Faulad post toll at 21 Excelsior Special Correspondent SRINAGAR, Nov 10: Army today claimed that a total of 17 Pakistani troopers had got killed in the last evenings clash between Indian and Pakistani security forces at "Faulad" post between Gulmarg and Uri but added that none of the dead bodies had been recovered. It confirmed the death of four Indian soldiers, including a Captain. In another attack on an Army camp at Wakoora, Ganderbal, one Junior Commissioned Officer (JCO) got killed and another soldier injured. Militants have eliminated one more Army source in Bandipore locality of north Kashmir. A Defence spokesman this evening claimed that in all 17 Pakistani soldiers were "believed to be killed" in the Pakistani Armys attack on "Faulad" post of Gulmarg-Uri sector last evening. Even as Army had claimed last evening that dead bodies of all the 10 Pakistani soldiers alongwith their weapons had been recovered, this evening it claimed that the bodies could not be retrieved "due to continued heavy artillery shelling and excessive snowfall". The spokesman said that the dead bodies were lying close to LoC and the "retreating" Pakistani soldiers left behind one rocket launcher, two rocket-propelled grenades and three rifles. The Army spokesman at 15 Corps Headquarters here confirmed that four Indian soldiers, including a Captain, had also died in the attack. However, reliable non-official sources insisted that four personnel of 12-Bihar regiment had got killed and nine others injured. The soldiers killed in action were identified as Captain G S Suri, Lance Naik Birendra Nath, Virendra Kumar and Manoj Kumar. Informed sources at Gulmarg told EXCELSIOR that during the exchange of artillery shelling, one of the shells fell yards away from the G-2 station of Gulmarg Gondola ropeway at Kongdori and caused minor damage to the structure. When the Jammu & Kashmir Cable Car Corporation (JKCCC) officials visited the spot this morning, they found glass-panes of the station shattered. Even as there was no major damage or any loss of life, the JKCCC decided to close down the ropeway operation "for the time being". The real site of encounter is reportedly 12 kilometres from Gulmarg. Officials said it was difficult to ascertain whether it was a targeted attack or a stray missile of Pakistani or Indian Army had incidentally fallen at Kongdori. "Had it been a specific attack on Gondola, more of such shells could have hit the spot," said an official. As already reported, ten Pakistani soldiers had got killed last evening while making an unsuccessful attempt to capture the "Faulad" post, at LoC, in Gulmarg-Uri sector amid exchange of heavy artillery shelling by the two sides. While India has lost four soldiers in repulsing the attack, four more Army personnel had got killed in another clash between Army and militants at Amrohi, close to LoC, in Karnah area of Tangdar. The ninth Armyman died last evening, when a large group of militants attacked the company headquarters of Rashtriya Rifles (RR) 5th Bn at Wakoora, Ganderbal. Official sources said that the heavily armed militants, mostly foreigners, appeared at Wakoora village in the Chief Minister's constituency of Ganderbal last evening at 2015 hours and mounted an attack from three different directions. Militants used rockets, RPGs and assault rifles. Troops retaliated but failed to cause any damage to the militants who all managed to escape safely. One JCO, namely Subedar Nathu Ram, got killed and another soldier sustained minor injuries. Reports from Ganderbal said that troops later set ablaze the house of a civilian, namely Sonaullah Ganai and also conducted a cordon-and-search operation today. One live RPG was found at a spot which was defused by experts. Meanwhile, the critically-injured Mahjabeen wife of Mohammad Ramzan Kuchhai, resident of Parimpora Srinagar, has succumbed to injuries at SKIMS Soura. As already reported she and her daughter Kausar Jan had got injured and the son-in-law of the Kuchhais, Farooq Ahmed Nath, killed when unidentified gunmen had barged into their house and opened indiscriminate fire on the inmates last evening. Today's investigations revealed that rivalry between two groups of timber-smugglers was behind the attack and it had little connection with militancy inspite of the fact that an ex-militant was involved. Reports from Bandipore said that during last night, gunmen intruded into the house of a counter-insurgent source of Army, namely Abdul Ahad Lone, at Bunlipora and shot him dead. Highly decomposed body of a militant has appeared from the debris of a devastated house at Gopalpora, Anantnag today. Six militants got killed in an encounter with police and security forces at the same house four months ago. Five dead bodies had been recovered on the day of encounter and the sixth remained untraced which ultimately surfaced today. Officials claimed that it was that of a Pakistani militant. |

bomb seized in RS Pura Excelsior Correspondent JAMMU, Nov 10: In a major retaliatory firing, Indian troops today destroyed four Pakistani bunkers on the Line of Control (LoC) in Nowshera and Lam sub sectors as firing intensified between Indo-Pak troops on the LoC and international border. Security forces recovered a consignment of explosives including five kgs RDX from Korotona area of RS Pura tehsil. A Defence spokesman said Pakistani troops resorted to unprovoked firing on Indian positions at Lam and Nowshera sub sectors early this morning. Army from this side retaliated and exchange of firing continued for more than three hours. Exchange of 82 mm mortar firing was also reported from the sector. Indian troops, who returned the firing very effectively, destroyed atleast four bunkers on Pakistani side without suffering any casualty or damage on their own side. Some casualties were also expected on Pakistani side in Indian retaliatory firing, details of which were awaited. The spokesman said troops were maintaining a high degree of alert along the LoC in the twin border districts of Poonch and Rajouri. Reports of exchange of firing between Indo-Pak troops were also received from six other posts on the LoC in Rajouri and Poonch. However, no casualty or damage was reported from Indian side in the cross-firing. Reports said Pakistani Rangers also resorted to firing on Indian positions on the international border in RS Pura and Hiranagar sub sectors. The intermittent exchange of firing between the two sides continued throughout the last night without any major damage on either side. Official sources described the firing on the international border as routine. Meanwhile, army and RS Pura police today recovered a consignment of explosives from forward area of Korotona in RS Pura sector this morning. Official sources said an alert civilian, working in the fields, noticed a large packet lying in the field and became suspicious. He informed at a nearby army picket. A police party from RS Pura police station and army personnel rushed to the spot and took the consignment in custody. The consignment include a powerful RDX bomb weighing five kgs, capable of causing extensive damage besides some time pencils and detonators. The bomb was defused by a Bomb Disposal Squad of the army. Sources said the militant(s) has smuggled the explosives from across the border and dumped them in the fields due to presence of security forces and police in the area. The explosive device had to be picked-up by them later and was to be used in Jammu at a crowded place. Troops and police were carrying out searches in Korotona and adjoining villages to track down the militants responsible for smuggling the explosives but so far no arrest has been made. |
SPG Act repeated NEW DELHI, Nov 10 : The Atal Bihari Vajpayee Cabinet today cleared proposals to introduce four bills in the Winter Session of Parliament, including the much-delayed Constitutional Amendment Bill for reservation to women in legislative bodies. The Cabinet also decided to bring an ordinance amending the Special Protection Group Act, 1995, to extend SPG cover to leader of the opposition and Congress president Sonia Gandhi. Among the bills cleared for introduction are: The Mines and Minerals (Regulation and Development) (Amendment) Act, 1957, The National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Bill 1999 and the Trade and Merchandise Marks Act, 1958 to be replaced by a new act to be called the Trade Marks Act, 1999. The bills cleared today, barring the Constitution (84th Amendment) Bill, are non-controversial in nature and are likely to pass muster in both houses when they reassemble on November 29 for three weeks. An official spokesman told reporters after the meeting the Government decided to take the ordinance route to continue SPG cover for Mrs Gandhi and her children since the original act expires on December 1 and it cannot be passed in both houses of Parliament by then. Under the disinvestment strategy, it was decided to divest the shares of Hindustan Copper Limited and introduce the voluntary retirement scheme for the public sector company. The Cabinet also cleared the proposal for transfer of shares of the Mahanagar Telephone Nigam Limited to the employees of the company at Rs 146 per share of Rs ten. Employees will get 200 shares each at a discount of Rs 15 per cent, the spokesman said. The proposed amendment to the SPG Act provides for SPG cover on the basis of threat perception, to be reviewed every year. Presently SPG security to former Prime Ministers and their immediate family members is provided for ten years from the date they demit office. The amendment would allow for security cover beyond that period. The changes in the mines and minerals (Regulation and Development) Act, which lays down legal framework for regulation and development of all minerals other than petroleum and natural gas, follows the economic liberalisation route. The spokesman said qualitative changes have taken place in the economic front and the mining sector has been thrown open for private investment, both domestic and foreign, necessitating the amendment. Of all the amendments proposed, the bill providing for 33 per cent reservation to women in legislative bodies is once again expected to generate the most heat in Parliament. Parliamentary filibustering stalled its passage in the 11th and 12th Lok Sabha and political consensus is still not obtained over its provisions. (UNI) 3 militants killed in Rajouri, Banihal Excelsior Correspondent RAJOURI, Nov 10: The Special Operations Group (SOG) and army gunned down two dreaded militants including a Pakistani after a fierce encounter at Gurdan Bala, about six kms from here this morning. Reports said SOG assisted by troops cordoned off Gurdan Bala early this morning after getting a tip off about the presence of a group of militants in a hideout. They surrounded the hideout and challenged the militants, who opened firing. Troops retaliated. A fierce encounter ensued in which SOG and army personnel gunned down two militants while others managed to escape in the adjoining forests. The slain militants have been identified as Adil of Doda and Shahbaz, a Pakistani. One AK-47 rifle, one grenade launching rifle, eight magazines, 16 grenades and other ammunition was recovered from the scene of encounter, the reports said. Body of Adil was recovered by the SOG men while that of Shahbaz was whisked away by the absconding militants. Messages of militants intercepted by the SOG also confirmed the killing of Shahbaz. No casualty was reported on SOG or army side during the encounter. Our Udhampur correspondent adds: The Rashtriya Rifles gunned down a hardcore militant during an encounter at Chadwai Khari in Banihal tehsil of Doda district this morning. The militant was killed after half an hour long encounter with 20 Rashtriya Rifles. Identity of the slain militant couldnt be established immediately but locals said he used to speak Punjabi. One AK-47 rifle with three magazines and three pouches were recovered from him. Meanwhile, a civilian Firdous Ahmed son of Abdul Kabir, a resident of Dasha village in Doda has reportedly been kidnapped by the militant. Local police have registered a case in the kidnapping and started a search to rescue the victim. |
Congressmen urge Clinton not to oppose loans to India WASHINGTON, Nov 10: Some influential Congress members today appealed to the US President Bill Clinton not to oppose development loans from the World Bank (WB) and other multilateral institutions to India, which could backfire on Washington. Led by Chairman of the House International Relations Committee Republican Congressman Benjamin Gilman and ranking Democrat on the committee Sam Gejdenson, some Congress members said they presumed that Clinton was holding up these loans as a lever to try to force India to sign the CTBT and other US non-proliferation goals. This tactic, if so intended, will not work with India and will only harm US companies, both Gilman and Gejdenson, in a letter to the President, said. Supporting the views of Gilman and Gejdenson, Democratic Congressman Robert Wexler, in a separate letter, said: In addition to the reasons my colleagues provided, all of which I believe are compelling, I wish to add another reason. Should you not waive the restrictions against India, we will find ourselves in the position of supporting loans to Pakistan, a nation whose military has overthrown a democratically elected Government. But India has recently and peacefully confirmed the continuity of its democratic system through the ballot box. I believe, it is in the national interest to allow World Bank funds to be loaned to India. I sincerely hope you will soon issue the necessary waiver authority. Another letter to Clinton, this time from Congressman Robert Andrews, said, I understand you may be deferring waiver of the international financial institutions loans pending further talks between Washington and New Delhi with respect to non-proliferation issues. While I strongly support your efforts to encourge India to sign the CTBT, I do not believe that holding up loans will accomplish that goal. As you know, World Bank loans are designed for projects to be carried out by Indias State Governments, and not the Centre, continued opposition of the economic sanctions on India hurts US commerce. Without basic infrastructure improvements, such as electric power and road networks, attempts to develop and expand US business investments in India are hindered. It is in the national interst of the US to support and sustain Indias democratic principles. A waiver of this sanction will send a strong signal to the people of India. (PTI) |
Choppers pressed into
service Excelsior Correspondent JAMMU, Nov 10: Jammu police with the help of army last night carried out one of the biggest search operation involving choppers at Bhatindi, Sidhra and adjoining areas following uncorroborated reports about the movement of militants in these areas. A spokesman for the IGP Jammu Mr R V Raju said police got unconfirmed reports from some quarters that militants had been spotted in the forest areas of Bhatindi and Sidhra falling along the By-Pass road. Within no time, the police parties assisted by the troops launched a massive crackdown in these areas. Massive searches continued throughout the last night under the supervision of senior police officers including IGP Jammu Mr R V Raju, DIG Jammu Dr S P Vaid, SSP Jammu Mr M A Anjum, SP City (North) Mr Johnny Williams and SP City (South) Mr Sheetal Singh. The entire forest area was searched by the police. In some areas, the house-to-house searches were also carried out. In the morning, police took the help of choppers to locate the militants, if any, in the forest areas. The chopper also hovered over the forest areas and civilian locations of Sidhra and Bhatindi but couldnt locate any militant. No major arrest was made during the operation, the spokesman said, adding the reports about militants movement turned out to be false. However, police took no chance after getting the reports, the spokesman said and added that a high alert was being maintained following encounters with militants at Chilla Danga and Hiranagar. "We cant take the reports, whether confirmed or unconfirmed, in a lighter way", he asserted. The spokesman said this evening police got reports that some militants had been sighted in Roop Nagar area. Police acted swiftly and conducted searches but to no avail. |

seized Excelsior Correspondent RAJOURI, Nov 10: Police have busted a gang of five fake militants, who were involved in a number of cases of extortions in the militancy-infested areas of Kandi in Koteranka area under the jurisdiction of Budhal police station. All accused have been arrested by the police. The latest victim of fake militants gang was a troupe of Bakerwals which was marching towards Rajouri from Kandi. The Bakerwals had a night halt at Kandi forest area. On the intervening night of November 8 and 9, five unidentified persons attacked Bakerwals camp and looted their goods including Rs 6000 in cash. The Bakerwals lodged a report with Koteranka police post yesterday morning, police sources said, adding Koteranka police post and Budhal police station parties swung into action and started searches for the accused, anticipating them as militants. During searches in the area, Budhal police came across a mysterious youth identified as Ali Sher alias Sheru of Dandot village. Ali Sher, who was moving mysteriously in the same forest area where the Bakerwals had been looted, was subjected to sustained interrogation. He broke down during the interrogation and confessed his involvement in looting the Bakerwals as well as many other civilians posing as militant. He also disclosed the identity of his four associated, who were also apprehended by the police from different places. They have been identified as Naseeb Singh, Sher Singh, Balwant Singh and Abdul Gafoor Bakerwal, all residents of Kandi. Police said Rs 3000 in cash and other goods, looted from the Bakerwals, were recovered from the possession of fake militants and handed over to Bakerwals. Besides, during interrogation, the fake militants have also admitted their involvement in similar activities in Budhal and surrounding areas. |
Kidnapped girl rescued at Akhnoor; 5 arrested Excelsior Correspondent AKHNOOR, Nov 10: Police today rescued a young girl kidnapped by five persons from Mendhar tehsil of Poonch district and was being taken to New Delhi. All five accused have been arrested by the police and girl restored to her family. Police sources said an Akhnoor police party intercepted a Maruti Van No. 7009 JK02D at a naka laid near the Akhnoor bridge this morning. The Maruti Van operator tried to accelerate the vehicle but couldnt succeed due to police presence. The police party, which was being supervised by Sub Divisional Police Officer (SDPO) Akhnoor Mr Jatinder Kapahi, arrested all five persons travelling in the Maruti Van alongwith the girl. The girl identified as Maneeza daughter of Sarwar Khan, a resident of village Gulad in Mendhar tehsil, was rescued from the possession of kidnappers, who have been arrested. They were identified as Zulfikar Hussain Shah, who had abducted the girl and his associatedNahid Beg, Mohd Asgar, Mohd Sharief and Mohd Mushtaq, all residents of Mendhar. The Maruti Van, used in the kidnapping, was also seized by the police. Police said the girl was kidnapped by the miscreants from her house on November 5 and was shifted from one place to another. She was kidnapped when she was all alone in her house. Family of the girl had lodged a report of kidnapping with the Mendhar police station. A case of abduction was registered against the accused at Mendhar police station under Sections 363, 366 and 109 RPC. Akhnoor police today handed over the accused to a Mendhar police station party and restored the girl to her family. Further investigations were being carried out against the accused. |

programme Excelsior Special Correspondent MUMBAI, Nov 10: For the first time, two seatsone each for Jammu and Srinagarhave been reserved on annual basis for B.Tech (Degree) course in leather technology to give fillip to shortage of technically trained manpower. This assurance was given by Chairman, Council for Leather Exports Mr Mohd Hasim to Minister of State for Industries and Commerce Mr Omar Abdullah, who was here on the occasion of launch of orientation programme for entrepreneurs from J&K in leather sector. A follow up meeting for the seats is being held in New Delhi in the Minister of Commerce and Industry under the chairmanship of Mr Omar Abdullah. In his address on the occasion, Mr Abdullah said this function will serve as a bridge between a highly developed segment of the leather sector of the Southern India with the developing segment of the industry in a state like Jammu and Kashmir. Others present in the function include Chairman, Council for Leather Exports Mr Mohd Hasim, a former IAS officer of J&K cadre Mr Sahasranaman, Dr Ramasami, Dr Naidu, leader of the leather industry, entrepreneurs from J&K state, scientists and staff of CLRI and representatives of other organisations. He said "it may be easier to take people of the developed regions of the country but it is more important and appropriate to take development to the people of the country.The State of J&K is endowed with beauty of Nature. Tourists visiting the State form a valuable market target group; but the manufacturing base for most products within the J&K is weak. Employment within the State needs to be generated. I am delighted that an employment and export oriented industry like leather is being planned as a step in the development of the State as a whole. I observe that the exports from leather sector have been in the range of Rs 6900 crores plus during 1998-99. I foresee a possibility for India to double, if not, triple." Mr Abdullah said industry may need to explore new initiatives and new markets. "Consolidation of our strength in leather sector is a priority area. The State of J&K may offer limited potential for the development of a large leather process industry. The State of J&K is known for its artistic skills. If only we could harness the traditional skills of the State and resources with the market opportunities we would emerge a richer nation. Leather enjoys a cultural value. It is part of our heritage. This orientation programme may be a small beginning. I foresee an opportunity for the giant step forward if a sense of partnership between the leather sector in Southern India could be established with the potentials of the Northern State like J&K," he added. He said he learnt from Mr Sahasranaman, who has provided the bridging role that an industrial delegation to the State of J&K from entrepreneurs of Southern India was planned sometimes in July. "The development at Kargil might have deferred the visit of the delegation in this State but I am sure that after this orientation programmes, the delegation from South would be welcomed with open arms. I learn with pleasure that two small leather complexes are being planned and that the Centre Leather Research Institute is advising the State of J&K in the development of these leather complexes with all the environmental safeguards that are necessary. "It is a good idea to target a group of 15 young boys and girls of J&K to be developed into trainers. Training of trainers is like spring of a flowing river. I am happy that all the right steps and right processes have been initiated to integrate the State of J&K with the planned development of the leather industry in the country. National Institutions like CLRI and national organisations like CLE have joined together in building a vital bridge. When industries and institutions combine, the outcome has to be successful and fruitful. When the successful experience is shared with the learning entrepreneurs, the new enterprise will start on a stronger footing. I am convinced, therefore, that this initiative of the orientation programme has sown the seeds for many future developments,'' he added. |
Kalyan may himself
propose name of Gupta LUCKNOW, Nov 10: The Uttar Pradesh Bharatiya Janata Party (BJP) legislature group will meet at the Tilak Hall of the Vidhan Bhawan here at 11 am tomorrow to elect Mr Ram Prakash Gupta as new Chief Minister of the State in place of Mr Kalyan Singh. State BJP chief Rajnath Singh told a press conference here this evening that he had spoken in this connection to Mr Kalyan Singh who would himself propose the name of Mr Gupta at tomorrows meeting. The BJP high command had yesterday announced that Mr Gupta would replace Mr Kalyan Singh, bringing to an end a long spell of uncertainty. The State BJP chief said that tomorrows meeting will be attended by party general secretary and incharge of Uttar Pradesh Govindacharya and party Chief Kushabhau Thakre. Union Human Resource Minister Murli Manohar Joshi was also expected to be present. Mr Rajnath Singh described the change in the leadership in the State as very smooth and nothing unusual as, according to him, parties effect such changes as and when the need arises. To a question regarding the size of the future Council of Ministers, Mr Singh said that was the prerogative of the new Chief Minister. He said the date and time of the oath-taking would be decided after Mr Ram Prakash Gupta returns to Lucknow this evening. The State BJP chief said the party high command did not decide to remove Mr Kalyan Singh on its own, rather the decision was taken on the offer of Mr Kalyan Singh himself. He denied that there was any infighting in the BJP. What has happened in the State was nothing more than change of responsibility, he added. To a question if he had resigned as State BJP chief, Mr Singh said he had done no such thing."I had taken some important steps after the Lok Sabha elections, owning moral responsibility for the partys poor performance and done nothing else", he added. Outgoing Chief Minister Kalyan Singh today announced that he will extend full support to his successor Mr Ram Prakash Gupta. Mr Singh said "I will propose Mr Guptas name as the leader in the meeting of the Bharatiya Janata Party Legislature Party scheduled to be held tomorrows. Talking to newspersons at the secretariat annexe here after attending the last Cabinet meeting of his tenure this afternoon, Mr Singh said he had already conveyed his feelings to the Central party leader and added "I will propose his name to eliminate any element of confusion". Mr Singh was all praise for the Chief Minister designate. "Mr Gupta is an able and experienced leader with a firm belief in planning methods", he remarked. Mr Singh said he would seek an appointment with State Governor Suraj Bhan later in the day to submit his resignation. Mr Singh categorically said the new Chief Minister would have a smooth sailing and the BJP-led Government would complete its full term. He asserted there was no question of dissolution of Assembly and mid term polls. He also dismissed the possibility of imposition of Presidents rule in the State. The Government would run as effectively as it used to run earlier, he said. Displaying a surprisingly mellowed stand, the Uttar Pradesh Loktantrik Congress LCP , a major ally of the BJP- led Government in the State, today announced its full support to Chief Minister designate Ram Prakash Gupta. The LCP, which was divided over the issue of change of leadership in the State, had clearly said that it would not tolerate the BJP high command making any change in UP without taking it into confidence. The legislature party meeting of the LCP, which was attended by all its eighteen Ministers, two MPs, two MLCs, was unanimous in extending unconditional support to the new Chief Minister, LCP president Naresh Agarwal told mediapersons. When asked about the reason behind the sudden change in the partys stand since the BJP Central leadership had not consulted it, the LCP president replied "I spoke to the Prime Minister Atal Behari Vajpayee, Union Home Minister and party president Kushabhau Thakre in this regard". Adding he said "they told me about the extraordinary circumstances under which the name of Mr Gupta was finalised, and this convinced me". In Ayodhya president of the Ram Janmbhumi Nyas Paramhans Ram Chandra Das today praised the role of Mr Kalyan Singh as Chief Minister in the temple movement but said it would be premature to comment on the nominated Chief Minister Mr Ram Prakash Gupta. Mr Paramhans told UNI that Sadhus and Sants have nothing to do with politics, and they would support anybody who would cooperate in construction of Ram temple at Ayodhya. He said that as far as Mr Kalyan Singh was concerned, he had always come up to our expectation on the temple issue."And now let us see what attitude Mr Gupta who is going to be the new Chief Minister adopts regarding the Ayodhya, Kashi and Mathura issues",he added. Reacting to the removal of Mr Kalyan Singh, vice-president of the Ram Janmbhumi Nyas Nrityagopaldas said Mr Singh was a tested person as regards the Ramjanmbhumi issue, while we have yet to see how his successor acts. The infighting in the Bharatiya Janata Party does not bother Sadhus and Sants but they want the party to play a positive role in the construction of Ram temple, as it was this movement that had catapulted the BJP to power, he said. On the other hand, Mahant Gyan Das of Hanuman Garhi, who is considered anti-VHP, said Mr Kalyan Singh has done nothing such as should make one regret his removal. He said Mr Singh is known as a responsible statesman all over the country but his action in nominating a controversial woman corporator as chairperson of the State Womens Commission while he was on his way out was below his dignity Mr Gyan Das, however, expressed his satisfaction over Mr Kalyan Singhs role in the temple movement. The main plaintiff in the Babri Masjid case Mohammad Hashim Ansari has welcomed Mr Singhs removal as Chief Minister and described it as a step towards reconstruction of Babri Masjid. Durban today NEW DELHI, Nov 10: Pakistans suspension from the Commonwealth, cross-border terrorism and global political and economic developments will top the agenda of the forthcoming Commonwealth Heads of Governments Meeting (CHOGM) in Durban as Prime Minister Atal Bihari Vajpayee leaves here tomorrow to attend the summit. This will be the first foreign travel by Vajpayee to attend four-day CHOGM beginning November 12 after the National Democratic Alliance emerged victorious at the Lok Sabha polls. The Prime Minister will be heading a high-level delegation which includes External Affairs Minister Jaswant Singh and Finance Minister Yashwant Sinha. Senior officials here said that New Delhi is likely to demand without discrimination implementation against Pakistan of the 1995 Melbrook principle of the Commonwealth which seeks suspension of a country for unconstitutional overthrow of a democratically elected Government. Pakistan at present remains suspended from the councils of the Commonwealth following the military takeover by Gen Pervez Musharraf in a coup ousting Premier Nawaz Sharif and has been barred from participating in the 54-member groups meetings. Besides cross-border terrorism, implications of globalisation, problems confronting smaller States and global economic and political developments are issues likely to figure during the summit. Issues relating to forthcoming World Trade Organis-ation (WTO) conference at Seattle would also be discussed. The summit would also decide on a new Commonwealth Secretary General as the incumbent Emeka Anyakou of Nigeria is retiring. The two candidates in the race for the post of Secretary General are New Zealand Foreign Minister Don Mckinon and Bangladeshs former High Commissioner to India Farooq Sobhan. Referring to questions regarding Indias stand on Pakistans suspension, the officials said there are established norms which should be applied without discrimination. The report of the Commonwealth Ministerial Action Group (CMAG), which visited Pakistan after the military takeover, will present its report to the CHOGM which would decide on the action to be taken, they said. They recalled that Nigeria was suspended from the Commonwealth in 1995 following political killings there but has now been re-admitted to the group after restoration of democratic rule. In Pakistan, fundamental political values had been violated as per the 1995 Commonwealth declaration. Vajpayee is expected to address CHOGM on the opening day of the summit on November 12 and later hold bilateral meetings with key heads of Government during retreat on November 13 and 14 in an island off Durban. A joint communique would be issued at the conclusion of the summit. India would strongly advocate strengthening of the Commonwealth Fund for Technical Cooperation (CFTC) to benefit smaller and lesser developed countries as it had been rendered ineffective because of decline in funding, the officials said.
