caused by scooter bomb Excelsior Correspondent SRINAGAR, Nov 23: Five persons, including a National Conference (NC) block president, were injured when a bomb hidden in a scooter exploded outside the heavily-guarded headquarters of the ruling party here today. The two-wheeler packed with powerful explosives, parked by suspected militants in front of Nawai Subh complex housing the central office of NC, exploded at around 1130 hours when more than 20 leaders and activists of the party were inside the building, official sources said. Block president Mohammad Anwar Shangloo, three policemen and an auto driver were injured in the explosion. Four parked light vehicles and a motor-cycle were damaged and windscreens of adjoining buildings were smashed under the impact of the blast, the sources said. However, Inspector General of Police, Kashmir, Gopal Sharma, said four persons including two policemen were injured adding militants were behind the incident. Police has started investigation into the incident and the culprits will be nabbed soon, he said, adding patrolling had been intensified and Nakas had been laid in the city and the outskirts. Security forces sealed off the entire area but none was arrested in connection with the blast, the sources said. No militant outfit has claimed responsibility for the explosion so far. The injured, who included Head Constable Mohan Lal, Constables Ghulam Hassan, Riyaz Ahmad and Bashir Ahmad (auto-driver) were shifted to hospital, where Riyaz was discharged after first aid, the sources said. Ghulam Nabi Shaheen, provincial president of National Conference, Kashmir said he and other leaders of the party were in the headquarters when the blast rocked the area. This is the first time that the party headquarters had been targeted by militants after NC came to power in 1996. Extremists had bombed the party headquarters in downtown Srinagar in the early stages of militancy following which the central office was shifted to Nawai Subh complex. The scooter bomb attack is the latest in a series of militant attacks in the last few months. Ultras launched grenade attacks on Civil Secretariat twice and stormed the Army headquarters in separate attacks since September. Meanwhile, a top militant of the banned Hizbul Mujahideen and a security jawan were killed and two injured while security forces arrested a Pakistan-trained ultra in Kashmir since last evening. Police assisted by Border Security Force (BSF) shot dead a self-styled battalion commander of the banned Hizbul Mujahideen in an encounter at village Haigam in Sopore area of Baramulla district in north Kashmir today, Inspector General of Police, Kashmir, Gopal Sharma, said today. The militant, identified as Bashir Ahmad Mir, was wanted in a number of insurgency-related incidents and his death is considered a major blow to militancy in north Kashmir, Sharma said. A pistol and a wireless set were recovered from the slain militant, he said. In another operation, BSF and the state police arrested a Pakistan-trained militant Javid Ahmad Najar alias Javid Kachroo alias Maqbool, accused of three murders and four grenade explosions, from Tankipora area of downtown Srinagar today. The ultra, affiliated with the Al-Badre outfit, was allegedly involved in the killing of two National Conference leaders, Abdul Rehman Tramboo and Mohammad Shafi Sofi, and another person. He was also alleged to be behind the grenades attacks at Nawakadal, Dalal Mohalla, Urdu Bazaar and police station Maharajgunj, the Police Chief said. A wireless set, a grenade and some documents were recovered from the captured militant who is being questioned, he added. In another incident, militants hurled a grenade at a security picket near Victory Crossing in Khanyar area of downtown Srinagar today. The grenade fell short of the target and exploded on the road, wounding a pedestrian, he said. He said militants also shot at and injured a shopkeeper at Chinkral Mohalla in Srinagar last evening. The victim was rushed to hospital where he was operated upon, the spokesman said adding his condition was stated to be stable. |

Sonia asked to change ideology NEW DELHI, Nov 23: In the wake of its worst electoral debacle, Congress president Sonia Gandhi has been asked to emulate Britains Labour Party leader Tony Blair who made dramatic changes in the party ideology and strategy to spectacularly ride back to power in 1997 after four consecutive defeats. The suggestion has been made by senior Congress leader, V N Gadgil in a note presented to Gandhi stressing the need for modernising, remodelling and redefining Congress ideology as was done by the Labour Party after 1987 in view of changed perceptions about Hindutva and secularism among the people. Harsh introspection was made by the Labour Party in a similar situation, when it lost four consecutive parliamentary elections and was kept out of power for 18 years, Gadgil said adding that Congress must learn from this British experience. Gadgil emphasised that the Congress must realise that 70 per cent of the voters in the last four Lok Sabha elections had not accepted certain aspects of the party ideology and policy. In this regard, he wanted the party to cultivate the middle class which is the real opinion maker. He also stressed the need to revise the partys perception of the BJP which was no longer a Brahmin and Baniya Party. We must also analyse why a party (BJP) which got only two Lok Sabha seats 14 years back has now got 182 seats. The political reality is that Hindutva does appeal to a large number of Hindus. Asserting that this reality must be accepted before devising any strategy for revival of Congress party, Gadgil also underlined that BJP had won majority of Scheduled Castes and Scheduled Tribes seats of Lok Sabha. Besides, it has also brought about deliberate changes accommodating many Backward Castes in the party structure and leadership, he said adding that they had mobilised about 30,000 Dalits at the time of Kar Sewa at Ayodhya. We cannot judge RSS or BJP of today by what they were 50 years back. If we call them communal and fascist, it hardly makes any impact on the majority of voters, who belong to the age group of 18 to 35. To them, fascism or communalism does not convey anything sinister, he said. Turning to the partys basic policies, he said secularism was the most controversial part of the Congress ideology. The best source of basic ideology of a party is, of course, its constitution....It mentions that the object of the Indian National Congress is to establish a socialist state based on parliamentary system of Government, but it does not mention a word about secularism. He noted that the party constitution was revised after independence by no less a person than Pandit Nehru. Besides, the words socialism and secularism have acquired a peculiar connotation in India in the last 50 years, he said. Gadgil said to most people, socialism means statism and nationalisation of everything. Similarly, secularism for a very large number of Hindus means anti-hinduism and solitude for Muslims. He said it would be better to use the phrases of mixed economy and plural society instead of socialism and secularism. Listing democracy, socialism, planning, self-reliance, non-alignment and secularism a six basic concepts of Congress ideology, Gadgil, who is a permanent invitee to the party working committee, said all these concepts needed to be re-debated. In my view, time has come to examine whether 70 per cent of the voters have consistently voted against the Congress because they no longer approve the Congress ideology and policies, he said adding the party had lost four consecutive Lok Sabha elections and its vote share had come down to less than 30 per cent. Elaborating on the need to cultivate the middle class, he said India today had the biggest middle class in the world and its strength is around 25 crores. Stating that a lot of people were attracted to the Congress as a result of Indira Gandhis programme of Garibi Hatao in 1971, he said a large number of these people entered the lower middle class in the last 25 years mainly due to the partys policies. It is this very class which has now gone against the Congress and is attracted by cultural nationalism of BJP. (PTI) |

religious fervour Excelsior Correspondent JAMMU, Nov 23: The 531th birth anniversary of Guru Nanak Dev, the founder Guru of Sikhs, was celebrated across Jammu province today as Parkash Divas with religious fervour. Dewans were organised in several Gurdwaras where people offered prayers. Gurdwaras in Jammu City and outskirts had been decorated by the people giving them a festive look. Right from the morning, the people including men, women and children had started visiting the Gurdwaras to offer tributes to Guru Nanak Dev. People were seen exchanging greetings outside the Gurdwaras and other places. The main function of Gurpurab was held at Gurudwara Maharani Chand Kour near Gumat where a huge gathering offered prayers. The Sangat also passed several resolutions highlighting the demands of Sikh community. The resolutions, approved by the Gurudwara Parbandhak Committee (GPC), took strong exception to non inclusion of a Sikh in the State Cabinet. "This is for the first time that no representation has been given to Sikhs in the Government", a resolution passed by the Sangat pointed out. It said Chief Minister Dr Farooq Abdullah was approached several times by the representatives of Sikh community seeking Cabinet berth for a Sikh. "Everytime the Chief Minister promised to include a Sikh in the Government", the resolution said but regretted that the promise was never fulfilled. It demanded immediate inclusion of a Sikh Minister in the State Government. The GPC reiterated its demand for awarding compensation to the victims of 1984 and January 1989 riots in Jammu. The victims of 1984 riots have been compensated in New Delhi but no compensation has been given to same riot victims in Jammu, another resolution said. It demanded that Ansari Commission report, which probed January 1989 riots, be made public and its recommendations implemented. Another resolution, passed by the Sangat, voiced concern over the actions of certain disgruntled elements who had allegedly threatened Jathedar Giani Kewal Singh, Jathedar Takht Damdama Sahib and tried to stop them from participating in the Dewan. The Sangat warned such self styled leaders of fake Sikh organisations that they should restrain themselves from their nefarious designs otherwise the community will teach them a lesson. Another resolution appealed to the State Government to make proper amendments in Gurudwara Act for smooth functioning of Gurudwara Parbandhak Committee of the State. The Sangat extended thanks to Prime Minister Mr Atal Behari Vajpayee for giving representation to Sikhs by induction Mr Sukhjinder Singh Dindsa in the Union Cabinet. The GPC resolution signed by its president, Mr Surinder Singh, criticised the Chief Minister for not keeping up the promise of introducing Punjabi language in educational institutions by April this year. The assurance was made on January 5 this year on the occasion of birth anniversary of Guru Gobind Singh. The resolution appealed to the Government to give Punjabi its due place and arrange Punjabi teachers in the school. The Sangat condemned Pakistan Government for taking over control of all Gurdwaras in Pakistan. They appealed to the Centre Government to initiate dialogue with Pakistan Government on the issue. Another resolution by the Sangat demanded declaration of a holiday on Shaheedi Divas (death anniversary) of Guru Teg Bahadur as has been done by the Delhi Government. India has no aggressive designs : Jaswant HONG KONG, Nov 23: India would play a significant rolepolitically and economicallyin the 21st century with the Government unleashing economic reforms and eradicating poverty, External Affairs Minister Jaswant Singh today said. I see India as a factor of stability of reassurance and of peace in Asia, Singh told an elite group of Hong Kongs business and finance community. India has no aggressive designs against anybody. It has no aggressive ideology, he said speaking on the topic- India and the new millennium. Assuring to undertake more economic reforms and plans to eradicate poverty, he said the present Indian Government had an ambitious legislative process in the upcoming winter session of Parliament beginning November 29. As we move along the path of economic development more and more, India will emerge as a factor of stability in the whole of Asia, Singh, who is here on a days visit to Hong Kong said before emplaning for Tokyo for a four-day visit. Singh said India would witness seven to eight per cent economic growth in the foreseeable future while all other economic indicators were showing positive signs. The meeting was organised by the Asia Society. The External Affairs Minister described the 20th century as the most violent and destructive century, during which mankind saw much greater warfare, much greater destructive power and the development of weapons of mass destruction. Singh, a former armyman, remarked that no one knew warfare better than a soldier and no one shunned violence more than a soldier. He rejected the general view that India faced political instability due to three general elections and five Governments in a decade. General elections in India went on smoothly with some 615 million electorate participating, he noted. The size of the Indian electorate was more than the combined electorate of the United States, Canada and entire western Europe. Moreover, 55 to 60 per cent of the electorate have generally cast their vote during successive elections, he added. This is not an indication of instability. It is of enormous stability of Indian systems, Singh said. The most challenging task in any form of Government is to find orderly, democratic succession from one Government to another, he said adding that India has demonstrated to the world the stability of the Indian systems and democracy. Referring to the military coup in Pakistan, Singh said India was concerned about the developments in Islamabad. About Pakistans nuclear programme, he said it was well known to all what was implicit has come explicit. On his nine rounds of talks with US Deputy Secretary of State Strobe Talbott, Singh said that it has led to greater understanding of each others perceptions. The rounds of discussions are to achieve harmony, greater harmonisation of our respective view points, he said. I am not engaged with the US to either persuade them to tilt one way or another, contain one or another. Sino-Indian talks on border issue today NEW DELHI, Nov 23: India and China will hold the seventh round of expert-level talks on the boundary question here tomorrow aimed at promoting mutual understanding and trust to find an amicable solution to the protracted problem. Experts from diplomatic and military spheres will convey the outcome of the meeting to the joint working group which last met in Beijing for the 11th round. The Chinese delegation will include Deputy Director General of Asia Department and have officials from the Defence Ministry and the Peoples Liberation Army while the Indian side includes Sujan Chenoy, Director (China) in the External Affairs Ministry besides officials from the Defence Ministry, Army Headquarters, Home Ministry and Surveyor General of India. A decision to hold this meeting was taken during the visit of External Affairs Minister Jaswant Singh to China in June this year when he held wide-ranging discussions with his Chinese counterpart Tan Jianxuan. Discussions have been underway to narrow differences and clarify positions along the Line of Actual Control. China, which has termed the boundary question as a "complicated issue left over by history", has maintained that it has adopted a "positive" attitude towards peaceful solution through friendly talks in accordance with the principle of mutual understanding and accommodation. Beijing has contended that pending its final solution, peace and tranquillity must be maintained along the Line of Actual Control (LAC) in the border areas. The expert committee, which submits its recommendations to the JWG, was constituted under the agreement on confidence building measures signed by the two countries during Chinese President Jiang Zemins visit to India in 1996. AGARTALA, Nov 23: Within a span of 30 hours, tribal guerillas struck again gunning down two forest guards and their driver, critically injuring another and looting several firearms at Uttarmaharani in West Tripura district today. Five other forest guards were also missing following the ambush. Police said here the militants ambushed the vehicle of a team of forest guards at Uttarmaharani under Kalyanpur police station killing two of them and their driver on the spot. Another guard was seriously injured in the attack. The victims were patrolling the area. Additional security forces led by senior police officials reached the spot, 45 km from here, and launched a massive combing operation to nab the militants. The incident took place at about 1300 hours today. A joint combing operation by the Tripura State Rifles, Assam Rifles and Central Reserve Police Force is on in South Tripura district to nab the militants, who killed eight police personnel, injured five others and looted eight firearms on Monday. Four suspected militants were detained in connection with yesterdays killings at Banduar. (UNI) |

better than India ISLAMABAD, Nov 23: The petition filed in the Supreme Court by the Pakistan Muslim League (PML) to challenge the October 12 military takeover urges the judiciary to stand up and be counted, and compare the economies of India and Pakistan to prove that the Islamic country has not done too badly on the financial front. Pointing out that in the previous constitutional deviations (the Zia-Ul-Haq regime) an attempt was made to tame the judiciary by compelling judges to take a fresh oath of office under the Provisional Constitutional Order (PCO), the petition asks: what should be the judicial response (now)...It can submit tamely to the military might but at the cost of its self-esteem and the prestige of the nation. The petition states that the most important impediment to economic revival have been the economic sanctions imposed by the United States, after the May 28, 1998, nuclear explosions. "It has become fashionable in certain circles to decry Pakistan as a failed state. Prophets of gloom abroad, and their faithful acolytes at home, derive a malicious pleasure in running down Pakistans performance as a nation." In point of fact, if a comparison is carried out, on the basis of economic statistics covering the past half century, it can be seen that Pakistans economic performance has been substantially superior to Indias. In 1947 Pakistan started virtually with no industry, very little infrastructure, a highly restricted business class, lacking experience and capital, and far fewer natural resource than India. Nevertheless, the position is that Pakistan has a per capita income of approximately 480 dollars as against 380 dollars of India. This is a remarkable achievement. The petition reveals that the Muslim League Government was offered five billion dollars to refrain from pursuing the nuclear option. The economy would certainly have revived if it had chosen the path of economic prosperity as against national security, the petition says. In the representative petition, drawn by former Law Minister Khalid Anwar and filed yesterday, the PML has impleaded the Cabinet Secretary, Chief of Army Staff, General Pervez Musharraf and the National Security Council as respondents. The defence team will be headed by Khalid Anwar, suspended Senator Rafiq Rajwana and advocate-on-record Abu Al Asam Jaferi from Lahore. The petitioners have not filed a separate application for interim relief, neither have they asked for early hearing, a report in The Dawn said. The joint petition states that the proclamation of emergency and the PCO lack constitutional validity and legitimacy and are violative of the fundamental rights of the people. "They should be declared ab initio void." The petition says that the FIR registered against the Prime Minister and others was in sharp contrast to the version of the Chief Executive. The first information report is a rambling, disjointed and self-contradictory document. The FIR totally disregarded to clear statement of the Chief Executive in which he had unambiguously clarified that the captain of the aircraft was permitted by the control tower to fly to Nawabshah. The central point which emerged from the facts, narrated by the Chief Executive, the petition stated, was that there was no legal justification whatsoever for overthrowing the constitution. "Nothing has been brought out to justify such an extraordinary action." "The PML Government which was elected with the largest majority in the history of the country had only completed half its term of office. The country was calm and peaceful. The Kargil crisis had been overcome and events were proceeding in the normal course." The petition says that the proclamation of emergency gave no reason whatsoever as to why the emergency had been imposed. It added that the Chief Executive had stated that his action was in the nature of a counter-coup . In other words, by implication what was being stated was that the action of the former Prime Minister in removing him from his office amounted to a coup detat. There can be no doubt that the Prime Minister has clear discretion of his own to appoint one as the Chief of the Army Staff. He is not bound to appoint the senior most officer. The petition said the argument that the army had come to strengthen institutions was not sustainable. Questioning the appointment of Coas as Chief Executive, the petition stated that before someone could assume an office, it had to exist. No such office as Chief Executive of the Islamic Republic of Pakistan exists. A country cannot and ought not to be equated with a private limited company that it should require a Chief Executive. The cumulative wisdom of mankind over the centuries say that so vast an agglomeration of powers ought not to be entrusted even to the best of men. Power is best exercised in consultation with others and subject to the checks imposed by institutional structures. The petition says that the seven-point agenda of the Chief Executive was entirely non-controversial. Same objectives could also be found in the manifestos of the different parties within the country. The petition further states that the version of former Prime Minister Nawaz Sharif was not yet available to the public since he has been held incommunicado. (UNI) |

VARANASI, Nov 23: Union Home Minister L K Advani today warned Pakistan of a Kargil-like response if it did not refrain from cross-border terrorism in Jammu and Kashmir and border areas. If Pakistan did not refrain from creating disturbances, a befitting reply would be given to it like that in Kargil, Advani told reporters here. Advani, here in connection with a function at the Buddhist pilgrimage centre Sarnath, said the Government would move Bills for granting statehood to Uttaranchal, Vananchal and Chhattisgarh in the winter session of Parliament. Outlining the Governments priorities, Advani said an electoral reforms Bill and a National Population Policy were under consideration. On BJPs strategy in Goa, where Congress ministry is facing trust vote tomorrow, Advani said his party would vote against the Faleiro Government but did not comment when asked if BJP would join the next Government in the state. The Home Minister rejected Congress demand to impose Presidents Rule in Tripura. Para-military forces in adequate numbers would be given to Tripura to check militancy there, Advani said, adding the Tripura Chief Secretary met the Union Home Secretary in Delhi in this connection yesterday. On the issue of appointing a new president for Uttar Pradesh BJP in place of Rajnath Singh who was inducted in the Union Cabinet, he said a decision in this regard would be taken soon by the party leadership.(PTI) |
Kargil Panel report by mid-December NEW DELHI, Nov 23: The high-level committee probing the events that led to the Kargil conflict will submit its report to the Government by December 15, its chairman K Subrahmanyam said today. Subrahmanyam told reporters after meeting Prime Minister Atal Bihari Vajpayee that the three-member committee had examined Ministers, officers of the armed forces and senior Government officials who were concerned with the issues relating to Kargil at that time. We have met a large number of people who were involved in all these issues at various places. You will have to wait and see, he said in reply to questions. While declining to reveal details of the committees findings so far, Subrahmanyam said he discussed with the Prime Minister whatever happened at that time. Official sources said the report of the committee, which was also examining possible failure of intelligence leading to the Kargil conflict, was In its final stages and would be submitted to the Prime Minister. The committee had visited Kargil and Srinagar couple of times as part of their investigations. (PTI) |

2 injured Excelsior Correspondent JAMMU, Nov 23: A Sub Inspector and an SPO were killed and two policemen were injured when an escort vehicle of Union Minister of State for Civil Aviation Prof Chaman Lal Gupta met with an accident at Bhalla in Doda district this afternoon. Official reports reaching here said Prof Gupta was on way from Bhaderwah to Pul Doda in connection with two day tour of the district. The escort vehicle belonged to local Bhalla police post. The vehicle skidded off the road and turned turtle before rolling down about 50 feet deep into a gorge. Sub Inspector Bibber Singh, Incharge police post Bhalla and SPO Raj Kumar were killed in the accident while two cops were injured. The injured have been identified as Jagdish Raj, Special Police Officers (SPO) and Abdul Gafoor, a constable. The injured have been hospitalized. Prof Gupta has extended condolences to the family of deceased police officers. He asked the doctors to provide good medicare to the injured cops. Meanwhile, in other accident two persons were injured in and three others including a teen-aged girl made abortive attempt to end their lives. According to police reports, a young girl identified as Babli Devi daughter of Puran Chand of Bari Brahamana sustained critical injuries when she was hit by a speeding scooter at Bari Brahamana this morning. She was immediately rushed to Government Medical College Hospital where her condition was stated to be improving. In another road accident, a house-wife identified as Asha Ganjoo wife of S N Ganjoo of Bakshi Nagar sustained critical injuries after being hit by negligently driven matador at Bakshi Nagar. Some passers-by immediately rushed to the spot and shifted her to hospital where her condition was stated to be critical. Police have registered a case in this connection and held the matador driver on charge of rash and negligent driving. Meanwhile, three persons including a teen-aged girl made abortive attempt to end their lives by consuming some poisonous drug at their residence. They were shifted to hospital when spotted unconscious by family members. Doctors attending them immediately washed their stomach and provided them superficial treatment. Their condition was stated to be improving now. They have been identified as Sat Paul son of Sham Lal of Raipur, Sanjay son of Hans Raj of Nagrota and Mamta Devi daughter of Sardari Lal of Merpur. Threat to hand over Chandrika to Prabhakaran COLOMBO, Nov 23: Sri Lankas main opposition leader Ranil Wickramasinghe has threatened to handover President Chandrika Kumaratunga to the Tamil militants, if elected, to rid the island nation of ethnic conflict. I shall not handover the country to the Liberation Tigers of Tamil Eelam but I shall if necessary handover Chandrika Bandaranaike Kumaratunga to them, Wickramas-inghe was quoted as saying by the state-run daily news at an election rally in Southern Polgawela for the December 21 presidential polls. My motive is to win the election and work for the whole country free of political rivalry. Therefore, if people accept me please cast your vote for me. I shall not hand over the country to Prabhakaran, however, I shall if necessary hand over Chandrika Kumaratunga to Prabhakaran, the leader of the United National Party (UNP) said. Kumaratunga, in reply, told her partys election rally at Baddegama in South that Wickramasinghe has a secret plan to end the war by handing over Eelam, a separate Tamil state, to the LTTE. Wickramasinghe should reveal peace plan to the nation before having unconditional talks with Prabhak-aran, she said adding the UNP leader should guarantee that Prabhakaran would return the North-East after two years with a promise that he would not invade other parts of the country.
