nabbed recently, Deputy Inspector General (DIG) of BSF, R P Singh told PTI here.

He said the militant was arrested from Reshi Mohalla area of Habbakadal in downtown Srinagar last evening following a trap laid by BSF on a specific information.

Javid, who hails from Pather Masjid locality here, is wanted in connection with the killing of three National Conference leaders and a number of grenade and firing incidents aimed at security pickets and patrols in Srinagar and Badgam district, the BSF officer said.

The militant during questioning confessed that he had been involved in grenade throwing incidents on BSF posts and patrols at Ali Kadal, Nawab Bazar and pistol firing incidents at Arambagh, Jamalatta and Rishi Mohalla area of downtown Srinagar after his return from Pakistan, where he had undergone weapon-training, he said.

A sophisticated wireless set and a grenade were recovered from his hideout in Bemina area here.

The 22nd battalion of BSF had already caught 18 active members of Al-Fateh including its self-styled chief commander, military chief and financial chief during the past two months and with this catch, Al-Fateh force had almost been wiped out, Singh said. (PTI)
