JAMMU, May 14: JUTA organised Massive Dharna in front of Administrative Block to protest against the delay in the non-implementation of career advancement scheme as announced by U.G.C.

All teachers proceeded on "Mass Casual Leave'' as sequel to the Protest Day. The teachers have shown their grave concern owning to the satagation caused in their career for want of open position. Teachers in the University have to face interview at all stage of their career unlike officials in others services. Therefore, the career advancement scheme was the only ray of hope by which the teacher could get some kind of relief in their career and therefore any more delay in its early implementation will be determental to the academic interest of teachers in particular and academic growth of the institute in general.

The University Council in its recent meeting examined this issue and the matter has been refered to Pro-Chancellor for further examinations. The JUTA has sought time from Pro-Chancellor, the Chief Minister to apprise him about the concern of teachers in this regard.

Meanwhile KUTA also observed Dharan today, in response to call given by Joint Action Committee of JUTA & KUTA. The JUTA also impressed upon the authorities for implementation UGC gudelines in toto.

The executive members of JUTA had held a meeting with the Vice-Chancellor JU yesterday to seek his views on the issues of our concern. The Vice-Chancellor gave a sympathetic hearing & assured for taking up the issue of career advancement and other issues to Pro-Chancellor as per the decision of University Council. The JUTA will decide about future line of action after holding early meeting with the Pro-Chancellor.

BJP to go alone in J&K for Lok Sabha polls: Kotwal

JAMMU, May 14: Brushing aside the idea of entering into poll alliance with the ruling National Conference in Jammu and Kashmir, the BJP state unit president Mr Daya Krishan Kotwal has stated that his party would go alone in the forthcoming Lok Sabha elections.

"There is no question of alliance with the communal National Conference as this party is responsible for the woes of Jammu people since the state has been ruled by this party for maximum number of years since 1947," said Mr Kotwal while addressing a press conference at BJP headquarters, here today,

Mr Kotwal alleged that alongwith Congress and Pak ISI, National Conference was equally responsible for the Kashmir problem. However, he parried a question regarding soft attitude of BJP’s central leadership towards the National Conference Government.

Mr Kotwal claimed that his party never sought National Conference support for BJP-led Government at Centre but it was the NC which offered and extended support.

Making a dig at the Congress party for its alleged double speaking, the BJP president asked the former to clear its stand on the Regional Autonomy Committee as well as State Autonomy Committee reports, presented on the floor of State Assembly House, recently.

Referring to senior Congress leader and Member of Parliament Mr Mufti Mohammed Sayed, Mr Kotwal said," these Congressmen had have been befooling people of the state by giving contradictory statements in Jammu and Kashmir".

The BJP leader reiterated his party’s stand on the Autonomy reports and said," Bharatiya Janata Party will oppose tooth and nail any bifurcation of the state on communal basis as recommended by the Regional Autonomy Committee report which divides Jammu and Kashmir into eight regions. Instead of regional autonomy, the BJP demands regional councils for Jammu, Kashmir and Ladakh," he added.

Charging the National Conference Government with demoralising patriotic people of the state, the BJP leader said the number of VDC members have not been paid salaries for months despite the fact that Central Government released Rs 305 crore to J&K for security expenditures for the current financial year. Mr Kotwal further alleged that while making recruitment in para military forces, the surrendered militants were given preference over the youth, who fought against anti national elements.

The BJP leader complained that despite announcement of the panchayat polls in ending May, the voter lists have not been provided to his party office and the electoral revision in Jammu and Kashmir had also not been initiated so far.

Govt committed to root out corruption: Sadhotra

JAMMU, May 14: The Government is committed to root out corruption from the Society for which the people's cooperation is most essential. This was stated by the Minister of State for Food and Supplies, Mr Ajay Sadhotra at a public meeting held at village Bhure Chak in Marh block of Jammu district yesterday.

Addressing the gathering, Mr Sadhotra said that only Government can do nothing unless people were actively involved. The people are the best judges and they should keep vigil around them and bring the corrupt officers to book so that Government machinery could function properly.

He said that present Government is contemplated to ameliorate the lot of poor people by making alround development of backward and inaccessible areas of the State. He asked the social workers to put all their might in serving the common people and survey areas in their villages for initiating development works on priority.

The Minister reminded that during two and half years of present Government major thrust was given to initiate maximum development in the rural areas and most of the works have already been completed. He said that ratio of works done during this period are much higher than that of last ten years.

He appealed the people to create a congenial atmosphere for executing developmental activities. He appealed them to remain united and keep a closer rapport with the executing authorities. He said that normal development can only take place if peace and tranquilty prevails in the area. He appealed the people to strengthen hands of Dr Farooq Abdullah who is championing the cause of poor and down trodden sections of the society.

The function among others was attended by the prominent citizens, people from different villages, Sarpanches and Panches of various villages.

Ramzan's concern over growing pollution

JAMMU, May 14: Forest and Environment Minister, Ch Moham-mad Ramzan has expressed grave concern over the growing pollution all over the globe. He said rapid de-forestation, alarming population pressures on natural resources, Ozone depletion and global warming have adversely affected the world environment resulting in ir-reversible climatic changes and other natural catastrophes.

Addressing the 30-day 4th Regional Conference of Chairman and Member Secretaries of Pollution Control Boards and Committees of Central and Northern region here this morning, the Minister said that the best way to contain pollution would be recycling of waste products and usage of modern and latest technology instead of outdated technology rejected by the West. Scientific Planning, he said, is the key to progress and if planned well, the execution and implementation would become less cumbersome, he added.

Ch Ramzan said that the sustained development is no more an option but a necessity especially in the State like Jammu and Kashmir in view of its goegraphical location, fragile eco-system coupled with tourist development economy. He said that if the Water, Air and Environment Protection Acts are implemented in true spirit these would help to contain pollution to a large extent. He said emphasis should be given to pollution monitoring and enviornmental education besides strengthening the technical expertise of Pollution Control Boards.

Referring to Jammu and Kashmir, the Minister said that in a bid to contain pollution, the State Pollution Control Board has been strengthened and its scope widened to district headquarters. He said Water Pollution in the State is a major problem and therefore the scientists should undertake the study of River Jhelum, the lifeline of the Valley of Kashmir, under the National River Action Plan.

Pointing towards the world famous Dal Lake, the Minister said the defective agricultural approach, increasing population, large scale encroachments, siltation, direct disposal of domestic and hotel sewage and socio-economic activities of about 1.5 lakh population living inside the lake are some of the contributory factors for the deterioration of this fresh water lake. He asked the authorities to take due note of the air pollution caused due to vehicles and industries and come up with remedial measures to overcome this problem. He said the nuisance caused by the stone crushers and brick kilns apart from emission of suspended particulate matter in the atmosphere is a growing problem which needs to be discussed thread-bare during the conference.

The conference, the first of its kind in the State, is being attended by the experts from the Central and Northern States and would be deliberating on the problem of environmental pollution in the State.

Tariq inspects exam centre

JAMMU, May 14: The Minister for School Education, Mr Moham-mad Sharief Tariq inspected the 10th class examination, Centre for private candidates at Government Higher Secondary School for boys, Gandhi Nagar here today.

Mr Tariq expressed his satisfaction on the manners the examinations are being conducted. He further said that all efforts will be made to monitor the examination so that malpractices do not take place and who so ever from the deployed police officials or engaged supervisory staff found lackadaisical in the discharge of their duties shall be taken to task, with iron hand.

Referring to the complaints of the supervisory staff that felt insecure in the absence of adequate police strength, he assured all cooperation for the smooth examination will be made available.

During the inspection Prof J P Singh, Joint Secretary of the Board of School Education apprised the Minister that 37,000 students appeared in 10th class examination as private candidate in session May 1999, about 34,000 students in Higher Secondary Part-II examination (Regular and Private) and 24,000 students in Secondary School Examination in Session April 1999.

Prof Singh further said that the visit of the Education Minister to the sensitive examination centres has embolded and boosted the morale of the supervisory staff and a message has gone to the general public about the right conduct of the examination.

The Principal of the School the staff members and the Board officials were also present.

JURSA completes process of constituting executive body

JAMMU, May 14: The Newly elected Jammu University Research Scholars Association president Mr Kishore Kumar Sharma and general secretary, Mr Neeraj Sharma and vice-president, Ms Mahinder Kour, who took over the charge last month have completed the process of constituting the executive body for smooth functioning of the organisation.

This was disclosed by Mr Kishore, while addressing the newsmen in University Campus, this afternoon.

He said new Departmental Representatives (DRs) have been elected, and the executive body formed in true democratic way.

"This year we have also appointed speaker and deputy speaker of the association which the previous body headed by Mr Hari Dutt Shishu failed to do", said Mr Kishore. He added that appointment of these two was pre-requisite as per the JURSA constitution and also to complete the executive body.

Giving details, he said Mr Chander Mohan Sharma of Department of English has been appointed as Speaker of the house, while Mr Surinder Kumar of Department of Zoology as deputy speaker.

The nomination of joint secretaries which is important to complete the body have also been made after the approval of the DR House. They include Ms Saloni Suri, Department of Hindi, Ms Purshotam Rana of Department of Political Science, Mr S K Bhukhari, Department of Geology and Mr Anil Kumar of Department of Chemistry. Mr Padam Kumar Sharma of Department of Urdu was appointed as treasurer by the House, while Mr Rajesh Kumar of Department of Mathematics was given the responsibility of press secretary of the association.

Criticising the previous JURSA body which has completed its tenure in December last, Mr Kishore said that they could not hold the required number of DR house meetings during their tenure. He added that in total violation of the constitution they had supported the agitation against the MBBS/BDS biased list without getting approval from the DR house, thus exploiting the JURSA platform.

The general secretary of the Association, Mr Neeraj Sharma urged the Dean Students Welfare to get back the JURSA office, which has been occupied by the outgoing president ‘illegaly".

Mr Sharma said that majority of the scholars are with them and strong resentment is brewing-up among the scholar community against those, who want to hold jet another elections, which will do nothing but further create tension in the otherwise peaceful JU campus.

Mr Kishore alleged that some of the newly elected DRs and members of the executive committee are getting threats from some unscrupulous elements on behest of outsiders.

It may be recalled that the election process of the new Departmental Representatives (DRs) have also been completed.

JAMMU, May 14: Kendriya Vidyalaya Sanagthan has decentralised and entrusted disbursement of pension and other Retirement Benefits to Teaching and Non-Teaching employees of Kendriya Vidyalayas to the Regional Offices from June this year.

With a view to ensure disbursement of such benefits of Kendriya Vidyalayas of Jammu Region, Mr S D Sharma, Assistant Commissioner, Kendriya Vidyalaya Sangathan, organised Training Programme on Pension and Retirement Benefits for Principals of all Kendriya Vidyalayas of the region as well as the officials of Regional office of Jammu, in Kendriya Vidyalaya No. I Jammu from May 11, to May 14, in which 16 Principals of different Kendriya Vidyalayas and 05 officials of Kendriya Vidyalaya Sangathan, participated.

Vocational Guidance Committee being constituted

SRINAGAR, May 14: A State level vocational guidance committee is being constituted in Jammu and Kashmir to identify job-oriented courses in tune with prevalent market trends, for training youth in industrial training institutes and polytechnic. For this purpose, these institutions are being strengthened and modernised in a phased manner.

This was stated at a meeting of the Apex Committee for over-seeing, monitoring and implementation of self-employment schemes held here today. The Principal Secretary, Planning and Development, Mr J A Khan presided.

The existing self-employment scheme will also be improved by restructuring it.

Modernisation of employment exchanges is being done. Career corners are also being set up in all the employment exchanges in the State to guide the un-employed youth about the job opportunities available to them. District-level mechanism for manpower planning and fore-casting local area skills will also be done.

The meeting was informed that a comprehensive coaching programme has also been organised in a big way for different categories of candidates, at different levels, right from block to the State level to prepare them for various competitive and vocational job opportunities.

In order to provide placement services to the youth of the State in public and private sectors several measures are being taken in co-ordination with employers federations. As many as 300 enginees from the State have been interviewed by the Indian Oil Corporation recently, the results of which would be out very soon. A mega placement event will be organised in Jammu and Kashmir shortly in collaboration with leading business associations like FICCI, CII, PHDCCI.

A website for job seekers and careers is also being prepared to make the youth from the State aware about various job opportunities available in the over-seas job markets. This facility will also be quite useful for the employers to spot right type of candidates from the State suiting their requirements.

The meeting also discussed approach paper prepared on over-seas employment. A sub-committee was constituted to work out a detailed scheme for the purpose.

Shah inaugurates 17th meeting of ICAR Regional Panel

SRINAGAR, May 14: The Works Minister, Mr Ghulam Mohi-ud-Din Shah inaugurated 17th meeting of the Indian Council for Agriculture Research (I.C.A.R.) Regional Committee No. 1 at the Sher-i-Kashmir International Complex, Srinagar today. The meeting was held here after a gap of 11 years due to abnormal situation in the Jammu and Kashmir State. The last meeting held at Srinagar was in 1988. The 16th meeting of ICAR was held in Dehradun on June 13—14, 1997.

The Minister of Agriculture J&K, Mr Nissar Ahmed Khan, the Minister of Sheep and Animal Husbandry J&K, Mr S S Slathia, the Minister of Agriculture, Himachal Pradesh, Mr Vidya Sagar Chaudhary, Minister of State for Animal Husbandry, Himachal Pradesh, Mr Parakash Chaudhary, the Director General, ICAR, Dr R S Paroda, Vice-Chancellor, SKUAST, Prof M Y Kamal, Financial Commissioner, Agriculture Production and Rural Development, Mr I S Malhi, Mr J S Sambra, Member Secretary, ICAR, Regional Committee No. 1 and Member Parliament, Mr Ranbir Singh, a parliamentarian were also present in the meeting.

Speaking on the occasion, Mr Shah stress the need to devise appropriate mix of approaches and strategies for sustainable agricultural development with emphasis on ecological restoration, bio-preservation and socio-economic upliftment of the hill region. He said the Jammu and Kashmir State has a wide diversity of climate from tropical to cold desert which has bestowed an opportunity for attaining higher productivity levels in agriculture, horticulture and other agro-based programmes like mushroom, honey, zeera, olive, saffron, sericulture, animal husbandry including world famous pashmina wool and fisheries which attracts trout angles from world over.

Mr Shah said despite four fold increase in the overall foodgrain production since 1950, productivity level of rice, wheat and maize are still low as compared to our neighbouring states of Punjab and Haryana. he said there is a large gap between what is being produced and what can be produced in the Jammu and Kashmir State and this is a real challenge to the scientists who should endeavour in developing appropriate technologies to maximize and diversify agriculture production in the State on sustainable basis. To bridge this gap, agriculture extension programmes needed to be strengthened, he added.

The Agriculture Minister, Mr Nisar Ahmed Khan, the Minister for Sheep and Animal Husbandry, Mr S S Slathia also addressed the meeting and identified areas for attention of the researches and research organisations for boosting agriculture productivity in the State. Mr Slathia urged for research in selective genetic importance of live stock, development and extension of less expensive and faster diagnostic techniques and creative treatment for quality fodder production.

Mr. Nissar Ahmed Khan requested the ICAR authorities to provide assistance of Rs. 4.50 crores to the SKUAST to make up for the losses suffered by it during turbulence. He urged the need for planned research and development to boost agriculture productivity in the State. The Agriculture Minister of Himachal Pradesh also highlighted various problems areas in his State regarding agriculture.

The Director General of the ICAR in his introductory remarks dwelt in length on the emerging issue of agriculture for meeting the challenges of food security conservation of resources and poverty alleviation. He called upon the scientific community and development agencies for harmonising their relative strengths for meeting challenges of the national and international policy changes and emerging demands of the society. He emphasised on analysing linkages between low lands as well as high lands in the research and development endeavours. He highlighted the importance of post harvest technology, human resource development, bio-diversity for increasing agricultural prodcutivity and said ICAR was ready to afford every possible support to the SKUAST to setup Home Science College for women participation in agriculture and strengthening of Veterinary College at Jammu. He announced that the Planning Commission has agreed to provide support for Agriculture University in Jammu region during the 9th Plan period.

The Vice Chancellor SKUAST, Dr M Y Kamal in his welcome address emphasised the need for eco-restoration, bio-preservation and taking measures for easing ever increasing human and live stock pressures in western Himalayas and indiscriminate exploitation of natural resources which has shown their repercussions in the form of recent array of tremors in Himalayas, gradual change in climatic behaviour and in-reversible loss of hill eco system . He enumerated some of the areas of concern in the field of agriculture particularly with reference to the State of Jammu and Kashmir.

As per the "SAHYOG'' communique in continuation to its efforts to alleviate the sufferings of poor widows, orphan, handicapped and needy and to check the menace of dowry from the society "SAHYOG'' in a very impressive informal function, solemnized marriages of 13 orphan as well as poorest daughters for whom it was in fact a distant dream to bid adieu to the dark days and to bid good-bye to the parental houses with honour and respect in their prime youth in the prevailing conditions, but with the grace of "SAHYOG'' whose acronym is "Serving All Humanity Yearningly Over Globe,'' fulfill their distant dreams by solemnizing their marriages with these 13 marriages till this day about 134 marriages of the orphan daughters have been solemnized under the banner of "SAHYOG'' irrespective of caste, creed, religion and region.

While taking customary "saat phere'' tears were rolling down from their eyes and there was an element of gratitude in the eyes of widowed mothers and the people gathered on the venue. Out of syllabus papers alleged

JAMMU, May 14: Candidates appearing in the exams of B.A./B.Sc./B Com Part II and III have alleged out of syllabus question papers.

According to candidates, Chemistry A exam of Part II carried a three marks question out of syllabus. Similarly, an eight number question in Physics B Exam of Part III was also out of syllabus.

The candidates have appealed to Jammu University authorities to compensate the candidates for out of syllabus questions.

Killing of professor and his family condemned

POONCH, May 14: Teaching community of the entire Poonch district strongly condemned the brutal killings of Prof Mohammed Amin Shah and his family members.

Prof Mussaraf H Shah of Poonch College, in a statement, has condemned this brutal and barbaric act of militants and at the same time prayed to almighty to grant peace to the departed souls and deport them to the abode of peace where they may not to live under the shadow of gun. He further said that the killings of eminent professors has caused a void which shall be hardly filled.

Muzaffar Beg blames State Govt for financial crises

JAMMU, May 14: Pradesh Congress Committee, general secretary, Mirza Muzaffar Beg criticised the Chief Minister and his Government for emptying the treasuries and causing artificial financial crunch at the cost of the common man by unproductive expenditure and increase in the menace of the corruption.

In a statement issued here today, Mr Beg said that due to non-payment of Government cheques by the treasuries in district Doda on the pretext of financial crunch almost all development had come to standstill and ongoing works are left half way by the contractors for no fault of theirs. He said no commercial bank is discounting Government treasury cheques as it is bound to "bounce" and returned unpaid.

Congress leader alleged that the ruling party leaders were wasting Government funds on political tours and making false promises with masses without caring to see the ground situation in the far flung and hilly areas of Doda district. He said that due to prolonged drought in the district, peasants and people living under the poverty line are almost at the verge of starvation.

Congress leader urged upon the Governor to intervene into the non-functioning of the State Govt and initiate appropriate measures for mitigating the miseries of the masses in Doda.
