Hike in Board Fee Sir, The authorities of the J&K Board of School Education have given the proof of their prudence by issuing corrigendum pertaining to Order No. F(ADM-B) CU 99, dated 22.10.99. The last date for submission of applications for the post of Junior Assistants has been extended upto 30th of November, 1999, and under the new amendment the applicants now will have to deposit their applications alongwith Bank Drafts of Rs 300/- instead of Rs 600/-. The public as well as the various organisations has welcomed this decision of the Board authority. But so far as the question of enhancing the various fees of the Board is concerned, the Board authorities do not deserve any appreciation. In this connection, they have given the proof of their ruthlessness towards poor and helpless students of this state. The public and various organisation do not and will not press upon the Board authorities to spare such candidates who do not submit their fee and admission forms in time. They must be penalised, but the penality should be limited. Late fee for Ist count of 7 days from the last date of submission of forms and fee is too much and in no case it should be enhanced for the 2nd and 3rd counts to such an extent. Fee for rechecking and re-evaluation of the Answer Books is Rs 75/- and 200 per script respectively. It means that any candidate who wants to get his/her answer book re-evaluated will have to deposit @Rs 275/- per answer book. This hike in the re-evaluation fee is also not justified, because in getting per answer book re-evaluated the Board hardly spends Rs 30/- and earns Rs 245/-. Registration and eligibility fee is Rs 200/- and 250/- per candidate and here too the Board does not spend more than Rs 10/- per candidate and gain Rs 190/- and Rs 240/- respectively. As there is no justification in enhancing the previous rates to such an extent the Board has made it altogether ridiculous by thrusting on the candidates the new rates in a cruel manner. For correction in name, parentage and date of birth a candidate had to pay Rs 350/- but now under the new amendment he/she has to deposit Rs 500/-. Fee for provisional certificate used to be charged Rs 80/- per candidate. Now, the same has been raised to Rs 150/-. Previous rates of all the Board fees were also pinching and unbearable. The mental tension which the candidates experience in getting the above mentioned certificates and their name parentage and date of birth corrected, is inexpressible in words. The candidate suffers and has to pay a penality of Rs 500/- for the mistakes committed either by the Board officials or the educational institutions. The concerned officials of then Board or the educational Institutions should be penalised for such mistakes and not the candidates just in case they are not found faulty. Undoubtedly, the Board Authority has exercised the powers vested in him. He should not forget that the J&K State is already beset with many problems. The present financial crunch has taken away the peace of mind of everybody. The power of the Board authority has given us to nothing except mental tension and frustration by enhancing the rates of the fee to such an extent which had never been expected from him. Hence, I appeal to him to constitute a review committee of sagacious advisors to enable him to take a right decision in favour of the helpless students of this poor and troubled state. The public wants the Chairman of the Board to issue instructions that the students will have to pay the different fees at the previous rates. Yours etc... |
Conduct exams Sir, We want to focus the attention of the authorities including the Minister for Higher Education towards the sufferings of the migrant students for the last ten years. Our future was, for reasons un-known attached with the Kashmir University despite the fact that we had migrated to different parts of Jammu Province. It takes about two years to complete Postgraduation course, three years to complete graduation and four years to complete Engineering Course in normal Circumstances, but we the migrant students are subjected to complete the Post graduation in about five years and it takes around six years to complete engineering course. This happens due to the fact that examinations are not conducted in time. The authorities conducted the entrance for P G Course after a gap of two years. The same is case for other courses for the migrant students. The Kashmir University authorities have not conducted the examination of 8th Semester of Engineering till date. The future of these REC students is still hanging in air for the last five years. The height of things is that at Kashmir, Kashmir University conducts the Examination on proper time, but they deliberately waste the precious time of the migrant students. There seems to be some ulterior motive behind all this. We, therefore, request you to intervene in the matter and save the career of thousands of students. Yours etc... |
