Jyoti Basu denies Bhattacharya to be new Dy CM

CALCUTTA, Nov 10: West Bengal Chief Minister Jyoti Basu today described as sheer concoction a report in a section of newspapers that Home (Police) Minister Buddhadeb Bhattacharya would be the new Deputy Chief Minister of the state.

How many times I have to tell you that the politburo meeting in Delhi on the 18th and 19th of this month will discuss the issue of my retirement and related matters, Mr Basu told reporters here.

The newspaper reports are nothing but lies. These are sheer concoction, he said when asked whether Mr Bhattacharya would be the Deputy Chief Minister.

Mr Basu has already expressed his desire to retire as Chief Minister because of his age and related illness. He, however, said he would not quit politics and would continue to be a politburo member of his party.

The West Bengal unit of the CPI(M), however, wants Mr Basu to continue as the Chief Minister till the next Assembly election due in 2001. (UNI)

Govt has no power to order CBI: Minister

CHENNAI, Nov 10: The Government had already made it clear that it had no power to order the deletion of Rajiv Gandhi’s name from the chargesheet in the Bofors case, but could only request the CBI to do So, Union Power Minister P R Kumaramangalam said today.

The Centre or he himself being in the Government could not evaluate or comment on the evidence that might be produced by the investigating agency to substantiate the charges in the case, Kumaramangalam told reporters here.

Under the new law of Central Vigilance Commission, the Government can only request. We can only try to explain. We have no legal and direct interventionary authority over it. Once the chargesheet has been filed the matter is before the court, he said.

Asked about Congress president Sonia Gandhi’s remarks that a particular Non-Resident Indian industrialist’s name had not been included in the chargesheet, Kumaramangalam denied it and said it is very much strongly in the body of the chargesheet.

Corruption did not mean receiving bribe alone. It included misuse of power also, he said.

On the issue of commuting death penalty of four accused in the Rajiv Gandhi assassination case, he said the Union Government was very clear that whatever be the motivation, the assassination could not be justified.

Asked about attempts of National Democratic Alliance (NDA) ally PMK to seek commutation of death sentence to life imprisonment, Kumaramangalam said in his opinion PMK would not be able to convince all partners on the issue.

On the Uttar Pradesh issue and Chief Minister Kalyan Singh’s contention that failure to take up the Ayodhya issue cost the party in the Lok Sabha polls, he said it was Kalyan Singh’s ‘individual opinion’.

There were much deeper problems that were being looked into by the party high command. There were various facets that needed to be looked into on why the party fared poorly during the polls in Uttar Pradesh, he said. (PTI)

Workshop on accessible justice for women,
juveniles from today

NEW DELHI, Nov 10: A two-day workshop on "new models of accessible justice" organised by the National Commission for Women will be inaugurated by Union Law and Justice and Company Affairs Minister Ram Jethmalani here tomorrow.

The workshop would focus on women and juveniles and address the crucial question of whether the agencies of the criminal justice system actually deliver the justice that they are meant to. The deliberations would focus on whether police, courts and prisons were meeting the requirements of fair and equitable justice for vulnerable groups, NCW Member-Secetary Binoo Sen told UNI today.

The workshop would explore ways to promote a humane "good practices agenda" in the area of criminal/penal justice, to explore alternative frameworks that make the entire criminal justice machinery more accessible and equitable, especially for the poor and powerless, she said.

Union Law and Justice and Company Affairs Minister Ram Jethmalani will inaugurate the workshop and deliver the key note-address.

Among others attending the workshop would be National Human Rights Commission Chairman Justice (Retd) J S Verma, former NHRC chairperson Justice M N Venkatachaliah, former Supreme Court Judge V R Krishna Iyer, Chairperson, Penal Reform International (PRI) Ahmed Othmani, Chairperson and members of the NCW and police and prison officers from all over the country, lawyers, academics, social workers and representatives of NGOs.

The NCW, which has made the status of women prisoners and custodial justice as one of its thrust areas, is organising the workshop in collaboration with PRI and Penal Reform and Justice Association (PRAJA), India. (UNI)

India’s N-power programme totally safe: AEC chief

MUMBAI, Nov 10: Atomic Energy Commission (AEC) chief R Chidambaram today described India’s nuclear power programme "totally safe" and ruled out any possibility of a nuclear accident, as claimed by a former nuclear scientist.

"The nuclear programme is totally safe and the guidelines of the Atomic Energy Regulatory Board (AERB) are fully complied with," Dr Chidambaram said talking to newspersons after inaugurating a seminar organised by the Indian Physics Association on "physics in 20th century and emerging trends for the new millennium" at the TATA Institute of Fundamental Research (TIFR) here.

There are three types of safety, engineering and design safety, operations safety and regulatory safety the noted nuclear scientist said . "The AERB’s regulatory safety has been fully complied with, our design is of international standards and our men are the best," he said, ruling out any accident.

A former nuclear agency scientist had recently said "there may be a nuclear accident in India in not-too-distant future."

Dr Chidambaram said India’s safety record is recognised worldover and this was possible because of maintainence of guidelines and safety compliances from time to time.

Dr Chidambaram, while addressing the Bhabha Atomic Research Centre’s founders’ day recently had said that no guideline of the AERB has ever been violated. "Such statement, made without any scientific basis, is a symptom of technological diffidence in some persons who consider that, as a nation, India is not capable of dealing with high technology," he said, adding, "technological diffidence is an invitation to technological colonialisation." Expedite judicial process in Ayodhya case: BMMCC

NEW DELHI, Nov 10: The Babri Masjid Movement Coordination Committee (BMMCC) today expressed concern over UP Chief Minister Kalyan Singh’s reported statement on Ram Mandir and demanded that Vajpayee Government expedite the judicial process in the Ayodhya case.

The BMMCC has noted with apprehension the public statements made by Kalyan Singh reiterating his resolve to construct the proposed Ram Janmabhoomi Mandir on the site of the Babri Masjid soon which implies that he is not prepared to wait for the final judicial verdict, Syed Shahabuddin, former MP and convenor of the BMMCC, said in a statement here.

Demanding that the judicial process be expedited through day-to-day hearing of the title suit by the special bench of the Allahabad High Court, BMMCC also asked Government to commit itself to maintaining the status quo in the meantime and abide by the final judicial verdict.

While many leaders and cadres of BJP may be in secret and silent sympathy with him, BMMCC calls upon other political parties which had denounced demolition of the Babri Masjid and some of whom now form part of the NDA to take note of the fulminations of a disappointed but desperate member of the Sangh Parivar, it further said.

It said that Singh’s volatile statements have an incitement potential which cannot be ignored. (PTI)

Teen-aged girl killed, 2 abducted

AGARTALA, Nov 10: Banned National Liberation Front of Tripura (NLFT) guerillas shot dead an 18-year-old girl and abducted two youths from Dalubari in Dhalai district last night.

Police sources said here today that the armed militants stormed the village, just behind the office of the Dhalai Superintendent of Police, and tried to kidnap a youth. The ultras opened fire when the youth’s sister came to her brother’s help, killing her on the spot. The rebels left the spot after kidnapping the youth alongwith another person.

After the incident, a violent mob set ablaze some tribal houses near the village. Tension prevailed in the area.

Senior police officials along with additional security forces rushed to the spot and launched a combing operation. (UNI)

Railways to start bi-weekly train between Indore-Dehradun

NEW DELHI, Nov 10: Railways will start on Monday a bi-weekly train 4317/4318 Indore-Dehradun Express, travelling via Ujjain, Maksi, Shajapur, Biyavra, Raigarh, Ruthivai, Guna, Shivpuri, Gwalior and New Delhi, an official release said today.

The train 4317 will leave Indore on Saturdays and Sundays at 1500 hrs and reach Deharadun at 1835 hrs next day.

In the return journey, the 4318 train will leave Dehradun on Fridays and Saturdays at 0600 hrs and reach Indore on next day at 0840 hrs.

It will have six sleeper class, one AC II tier, four second class and two luggage cum second class coaches.

The inaugural special of the new train will be flagged off at Indore on November 13 at 2230 hrs and reach Dehradun at 0700 hrs on November 15, the release said.

Minister of State for Human Resources Development, Sumitra Mahajan, will flag off the train at Indore.

Railway Minister Mamta Banerjee will preside over the function. Union Minister for Urban Employment and Poverty Alleviation Dr Satyanarain Jatiya and Member of Parliament Madhavrao Scindia will be the chief guest. Later, the Railway Minister will receive the train at Guna at 0900 hrs on November 14, and travel in the train from Guna to Gwalior.

After introduction of the new train, 4310 Ujjaini express will leave Dehradun on Wednesday and Tuesday instead of Wednesday and Saturday and the 4309 train will leave Ujjain on Thursday and Wednesday instead of Thursday and Sunday.

Regular services of the new 4317/4318 Indore-Dehradun express will commence from Nov 19 from Dehradun. (PTI)

India managing AIDS better than other nations: WB

NEW DELHI, Nov 10: India is managing the deadly AIDS-causing Human Immunodeficiency Virus (HIV) better than other South-East Asian countries, according to a senior World Bank (WB) official.

In India, data on HIV prevalence and facilities to deal with the problem are available unlike other countries in this region, Mieko Nishimizu, WB Vice President (South Asia region) who is in the country to review some AIDS control projects, told PTI.

No data on HIV prevalence is available from Pakistan, Sri Lanka, Bhutan and Bangaladesh, she said, adding their surveillance and control mechanisms are not as effective as India’s.

Reassuring the bank’s support to India’s efforts to control AIDS, Nishimizu who is visiting several AIDS project sites in Delhi and Chennai, said the country’s success in controlling the AIDS pandemic would greatly influence the AIDS scenario in the region.

India is acting like a HIV reservoir which, if breaks, will cause havoc in entire South Asia, she said.

The World Bank is providing financial support of 191 million US dollars, for a period of five years starting this year, to the National AIDS Control Organisation (NACO) for the second part of its AIDS control project. The first phase of the project was also supported by the WB.

According to the latest estimates by NACO, India is home to 3.5 million HIV-infected patients. (PTI)
