Sappers celebrating its Corps day today

JAMMU, Nov 17: The Corps of Engineers is celebrating its 219th Corps day tomorrow. The day signifies the amalgamation of the three Engineer Groups viz Madras, Bengal and Bombay Sappers. Over the years the Sappers have carved for themselves a glorious path and not only do they stand on hallowed grounds of history, they are also part of the continuing pageant dating back to two hundred and eighteen glorious years. The first rate ensemble of resolute soldiers of the Corps have proved their mettle from time immemorial. The indomitable spirit of the Sappers has given an apt motto of SARVATARA to the Corps implying that the Sapper is available for any task, anywhere, any time, during war or peace.

The year 1998-99, commenced with all the Engineering efforts focussed at the execution of operational works to improve the habitat of the Soldier in the year of the jawan, construction and upgradation of roads and tracks, clearance of snow avalanches, laying of oil pipelines in snow bound areas, tackling anti national elements and winning the hearts and minds of the local populace by unflinching civic action and last but not the least, assistance to civil administration during natural calamities and emergencies.

The onset of hostilities thrust on the Sappers by Operation Vijay from May 1999 witnessed an immediate change of role towards conventional war related activities i.e. provision of mobility to own forces and the denial of the same to the enemy. Construction of roads, tracks and bridges of varied specifications assumed the greatest significance. These tasks were performed under enemy artillery and small arms fire with a constant threat to life. However, the Sappers, with their characteristic zeal and resourcefulness carried out all tasks with the speed and thoroughness they are known for. The withdrawing enemy had cunningly laid a large number of land mines and booby traps with explosives. The Sappers cleared these mines and explosives working almost without break over a number of days and nights to enable the Infantry to go in the shortest possible time upto the borders. Over 7000 mines were lifted in addition to the many unexploded bombs that were recovered or destroyed. The Sappers have constructed about 430 kms of roads and tracks which include animal and motorable tracks, to enable own troops and logistic elements to move forward. In addition to these the Sappers have also constructed 48 helipads, 216 living and store shelters plus required ancillaries alongwith other infrastructural support to ensure sustenance of troops deployed in the forward areas. They also provided bunker/sanghar bursting parties alongwith the Infantry during the assaults on enemy positions. Sappers are now engaged in the construction of habitat for troops at forward locations in high altitude areas to ensure that the troops deployed in the freezing heights North of Kargil get adequate shelter.

Not to be outdone, the Military Engineering Service (MES) also kept the Corps colours flying and kept the tempo of construction activity. Inspite of Operation Vijay, Militancy, high altitude areas and limited working seasons, MES in Northern Command has continued to function in an effective and efficient manner.

The General Officer Comman-ding-in-Chief, Northern Command Lt Gen H M Khanna, PVSM, AVSM, ADC, in his message on the occasion of 219th Corps Day has complimented all ranks of the Corps of Engineers for doing excellent work in the Northern Command theatre.

Constitution of laisson committee demanded

JAMMU, Nov 17: Ajaz Ahmad Khan, district president National Conference Udhampur-II has urged upon the authorities to constitute Civil Liaison Committees, in Thakerkote Gool Gulabgarh and other hilly areas of the District. The need for Civil Liaison is to develop better coordinations between public and law enforcing agencies. Presently there is considerable gap of communication, which has perpetuated resentment among innocent and law abiding people. Much has been left to be desired on the part of law enforcing agencies, who function in isolation and poor people are at receiving end.

In a press-statement issued here today, he said the committees should have local members apart from Revenue. Police and other agencies and meet once a fortnight to take stock of the situation in the area and have remedial and corrective measures. Such as Chessana, Gool, Arnas, Dharmari, Thakerkote, Pouni Teh Mohore. This step shall receive many impeders to bring peace in the area which is badly required.

Khan further stressed the need to take effective measures to bring on rails the administrative set up in the area, which has been continuously on slide, contributing immensely towards deteriorating welfare scheme.

Educational set up is in the shambles, fairly large number of schools in Chessana, Bagankote, Mangikote, Shergarhi, Chankah, Arnas, Pounce, Bhamgarh are defunct for want of teachers. Higher Secondary Schools Gulabgarh, Mahore, Arnas, Gool have nominal staff, many subject lecturers' posts are vacant, which has considerably told upon the studies of the students.

Health deliverance system in the area has collapsed thereby pulling public health to risk. Public resent, Khan said, that inspite of thousand of Doctors recruited by the NC Government, these have been adjusted ignoring need of remote far flung areas.

Khan also made fervent appeal to the authorities to improve Arnas, Mahore, Dharmari, Thuroo road and throw open to traffic Dhiyangarh - Narloo road besides, expediting construction over roads, Bagga Gulabgarh, Dhamani-Gulabgarh Narloo- Tuli, Khanthan Sangalddah road.

Plea to Jogi Community

JAMMU, Nov 17: Mr Chanchal Jogi, president All J&K Nath (Jogi) Community has urged his community members to provide full cooperation to Tehsil Social Welfare Officers and provide them correct dates for declaration of the Community as Scheduled Tribe community.

In a statement issued here today, he said the District Social Welfare Officer, Jammu has issued a notification where in the tehsil social welfare officers have been asked to collect the data of the community for declaring it as ST Community under the provisions of Scheduled Tribe and Backward Community Act.

Omar tenders apology for press conference ‘mis-understanding’

SRINAGAR, Nov 17: The Union Minister of State for Industry and Commerce and Omar Abdullah has apologised for the mis-understanding caused regarding the press conference supposed to be addressed by him at his residence this morning.

in a statement, the Minister has said that he was extremely sorry for the inconvenience caused to the mediapersons. He clarified that he had called no press conference and that the misunderstanding was caused by an enthusiastic functionary of his party, who, without informing the Minister, has invited the mediapersons to his residence.

Mr Abdullah said he held the media in high esteem and always wanted a good healthy relationship with media persons and always looked forward to their cooperation.

Later, while inaugurating a conference at Federation Chamber of Industries and Commerce, Kashmir, the Minister expressed regret over the incident and said that he will meet the press on his next visit to the Valley.

JK CPM unit criticises Jethmalani

SRINAGAR, Nov 17: Jammu and Kashmir unit of CPI-M today flayed Union Law Minister Ram Jethmalani for his reported statement justifying electoral malpractices in the recent parliamentary elections in the state to keep away separatists from the seat of power.

It is hard to believe that Jethmalani should take upon himself the unenviable task of defending the indefensible and blatant misuse of official machinery in the state in the name of keeping away the separatists from the seat of power, CPI-MS State Secretary and MLA, M Y Tarigami said in a statement here today.

Participating in a discussion in New Delhi recently on challenges and opportunities before the new Government’, Jethmalani is reported to have stated that It would not risk to handover Jammu and Kashmir to any dispensation, Tarigami said. (PTI)

Sena activists threaten ‘self-immolation’, indefinite agitation from Nov 24

JAMMU, Nov 17: State unit of Akhil Bhartiya Shiv Sena is launching indefinite agitation in Jammu from November 24 in protest against the power and water crisis.

Addressing a press conference here today, the president of the unit for J&K, Mr Yogesh Gupta said that people of this region have been deprived of the essential services like water and electricity by the ruling National Conference dispensation. Several memorandums have been given by various organisations and protests have been observed in this connection but the government seems to be non-serious about it.

Realising the gravity of the problem, the Sena activists have decided to launch a massive agitation from coming Wednesday. As a part of this programme, the protest demonstration would be held outside the civil secretariat.

A week’s time has been given to the government to improve the situation but if no response was received, the activists of Sena would go to the extent of self-immolation in front of the Secretariat to mark their protest and the entire responsibility would go on the Government about its consequences.

Simultaneously, the Sena will fight for the cause of agitating porters, who were recently thrown out by the Army authorities after Kargil war. He alleged that despite assurance for their permanent absorption in the Army, they have been thrown out.

He further alleged that government has failed to recover electricity revenue from the consumers in Kashmir valley in last ten years. The arrears have reached in crores. The Govt owes Rs 850 cr arrears to the Northern Power Grid. The people of Jammu region are constantly paying the power tax but despite that it was unfortunate on the part of government that these people were being deprived of power. There is no penalty for the defaulters and they are getting regular supplies.

Taking serious note of the alleged discriminatory attitude of the government, the Sena leader said that students and the members of the industry are the worst sufferers due to 10 to 12 hour long power curtailment.

Welcoming Dr Farooq Abdullah’s statement to resign on the issues of security and financial problem, Mr Yogesh said that he should have done it very earlier.

He also referred to the delay caused in the conduct of exams and declaration of results by the Kashmir university in case of migrant students and alleged that this stance has jeopardised the career of the students.

The Sena leader alleged that the NC government has failed to tackle the unemployment problem and a large number of back door appointments were being made by the ruling ministers. The corruption has been increased and functioning of the State Recruitment Board appears to have been ceased.

PHE, PDD employees’ to hold mass rally on Nov 26

JAMMU, Nov 17: The Power Development Department and Public Health Engineering Employees Coordination Committee has resolved to hold a massive rally on November 26 in support of their demands.

In a joint press statement issued here today, Mr Sugriv Singh chairman and Shakti Gupta, general secretary, PHE & PDD Employees Coordination Committee, Syed Mohammed Ashraf Qadri and Mr Nissar Ali Mir, president and general secretary, respectively, State Employees Conference Kashmir, Mr Lobzak Angchuk , president Employees Front Ladakh Region declared with full confidence to launch unified struggle in all the three regions of the state in support of their demands of release of second installment of 5th Pay Commission, COLA to Public Sector and 15 % DA from January 1999.

These leaders appealed the members of all the eighteen (18) unions of Jammu province to make the rally a grand success on Nov 26 at Power House Canal Road Jammu. They also sought the assistance and cooperation of all the senior Trade Union leaders for the cause.

They also appealed to the Civil Secretariat Non-Gazetted Employees Union, who constitute the nerve centre of the Government to provide the leadership and support for this common cause. The Gazetted Officers’ organisations should also play active role in this agitation, they added.

Greater attention on child-care stressed

JAMMU, Nov 17: The 2-day national workshop-cum-training programme organised by the Pediatric department of the Government Medical College concluded here today with suggestions to focus more attention on health care of child and adolescents.

Different renowned specialists from across the country, took part in the day-long deliberations about various aspects of preventive, curative and promotive services for the children.

Prof (Dr) D B Sharma, Head, Pediatric department, GMC told EXCELSIOR that the 2-day deliberations have proved beneficial for all the participants in acquiring new knowledge and sharing field experiences.The outcome of the workshop will have far reaching influence on the improvement of pediatric health status in the State.

The programme was inaugurated by the Minister of Medical Education, Dr Mustafa Kamal yesterday and attended by about 100 doctors. Participants were provided certificates, RCH guidelines and also given momentos..

Eminent Pediatricians delivered lectures and discussed the outlay of management of child health problems. Prof A D Tiwari of Rohtak, Prof Lalita Behl of Shimla, Prof N K Anand of Amritsar, Prof Daljit Singh from Ludhiana spoke on their subject of speciality. Prof Kum Kum Sharma, HOD Transfusion Medicine highlighted the problem of HIV in perspective of child health.

Manila, Sajal top in 3-year Diploma courses

JAMMU, Nov 17: Manila Gupta daughter of R L Gupta has topped in three-year Diploma in Electronics and Communication from State Board of Technical Education, result of which declared, here yesterday.

Manila while talking to EXCELSIOR disclosed that she wanted to be an Computer Engineer in her life and will join Bachelor of Computer Application (BCA) course soon.

Her brother Sajal Gupta has topped in three-year Diploma course in Civil Engineer liked to do B.Tech in Construction Management.

Both of these toppers were the students of National Institute of Technology and Sciences (NITS), Jammu.

ASI observing World Heritage Week at Ramnaga

UDHAMPUR, Nov 17: Likewise in rest of the country, Jammu and Kashmir is also observing the World Heritage Week at different Palaces of Ramnagar in Udhampur district from November 19 to 25.

The Srinagar Circle of the Archaeological Survey of India will observe the week by holding functions at ancient Fort, Samadhi of queen of Raja Suchet Singh, Purana Mahal, Nawa Mahal and Sheesh Mahal, all centrally protected monuments at Ramnagar.

The inaugural function on November 19 is aimed at creating awareness among the masses, particularly among the younger generation, for care and love towards protection and preservation of the cultural heritage.

A brochure on the recent archaeological investigations in Jammu and Kashmir would be released on the day. An exhibition by the Archaeological Survey of India, Srinagar Circle on the theme would also be put up at the monument and would remain open till November 25.

These monuments in Ramnagar represent the royal grandeur and architecture of the early 19th century Dogra rule in the region. Furthermore, Murals showing themes from Ramayana, Bhagavata and other Puranas, court, hunting and battle scenes connected with Raja Suchet Singh, panel depicting nayikas, raginis and Krishna-Lila, lithograph and walls decorated with murals at Sheesh Mahal are rare examples of the highly artistic taste.

In view of the above monuments at Ramnagar have been declared focus monuments of Jammu and Kashmir in 1998 and extensive structural repairs have been taken up there.

POONCH, Nov 17: ABVP held a meeting here today in which various problems being faced by the students community were highlighted.

As per a release, the meeting was chaired by Mr Munish Bharati, state vice president of the organisation. He criticised the State Government for imposing power cuts and alleged that the students have been worstly affected by the same.

On the occasion a new body for Government Higher Secondary School Poonch was constituted with Mr Shah Nawaz Mugal as its president. Mr Sunil Kumar was elected as its secretary. Messrs Sumit Kumar, Jagmeet Singh and Rakesh Kumar were elected as vice presidents and Ravesh Pachananda, Hardeep Singh and Harsh Banotra were elected as joint secretaries.

Sudhir Kumar was elected as cashier, Saleem Mughal as press secretary, Kushal Sharma as publicity incharge and Ratesh Sharma as public relation officer.
