JAMMU, Nov 5: Former Health Minister and senior National Conference leader, Mr Rajinder Singh Chib has stressed the need for awareness among the people about the use of Indian System of Medicines and its importance in day today life.

Speaking over a function organised by the Medical Officers’ (ISM) Welfare Forum on the birth anniversary of Lord Dhanwantri here today, Mr Chib who was the chief guest on the occasion, expressed his dismay over the alleged neglect of this system in India. He said that the western countries and even several countries of the South East Asia are adopting the Ayurveda now.

He expressed that this ancient system of treatment of various diseases has its own significance which the researchers and the scholars of the western world have realised. The need of the hour is to create awareness among the people of every sphere by organising mass contact programmes, seminars etc. by the Forum members. He also asked the ISM doctors to work with devotion, dedication and zeal and to serve the people particularly those residing in remote and rural areas. The selfless service to the mankind will be the real tributes to Lord Dhanwantri, he maintained.

Earlier, the Deputy Director ISM Jammu, Dr V D Singh Jamwal spoke on the importance of this day and appealed to the doctors to work hard for the welfare of the needy people. He assured the Medical Officers on behalf of the Administration to redress their genuine problems.

He said that department is organising Indian Medicines awareness week from Nov 5 to 11 and such functions will be held at various districts. Mr Jamwal assured for improvement in the ISM wing of Health with the cooperation of Medical officers and the government.

Dr Govind Ram Gupta, president of the Forum in his address, stressed the need for promotion of ISM in the state and adequate staff in the dispensaries and health centres besides sufficient infrastructure. He also demanded early finalisation of recruitment rules, uniform transfer policy, improvement of working conditions in respect of supply, staff and buildings and upgradation of Ayurvedic hospital.

Dr Riaz Ahmed Dar, president MOWF, Srinagar demanded regularisation of adhoc Medical officers and parity in pay scales of para-medical staff of ISM with their counterparts.

Various Medical Officers highlighted the problems and shared their experiences while paying tributes to the Lord Dhanwantri. They also appreciated the then Health Minister, Mr Chib who had created separate Directorate of ISM and gave due recognition to the ISM doctors. They also appreciated NC Government led by Dr Farooq Abdullah for providing equal pay grades to the ISM doctors at par with their Allopathic counterparts.

Those who read the academic session papers include—Dr Yograj Padha, Dr Arun Jandial, Dr Dhanwantar Singh, Dr V P Kotwal, Dr Virinder Gupta, Dr P C Nayar, Dr Shabir, Dr Manjit Singh and others.

‘Hum Saath Saath Hain’ premiered at City cinemas

JAMMU, Nov 5: Raj Shree’s Production ‘Hum Saath Saath Hain’, a multi-star family opera, was premiered at the two city Cinema halls of Amba and Apsra theatres, simultaneously, today.

Directed by Suraj Bharjatya, this movie is full of entertainment but without a definite story. Pre-interval part of the movie is virtually a ‘Chitrahaar’ of marriage songs on the bigger screen. Still, it is a treat to see with the family and this very reason seems to make it a box-office ideal.

Starring two Khans —Salman and Saif Ali, with Mohnish Bahal, Tabbu, Krishma and Dipti Bhatnagar as other star material, this movie is almost replication of ‘Hum Aap Ke Hain Koun’.

Theme of the picture is based on importance of joint families and the whole story revolves around the family of Alok Nath and his wife Rama Biz having three sons Salman, Saif, Mohnish Bahal and the daughter Neelam who has registered her re-entry into the Bollywood.

Unlike his playful image, this time, Salman has performed the role of a sober youngman who vows not to marry till the re-union of the family, that had scattered at one stage .

Alok Nath has justified with the role of an ideal father, who under certain circumstances is forced to divide the family business among his three sons. But the elder son Vivek (Mohnish Bahal), leaves the house alongwith his wife Tabbu to avoid the division. To the tune of epic Ramayana, youngest one, Saif Khan also accompanies his ‘Bhaiya’ and ‘Bhabhi’ Tabbu.

The climax is as like other Bollywood movies where the picture ends at a good note with the re-union of the family.

Music of Ramlaxman is worth listening and to some extent can compete with that of ‘Hum Aap Ke Hain Koun’ or ‘Mene Payar Kiya’.

Overall, the picture is based on Indian concept of joint families and Suraj Bharjatya has tried to highlight the Indian culture through customs associated with the marriages.

Various dignitaries were invited on the premiere show. Chairman of J&K Institute of Public Opinion Mr Ram Sahai was the chief guest at the occasion who cut the customary ribbon to throw the premiere shown open .

Outside the cinema halls, heavy rush was witnessed at the ticket windows and the cine-goers were seen waiting in queues for the show tickets at both Apsra and Amba theatres.

Bali for making Jammu a neat, clean city

JAMMU, Nov 5: The Minister for Industries and Commerce, Mr Bodh Raj Bali has called upon the people in general and Small Business Community in particular to extend their full cooperation to the Municipal authorities for making the historic City of Temples a neat and clean city with rich and healthy environment.

Speaking at the second municipal camp organised by Jammu Municipality to educate petty shopkeepers and rehri wallas about importance of licences and other Food Adultration Acts here today, the Minister eulogised the Municipality for its efforts to make Jammu neat and clean and rid the city from menace of encroachment. The Minister also lauded the municipal authorities for their efforts to improve the financial condition of the institution as also stream lining the functioning of its various sections. He said that Jammu was proud to have maintained age-old traditions of peaceful coexistance, brotherhood and communal harmony.

The MLA, Mr Hans Raj Dogra who was also present lauded the Administrator Jammu Municipality for his industries efforts and foresightedness to stream line the functioning of the civic institution for giving a healthy facelift and environment to the people of Jammu city. He said that the programme initiated by the Administrator were unique. He appealed the people to extend their full cooperation to the Municipal Staff to make the City of Temples a holy and healthy city where lakhs of pilgrims reach every year to have darshan of holy cave of Shri Mata Vaishno Devi Ji.

The Administrator Jammu Municipality, Mr K B Jandial while explaining the importance of having licences for the Rehari Wallas and Petty shopkeepers said that this was the second municipal camp organised by the institution to facilitate small businessmen to have licences for their establishment. The first such camp was held at Sarwal last week. The Administrator asked the people especially business class to cooperate the Municipality in order to bring discipline in its various sections as also to keep the Temple City free of garbage. He said that during the last one week the Municipality has received about 600 complaints from the people and more than 500 complaints have been attended to. He said that the civic institution has to serve the people but to do it people's cooperation was most essential.

On the occasion, 148 licences were issued on the spot to shop-keepers under PFA. About 100 forms were also issued to Rehriwallas for running Rehlis. The Municipality generated a revenue Rs 28440 on the spot.

Later, the Minister for Industries and Commerce, Mr Bodh Raj Bali inspected the residential quarters for Darbar move employees at B C road. He interacted with the employees staying there and asked them about accommodation problems. He later took stock of the living conditions and stressed upon the concerned authorities to ensure adequate arrangement of power, water and civic amenities.

First aid training prog inaugurated

SRINAGAR, Nov 5: The Divisional Commissioner, Kashmir, Mr Khurs-hid Ahmed Ganai who is also the Chairman of State Branch, Indian Red Cross Society, (IRCS) today inau-gurated the First Aid Training Programme launched by the Society. The programme is aimed at imparting training to students of various Education Institutions besides drivers and conductors of the Valley.

Complementing the Indian Red Cross Society (IRCS) for conduction this training programme, the Divisional Commissioner undersc-ored the need for similar programmes at the district level so that more and more people receive First Aid Training to meet the emergencies. He asked the organisors to inculcate the sense of service to the humanity among the trainees which, he said, is objective of the Red Cross movement.

Earlier, the Honorary Secretary, Indian Red Cross Society, Qazi Mohammad Amin gave the resume of the activities of State Branch of the Indian, Red Cross Society (IRCS) for extending relief to the fire sufferers and other needy and destitute persons.

The Provincial Secretary, State Branch of Indian Red Cross Society (IRCS), Dr Mohammad Yousuf, Dr Basharat Ahmed and Chairman Youth Hussain Relief Committee also spoke on the occasion.

Meet reviews price control measure

JAMMU, Nov 5: A high level meeting regarding price control of essential commodities and to ensure quality goods and better services to the consumers was held here today. The Minister of State for Food and Supplies, Mr Ajay Sadhotra presided.

The Minister asked the Food and Supplies Department that domestic LPG cylinders should not be used in commercial establishments and for this purpose commercial establish-ments were bound to submit their cases for obtaining proper connections of LPG for commercial use by the 30 November 1999. He further said that to uphold stability in the price index of the essential commodities flying squads shall be constituted at divisional, district and tehsil level to ensure essential commodities to the consumers at reasonable rates with best services.

Among others who present in the meeting were Divisional Commiss-ioner, Jammu, Mr B S Jaswal, DIG, Jammu-Kathua Range, Dr S P Vaid, Dy Director Health, Dr Kamal Singh, Director Food and Supplies, Drug Controller, SP Traffic and represe-ntatives of various departments.

Advisory Committee of LAHDC concludes

LEH, Nov 5: The four-day meeting of the Advisory Committee Members of the Ladakh Autonomous Hill Development Council concluded here yesterday.

The meeting was presided over by the Chief Executive Officer, LAHDC, Mr Thupstan Chhewang. The Chief Executive Officer LAHDC Mr N K Chowdhary, the Executive Counc-ilors, Councillors and the district officers attended in the meeting.

The meeting was convened to review the implementation of the current year plan schemes and to discuss and formulated the draft annual plan of the district for the next year.

Addressing the meeting, the Chief Executive Councillors exhorted upon the Advisory Committee Members of the LAHDC to keep in view the detailed guidelines issued by of the Planning Department while formulating the next year draft plan.

He also stressed upon the Councillors and the district officers to formulate schemes which would be more beneficial to maximum people of the area.

The Chairman said that in view of the constraint of funds the next year plan proposal for the district would be restricted to the current year outlay of Rs 41.15 crores and he asked the sectional officers to formulate the plan in such a way to get maximum benefit within the limited availability of funds.

The Chairman said that next year draft plan of the district will be placed before the General Council of the LAHDC for approval in middle of next month.

The Chief Executive Officer, also gave a detailed resume of the achievement, of the current year plan schemes of the district.

Tributes paid to Kahan Singh

JAMMU, Nov 5: Glowing tributes were paid to Late S Kahan Singh the doyen of transport industry in J&K State at a simple but impressive function held in connection with his fourth death anniversary at his old home at Amphalla here today.

Mahant Manjit Singh of Dera Nangli Sahib, Poonch, former Head Priest Sri Darbar Sahib Amritsar, Giani Sahib Singh; the Chairman State Legislative Council, S Harsajan Singh Bali, Regional President National Conference, S Harbans Singh, Pt Mangat Ram Sharma and Ex-Minister S Rangil Singh eldest son of late S Kahan Singh were also present

Paying his rich tributes the late philanthropist, with references from Guruvani, Gani Sahib Singh described S Kahan Singh as a Karma Yogi who by the dint of his hard work, dedication, devotion to duty and immense faith in Almighty started from abnitio and attained climax of success. He said that commonly every body does some thing for himself and his family, but to sacrifice for others was something special. Everybody whose-ever came in the world has to die, but only few personalities are remembered after their death, he added.

Mahant Sahib prayed for salvation of the departed soul and said that entire community has many expectations from the members of the deceased family. Describing S Kahan Singh Ji as a Gurmukh who championed the cause of poor and down trodden. Mahant Sahib blessed that their family members would also propogate the message of S Kahan Singh Ji.

On the occasion, Hazoori Ragi Jatha of Darbar Sahib Amritsar, recited melancholic and bewitching Shabad Kirtan.

S Gurdev Singh, president State Akali Dal described S Kahan Singh as a Karm Yogi who gave maximum importance to simplicity, austerity and moral values of life.

S Rangil Singh, former Minister and eldest son of S Kahan Singh presented vote of thanks. Enchanting references from Gurwani, he said that his father always respected and preached the traditional moral values of life and impressed upon his children to imbibe spirit of Gurmat, self discipline, human respect and hard work for a successful domestic life.

S Pritam Singh, a philonthropist and a leading transporter in Nepal, S Darshan Singh and S Surjit Singh brothers of S Rangil Singh also attended the function. A large number of people from Srinagar, Poonch, Rajouri, Jammu, Kathua, Nepal, Punjab, Delhi and UP also attended Guro Ka Langar was also served. Minister condoles PRO's death

SRINAGAR, Nov 5: The Minister for Information, Science and Technology and Youth Services and Sports, Mr Ajat Shatru Singh has expressed grief over the killing of the Defence Public Relations Officer, Major, P Purshotam and his collegues by militants the other day.

In a message, the Minister described the killing as a higly condemable act and an attempt to brow beat the media. He said Major P Purshotam was a public relations man who was a through professional and very popular among the media-persons. During his three's stint as Defence Public Relations Officer in Kashmir, he worked very hard to build a good rapport between the army and the media. That such a person should have been felled by the militants' bullets is indeed tragic and condemnable, Mr Singh added.

The Minister expressed his heartfelt condolences with the bereaved families and prayed for the external peace to the deceased.

Accused facing trial for molestation acquitted

JAMMU, Nov. 5: Judicial Magistrate First Class Bani, Mr Rajesh Kumar Abrol has acquitted Mohd Yusuf from the charges of eve teasing and molesting the women.

In the acquitted judgement, Mr Abrol took serious note of the functioning of prosecution with the observation that the court is compelled to observe that the prosecution examined the prosecution witnesses at their sweet will and not according to the order of sequence of list contained in the challan.

The prosecution at a randum and haphazard manner breaks the very force and sanctity and tempo of challan. The witnesses serve as a lung of the challan because they function as a life organ for the challan. If the witnesses turn hostile it implies that lungs of the challan have collapsed which ultimately suffocate the challan to death i.e. dismissal.

In this context, it is imperative for the Director prosecution of J&K to issue guidelines to his machinery in as much as firstly the prosecution witnesses should be examined in the order of sequence liste in the challan and not in the order of availability and in haphazard manner and secondly some preventive measures should be adopted by the prosecution just to check the tempering of prosecution witnesses.

With observation the court dismissed the challan as prosecution miserably failed and accused is acquitted of the charges. Advocate Satish Sharma appeared for the accused in this case.

PPEU seeks intervention of CM in releasing wages

JAMMU, Nov 5: President Provincial Power Employees Union (PPEU), Mr Shakti Gupta has sought the intervention of the acting Chief Minister Mr G M Shah, in redressal of the genuine demands of the daily wagers of Power Development Department (PDD) who have been deprived of their wages for last four months.

Addressing the Union Executive Committee meeting at Sub Transmission Division Second today, he alleged that lot of resentment is brewing among the daily rate workers of the Department who are virtually facing starvation for non release of the earned wages by the authorities.

He said these daily rate workers are also being subjected to harassment by the shopkeepers from whom they have taken credit during the last four months.

Mr Gupta while assuring full support to the demands of the daily wagers and other PDD employees said the Union will not hesitate from any sacrifice in getting the genuine demands solved.

Mr D P Warikoo, general secretary of the Union while expressing his grave concern over the non release of wages in favour of the daily rate workers of the Department has sought the intervention of Chief Secretary, Mr Ashok Jaitly and urged him to release the balance amount under T&D so that the daily rated workers wages are released before Diwali.

He said despite the fact that the Chief Secretary has asked the Principal Secretary, Finance Department to release rupees seven crore under T&D to meet up the wages problem of daily rate workers of the PDD, but only Rs 2.33 crore were released upto ending July this year.

He said the balance amount which was to be released in phased manner as per commitment made with Union leaders at Srinagar has not been released till date.

The meeting also warned that in case the wages of daily rate workers were not released before Diwali, the PPEU will stage a dharna in front of Chief Engineer’s Office at Power House on November 10.

A Union handout issued here today also said the future course of action will be decided during the dharna.

Besides release of wages of daily rate workers, the Union is demanding regularisation of daily wagers who have completed seven years service, grant of two and half days extra pay to all categories including drivers, convening of DPC at Divisional and state level and filling up of vacant posts.

Estates employees suspend dharna for 15 days

JAMMU, Nov 5: The Estates employees have suspended their dharna for 15 days on the assurance given by the Director Estates, Mr M Kirmani that their genuine demands will be settled soon.

As per an Association handout issued here, today on the ninth day of dharna a delegation of the office bearers of the Estates Employees Association held a meeting with the Director Estates, to find an amicable solution to the demands.

Mr Kirmani while agreeing that the demands of the employees were genuine assured the Association leaders that they will be conceded soon. He also assured them that the employees will not be deprived of their due right.

The employees were represented by Messrs Prem Singh and Jasbinder Singh president and general secretary of the Association in the meeting.

The employees leaders also made it clear that they had no intention of launching the agitation but were forced due to callous attitude of the authorities to resort to this sort of action.

As a good will gesture the Director issued on spot promotion orders in favour of some of the employees and said that their names will be finalised and confirmed by DPC soon.

However, the Association leaders have warned that in case within the fortnight all the demands were not settled, the Association will resume the dharna again.

It may be recalled that the Association is demanding clearance of DPC, original designation to employees, re-organisation of the Estates Department, time bound promotions, two and half days extra pay and issuance of tools and uniforms to the employees and workers.

Three women die in separate incidents

JAMMU, Nov 5: A young girl committed suicide while as house-wife died due to critical burn injuries and a women knocked to death by speeding matador at Manwal. Besides, three persons made an abortive attempt to end their lives in separate incidents.

According to police reports, a young girl identified as Sangeeta daughter of Sardari Lal of Digiana committed suicide by consuming some poisonous drug at her residence this morning. She was rushed to Government Medical College Hospital when spotted unconscious by family members. Doctors attending her immediately washed her stomach but she could not fight for her life and died.

The cause behind this extreme step is yet to be ascertained.

Meanwhile, a young house-wife died under mysterious circumstances at her residence. She was shifted to hospital with critical burn injuries where she succumbed to her injuries. According to her husband she sustained these injuries as her clothes accidentally caught fire while working at home. She has been identified as Pinkey Devi wife of Babu Ditta of Bishanah.

Police have registered a case in this connection and started investigation to ascertain the real cause behind the incidents.

A middle aged woman was knocked to death by speeding matador at Manwal this morning. The victim was reportedly crossing the road when met with accident. The driver of the matador fled away from the spot leaving behind the victim bleeding profusely. Some passers-by shifted the critically injured woman to hospital where doctors declared her as brought dead. The deceased has been identified as Thakri Devi wife of Girbu Ram of Manwal.

Police have registered a case of causing death due to rash and negligent driving and started investigation to nab the absconding driver.

Three persons made an abortive attempt to end their lives by consuming some poisonous substance at their residence. They were shifted to hospital when spotted unconscious by family members where doctors washed their stomach and provided them superficial treatment. Their condition was stated to be improving.

They have been identified as Kuldeep Raj son of Neeka Ram of Ranhan Jandyal, Yash Paul son of Parmanand of Ram Nagar and Mohinder Kumar son of Thoru Ram of Lodhar.

Four persons were injured when their car in which they were travelling was hit by speeding truck at Kunjwani By-pass this afternoon. Some locals immediately rushed to the spot and shifted the injured to hospital where they admitted. Their condition was stated to be critical till the last reports came in.

They have been identified as Muneesh Bhatia son of Deepak Bhatia, Vikram son of M Sharma, Abhinav son of Raj Kumar, all the residents of Gandhi Nagar and Rahul Sharma son of Kuldeep Sharma of Nanak Nagar.

Police have registered a case in this connection and held the truck driver on charge of rash and negligent driving.

Sena warns State, Centre against discrimination

JAMMU, Nov 5: Mr Rakesh Gupta, State President of Shiv Sena has warned the Centre and the State Governments against adopting the policy of discrimination amongst various sects of Hindus for their mean ends.

In a statement here,he blamed the Centre for adopting appeasement policy at the cost of the Hindus and said that such things will not be tolerated.

The statement also demanded immediate release of Shiv Sena leaders who have been arrested in view of Pope John Paul’s visit to India.

Ophthalmologists Club organises seminar

JAMMU, Nov 4: The 6th meeting of Jammu Ophthalmologists Club was held in which a seminar on phaecomuslification was organised.

As per a release Dr S P Sharma, club president, welcomed all the eye specialists. Doctors Daljit Singh Sambyal, Samir Mattoo and Sanjeev Puri presented scientific papers on stitchless surgery highlighting the importance of the procedure.

Dr Anil Mahajan spoke on the procedure, complications and their management.

Dr Sanjeev Puri and Dr Samir Mattoo made an announcement of holding a workshop on phaco surgery in near future. Dr Seema Malhotra, joint secretary, appreciated the services rendered by Mattoo Eye Hospital to the people of Jammu, especially LASER treatment and phaco treatment.

Dr S P Pahda, senior ophthalmologist, presided over the closing ceremony. He appreciated the contributions of Dr Anil Mahajan and Dr Daljit Singh Sambyal, who have been doing stitchless cataract surgery for more than last three years and have an experience of 500 cases each.

Dr Samir Mattoo, secretary Jammu Ophthalmologists Club thanked M/S Protection Plus of Bombay for sponsoring the scientific meet.

Plea to set up solid state Chemistry institute at Jammu

JAMMU, Nov 4: Indian Association of Solid State Chemists and Allied Scientists has decided to set up a national institute of excellence in solid state Chemistry in the country.

According to a release, in a recently concluded national symposium and conference on solid state Chemistry and allied areas at Jammu University here, the Association resolved to set up a national institute. This institute would provide all the necessary advanced facilities for research in solid state to Scientists all over the country.

The proposed institute would work as nerve centre for training to the young Scientists in the development of advanced material for the next century. The location of the institute in the country, would be decided on the basis of the likely support to be received for a particular place.

Prof Indu Bhushan, National Secretary of ISCAS has appealed the J&K government, Jammu University authorities, public and private academic institutions in the state and public at large to come forward for support for setting up this institution at Jammu.
