'Om-The Quintessence of the Universe'

During his visit to Hague for attending 'The Hague Appeal for Peace 1999,' S.D. Rohmetra, Editor-in-Chief Daily Excelsior on the sidelines of conference profiles the life of His Holiness Swami Rajiv Lochanacharyaji.

It is not easy for a common man to understand the subtleties of the Universe and its creator - God. The relation between God and man has always baffled the human mind. However, some extra-ordinary men with their extra-ordinary knowledge and wisdom have been able to enlighten and guide the masses about its complex nature. One such celestial personality is Ramanandacharya Swami Shri Rajiv Lochanacharayaji (Chaitanya Mahaprabhu Maharaj Ji).

Ramanandacharya was born on 30th March, 1962. After completing his Post Graduation, he renounced the world and indulged in a hard practice of 'Kundalini Sadhna' for nine months in Shri Vaishno Devi Bhumika Cave, Katra, Jammu and Kashmir.

He went to Bharatpur (Rajasthan) in 1990 and meditated under a Peepal Tree (like Mahatma Gautam Buddha) having a hollow trunk and experienced rays of light in innerself concerning human life which he originally formulated as :-

Ultimate goal of life is God

our right is to discharge our duties.

These principles can be achieved early through love, service and meditation. These are not of any community, caste or religion but of whole humanity. In 1995 Jagad Guru went on a pilgrimage to Mansarover Kailash in the Himalayas. During this pilgrimage The Immortal Divine Soul Maha Avatar Babaji appeared infront of him and directly blessed Jagad Guruji with the knowledge of Om Kriya Yoga.

In 1996 Jagad Guru obtained a degree of Ayurveda Ratna in Herbal Medicine. He has since initiated the practice of providing the cures and treatment of incurable diseases, at no cost, to the needy at Barfani Dham in Indore (India). Swami Rajiv Lochana Charyaji at a young age, reached the zenith in the sphere of penance, piety and knowledge. He was ordained "Jagad Guru Ramanandacharya (World Spiritual Master)" by Saints and seers at Mahakumbh Mela at Haridwar in April 1998. This is the most prestigious honour that can be conferred by the Saint Community to one of their own in recognition for accomplishments in knowledge and practice of Yoga, devotion and dedication to God and Mankind as exemplified by their deeds.

He has travelled around the world providing inspiration and knowledge to all without consideration of creed or caste. He has visited countries like America, France, England, Thailand, Singapore, Taiwan, Indonesia, Malaysia, Rome, China etc and advocated for Indian culture, Orientalism, Spiritualism, Yoga and Ayurveda etc.

Ramanandcharya Ji by accepting the "Tridanda" (Three Holy Sticks from God) has made an unwavering resolution to use all that he possesses in the service of mankind. Mahavtar Kriya Babaji and Brahmarishi Brafani Dada Ji (Jagad Guru's Guru) blessed him and said, "Go and serve humanity! greate peaceful spiritual environment in the world through Om Kriya Yoga where people may acquire Ananda (happiness). Serve the poor and destitute without any consideration of caste, creed, religion and show them the right way, that have strayed from the path to true happiness.

"Om" - is the quintessence of the universe for him. The one short way that leads to ultimate Cosmic Union and harmony of the spiritual self with God.

Tripathi reviews working of Agriculture, Horticulture

JAMMU, May 18: The District Development Commissioner, Jammu, Mr PK Tripathi reviewed the activities of Agriculture and Horticulture Departments in a meeting of officers held here today.

It was revealed in the meeting that during the year last year, 46130 hectares areas was brought under paddy, 9059 hectares under maize, 80,000 hectares under wheat, 13200 hectares under pulses, 7600 hectares under oil seeds, 8375 hectares under vegetables including potato. For achieving high productivities, 1048 quintals of high yielding variety seed of paddy, 13115 quintals of wheat, 773 quintals of maize, 1325 quintals of potato seed, 39 quintals of vegetable seed and 30 quintalsof pulses and 24 quintals of oil seed distributed in the district during last year. Besides this 11948 tonnes of urea, 5831 tonnes of DAP and 298 quintals of MOP was utilised during the year.

The District Development Commissioner directed the functionaries of Agriculture Department to launch a special campaign for the ensuing kharief season upto July this year. The Chief Agriculture Officer should be available to educate the farmers about teh latest high yield varieties, dose of fertilizer to use, the use of pesticides and insecticides to save the crop from various diseases. It was also disclosed in the meeting that a special campaign will be launched for plantation especially in the rainfed areas of the district. Special Task Officer in there respective wherein each department has been designated a Nodel Officer in there respective areas. For Samba and Vijaypur blocks the Chief Agriculture Officer Command will be Nodel Agency. For Purmandal and Dansal blocks, Chief Agriculture Officer, Jammu, for Bhalwal and Akhnoor Chief Horticulture Officer, for Khour block DFO, Social Forestry Department and for the 19 villages falling in Mathwal will be Nodel Officer besides this a special plantation campaign will be launched in coming rainy season for plantation in school by involving school children. The plant material will be provided by dFO, Social Forestry and Rural Development Department each children will be given a target of 5 plants and 5 mango stones. Two marks will be awarded to student ensuring 100 per cent survival of plant.

During the current financial year 2000 quintal of high yielding variety seed of paddy will be provided which include 950 quintals of paddy of seed will be provided on 75 per cent subsidy to the farmers whose kharief crops was damaged due to hail storm during last year. Besides this 7231 tonnes of Urea, 6411 tonnes of DAP, 2085 tonnes of MOP and 100 tonnes of Zinc sulphate expected to be utilised for ensuing paddy crop. Dy. Registrar, Cooperative was directed to ensure the supply of chemical fertilizer at various distribution centres in time so that the farmers can apply the basel dose fully.

Earlier, Mr Tripathi also reviewed works sanctioned under constituency development schemes. He was apprised that 751 development works were taken in hand. Over 754 lakhs have been spent upto ending March this year on these works. Out of these works, 203 works have been completed and rest of works are in progress. The Executive agencies were directed to execute the works as per the technical sanction and ensure that the quality of works is not compromised. He further said that development works should be physically inspected by MLA/MLCs who has approved the works. Mr Tripathi directed upon the agencies that work should be completed within approved "A" cost and no unwanted liability created.

Among others, the meeting was attended by Chief Agriculture Officer, Chief Horticulture Officer, Assistant Commissioner Development, DFO Soicial Forestry, DFO Territorial District Education Planning Officer, Superintending Engineer, PWD, Chief Planning Officer and Executive Officer Jammu Municipality.

Amarnath yatra from July 21

SRINAGAR, May 18: The annual Shri Amarnath Ji Yatra will commence from July 21 and August 20 this year.

This was disclosed at a high level meeting of officers held here today to review various arrangements to be made in connection with ensuing Yatra. The meeting was presided over by the Commissioner/Secretary, Information and Tourism, Mr Parvez Dewan.

It was stated in the meeting that Telecommunication Department will ensure all possible arrangements for the facility of the Yatrai from Pahalgam to cave and also from Baltal route.

The Health Department, PHE R&B, Electricity, Labour, Forest, Animal Husbandry and Tourism, JKTDC, Transport and other concerned Departments were advised to gear up the machinery and ensure the availability of adequate number of tents, ration, firewood, medicare, water supply and transport facilities etc. during the yatra period.

Mr Dewan said that this year 35 Non-Governmental Organisations (NGOs) have volunteered to cooperate with the Government in various sectors to make fool proof arrangements of Amarnath Yatra. The meeting with all such NGOs working in various parts of the country shall be taken very soon.

Mr Dewan urged the Public Works Department to accomplish the repair/renovations works of all important routes connected with the Yatra on war footing. He called upon all the concerned agencies to maintain close rapport and coordination between them which is imperative for smooth conduct of this yatra.

The meeting among others was attended by Divisional Commissioner, Kashmir, Mr Khursheed Ahmad Ganai, Deputy Commissioners, Srinagar and Anantnag districts, Director General Tourism, Mr Mohd Ashraf, Director Information, Mr Sudhanshu Pandey, Director Food and Supplies, Kashmir, Sheikh Hussain, Director, Local Bodies. Mr Yahya Teh. Director Tourism, Kashmir, Chief Engineers of PHE PWD and Electricity. Senior officer from Telecommunication, Police, Army, Health and Labour Departments etc.

NC MLA’s killing condemned

JAMMU, May 18: The Scheduled Castes Advisory Board, at its meeting held under the chairmanship of Mr Nand Lal conde,ed the killing of National Conference’s sitting MLA, Abdul Ahad Kar by militants in the Valley.

Mr Nand Lal paid tributes to the slain legislator and described him as a secular and public spirited leader. He has sacrificed his life for the cause of peace and progress in Jammu and Kashmir.

As per release, other NC delegates, who also spoke, criticised the dastardly action of the militant in attacking an unarmed person. Those who condoled Mr Kar’s killing included: Messrs Nagar Mal, Chaino Ram, Sheva Ram Krishan Chander.

Sonia's leadership can not be questioned: Mehboob Beg

JAMMU, May 18: The Pradesh Congress general secretary and former Minister Dr Mehboob Beg while expressing his total solidarity with president All India Congress Committee (AICC) Mrs Sonia Gandhi said her leadership is unquestionable.

In a statement issued here today, he said that it was after taking over of Mrs Sonia Gandhi as president of AICC that party started regaining its lost glory.

He said after a long time during her leadership the Party swept polls in Delhi, M P, Rajasthan and it was with her charismatic leadership p that not only Congress but also other opposition parties came forward and asked her to take over as country’s Prime Minister in March, April last year.

Dr Beg said Mrs Gandhi was unanimously elected as Party chairperson for both Lok Sabha and Rajya Sabha by the Party.

The lady who rejected to take over as president of Party and Prime Minister from May 1991 to April 1999 on seeing the decline of the Party in March 1998 agreed to take over its reigns.

He said Mrs Gandhi did not stayed in India even after her husband’s death but also adopted everything that was Indian i.e its culture, psyche, ethos etc.

He regretted that the people involved in scandals, scams and with a criminal record can rise to the top offices of this country while a lady who is committed to India with all honesty and sincerity is not allowed to do it.

Expressing his full faith in the leadership of Mrs Gandhi, Dr Beg said she alone can lead Congress Party to recover and regain its lost glory.

Khoda visits Arnas to assess peoples problems

JAMMU, May 18: Close on his three-day visit of border districts of Rajouri and Poonch, the Inspector General of Police, Jammu Zone, Mr Kuldeep Khoda yesterday conducted a one day tour of Arnas area with a view to have an on-the-spot assessment of the security situation and other problems of the local population.

Mr Khoda during his tour convened a public meet at Arnas in Teh Reasi (Distt Udhampur) as a part of Police-Public Mass Contact Programme which was attended by a large number of people drawn from Arnas and its adjoining villages.

He also held a meeting of officers of police and security forces at Arnas in order to review strategy and operations in Mahore and Gool-Gulabgarh areas. The meeting was attended by DIG Udhampur-Doda Range, SSP, Udhampur, SP (Operations) Arnas, Commandant 105 Bn BSF, Commandant IRP, 4th Bn Dy Commandant 108Bn BSF and SDPO Mahore.

It was revealed at the meeting that extra Village Defence Committees (VDCs) will be established in the areas of Judda, Thanals and Salal. The officers of STF and Company Commanders of security forces manning various pickets will train the VDCs in their respective villages.

It was decided to immediately set up a joint Control Room of Police and different security forces operating in te area. Stress was laid on regular and timely sharing of information between STF and security forces.

Speaking on the occasion, Mr Khuda said that SPOs who perform well in counter-insurgency operations will be recruited in police force and the police personnel who display excellent performance will be accorded out-of-turn promotions.

Addressing people at Arnas, the IGP dwelt at length on the harm and trauma experienced by people in every sphere of activity in the back drop of militancy and sacrifices made by State Police and security forces in combating insurgency more so with wholehearted support of the masses. He eulogised their role for unitedly rising to the occasion in meeting and foiling the challenge of ISI backed insurgents. He appealed them to persuade the local misguided youth to shun the path of violence and terrorism and instead join the national mainstream. "Once they surrender the Government have schemes for their rehabiliation. The path they have chosen, he said, leads nowhere but to chosen, and self destruction."

People of this remote area were all praise for police-public contact meets. They were very happy to have senior police officers visiting them to share their feeling and concern people assured the IGP to maintain the age old cultureal haramony and extend physical, moral and psychological support to the police and its sister organisations that militancy is completely wiped out from the State.

The people on the occasion also voiced local demands which pertained to different sectors including roads, unemployment, PHE, Power, ration etc. The IGP assured them that all their demands will be brought to the notice of concerned departments for appropriate action.

BJP executive hails 13-month rule of Vajpayee Govt

JAMMU, May 18: The state executive of Bharatiya Janata Party which met here on May 16 and 17 congratulated the Central Government headed by Mr Atal Behari Vajpayee for its achievements during the past 14 months.

The BJP executive resolved that Central Government has provided India with a riot free and scam-free governance. It held that nuclear and missile initiatives have brought India to the level of five nuclear nations of the world and Prime Minister’s Bus journey to Lahore once again have established India’s claims that India has become nuclear state not to bully the weak but to preach peace and amity.

The BJP executive observed that the initiatives on economic front have put the national economy back on rails and this happened despite sanctions imposed on India in view of Pokhran-2 and the East Asian Economic crisis.

The BJP executive charged the National Conference with carrying on its hidden agenda of weakening the bonds of Jammu and Kashmir with rest of country. The BJP meet held responsible both the National Conference and the Congress for the emergence of militancy. The meet also ridiculed the autonomy committee reports for the regions and the State.

Through resolutions the BJP executive appealed the people to defeat those who were trying to take Jammu and Kashmir state away from , defeat those who were instrumental in suppressing the sentiments of the nationalist people of Jammu and Ladakh, defeat those who want to defeat a resurgent India and vote top punish those who have thwarted the mandate of the people.

The executive appealed the people to restore Vajpayee Government with a decisive majority.

Army donates water tanks, lays pipe line to civil school

POONCH, May 18: In order to bridge the gap between Army and local people, the Army under operation "Sadbhawana" donated water tanks and established a pipe line to New Model Public School Surankote near here today.

The Army’s action came as a bliss to the School children as their long awaited demand was solved. On the occasion Brig Tara Singh, sector Commander Rashtriya Rifles, Nazir Qureshi, district Chief Education Officer, School authorities including Principal Mr Syed Jamrit Ali Shah and Dr Mumtaz, district Medical Officer were also present.

During the inaugural function the School children presented a fabulous cultural programme. Laughter and chirping of birds added a different dimension to the event.

Speaking on the occasion, Brig Tara Singh Commander RRL asked the children to be firm and dedicated for achieving the goal. He urged the teachers to show correct path so that they will not deviate from the real goal.

He donated a large quantity of toys to the School which will be installed in the playground shortly.

In his address Mr Qureshi said the children are the future of the country. He asked them that they should love their country and work for it like dedicated soldiers. Dr Murtaza while highlighting the developing association between the people and the army, said army has rendered a lot of social service in the hilly and remote villages.

BJP leaders refute NC charges

JAMMU, May 18: In a sharp reaction to the uttrances of National Conference leader, Mr Harbans Singh, the Bharatiya Janata Party has refuted the charges levelled by him against BJP led Central Government.

In a statement here today the BJP secretraries, Mr Kashmir Singh, Ex-MLC and Mr Upender asked the National Conference to issue the white paper instead of levelling the wild and malacious allegations against the BJP Government. The white paper should clearly indicate the total receipt and expenditure in the three regions of the State.

They said that it was the BJP led Central Government that has given much more than previous Governments and during the year 1998-99 the Security related expenditure was paid to a tune of Rs. 258 crores and during the year 1999-2000 the allocations under the head are to a tune of Rs. 305 crores.

The leaders said that when the BJP had been saying that under a systematic plan the demographic character of the Jammu region is being changed all the ruling leaders came out with charging the BJP of communalising the situation but the same version stands admitted in toto by the Director General of Police himself that the demographic character of Jammu is being changed to suit the ISI plans the National Conference Government under communal considerations has instituted the Regional Autonomy committee only to divide the state and the regions on the communal lines, they added and said the BJP is committed for strengthening the integrity of the State but would surely fight for ending the regional disparities amongst the three regions of the State.

Referring to the claims made by the NC leader that the NC Government has provided employment to fifty thousand youth in the State the BJP leaders said that not even terrorist victim family members have been provided jobs under the government SRO and said that if the Government has provided jobs why it doesn't come out with the list region and community wise as to how many youths have been provided jobs and also the employment provided to the militancy victim families region wise.

ISD-STD facility for troops inaugurated

JAMMU, May 18: Mrs. Meena Singh, President Army Wives Welfare Association (AWWA) of the Tiger Division inaugurated an ISD/STD booth for the troops and their families at Station Workshop in Jammu Cantonment, today.

The troops had projected their problems to Mrs Meena Singh that they had to go far off in civil areas to contact their homes to know the welfare of their families and requested to establish an ISD/STD telephone in their workshop in order to overcome the problem.

The formation took up the matter with telephone authorities who acceeded to the request and this booth was opened which is to be handled by the Armymen.

The President AWWA said that the profits obtained from the telephone use will be utilised for the welfare of troops and begining with hapatitis inoculation for the children of the troops.

She further said that the separated families residing in the Cantonment, would make them easy access to the telephone and need not to go to civil areas for making call and would also save their time and energy.

BJP working committee organises meeting

JAMMU, May 18: The Pradesh Working Committee of the Bharatiya Janata Party held its meeting here today under the chairmanship of Mr. Daya Krishan Kotwal, MLC, President, Pradesh BJP. Mr Narinder Modi. All India General Secretary and Incharge Jammu and Kashmir was also present to guide the deliberations.

The Working Committee discussed at length the present political situation in the State and resolved to continue its struggle for ending discrimination of one region over the another.

It also highlighted the performances of the thirteen month long government of Mr Atal Bihari Vajpayee. The pro farmers policies of the Vajpayee led government and its resolve and proactive policies for the security of the country and also in curbing the militancy in the State were also highlighted.

The Working Committee also decided to start Atal Bihari Vajpayee Abhinandan Yatras at Assembly levels and also Atal Sandesh Yatra's to reach every voter and aprise him of the achievements of the Vajpayee Government.

The Kissan Sammelans will be held on all Assembly segment levels. It also decided to observe Lok Tantra Raksha Diwas on June 25 on the silver jubilee year of Emergency. A massive conference will be held to expose the murderers of democracy. It was decided that August 9 will be celebrated as Quit India Day at all the mandal places.

The Working Committee decided that atleast 500 workers will devote 100 days each for the party campaign through out the length and breadth of the State and mobilise support for the party candidates. The working committee also suggested various other programmes to reach to every voter.

JAMMU, May 18: A Division Bench of the Jammu and Kashmir High Court Jammu-wing comprising Mr Justice T S Doabia and Mr Justice Arun Kumar Goel has held that an employee working with the Government authority can also be termed as a workman and in case of any dispute regarding discharge, dismissal retrenchment or otherwise termination of a workman the Government has necessarily to refer such dispute to the Industrial Tribunal for adjudication.

While allowing an appeal filed by Bharat Bushan and three others working as daily wagers in the Block Development Department (B.D.O, R.S. Pura), the Division Bench directed the State Government to take notice of the provisions of Section 2A of the Industrial Dispute Act, 1941 and refer the matter of their dismissal for adjudication before the Tribunal within a period of two months.

The Division Bench held that once a dispute pertaining to any of the matter contemplated by section 2A rises then this dispute has necessarily to be referred to the Tribunal for adjudication. The Government has no discretion in the matter. The State Government has only to perform a ministerial act, therefore, the matter shal be considered for making a reference within a period of two months from the date copy of the order is made available to the Government.

The Appellants-daily wagers were dismissed from service after three to four years of their working in the Department. They wanted the dispute to be referred to the Industrial Tribunal. Intervention of conciliation officer was sought. The conciliation officer was of the opinion that the matter cannot be referred to the Industrial Tribunal as the Appellants were in Government service.

This order was challenged in the writ petition however the same was dismissed by the Single Bench. Against the order of the single judge., the Appeal was filed through R S Sharma, Advocate.

The Division Bench referred to a number of Supreme Court's rulings held that an employee working with the Government or Governmental authorities can also be a workman and this issue can be decided by the authorities constituted under the Industrial Dispute Act. Balwant Thakur elected to Board of S N Akademi

SRINAGAR, May 18: Mr Balwant Thakur, Secretary, J&K Academy of Art, Culture and Languages has been elected to the Executive Board of the Sangeet Natak Akademi, New Delhi.

The election of Mr Balwant Thakur has been made in the General Council meeting of the National Akademi in which eleven members were elected to the Executive Board among the sixty seven members of the General Council. In the Executive Board Mr Balwant Thakur has further been nominated to the Advisory board for theatre for a period of five years.

This is for the first time that the Secretary of the Jammu and Kashmir Academy of Art, Culture and Languages has been elected to the highest decision making body of the National Akademi.

The other members who have been elected to the National Executive includes Mrs Sonal Mansingh (Dance), Prof Ram Gopal Bajaj (Theatre), Dr Helam Giri (Folk), Dr. Sharayu Kalekar (Music), Dr Shanno Khurana, Mrs Prathibha Prahlad (Dance), Mr Dulal Roy (Theatre), Mr Raja Ram, Mrs Shanta Sarbjeet Singh (Critic) and Rattan Thiyam (Theatre).

The election of Mr Balwant Thakur to the Executive Board to the National Akademi has been widely hailed by the artists community of the State, Mr Balwant Thakur who has over sevently National Theatre festivals as director to his credit and has been honoured with the 'Sanskriti Award,' Citizen Award and the 'Abhinayak Samman.' In 1990 he received the National Senior fellowship in theatre form Ministry of Human Resource Development, Government of India and in 1992 he was honoured with the prestigious productions he has been awarded best director Award in the All India Competitions in the years, 1984, 1985 1986 and 1987.

Sonia undisputed leader, say J&K Congressmen

JAMMU, May 18: Senior Congress leaders from Jammu and Kashmir in a joint statement said that Mrs Sonia Gandhi is undisputed leader of Congress party and nobody will be allowed to question her leadership.

The Congress leaders said that Mrs Sonia Gandhi has rejuvenated the Congress at all levels and her decision to enter the political areas was hailed unanimously by all sections of the society in the country and her participation in politics gave a resounding victory to the Congress party in last Assembly elections.

State Congress leaders in the statement requested Mrs Sonia Gandhi not to press for the acceptance of resignation from presidentship of AICC for the best interest of party and the nation.

The J&K Congress leaders gave a call to the Indian masses in general and Congress workers in particular to rally behind Mrs Sonia Gandhi and thwart the attempts of opponents. The leaders said that people of Jammu Kashmir and Ladakh had love and affection for the Nehru-Gandhi family for their unprecedented services for the nation and country.
