Child handed over to Mother on HC directive Excelsior Correspondent JAMMU, Nov 11: As per the directions issued by Mr Justice RC Gandhi of the State High Court on November 3, police personnel of Police Station Nagrota, today produced the child namely Phinnu aged one year in the court. Mr Justice Gandhi ordered that the child be handed over to the mother whose natural guardian and has recognised her child in the court. The court directed police personnel to accompany the mother and child to the residence. The court further directed that the child shall be produced in the court as and when directed. However, the father of the child is at liberty to file objections. This court direction was passed in a Habeas Corpus petitioned filed by Annayet Bibi, wife of Jabbar Mohd of Nagrota through Advocate Sheikh Shakeel Ahmed. In the petition, it was submitted that petitioners baby of one year has been restrained by the respondents father Jabbar Mohd. Whereas the petitioner has been thrown out from the house of her husband Jabbar Mohd on October 16, 1999 for want of more dowry. Upon this petition, the High Court directed the SHO Police Station Nagrota to recover the child from the possession of Jabbar Mohd and produce before the court. |
LIC agents stage protest dharna Excelsior Correspondent JAMMU, Nov 11: Agents of all the ten branches of Jammu division of the Life Insurance Corporation of India Limited today staged a protest dharna at LIC divisional cell (DO cell) office, Railway Head Complex, Jammu. The dharna was organised in connection with the second phase of the on-going agitation of the Life Insurance Agents Federation of India (LIAFI) against management of the LIC of India. In the first phase protest letters have been sent to the Chairman of the Corporation in the month of October. More than 300 agents from every nook and corner of Jammu division including Doda and Poonch participated in the demonstration. A large number of agents spoke on the occasion and expressed their views. Speakers criticised the management of the Corporation for its inability to provide efficient service with courtesy. Enormous expenditure instead of conducting bussiness with economy, with the realisation that all such money belongs to the policy holders, bring such insurance plans which are not suitable and profitable to the customers, reducing bonus day by day instead of providing incentives to the policy holders. Speakers also lamented and condemned the general attitude of the Corporation of ignoring the agency force for petty long time. Where as officers and staff members are given special favour by providing them financial benefits and other amenities to make their future more secure. They are given high pay scales and pension benefits. Agents said that on the contrary the benefits and amenities to the agents are being curtailed day by day. The commission to the agents is being reduced to nominal in all the new floated tables. The benami agencies are being floated without accountability and responsibility thereby increasing the death claims enormously. Also there is no regularity in the payment of commission bills. The speakers also stressed for the change of certain rules and regulations to the best benefit of the policy holders such as decreasing the period of paid up value of the policy from three years to two years, increasing the bonous in accordance with the recommendations of the Malhotra Commission Report, issuing good quality of policy bonds for durability and simplifying the proposal acceptance conditions. They also stressed upon IRA to take notice of the above said contentions. Activist of the LIC Agents Association of Jammu province also handed over a charter of demands of LIAFI to divisional authorities Jammu to be sent to the Chairman of the Corporation. JKBL chairman presents cheque to Farooq Excelsior Correspondent SRINAGAR, Nov 11: The Vice Chancellor, Sher-i-Kashmir University of Agriculture Science and Technology (SKUAST) Dr MY Kamal today presented a cheque of Rs 1.26 lakh to the Chief Minister Dr Farooq Abdullah as a contribution by the employees of the SKUAST towards Chief Minister's Relief Fund for the sufferers of the Kargil conflict. The Chief Secretary, Mr Ashok Jaitly, the Divisional Commissioner, Kashmir, Mr Khurshid Ahmed Ganai and District Development Commissioner, Srinagar, Mtr Tanveer Jahan were present. The money was raised by the employes of the SKUAST by donating their one day's salary of the total Rs 2.52 lakh so raised, 50 per cent had earlier been sent to the Prime Minister's Relief Fund through the Director General, Indian Council for Agricultural Research, for the similar purpose. |
DC orders probe into Basohli bus mishap Excelsior Correspondent KATHUA, Nov 11: The Deputy Commissioner, Kathua, Mr Chaman Lal has ordered for an enquiry into the cause of the bus accident which took place at Jandrali on Bani-Basohli road on 6th of this month. He said the enquiry will pin-point the lapses on the part of any agency and suggest measures required to be taken to avoid such accidents in future. The Sub-Divisional Magistrate, Basohli, Mr Manoj Dwivedi has been appointed as the Enquiry Officer. The enquiry will cover various aspects like the allegations that the bus was of a very old model and was not road worthy, especially on hilly terrain. It will also look into how the bus was passed by the competent authority and allowed to ply on this road. The other allegation that the bus was over loaded and could be one of the causes of the accident also needed to be pinpointed. The order says that as the cause of the accident is not apparent and divergent opinions are being expressed, it has become necessary to know its real cause. A detailed enquiry has, as such, been instituted, so that a report is submitted to the Government for avoiding such occurance in future, in order says. Meanwhile, the Deputy Commissioner has also ordered the Chief Medical Officer to hold an enquiry for alleged absence of doctors from duty on 6th and 7th of this month, when the accident took place at Jandrali. |

LeT militant involved in Doda blast arrested Excelsior Correspondent DODA, Nov 11: The Doda Police today claimed to have achieved a major success in bomb blast case on BJP vehicle by arresting one hard-core militant namely Irhad Ahmed code Nayeem son of Mohammed Amin Malik resident of village Bharat (Doda) affiliated with Lasker-e-Toiyba out-fit. According to Senior Superintendent of Police Doda, Mr Muneer Khan during campaign of Parliamentary elections on September 9, when police was busy in law and order duties on the visit of BJP, MP, Mr Chaman Lal Gupta and Mr Sunil Shastri son of the late Prime Minister, Mr Lal Bhadur Shastri, LeT militants finding opportunity, hurled a grenade on BJP election campaign vehicle at Bharat Road outskirts of Doda town in which a Tata Sumo bearing number 5277-JK02-J was damaged and BJP workers and other passers-by total 14 persons sustained splinter injuries. SSP, Doda further disclosed that while investigating the case, police apprehended LeT militant Irhad Ahmed Malik and on the instance local police and army started a joint operations in the forest areas of Doda and recovered sophisticated communication sets, three grenades, one grenade thrower, a pistol, ammunition of pistols in large number, grenades and incriminating material from different hide-outs of the militants. The police said that the arrested LeT militants unrevealed the mystery behind September 9 blast. The arrested militants has been assigned the job of sabotaging the election campaign by Doctor Abu Jaffer, Pak national and LeT district commander. The police has not disclosed the names of other associates of said militant as it will hamper the further investigation of the case. The timely arrest, recovery of weapons and grenades has averted major tragedies in Doda. The arrest and recovery of arms and ammunition has given a major set-back to LeT functionaries in the district. Police is on job to apprehend other associates of said LeT militants involved in bomb blast. |
Urdu celebration day inaugurated in JU Excelsior Correspondent JAMMU, Nov 11: A week long Urdu Celebration Day was inaugur-ated at the Jammu University Campus, here today by the Minister of Higher Education, Mr Abdul Qayoom. Speaking on the occasion, Mr Qayoom said that Urdu is a sweet language and has a rich treasure of literature, as a result of which it became a popular language of the Sub-continent in very short duration. It has also tremendously contributed in the rich cultural heritage of the country and played a prominent role in the freedom struggle of our country. It has also served as a bridge between various communities and helped to promote national integration and mutual brotherhood. He said, urdu language has produced a good number of scholars in whole of the sub-continent. He said, even today the language is liked by almost all sections of our society and even students of science are also taking interest in learning of this language. He hoped that efforts should be made to make it more popular as we are entering in the new millennium. Mr Qayoom said, that more and more urdu programmes should be broadcast and telecast as electronic media is the most effective means to promote this language. Absorbing of urdu teachers in BEd colleges of the State will be looked shortly, Mr Qayoom added. Among others who spoke on the occasion were Prof Zahur-ud-Din, Mr Rajinder Singh Rana, Mr Sidiqui and Mr Mishra, scholar of Buddhist studies. |

Excelsior Correspondent SRINAGAR, Nov 11: Winding up his three-day tour of the Kashmir Division during which he visited Gurez, Kupwara, Kargil and Drass to acquaint himself with the problems of people there, the Chief Minister, Dr Farooq Abdullah visited the Hazratbal Shrine this afternoon to review the arrangements in connection with the Friday congregation following the Shab-e-Mehraj. Dr Farooq Abdullah, who is also the Chairman of the Muslim Auqaf Trust (MAT), enquired about various facilities available at the Shrine for the devotees. The vice chairman, (MAT), Mr G N Kochak, the Divisional Commiss-ioner, Kashmir, Mr Khurshid Ahmad Ganai, the District Development Commissioner, Srinagar, Ms Tanveer Jahan and functionaries of the Trust were present on the occasion. Dr Abdullah specifically asked the management to make improvements in the lighting system at the Shrine Complex. The Chief Minister was told that adequate arrangements have been made at the Shrine so that devotees do not face any inconvenience. Dr Abdullah went round-the Shrine Complex to satisfy himself about the arrangements. He also joined the Asr prayers in the shrine mosque. Later, he left for Jammu. |
182nd Birth Anniversary of Bahaullah observed Excelsior Correspondent JAMMU, Nov 11: In connection win the 182nd birth Anniversary of Bahaullah being celebrated throughout the world, the Bahai community in Jammu also organised a function this evening. Bahaullah, whose name is Mirza Husayn is the Prophet founder of the Bahai faith. He was born on November 12 1817 in the Province of Nur in Iran. His father was a Minister in the court of the Shah and as a member of a noble family Bahaullah could have enjoyed great wealth and power. But, he relinquished his privileges and devoted his energies to a range of philanthropic activities that earned him widespread renown as Father of the Poor. This privileged existence swiftly eroded after 1844, when Bahaullah became one of the leading advocates of a movement that was to change the destinies of thousands of his countrymen and others throughout the world. In 1863, Bahaullah declared his mission as the manifestation of God for his age. His message, He proclaimed, was to renew the spiritual truths of all great religions. He taught that all the Divine Educators, such as, Abraham, Moses, Krishna, Buddha, Zoroaster, Christ, Muhammed and the Bab were all sent by God to guide humanity. He stated that all the Prophets of God proclaim the same faith and are a part of one Divinely ordained process. Depite the strong opposition of the religious fanatics of his time and successive banishments, Bahaullahs teachings continued to rapidly spread from Middle-East to all parts of the world. According to Britannica Year Book, 1988, the Bahai Faith has already become the most widely spread religion on earth after Christianity. There are today 181 Bahai National Assemblies in independent countries and major territories of the globe and more than 12,000 elected Assemblies functioning at local level and Bahaullahs writings have been translated into over eight hundred languages, a handout issued by the Local Spiritual Assembly of the Bahais of Jammu has said. |

Excelsior Correspondent JAMMU, Nov 11: The Works Minister, Mr Ghulam Mohi-ud-Shah today inspected MLAs hostel, Jammu to take stock of the availability of facilities to the legislators. He directed the concerned engineers to initiate short terms measures for renovating of hostel on emergency basis so that difficulties faced by the resident legislators are minimised. He said funds for this purpose would be provided out of normal maintenance grants and would be an addition to Rs 1.20 crores projected by the expert committee constituted for renovation of the hostel. The demand for renovation of the existing MLA Hostel buildings have been voiced several times by the legislators. In response, the Speaker J&K Legislative Assembly had constitued a committee headed by Chief Engineer R&B, Jammu for suggesting expert view on renovation of these buildings with detailed estimates. Besides, measures to strengthen security arrangement in and around the legislators hostels. As per the estimates submitted by the expert committee, Rs 50.72 lakhs would be required for chemical treatment of roof, outer and inner surfaces of rooms repairs of bath rooms and sewerage and drainage treatment on scientific lines. In addition to this, Rs 16 lakhs estimated to be spent on construction of pre-fabricated barrak for security personnel guarding the hostel complexes and improving external lighting system. A parking area at an estiamted cost of Rs 9 lakhs woudl also be developed near the hostel. The Works Minister who was accompanied by a team of engineers also met some legislators residing there to enquire about there problems. |

unemployeds Excelsior Correspondent JAMMU, Nov 11: Whereas the dust generated after conducting of interviews of the already appointed Field Supervisors in the J&K SC, ST & OBC Development Corporation has just settled down, employment notice of the Jammu and Kashmir Board of School Education has besets a wave of anguish among the unemployed youth of the region. The Jammu and Kashmir Board of School Education, in an employment notice, has invited applications from the permanent residents of Jammu and Kashmir State for the post of Junior Assistance in the pay scale of Rs 3050-75-3950-80-4590. Virtually making joke of the helplessness of the unemployed youth, the Board has demanded a bank draft of Rs 600 (Rs Six hundred only !) along with the application for the post. The unprecedent application fee for the post of Junior Assistant has generated anguish and resentment among the youth. "The Board has imposed Rs 600 as application fee for the post of Junior Assistant only to debar the poor and lower middle class youth", regretted Vinod Bharati, who could not apply for the said post due to his economic condition. Dubbing Boards employment notice as cruel joke with poor unemployed, Mr Tarun Kumar, an unemployed post-graduate of Economics, asked with anguish how the Board can charge such a huge fee of Rs 600 for the test of mere typists post. "Selection of a Junior Assistant is very simple process and not required much staff and other infrastructure", he added and alleged that unprecedent application fee was just to collect money in the pretext of providing job. The Board officials, however, have maintained a guarded silence over unbearable application fee. " We are not aware of the amount of the fee. The decision has been taken by the higher officials at Srinagar", said a Board official while giving excuse. It is worthwhile to mention here that application fee to the tune Rs 600 has never been charged for the post of Junior Assistance which requires only a simple type test and if needed, a written test. The Board notice has also mentioned that the applicants will have to appear in the type-writing test at the venue as may be fixed by the Board subsequently. However, if need be, the applicants shall have to appear in the written test as well". Even Jammu and Kashmir Public Service Commission has been charging just Rs 150 for the Combined Services Examination in which very high expenditure has been involved. |

Excelsior Correspondent JAMMU, Nov 11: All State Kashmiri Pandit Conference (ASKPC) while blaming both Central and state governments for their failure in solving the problems being faced by the Kashmiri migrants has demanded reservations for them on the pattern of Jat community. The demand was made by Mr A N Vaishnavi, president ASKPC while addressing its Executive Committee meeting here today. He warned that in case the Government continued its lackadaisical attitude towards the community the KPs will be forced to launch struggle. Addressing the meeting Mr R K Raina, vice president ASKPC alleged that no steps have been taken by the Government to protect the left over property of migrants in the Valley which has been encroached by the militants and fundamentalist elements. He demanded that the Government should take this entire property in its possession and provide rent to the migrants. Mr H L Chatta demanded compensation for the property which has been damaged by heavy rain fall and snow. Mr Chatta urged the J&K Bank to come out with a concrete transfer policy against the migrants and stop harassing the displaced employees unnecessarily. He also demanded City Compensatory Allowance (CCA) and House Rent Allowance for the displaced employees. Mrs Kamla Incharge Women Wing demanded construction of more quarters for the migrants who are residing in rented accommodations. The meeting among others was addressed by Messrs Ram Krishan and P K Bhat. |
College students resume agitation Excelsior Correspondent JAMMU, Nov 11: On the first day of the opening of the Colleges after Pooja Holidays, students boycotted their classes and observed strike in support of their demands including continuation of the Supplementary Examination System and supply of uninterrupted electricity. Since morning students were seen standing out-side their classes to resume their week-long agitation which was suspended due to Pooja Holiday. As the Government Gandhi Memorial Science College and Commerce College official opened today, agitating students asked others to boycott the classes. According to a spokesman of the agitating students, there was no class work in all the five colleges of the City including Gandhi Nagar and Parade Women Colleges. Notwithstanding claims of the Women Colleges officials, spokesman said that female students also observed strike and boycotted their classes in support of their demands. However, a meeting of the agitating students was held this evening at Government Gandhi Memorial Science College. It was decided in the meeting to intensify the on-going agitating to force the authorities to accept their demands. Meeting decided to involve prominent citizen in their on-going agitation so as to make it a mass movement. As reported earlier, students of all the degree colleges of the city have been agitating for their demands for the last 12 days. Due to the Pooja Holidays, students had suspended their agitation for time being. After opening of the colleges today, students resumed their agitation. |
PDP demands block level recruitment Excelsior Correspondent JAMMU, Nov 11: Criticising the ruling National Conference Government for its alleged failure to control unemployment, Peoples Democratic Party (PDP) has demanded Block level recruitment in the state. Various PDP leaders led by Mr Ved Majahan conducted extensive tours in R S Pura, Suchetgarh, Bishnah, Samba, Vijaypur, Marh, Ramgarh and parts of Rajouri and discussed various problems of the people of these areas. They observed that a large number of development works have been left half way by the government and no fresh work was carried in the area for the last three years. They said that the condition of schools, lanes and roads is in bad shape and power curtailment has added to the vowes of these people. The medical facilities are not adequate and the people have been deprived of the basic amentities. These leaders also demanded that educated unemployed youth at block level are restless and proper share should be given to these boys in government services. They demanded COLA in favour of the Public Sector employees and release of arrears of agitating government employees.
