Government employees stages massive protest dharna

JAMMU, Nov 13: In connection with their on-going agitation to force the Government accept their long pending demands, State Government employees under the banner of J&K Government Employees Joint Action Committee today staged a massive protest dharna in front of the office of Deputy Commissioner, Jammu.

Addressing the employees, EJAC leaders criticised the State Government for not accepting genuine demands of the employees. They warned the Government to immediately concede their demands otherwise ready to face wrath of the employees.

Agitating employees demanded implementation of the agreement with EJAC after 19 days of strike in January 1999 by State Government through Works Minister, Mr Ghulam Mohi-u-Din Shah, release of 10 percent and 5 percent DA from January and July 1999 in cash respectively, release of second installment of arrears of 5th Pay Commission in cash respectively, restoration of SRO-43, regularisation of daily wagers, enhancement of their wages and release of their pay for the last six months, benefit of earned leave, leave encashment in favour of teaching community of the state, removal of 5th Pay Commission, authenticity of G P Fund Pass Book, bonus at par with Centre Government employees, change of designation of helpers as per job performed by them in various departments.

Earlier a large number of processionist from different departments on the call of EJAC marched through the bazaars of Jammu City and join the dharna at DC Office Jammu. Raising slogans against State Government, processionist reached at DC Office in large number.

Mr Amrik Singh, Marks Gill, Ghanshyam Sharma, Suman Sharma, Arun Moza, Gurmeet Singh, Rakesh Bhan, Kamal Kishore Bhardwaj, Baldeev Singh, Surinder Raj, K C Gupta, Yash Pal, S B Bakshi, Shashi Bala, Tilak Raj, Sham Prasad, L N Mishra, Khem Raj Bali, Chaman Sangotra, K L Gupta, Ab Rashid Sheikh, Parshotam Sharma, Dyal Chand, Shiv Kumar Mehra, M C Khalsa and others addressed the gathering.

Later it was decided to observe one day token strike on November 30.

However reports said that Government employees staged massive protest dharnas at other districts also.

JAMMU, Nov 13: Entire audience presence in the Jammu University auditorium stunned into silence when Puran Kumar Kalra resorted to singing "..... Tere Payar Bharay Khaton Ko Jalata Kaise, Tere Khat Aaj Main Ganga Main Baha Aaya Hu, Aag Behtay Huay Pani Main Laga Aaya Hu." Adjudged as Mr Fresher- Puran copied Jagjit Singh such a way that it became really difficult to differentiate between voice of a student and the celebrity in ghazal singing.

Earlier he earned a big round of applause from audience when he sung couplets of Mirza Galib virtually copying Jagjit Singh. Mr Kalra along with Miss Gypsy Badwal were adjudged as Mr Fresher and Miss Fresher.

Gypsy, amdist deafening clapping, performed Vandana dance after Head of the Department of Political Science, Prof Rekha Chowdhary inaugurated the Farewell cum Introduction party after lighting traditional lamp. The function was organised by the third semester students of the Department to bid adieu to their seniors and to welcome freshers.

Four students of first semester namely Puran, Gypsy, Sunita and Varinder mesmerized the audience by their performances. Sunita and Varinder also sung some ghazals and songs.

Students of Political Science Department resorted to deafening clapping when HoD, Prof Rekha Chowdhary, presented trophies to three students of the Department — Deepak Chowdhary, Naginder Singh and Priyavrat Sharma who clinched first prize in Quiz competition organised by the University in connection with the annual Display Your Talent Contest.

Quiz team, comprising Deepak, Naginder and Priyavrat brought laurels to the Department by winning first prize in the Quiz contest.

Mr Deepak Chowdhary along with Miss Vaishali Thakur were adjudged as Mr and Miss Political Science while Mr Loksevak, out-going student of fourth semester, was decorated with the prize of "Over-All Best" performance.

Although the function was dominated with songs, jokes, ghazals and other cultural items but the two out-going students of Department, through a playlet, highlighted deep-rooted corruption in the Society. Titled "Ek Choor Say Bat-Cheet", playlet highlighted eroding moral values in the society and how corrupt people have been honoured and corruption has been legitimised in the society.

Addressing the function, Prof Rekha Chowdhary asked the students to remain serious and sincere towards their studies.

While admitting that Political Science has not market value like that of Management, MCA or other professional courses, Prof Chowdhary said that students of Political Science have proved their excellence in various fields.

"You have a challenging time ahead, brave the circumstances with confidence ", she advised while giving best wishes to the out-going students.

Teachers, students and scholars of the Department participated in the function.

24th batch of NTTC begins at MIER

JAMMU, Nov 13: A colourful function to mark the inauguration of 24th batch of Nursery Teachers Training Course (NTTC) was held today in the Model Institute of Education and Research (MIER) at its campus BC Road, here. The function was presided over by Dr Arun K Gupta Director MIER.

Among others who were present in the function included Dr Renu Arun, Joint Director, Prof Abdul Aziz Founder Principal of MIER College of Education, Prof J N Koul, Advisor to Director, Prof M L Vakil Registrar, Mrs Shashi Koul HOD NTTC and many other Senior Officers of MIER.

The function was inaugurated by lighting the traditional lamp of learning which was kept on a colourful Rangoli, by the Director. The students of the new batch welcomed the audience by presenting variety of group songs which revealed their zeal and zest to undergo the training programme of their profession.

In his presidential address Dr Gupta welcomed the trainees to MIER which is the pioneer Institute in providing standardised training and Research facilities in the field of education for the last more than six decades. He assured that the management of MIER would try its best to make all the necessary facilities available to them during the course of their training and exhorted them to work hard to follow the best traditions of this Institute and imbibe in discipline punctuality and regularity to make their careers bright.

Dr Gupta advised the trainees to make use of the modern and new technologies available in this Institute and enter the 21st Century during the training period with great expectations and computerised knowledge to deal with their professional problems effectively and with self-confidence. He further mentioned that special courses to upgrade their ability of English speaking and working on computers will be taken up during their training period and they must benefit themselves by the same. The Director also disclosed that a Cell is being created in this Institute to provide placement services for their possible employment after completion of training course.

Dr Gupta praised the highly qualified and dedicated staff of NTTC and Mrs Shashi Koul as a HOD and best Administrator in the NTTC Wing for doing their best for the noble cause they stand for. He was hopeful that under their expert guidance the NTTC Wing of the Institute will make progress by leaps and bound.

SIDBI organises seminar

JAMMU, Nov 13: A Seminar on Emerging Needs of Small Scale Industries (SSI) Sector was organised here Small Industries Development Bank of India (SIDBI).

The Seminar was inaugurated by the Executive Director of SIDBI, Lucknow, Mr P B Nimbalkar.

Speaking on this occasion, Mr Nimbalkar said that SIDBI has approved Rs 45000 crore to Small Scale Industries in the country. Out of this amount, Rs 32000 crore have been disbursed in SSI Sector.

He also said that a sum of Rs 10,000 cr in this sector will be approved in the current financial year.

Highlighting the need for customer friendly policies, the Executive Director suggested that Non-Governmental organisations should be involved in creating awareness about the Schemes of SIDBI. He also articulated the need to charge the mindset of the industry people. Mr Nimbalkar said that the objective of this Seminar is to get feedback from the representatives involved in this sector. He acknowledged that there are large number of sick units in J&K which need rehabilitation.

In his address, the Chief General Manager, SIDBI, NRO, New Delhi, Mr B Radhakrishnan said that SIDBI has created a full fledged Department for financing the marketing activities and its banks has a soft corner for J&K.

Rajouri employees hold dharna

RAJOURI, Nov 13: On the call of central EJAC Jammu Government employees under various associations especially from NTUF, MEF, PTA, UTA, Employees and Workers Federation, Irrigation, Agriculture, Degree College, NAC, PHE, PDD, and others participated in one day dharna in front of office of Development Comissioner Rajouri to protest against the non-implementation of agreement reached at between the J&K Government and EJAC Jammu during December 1998.

Mr Mohd Ghaffoor Dar Central Committee member of joint action committee Jammu announced one day (Kam-Chor Hardat) on November 30 in Government offices and Educational Institution, to force the Government to full fill the agreed demands of the employees and also stressed upon the employees community to make it a success.

The demands include release of 15% DA, payment of 2nd installment of 5th pay commission arear and regularisation of daily wagers.

Mr Sushil Sudan of Medical Employees Federation also participated in dharna. The various leader of District Joint Action Committee who spoke on the occasion include Messrs Vijay Sharma, Yaqeen Mohd, Dewarka Nath, Bashir Mirza, Karamat Malik, Khursheed Mir, Vijay Koshal and Sadiq Khan.

2-day Rural Sports Mela organised at Kandi

RAJOURI, Nov 13: The Youth Services and Sports Department, Rajouri organised a 2-day Rural Sports Mela for students and non-students of Block, Budhal at Government Boys High School, Kandi 10th and 11th of this month.

Five hundred students and non-students from various schools and clubs participated. Forty teams from adjoining villages of the block participated in volleyball, kabaddi, Tug of War and wrestling compet-itions. In volleyball Gulshan Sports Club Kandi (Budhal) was the winner and Rajputana Rifles, Kandi runners-up of the mela. In Kabaddi Govern-ment Boys High School, Kandi won the final match and defeating Government Higher Secondary School, Budhal while in Tug of War senior group Rajputana Rifles, Kandi and Gulshan Sports Club was the runners up. Similarly in Tug War junior group declared winner and Government Higher Secondary School was runner up and in the wrestling competition Government High School, Jamola remained overall champion.

Softball tourney concludes

SRINAGAR, Nov 13: Department of Youth Services and Sports, Kashmir Division organised first ever Inter-District Softball Tournament for school boys and girls of Under-19 and Under-14 years age groups at Bakshi Stadium from November 11 to till today, in which over 300 students from all parts of the Valley took part.

As per a release the final matches were played today. Divisional Youth Services and Sports Officer, Kashmir Mr P C Kotwal was the chief guest on concluding day function and gave away the prizes to winners and runners up teams.

In the finals , District Srinagar boys Under-19 defeated district Pulwama, Anantnag District girls Under-19 team beat Pulwama and Anantnag boys defeated District Budgam.

UVCC wins Vishav Bandhu cricket tournament

UDHAMPUR, Nov 13: United Virat Cricket Club won Vishav Bandhu Memorial Cricket trophy in the tournament played at Thial.

As per a release UVCC won the toss and elected bat. They made 167 runs in 30 overs. Rohit batted through out the inning and was declared man of the match. Thial Cricket Club were all out for just 107 runs in 23 overs.

Dattatreya appeals youth to fight against corruption

JAMMU, Nov 13: Akhil Bhartiya Vidhyarthi Parishad (ABVP) National organising secretary, Mr H Dattatreya has called upon the youth to launch a massive fight against corruption and menace of selling of seats in professional colleges.

Addressing the youth at the inaugural occasion of 35th Provincial Annual Conference here today the ABVP leader asked the youth to rise to the occasion and start a countrywide movement against the evil of corruption. He said the seats of MBBS, BE and other professional colleges are selling in lakhs. It is pity that money has become the criteria for selection and not the merit.

Expressing serious concern over the increasing unemployment among the youth, he said that government is not adopting the serious approach towards the self-employment schemes and a large number of educated persons remain without being benefited. He assured the youth that ABVP would take up the problems of the youth with the Central government soon.

Referring to the Kargil issue, the ABVP leader said that though full fledged fight was witnessed among the Indian and Pak troops at Kargil heights a few months back but it was surprising that politicians termed it as Kargil conflict and not the Kargil war or not even the battle. However, the event sparked the true nationalism and patriotism among the people all over the country and even among those settled abroad.

They were not only uniform clad soldiers fighting there at the battle-field but a large number of nationalists gave their contribution in various respects for the sanctity of the motherland. He referred to the supreme sacrifices of over 500 odd Indian jawans and others who fought bravely at the front and appealed the young generation to work unitedly for the development of the nation.

The former CBI Director, Mr Joginder Singh who was designated as the chief guest, could not arrive at the occasion due to unavoidable circumstances. Mr Dattatreya was the chief guest at on the first day of the conference while BJP legislator-Mr Ashok Khajuria presided over it. Dr Ramakant, Mr Dheeraj Bali and Narinder Singh were the other prominent speakers.

Earlier, the conference was inaugurated by the All India Organising secretary and the programme commenced with the traditional patriotic song.

Speaking on the occasion, Mr Khajuria, criticised the state government for causing alleged discrimination with the people of Jammu. He alleged that by imposing unscheduled power cuts on the people of Jammu, a conspiracy has been hatched to weaken and demorlising the student community in Jammu region. The government has been failed to provide basic facilities to the people of Jammu, he added.

He claimed that BJP is committed to play the role of better Opposition in the state and would take up all the important issues of the regional interest in the coming Assembly session. He flyed the government for regional imbalance and favouritism and claimed that people of Jammu should oppose it by tooth and nail.

Meanwhile, the ABVP also announced the rewards in favour of three students from Poonch and R S Pura who stood first, second and third in a competition of Khalsa and Dogra History organised by ABVP. Amarpreet of Higher Secondary School Poonch stood Ist and baged Rs 3000 cash and a trophy, Anita Choudhary of R S Pura as second by winning Rs 2000 & a trophy and Ankush Mahajan bagged third prize of Rs 1000 besides a trophy.

Public awareness must to control diabetes: Dr Kamal

JAMMU, Nov 13: On the eve of World Diabetes Day, the Government Medical College here organised , CME cum Workshop on the" Current Developments in Diabetology" here today.

The workshop, attended by over 200 delegates held in the auditorium of GMC, Jammu discussed during the day-long deliberations, various medical science aspects of this fast increasing disease, update the knowledge about it and evolve workable strategy to deal with it.

Dr Mustafa Kamal, Minister for Medical Education and Family Welfare was the chief guest, while Dr S S Bloeria, Principal Secretary, Medical Education was the guest of honour. Besides, eminent diabetologists from all the country, specialists in this medical discipline from GMC, Jammu and Sher-e-Kashmir Institute of Medical Sciences, Srinagar as also from peripheral areas of Jammu attended it.

Dr R K Dash, Professor and Head of Endocrinology, PGI, Chandigarh, who established first speciality in the country and is visiting professor of 40 countries, Dr Abdul Hamid Zargar from Medical Institute, Srinagar also participated.

Prof(Dr) H L Goswami, Principal, GMC, Prof( Dr) Ashok Parihar, Head of Medicine, Associate Professor, Medicine and chief of Division of Endocrinology, Dr R P Kudyar, organising secretary, Dr Jatindra Singh, had made elaborate arrangements for the CME-cum-Work today.

The Minister for Medical Education and Family Welfare, Dr Mustafa Kamal, in his inaugural speech, stated that as incidence of diabetes is sharply rising in the country as also in the Jammu and Kashmir State, a proper strategy should be evolved to deal with this health problem.

Tracing the historical background of the disease, he said the malady has to be tackled in an effective manner through early detection and immediate treatment.

Quoting the data of studies conducted at the Sher-e-Kashmir Medical Institute, Srinagar, Dr Kamal said the number of persons inflicted by this disease is steadily increasing. The large number of people having diabetic problems do not even know about it, he said and added that adequate arrangements for clinical diagnoses and treatment should be made available.

Stressing need for creating awareness about preventive and curative measures against diabete, the Minister said the entire community should be involved to fight this disease.

Dr Goswami, Principal spoke about the magnitude of the problem and stressed for a concerted campaign to tackle this growing disease. He expressed a word of praise for the organisers of the function. He stressed creating awareness among the general public.

Dr R P Kudyar, organising secretary threw light on the historical account of this disease and said its mention was made more than 2000 years ago, but it has featured in the medicine science only about two centuries back. Papyrus Ebers, an Egyptian medical record compiled in 1500 BC represents the first recorded reference symptoms of diabetes.

It was Aretaeus who is credited for naming this medical illness, Dr Kudyar stated. He described diabetes as melting down of flesh and limbs into urine. In Charka, the Indian Medical writings, diabetes has been referred as honey urine or over indulgence in flour and sugar.

Dr Kudyar stressed that the understanding of diabetes at present is that it is a life-style disease. The Association of Obesity, Gout and stroke with excessive eating and drinking has already been known since ancient times.

Dr S S Bloeria released a Souvenir put out by the GMC while Dr Ashok Parihar released a booklet containing the basic data about diabetes in Jammu.

On the occasion, Momentos were presented to Dr R K Dash, Dr Anil Bansali, Dr Nadeem Rais, Dr A H Zargar, Dr R P Kudyar, Dr Jitendra Singh, Dr Anil Mahajan and Dr Tariq Azad.

Earlier, the inaugural function started with Saraswati Vandana, lighting of traditional lamp and concluded with national anthem.

Prof Dash discussed at length the newer drugs in the treatment of diabetes which will be a breakthrough in improving the already existing drugs. He said that the high incidence is due to migration of rural population to urban areas, diet habit and some other factors which need to be attended to urgently. Any patient of diabete should get periodical check-ups by opthalmologist, Nephrologist and cardiologist in addition to diabetologist. Other prominent speakers at the workshop included Dr Anil Bansali who presented a paper on hypertension in diabetes, Dr V Balaji from Chennai discussed the problems of diabetes in pregnant women, Dr Nadeem Rais from Mumbai presented a paper on treatment of Type-II diabetes, Dr A H Zargar from Srinagar showed various mortality trends in diabetes. Mention was also made of the book" Insight into Diabetes" written by eminent Diabetologist, Dr Jitendra Singh of GMC, Jammu. Prof B K Tickoo,HOD, Biochemistry, Dr Vijay Kundal also participated.

Some useful suggestion were made at the scientific session to control this disease and it was resolved that there are three C’s of diabetes management: co-operation, coordination and communication.

At the conclusion, Dr R P Kudyar and Dr Raj Kumar Sharma presented vote of thanks.

Cooperative employees flay Board of Directors

JAMMU, Nov 13: J&K Cooperative Unions Employees Welfare Union in its Executive meeting here today has condemned the anti employees attitude of Board of Directors.

In a statement issued here today, the Union alleged that Board of Directors have failed in giving the benefit of Third Pay Commission to the employees.

The Union also criticised the Board of Directors anti employee policies saying that they have been harassing the employees by terminating their services, withholding the salaries and increments for years together.

The Union also alleged that on one hand the management is organising conferences, seminars and celebrating Cooperative Week but on the other they are not paying the salaries of the employees.

Dar expresses concern over train blast

JAMMU, Nov 13: State Janata Dal (United) chief and former Union Minister of State for Home, Mr Mohammed Maqbool Dar has voiced his serious concern over the recent bomb blast in Puja Express at Kandori near Chaki Bank which claimed 14 lives and left 55 others injured.

The Party which held a meeting here today, urged the security authorities to take serious note of such incidents so that militants do not succeed in their gameplan in future.

The Party also urged the Government to fulfill the demands of agitating College students so that their studies are not affected.

Addressing the meeting Party MLA and secretary general Dr Jagdish Dubey said the Union Minister of Civil Aviation and national president JD (U) Mr Sharad Yadav will visit Jammu in the last week of this month to participate State Executive meet.

Party general secretary, Mr Sanjesh Gupta while highlighting the local problems expressed concern over the power curtailments and water scarcity in the Jammu region.

Today’s meeting was presided over by Mr Dar. Secretary Cultural Academy releases ‘Main Zinda Hoon’

JAMMU, Nov 13: The Secretary of the J&K Academy of Arts, Culture and Languages Mr Balwant Thakur has released a Hindi play "Main Zinda Hoon", a fantasy written by co-writers Shashi Bushan and Pankaj Shah, at Natrang Studio Theatre here today.

Dr Vijay Puri, a renowned cartoonist and Mr Vijay Kumar Jha, Hindi journalist presented papers on the play. The function was attended by the writers and artists of the City of Temples who complemented duo-young writers for their maiden venture.

The play titled "Main Zinda Hoon" is a complication of present conditions prevailing in the country. The play is woven around the historic characters like Mahatma Gandhi, Subash Chander Bose and another contemporary hostile leader Mohammad Ali Jinnah. These great men are shown in heaven discussing the social maladies prevalent in the sub-continent.

The importance of this fantasy is its climax which described that when truth told to these patriotic leaders that how moral values of life is degrading in India, how Indian are made towards westernisation and how terrorism, corruption, un-employment, poverty, over population, castism, enmity and exploitation has eaten the vitals of out society. They laments over the miserable situation prevailing in the sub-continent and suggest solution to solve many of inherent problems of two neighbouring countries.

Mr Vijay Kumar Jha, critic while reading his paper on the play raise some historical discrepancies which have been noticed by him which he suggested to be corrected in the future editions. Mr Puri in an elaborate paper commented on the style and structure of the script. However, both the critics praise the duo-young writers of the play, who have seen and experienced the de-generation of ancient values in post-independence period.

Mr Balwant Thakur in his concluding address talked about the process of play writing which have been followed in the case of Baba Jitto, a Dogra play.

Govt criticised for power cuts
Welding and Fabrication union threatens hunger strike

JAMMU, Nov 13: The Vishkarma Electric Welding and Fabrication Union, working president, Mr Satish Poonchi has given fort-night ultimatum to the Government for regularising the power supply, otherwise, threatened to launch hunger strike infront of the Commissioner PDD’s office, here.

He said that the steel fabrications/welding workers are at the verge of starvation as their working has been totally paralysed in view of the long power cuts in the day time. The owners, most of whom are themselves workers are unable to meet their commitments with the customers as most of the jobs already in hand are being delayed due to non-availability of power, thus giving bad name to their units.

The future of thousands of youth seems to be in dark and are ready to go to any extent in support of their demands, he further said.

Mr Poonchi has given a fortnight ultimatum to the Government for revising the present schedule so that the uninterrupted power supply between 9 am to 6 pm be provided to these welding units which falls under small scale industries.

He has also putforth two other demands. Firstly, the power tariff which is being charged on the energy meters as industry ‘H’ be replaced with ‘B’ rate. And secondly, provision of all the facilities that of a small scale industry is getting in the state.

Criticising the Power Department for step motherly treatment, he questioned that when Chief Minister and Governor of the state are getting uninterrupted power supply then why commonman has been forced to remain in dark in the night.

DBN Nawal Shanti Neketan celebrates Bal Diwas

JAMMU, Nov 13: The DBN Nawal Shanti Neketan, Amarvilla organised children’s fun fair on the eve of Bal Diwas to celebrate the day with a difference at school premises, here today.

Quite contrary to the erstwhile practice of organising functions in the school by the staff members, the school observed the day by installing various stalls by the students and for the students. The stalls displaying items of crafts, images made of Pedelite thermocol, decoration pieces made of plaster of pairs, besides a number of food stalls installed within the school premises were managed by the students themselves.

Fun fair which started in the morning at 8.30 am upto 12.30 in the afternoon was also attended by the parents, besides a few outsiders.

The Principal of the school, Ms Neeraj said that it was an experiment which was ended in a successful day long entertainment for the children on their own day (Bal Diwas). It has now become an annual feature and the school will organise the day in same manner every year, she said.

By managing the stalls themselves, the students has developed managerial skills among the teen-agers, which was one of the main motto behind organising the fun fair, the Principal further said.
