Re-sterilised pace-maker planted to patient in CCU Excelsior Correspondent JAMMU, May 23: To help the poor patients suffering from heart ailments, a senior Cardiologist of Medical College Jammu has devised a new technique to plant re-sterilised pace makers which could extend the life of a dying patient atleast by 10-12 years. Under the technique, the doctors change out pace maker of a dead patient with the consent of his family members and then preserve it. The same pace maker is then planted after re-sterilisation in the heart of a poor patient if he cant afford Rs 60,000 required for a new pace-maker. Only the other day Dr C D Gupta, a senior Cardiologist in the Medical College planted a re-sterilised pace maker in the heart of one Hans Raj of Domail. The operation was successful. Prior to this, atleast 20 such pace makers have been planted to the poor patients free of cost. Though a new pace-maker had a life warranty, the re-sterilised pace-maker could also extend the life of a patient by atleast 10-12 years, Dr C D Gupta said, when contacted by this correspondent. Dr Gupta said the patients planted re-sterilised pace-makers were performing well and there had been no complaints of any side effects. He said this was being done only as a gesture for the poor patients. The Cardiac Care Unit (CCU) of the Medical College, infact, was being nursed by Dr Gupta and his staff with the help of donations raised from some influential patients as very few help was coming from the Medical College administration. Dr Gupta said in a bid to make the CCU more effective for the patients, he and his staff had been raising donations after requesting the patients (admitted in the CCU) and who can afford. The strategy paid off and today virtually the entire CCU has been made air conditioned from the donations. The curtains, fans, chairs, almirahs, refrigerators, geysers, furniture and several other requirements of CCU was also being met with the donations. Three computers have also been purchased by the CCU from the donations but Medical College administration hasnt given trained staff to run the computers and make the functioning of CCU more effective. An Account has been opened by the CCU in Jammu and Kashmir Bank which is jointly operated by two TechniciansMohd Sadiq and Vijay Sharma. The entire record of donations accepted and spent has been maintained. When the entire hospital might be running short of water, this shortage is not felt in the CCU because a spare water tank has been installed in it from the donations. Besides, four additional beds have been installed in the CCU in waiting area and were being used as recovery ward. Dr Gupta said he had repeatedly been asking the Medical College administration to bring CCU and Cardiac ward under one roof for the help of patients but to no avail. All what the administration has to do is to shift an Ortho ward and give it to Cardiac unit adjacent to CCU, he said. Dr Gupta regretted that despite repeated requests and budgetary allocations, the Cath Lab, a basic requirement for the heart patients, hasnt been purchased by the Medical College. He said in 1997 under Central fund Rs 4 crore were earmarked for purchase of Cath Lab. The tenders were also invited but till date they hadnt been finalised. The funds were later diverted for the purchase of MRI. Under 10th Finance Commission award, Rs 17 crores were kept but there had been no headway in the purchase of Cath Lab. In the absence of Cath Lab, an average 200 patents were referred outside the State for which Government had to pay Rs 1.5 lakh per case. A couple of years back, the State Health Ministry had promised setting up of Regional Cardiac Centre. The space was also allotted for the Centre near Chest Diseases Hospital but again till date there has been no progress on this front despite floating of tenders. Rs 50 lakh earmarked for the Centre last year were deducted for Planning. The CCU was also suffering from shortage of staffboth doctors and para-medical front. |
Swadeshi Jagran Manch asks Cong to drop out Sonia Excelsior Correspondent JAMMU, May 23: Swadeshi Jagaran Manch has appealed the Congress party to drop out Sonia Gandhis name for Prime Ministerial post so that more serious issues could be discussed during the forthcoming Lok Sabha elections in the country. "Swadeshi Jagaran Manch is of the view that instead of foreign origin issue, countrys defence, foreign and economic policy matters should become subject of the debate during the Parliamentary elections," said Mr Murli Dhar Rao, all India organising secretary of the Manch while talking to media persons, here today. He said by droping out Sonias name, the Congress party would help the nation in taking more serious issue in interest of countrys soverigienty and integrity. Even as Sonia Gandhi had herself stated various time that she joined politics to strengthen the Congress party but not for the sake of power, he added. Mr Rao also asked Bharatiya Janata Party to explain how it was going to tackle the issues like signing of CTBT and acceptance of WTO norms as India has to provide a leadership to third world countries and perform a pivotal role in the international affairs. Replying to a quarry, Mr Rao admitted that BJP-led Government at Centre had not done as per expectations of the Swadeshi Jagaran Manch. At the same time, he sought to clarify that SJM does not support BJP policies but swadeshi. Criticising the globalisation policy, the Swadeshi leader asserted that Indian economy was not based on foreign investment since only rupees 42,000 crore could be ventured from the multinationals in countrys economy . He claimed that the process of globalisation could be reversed but a strong will power was needed for that. Mr Rao disclosed that the Swadeshi Jagaran Manch alongwith its sister organisations like Akhil Bharatiya Vidyarthi Parishad and Rashtriya Mazdoor Sangh was very soon going to launch an awakening campaign for swadeshi. SC,ST employees demand withdrawal of SRO-186 Excelsior Correspondent JAMMU, May 23: The State unit of the All India Confederation of the Schedule Caste and Schedule Tribe Employees Organisation has demanded immediate withdrawal SRO-186. Addressing ne day convention of the Confederation, convenor of the State unit, Mr R K Kalsotra, has dubbed SRO-186 as anti-SC.STs and urged the State Government to immediately withdrawal this act which has been debarring Schedule Caste and Schedule Tribe employees from promotion and other benefits. He regretted that despite repeated assurances by the Chief Minister and Chief Secretary, the authorities have not take any step to abolish this Act. He also said that SC, ST employees would force to launch an agitation in case their demand would not be fulfilled. Speakers also expressed concern over the dilly-dallying policies of the Central Government in withdrawing the 5 ordinance issued by the then Janta Dal Government in 1997. Speakers appreciated SC,STs Member Parliaments of different political parties who had stalled proceeding of Parliament in March this year to force to Central Government to withdraw these ordinance. They also urged the Central Government withdraw these ordinance before Parliamentary elections. Speakers appealed to the SC,STs MLAs and MLCs to follow suit and jointly oppose SRO-186. Expressing surprise over the non-implementation reservation rules in the State, Mr M C Bhagat demanded clearance of all backlog reserved posts. He also urged the State Government to strictly follow the reservation rules. Another speaker, Mr Romesh Kumar, criticised management of Jammu and Kashmir Bank for not implementing reservation rules. Darhal for speedy completion of Excelsior Correspondent JAMMU, May 23: Ch. Mohammed Hussain, MLA Darhal has demanded speedy completion of developmental works in his Constituency. As per a release, addressing a public meeting at Kotdhara in Rajouri today, he urged the people to maintain peace and communal amity at all costs to defeat the nefarious designs of vested elements. Showing his concern over slow pace of development in the area, he demanded immediate construction of Kotdhara -Peeri road. Inservice training course for primary teachers ends Excelsior Correspondent JAMMU, May 23: Seven days Inservice Training Course was organised by Army School Ratnuchak for its Primary Teachers in coordination with the Society for Research in Education and Information Technology (SREIT) Shimla. The course was inaugurated by Mrs Mona Maharaj Singh on May 17. As per a release, Dr Keshav Sharma Director SREIT and Associate Professor of Educational Technology, Himachal Pradesh University was Assistant Director while as Mrs Vijay Puri, Principal of the school was the Director of the Training Course. Thrust area of the training course was Minimum Level of Learning (MLL) at primary stage and the competence to be achieved therein. Mr ML Sondhi, Principal, KV No. 1, Gandhi Nagar, Jammu helped by detailing the Resource Persons for the conduct of this course. Mrs Vijay Laxmi Zutshi, TGT English KV No. 1, Mrs Sudha Gautam PGT Maths KV No. 1, Mrs Kanti Singh Chouhan PGT Hindi KV No. 1, and Mrs Manju Vaid Headmistress, KV Nagrota were the Resource Persons. Teaching aids and objective based Lesson Plans prepared during the Inservice Training Course were exhibited in the school library. Excelsior Correspondent JAMMU, May 23: A meeting of Medical Officers Welfare Forum (Indian Medicine) was held here today, in which grave concern was expressed over victimisation of the members of the Forum while issuing the transfer orders. As per a release, the meeting was chaired by Dr Govind Ram Gupta, president of the Forum. The meeting also expressed concern over delay in sanctioning the time bound promotion in favour of medical officers and demanded improvement in ISM dispensaries in respect of infrastructure. The members demanded supply of essential drugs to dispensaries. The meeting also condoled the demise of Dr C L Pandita, Medical Officer Baggan, Kathua. It expressed sympathies with the bereaved family at this hour of grief. |
Autonomy reports illegal, immoral, divisive: Koushal Excelsior Correspondent JAMMU, May 23: Both the State as well as Regional autonomy reports came in for severe criticism at a discussion here today, with most of the speakers branding the duo as "illegal, immoral and politically motivated". The one-day discussion was organised by prominent Citizens to discuss threadbare the dangerous portents of the two autonomy reports, which were tabled in the State legislature during the Budget session at Jammu. It was presided over by Prof M R Puri, former Vice Chancellor of University of Jammu and attended by leaders from various shades of opinion, intellectuals and social activists. Initiating the discussion on the two reports, Mr Koushal made scathing attack on the State autonomy report and said Jammu and Kashmir already enjoyed more powers than any other State in the country. He gave detailed account of the constitutional development and pointed out that Central laws extended to the State were beneficial and brought in by the State legislature. The regional report was discriminatory and had communal overtones and so no quite in tune with the aspirations of the people in Jammu region, Ladakh area and Kashmir Valley. It has not been signed by the working chairman and some other member, while it was laid on the table of the House on April 13, 1999 but the report was distributed among legislators three day afterwards to avoid debate on it. The veteran leader opined that the people should understand the implications of the report which the ruling party has put in place to perpetuate injustice,discriminate with Jammu and Ladakh regions and create communal divide. Prof M R Puri stated that this serious matter should be further thrown up of debate and discussion among the people within the State as also at the national level. Prof Hari Om, Head, History department, Jammu University pleaded that the report should be outrightly rejected by the people as it has dangerous portents. Maj-Gen (retd) B N Dhar blamed Sheikh Mohammad Abdullah of stopping the clearance of Jammu and Kashmirs territory of raiders in October, 1947 as he wanted only a particular section of Muslim majority in Jammu and Kashmir. He stressed that the return of migrants is essential for rich tradition of Kashmiriat. Ms Naseem Kousar, a BJP leader said self-respecting people of Jammu and Ladakh regions as well as patriotic people of Kashmir Valley will not accept the reports which only hoodwink and divide the people. Mr Jagdish Raj Gupta, Jagmohan Khanna emphasised that the a sustained movement should be launched to sensitise the people about the dangers ahead because of these politically motivated reports. Mr Rameshwar Singh, Advocate, was of the opinion to ensure greater involvement of youth and taking this movement to rural areas to stoutly oppose the reports. Mr Sohan Singh, ex-Chief Conservator of Forests, Mr Durga Das Verma, Mr Baldev Sharma, former MLA and many others also spoke opposing the reports. It was resolved that more debates and discussions would be held to make public aware about the dangerous implication of these reports. |

Hurriyat fails miserably at Hague Appeal for Peace NEW DELHI, May 23: Hurriyat Conference and its mentors across the border failed to internationalise the Kashmir issue at the just-concluded the Hague Appeal for Peace (HAP) conference with several organisations and world leaders raising the issue of brutal killings of minority Hindus by Pakistan-backed militants in Jammu and Kashmir. We highlighted the killings of Wandhama, Sangrampura, Doda and Udhampur where innocent civilians fell prey to foreign mercenaries sent by Pakistan, Dr Agni Shekhar, convenor of Panun Kashmir, a Kashmiri Pundit organisation, told here after his return from the Hague. Dr Shekhar said the Hurriyat Conference delegation failed to achieve its goal of internationalising the Kashmir issue when some of its own supporters criticised it for violating human rights in the state. He said US-based Council for Independent Kashmir (CIK) and some other organisations criticised Hurriyat for failing in its duties to safeguard minorities of the state. Member Parliament of Norway Lataor Ryise raised the issue of killings of innocent people in the state and asked what Hurriyat leaders had done for preventing such carnages, Dr Shekhar said. Besides Dr Shekhar, the Panun Kashmir team comprised Yuvraj Raina, Neerja Tiku and Kamal Hak. Hurriyat Conference along with its mentors from Pakistan had resorted to slogan shouting when a three-point peace deal was being discussed at the meeting. We want to live in peace and we are ready to sign the peace deal but they (Hurriyat) retracted from their earlier stand and walked out of the meeting, Dr Shekhar said. The three-point peace deal provided for majority and minority communities entering into a dialogue both the communities working for restoring peace in the state and militants giving up arms. However, reliable sources said that Hurriyat leaders facing threat from militants had to retract from the stand taken earlier under which the leaders had accepted a dialogue on peace. Panun Kashmir leaders received another shot in the arm when nobel laureate Jose Ramos Horta of East Timor blasted the Hurriyats demand for an inquiry into human rights violation in Kashmir. Inquiries should be held into violence on both sides, committed by the Government and by the militants, he said, regretting they (Hurriyat leaders) never bothered to raise the issue of killings of innocent Hindus by militants. Meanwhile, Hurriyat leader Shabir Ahmed Dar who returned to the country and later flew to the Valley, refused to talk to mediapersons. His companion Ghulam Rasool Dar is still out of the country.
