Introduce modern technology in sericulture: Minister

JAMMU, Nov 15: The Minister for Agriculture, Mr Nissar Ahmed Khan has underlined imperative need of introducing latest scientific technology in sericulture sector with a view to ameliorate the socio-economic standard of the silk rearers in the State.

Speaking at the 5-day multi end technology diffusion training programme held here today for the employees of Sericulture Department, the Minister said that in order to compete in the technological advance age, it was vital that modern techniques are used in processing silk yarn and cocoons keeping in view the local economic conditions of our silk rears.

Mr Khan reiterated Government resolve to give a boost to sericulture industry which has suffered a lot during last few years of turmoil in the State. The Minister said that like other cottage and small scale industrial units, cocoon rearing and silk production units would also be given priority in the mulberry producing regions of the State.

The Minister stressed upon the functionaries to have a closer rapport with the silk rearers and provide them all necessary technological assistance at their door steps. He said that hard workers and dedicated field staff members would be suitably encouraged and disciplinary action under rules would be initiated against the erring officials.

The function among others was attended by the Financial Commissioner, Agriculture Production and Rural Development Mr IS Malhi speaking on the occasion emphasised the need for further development of sericulture industry like others industries in the State. He called upon the silk rearers to get full advantage of various incentives provided by the Department to them.

The Director, Sericulture, Dr AR Trag said that Department was effectively strengthening the post cocoon sector by popularising modern technologies of silk yarn production. He said that CSTRI Bangalore has initiated a number of such programmes as are being adopted by our State also.

The function was attended by the officers, employees and prominent NGOs of the region.

JAMMU, Nov 15: Chief Minister, Dr Farooq Abdullah has expressed profound grief and shock over the demise of Dr RK Kotru, Director of Industries.

In a message from New Delhi Dr Abdullah said that Dr Kotru worked in various capacities in the State administration to the best of his capabilities and his contribution as a civil servant will always be remembered. Dr Kotru was an upright, dedicated and intelligent officer, he added.

The Chief Minister has conveyed his condolences and sympathies to the bereaved family.

Works Minister, Mr Ghulam Mohi-ud-Din Shah, Finance Minister, Mr Mohammad Shafi, the Industries and Commerce Minister, Mr Bodh Raj Bali, Minister for Medical Education, Dr Sheikh Mustafa Kamaal, Minister for Transport, Mr BA Kitchloo, Minister for Forests, Ch Mohammad Ramzan, Minister for Haj and Auqaf, Peerzada Ghulam Ahmad Shah, Minister for Rural Development, Abdul Rahim Rather, the Minister of State for Industries, Commerce, Mr Aga Syed Mehmood and Minister of state for Relief and Rehabilitation, Mirza Safdar Ali Beig have expressed great shock over the sad demise of Dr RK Kotru, Director Industries and Commerce.

They said Dr Kotru was an able administrator and dedicated officer with outstanding qualities. He has made sincere efforts to bring back on rails the industrial set up during the turmoil particularly in the Valley. His death has caused great loss to the State administration in general and Industries Department in particular. His contributions and dedicated services will be long remembered.

The Ministers also visited the residence of Dr Kotru and expressed his heartfelt sympathies with the bereaved family and prayed for the peace to departed soul.

The Kashmir Administrative Service (KAS) Officers Association have also mourned the death of Dr Kotru.

At a condolence meeting here today, the KAS officers recalled the administrative capabilities of the departed officer and described him as an upright, bright, intelligent and hardworking civil servant. During his over 22 years service in the State administration, Dr Kotru worked in various capacities and made a name for himself, they said.

The KAS officers have expressed their deep sympathies with the bereaved family and conveyed their heartfelt condolences to them.

A condolence meeting was held here by the staff of the Directorate of Industries and Commerce to condole the demise of Dr Kotru, Director who passed away late last night following a cardiac arrest.

Two minutes silence was observed and it was prayed that his soul may rest in peace and the bereaved family may have the patience to bear this irreparable loss.

The staff recalled the personal efforts of Dr Kotru in redressing the grievances of the staff of the Directorate Industries.

In an emergent meeting , the president and members of Bari Brahmana Industries Association mourned the sudden demise of Dr Kotru. The participants said that on his passing away, the industrial sector in the State has lost a great person who tried his best to make the industries viable in Jammu and Kashmir. This State has lost a brilliant and sincere officer, the meeting observed and prayed for peace to the departed soul.

Non-gazetted DIC Employees Association under the chairmanship of Mr Ganesh Goswami held a meeting wherein they condoled the sudden demise of Dr Kotru. The employees said that during his short-stint as Director of Industries and Commerce , Dr Kotru had earned a name and fame as he was always helpful to his subordinates.

Small Scale Industries Association at a condolence meeting held here expressed shock over the demise of Dr Kotru and prayed for peace to the departed soul.

Association of Small Scale Industries Gangyal in a meeting held here under the chairmanship of Mr B B Talwar deeply mourned the demise of Dr Kotru and recalled his works during earlier tenure as Director Finance.

A meeting of the District Treasury Officers and Fund Officers was convened here under the chairmanship of Mr Wali Mohammed Batt, Deputy Director Accounts and Treasuries to condole the demise of Dr Kotru .

Two minutes silence was observed in memory of the departed soul. The meeting recalled the time when Dr Kotru served the Finance department as Director and had taken pains in meeting the genuine demands of the employees.

The staff of the Sales Tax Department Jammu held a meeting here to condole the death of Dr Kotru who expired yesterday following a cardiac arrest. The staff recalled the works of Dr Kotru and prayed for peace to the departed soul.

The officers and employees of SICOP at a meeting held here condoled the sad and untimely demise of Dr R K Kotru and expressed their sympathies with the bereaved family and prayed for peace to the departed soul.

Anjuman Farogh-e- Urdu holds weekly meet

JAMMU, Nov 15: In connection with "Youme -e-Urdu" the regular weekly meeting of Anjuman Farogh-e-Urdu J&K was held on Sunday to throw light on the future of Urdu in coming millennium.

The meeting was chaired by the president of Anjuman Mr Noor -uz-Zaman Siddiqui Noor. Mr Malik Ram Anand , vice president of the Anjuman expressed optimism about fate of this universally spoken and understood language.

Mr Rahat Hissain a poet writer and journalist read out a Nazam. He said proudly Urdu admits that it has been generous and open minded to accept many Hindi words in its first fold.

He said Urdu lovers however feel uncomfortable and aggrieved as the politicians and communalists are linking it with particular community notwithstanding that the contribution of others is no less than any body.

Mr Khurshid Kazmi expressed displeasure that those very persons and institutions which are subservient to Urdu language for their livelihood are raising hue and cry over the bleak future of this internationally known language.

He said the number of Urdu readers is increasing day by day and the Southern states are busy in development and popularity of the language under the patronage of respective governments and in Maharashtra many more Urdu Schools and colleges have been established under the BJP, Shiv Sena Government.

Mr Noor Siddiqui said as this language is spoken and understood by the common people its future can not be questioned.

Malhi tours Kathua

JAMMU, Nov 15: The Financial Commissioner, Agriculture Production and Rural Development, Mr IS Malhi had an extensive tour of Kathua district, the other day to assess the availability of agriculture inputs in various seeds and fertilizers sale centres for ensuring Rabi season, besides inspection of various on-going development works under different schemes.

On his way, he visited Yamuna Fertilizers at Bari-Brahmana which is producing different kinds of fertilizers mixtures. He also visited a Mushroom village at Pellora where mushrooms with the coordination of Agriculture Department is being produced. The farmers requested the Commissioner for providing of transport facilities upto Jammu to enable to carry their produce to market.

The Financial Commissioner was also apprised about the cultivation of different types of commercial crops while on inspection of the Krishi Vigyan Kendra at Rajbag.

The Financial Commissioner was accompanied by the Director Agriculture and other officers of the department.

No water scarcity in Jammu suburbs by Mar 2000: Sagar

JAMMU, Nov 15: With the installation of special electricity feeder and putting in operation the 40 lakh gallons capacity water supply plant at Kotin, there will be no water scarcity in the suburbs of Jammu by the end of March 2000.

This was revealed by the Minister for PHE, Irrigation and Flood Control, Mr Ali Mohammad Sagar during his visit to Bantalab, Roop Nagar, Muthi, Durga Nagar and other adjoining areas today. The Minister took stock of the availability of water and was apprised about the causes and circumstances, which led to shortage of water in these areas.

The Minister was accompanied by the Parliamentary Secretary, Mr Ghulam Hassan Bhat, Deputy Commissioner, Jammu, Mr PK Trivadi besides Chief Engineers of PHE, PDD and Irrigation and other senior officers.

The Minister issued instructions to the Chief Engineer of PHE, to make all out efforts to ensure supply of portable water to the people of these areas at least alternately if not daily till further improvement is made in the existing system. He ordered to operate the otherwise defunct tube well at Muthi with the capacity 3.5 lakh gallons per hour which would meet the water requirements of the Muthi village, and would be put in operation within 15 days time. As regards installation of special feeder for augmenting the requirements of these areas, the Minister ordered Dy Commissioner, Jammu to ensure prompt action by the concerned departments so that people do not suffer for want drinking water facilities. The Minister also ordered the concerning Chief Engineers to immediately submit proposals to the Government for augmentation of the water supply for which approval would be accorded on priority wherever necessary. Till then, the Minister ordered that tanker service should be resumed and supply of water in all these areas should be ensured regularly.

On the suggestion of the Chief Engineers for having a heavy grilling machine, the Minister said that he would at his level, approach the concerned authority in the Central Ground Water Board, Government of India, to provide a heavy grilling machine so that possibility of drilling water from 1000 metre depth surface is tried and put to use.

Mr Ghulam Hassan Bhat, Parliamentary Secretary suggested that a 5000 gallons capacity water tank should be constructed on the water tap which remains operative round the clock near Muthi camp to avoid loss of water during night hours. The Minister also ordered to plug the leakage of water through these taps.

The Minister was taken round the Government Middle School Budda Brahamana, which is in a very dilapidated condition and needed immediate repairs alongwith its approach road. The Minister assured the people that he would take up the matter with the concerned authorities.

Army School Udhampur celebrates Annual Day

JAMMU, Nov 15: Army Public School Junior Wing Udhampur celebrated its Annual Day today. The concluding function was presided over by Mr Aruna Reddy vice president AWWA Northern Command, Maj Gen AK Sharma, the Chairman of the institution was also present.

True to the traditions and culture of our rich heritage the evenings commenced with the offering of prayers to Goddess Saraswati to invoke her blessings. This was following by a "welcome dande" in true victorian style by the tiny tots. The inaction of the story of the "Totli Raj Kumaries" as a puppet show reflected the personified imagination of the children.

Jungle book the popular animation story was very aptly portrayed in a small playlet by the students. The imagination of terrestrial life was projected in the foot tapping "Alien Dance" which followed.

A side splitting Hindi comedy gave a graphic glimpse of the proceedings "His Highness the Yamraja’s Court". The curtain call was a dance drama "Yeh Gulistan Hamara". It graphically and colourfully portrayed the awakening of Independent India. The heritage of the nation was aesthetically depicted by the folk dances. The Kargil war and the associated tragedy and valour moved one and all and moist eyes could be seen. A heart rendering and befitting tribute by the little ones. The show was linked up with panacea and style by witty and apt compering.

The Headmistress Smt D Mahbubani read out the annual school report. Thereafter the chairman complimented the staff and students for their performance. Smt Aruna Reddy distributed the prizes and certificates to the students, teachers and the employees and lauded the function.

Doda residents hold dharna

DODA, Nov 15: Doda Joint Student Federation hold a demonstration at District Headquarter Doda in which people of all walks participated in the rally which started from Degree College Doda and students of College and Hr Secondary School Doda boycotted their classes and marched in the form of procession and held a dharna infront of DC Office.

The procession culminated at Bus Stand Doda where leaders of union addressed the rally and highlighted their problems and raised the slogans against the Government for its anti youth and students policy.

Posting of dental surgeons demanded

RAJOURI, Nov 15: Bharatiya Janata Party (BJP) has demanded immediate posting of dental surgeons in District Hospital Rajouri.

In a statement issued here today, the BJP City president Mr Yougesh Sharma alleged that people depending on the Hospital are facing lot of difficulty due to non availability of dental surgeons.

They alleged that among the two posts of dental surgeons one is lying vacant for last seven months after the doctor was posted to Jammu. They also alleged that there are no chairs and equipment in the Dental Section. Even some chairs were purchased by the Hospital authorities but they have not been used so far.

The maximum patients are being treated by the dental assistants who are not qualified for the job.

In an appeal to Commissioner Health, the BJP leader have demanded immediate posting of dental surgeons in the Hospital.

They also urged the Minister of State For Health, Mr Govind Ram Sharma to fulfill his commitments made in this regard previously.

Arrangements for Jhiri Mela finalised

JAMMU, Nov 15: Arrangements for the week-long historic Jhiri Mela being held at Shamachack from November 21 to 28 were finalised at a meeting of officers held at Jhiri about 20 kms from here today. The District Development Commissioner, Jammu, Mr P K Tripathi presided.

The Arrangements finalised include security, traffic, transport, fire services, drinking water, electricity, medicare, sanitation, fire wood, essential commodities etc.

According to the decisions taken in the meeting, total prohibition on sale of liquor and gambling in fair as well as in the surrounding villages of Jhiri, Gurha Singhu, Shamachack, Kalyanpur, Dab Karamdin, Dab Ditta, Panjore, Burj Mandir and Mishriwala will imposed with effect from Nov 20 to Nov 28, 1999.

The security and police arrangements will be made by SSP, Jammu, SP Border and SP Security. The traffic arrangements will be ensured by the SP Traffic. He will also ensure that there shall be no over loading and rash driving during the Mela days in particular. It was also decided that buses at Jammu shall ply from MAM Stadium Via KC, Maheshpura Chowk, Bakshi Nagar Puli to Mela Jhiri Bus Stand, Baba Talab Chowk on Akhnoor road. One Inspector with wireless set and security personnel will be deployed on duty outside the MAM Stadium and Maheshpura Chowk. No vehicle through Shamachack ply during the days of Mela celebrations.

The RTO Jammu will issue necessary permits for plying additional buses, if necessary. The department of Fire Services will make available fire tenders alongwith sufficient manpower at Jhiri. The Medical department, Jammu will set up Yatra Medical Camp to provide first aid and other medical facilities to the devotees. The Department will also provide one Ambulance during the Mela days. The cleanliness of the area in coordination with the Jammu Municipality will be ensured by the BDO, Marh who is also the Mela Officer. As regard electricity, the Executive Engineer REC, Division No. III will provide 60-70 electricity poll besides street and flood lights in the Mela area besides provision of a generator. The Forest Department will ensure sufficient supply of fire wood. Similarly, Food and Supplies Department will arrangement one tanker of K oil for the yatries.

It was also decided that different departments will set up exhibition stalls during the Jhiri Mela which includes, Agriculture, Horticulture, Health and Family Welfare, Handloom, Handicraft, Animal/Sheep Husbandry, DRDA, Industries etc.

The Information Department will organise special cultural programme besides adequate public address system to facilitate the yatries.

The meeting among others was attended by the Joint Director of Information, Jammu, Mr A M Bhat, Additional Dy Commissioner, Jammu, Mr Khalid Hussain, senior police and civil officers of the concerned departments and members of Mela Committee.

YHAI State Executive Committee meet held

JAMMU, Nov 15: The State Executive Committee of Youth Hostels Association of India met here under the Chairmanship of M S Pandit, Principal Secretary, Industries and Commerce, J&K Government who is also Chairman of YHAI State Branch.

Mr S P Verma, State Secretary, YHAI while welcoming the delegates coming from all over state gave resume of the activities carried out since inception of State body. The meeting was told that over 500 youths were enrolled with State Chapter, two new district units of Doda and Udhampur were opened and are working efficiently under the Chairmanship of Dr Ishfaq Ahmed Kelim and Mr Ashok Kumar, Srinagar unit requires to be strengthened and Jammu new unit is yet to be formed.

He also disclosed that State council is to be formed involving reputed people from all walks of life, membership is already open in all categories, few more members are to be inducted in state executive, state branch shall have to nominate few members to National Council, New Delhi.

He also referred names of delegations and individuals those who have availed the facilities of YHAI at New Delhi, USA, Canada, Gulf countries and Italy. A contingent of 28 youths from far flung areas of state were also sent on Bharat Darshan and under cultural exchange programme more than 150 youths were benefitted, nature study camps were also held and four youths were presented youth awards for maintenance of communal harmony, four debates were also held in different institutions.

Mr M S Pandit State Chairman YHAI while addressing the first executive committee in his presidential address disclosed that Youth Hostels Association of India is a constituent of International Youth Hotels Federation, presently represented by National Association of more than 65 countries and linked by a chain of over 6000 youth hostels in all the continents.

Jogi community’s plea for ST status

JAMMU, Nov 15: The J&K Jogi Biradri has demanded inclusion of Jogi community in the Scheduled Tribe category.

As per release, the Union Social Welfare ministry has sought the views of the State Government in the matter in a communication dated June 25, 1999 but so far no action has been taken.

It has been urged upon the State Government by the president, All J&K Jogi Biradri to expedite its recommendations to the Centre early. It has been pleaded that this community is socially, educationally and economically backward and need urgent concrete steps for its upliftment.

Cong demands rehabilitation of border migrants

JAMMU, Nov 15: In connection with celebrations of Nehru Jayanti, the Indian National Congress organised a function in Border Migrant Camp at Muthi near here today.

The function was presided over by Mr Raman Bhalla, secretary, J&K PCC-I while Mr Ashok Sharma, chief whip Congress Legislature Party (CLP) was the chief guest.

On the occasion daily use items were distributed among the migrants and their children by Congress leaders.

In his address, Mr Ashok Sharma said that the border people are fighting against the continuous evil designs of Pakistan. He said today we must pledge to strive to give the practical shape to the dreams of Pt. Jawahar Lal Nehru, the first Prime Minister of India.

He said Nehru launched world peace movement by constituting Non Aligned Movement, Panjsheel and Industrial revolution in India.

He said had there been Pt. Nehru or Indira Gandhi there would have been no Kargil war or militancy in J&K. He urged the people to work for unity and integrity of the country.

He took the state government to task for not paying adequate relief to the migrants and border people.

He alleged that BJP and NC are bent upon eroding the industrial policy in the country and J&K.

In his presidential address, Mr Raman Bhalla said we all must work for world peace which was a dream of Pt Nehru.

Expressing his sympathy with the plight of migrants, he criticised the role of present Government for not taking keen interest in solving the genuine problems.

Mr Bhalla stressed the need on eradication of illiteracy for improving the quality of life of the people. He urged both state and Central governments to provide the alternative shelter to border people who have become the direct target of Pak shelling.

He also demanded a compact package for the rehabilitation of border migrants.

The Congress leader took both NC and BJP to task for befooling and exploiting the people on various issues. He alleged that both the parties are not interested in solving the peoples problems but want to cling to power by hook or by crook.

Mr Bhalla also supported the demands of student community and demanded immediate halt on power curtailments.

Those who were present in the meeting include Dr Kulbhushan, C M Sharma and Janak Raj.

In a meeting held at RSS headquarters here today, the representatives of various organisations like Vishav Hindu Parishad, ABVP, Kissan Sangh, Bharat Vikas Parishad, BMS, Bhartiya Shiksha Samiti, Swadeshi Jagaran Manch, RSS and BJP participated.

Himgiri Prant Parcharak of RSS, Mr Indresh Kumar presided over the meeting which resolved to collect relief items for the Orissa victims. It was decided that activists of these organisations would go in the field from door to door in the state from November 22 to December 5 in collection of clothes/ utensils, cash etc.

Mr Indresh also appealed to the people of the state for the liberal donations in the form of cash and clothes for the people of Orissa who met with a worst ever tragedy of this century.

Meanwhile, the members also expressed deep shock over the blast in Pooja Express train at Pathankot and the bus tragedy near Bani in Basohli recently. A two-minute silence was also observed for the peace of the departed souls at the meeting. The members extended sympathy to the families of those killed in these tragic incidents.
