LPEF leader flays Govt for wrong fiscal policies

JAMMU, Mar 23: Mr Abdul Majid Khan, state president of Low Paid Employees Federation has stated that the State Government has been put in deep financial crisis by its wrong policies and lavish spending on unproductive things but the burden has been put on shoulders of poor people and working classes.

As per a release Mr Khan was addressing a provincial level meeting of the Federation organised here to discuss the issue of impounding the second instalment of 5th Pay Commission arrears and DA instalment into the G P Fund of the employees.

Messrs Ghulam Rasool Mir and Jagdish Raj, provincial presidents of the Federation, Krishan Singh, general secretary, Giani Avtar Singh, Baldev Raj Sharma, Kabla Singh, Abdul Rashid Lone, Abdul Hafiz Fani, Abdul Hamid Sheikh, Bodh Raj Sharma, Achaldev Singh, Abdul Majid Poonchi, Mahinder Shukla, Tara Mani and many other Federation leaders from different parts of the Jammu province, took part in the meeting.

It was unanimously resolved in the meeting to organise mass rally and demonstration in the last week of April on the eve of May Day to demonstrate employees determination to wage struggle against State Government’s anti employees policies. The Federation gave a call to all its federal units to hold protest demonstrations, rallies and dharnas at tehsil and district levels during the months of March and April.

In the early redressal of long pending grievances of teachers, clerks, Class-I employees, Village Guards, Numberdars, Anganwari workers, Food, PDD, PHE, PWD, Local Bodies, was also sought.

Mr Majid Khan gave a call to the employees all over the State to remain united under the banner of Federation for harder struggles ahead.

BJP leader requests CEO to order filling of BDO posts

JAMMU, Mar 23: Mr Shiv Charan Gupta, MLA and leader of BJP Legislature Party has stated that the forthcoming Panchayat elections were almost impossible as one-fourth of the posts of Block Development Officers in the Jammu division were lying vacant for the last more than six months.

In a submission to Mr S V Bhave, Chief Electoral Officer, Mr Shiv Charan Gupta has sought to invite the kind consideration towards this issue of vital importance related with conduct of proposed Panchayat elections. He has stated that of the vacant posts of BDO, one-third were lying vacant in Udhampur district alone and the BDOs are supposed to play a key role in the conduct of Panchayat election also after the elections.

Mr Gupta has mentioned that in the present sorrow state of affairs, either the elections shall be an eye wash or meant to divert the attention of the people from other important issues.

Mr Gupta has requested Mt Bhave to see that the Government was prepared to fill up all vacant posts of Block Development Officers in Jammu province especially in district Udhampur at the earliest possible so that the preliminary exercise for conduct of Panchayat elections could be completed well in time.

Shishu complains to VC

JAMMU, Mar 23: Jammu University Research Scholars Association (JURSA) has lodged a complaint with the Vice-Chancellor of University of Jammu against ‘few unscrupulous elements’, who are trying to vitiate the peaceful environment of the Campus.

This was stated by Mr Hari Dutt Shishu, whose tenure has expired in December last and he is now functioning as president of JURSA while talking to newsmen at JURSA office in the Law block this afternoon. Both the elected members of JURSA including its vice-president and General Secretary were conspicuous by their absence.

He had called the press to counter the election dates announced by a section of scholars for the fresh JURSA body.

In the letter which was addressed to the Vice-Chancellor, Mr Shishu mentioned in detail what happened during his tenure as president and what causes the delay in conduct of the JURSA elections.

In the foot note of the letter he alleged "it is for your information that the entire game plan has been laid down by one Mr Kishore Sharma and Vishal Sharma of Political Science for settling their political scores and defending the misdeeds of outsiders in the campus", adding, " it is, therefore requested to your goodself that stern action be taken against the erring scholars and outsiders and a through inquiry be initiated against all those, who are bent upon to vitiate the otherwise healthy environment of the campus".

Meanwhile, Mr Rajinder Singh, newly appointed election commissioner of Department of Geology by the Scholars for conducting the JURSA elections has deferred the notification issued by him on March 19.

The written statement which was attached with the letter, copy of which was sent to all concerned, Mr Rajinder said, "it is the responsibility of JURSA to decide the election commission, who with its consultation and consent can initiate the process of election", adding, "the notification issued by me on March 19 was on the basis of misinformation which is hereby deffered".

27th World Arbour Day celebrated

JAMMU, Mar 23: The 27th World Arbour Day was celebrated in the premises of Acharya Shri Chander College of Medical Sciences and Hospital at Sidhra today.

Regional Director, Social Forestry Project, Mr Abdul Razak was the chief guest on the occasion who inaugurated the function. He while stressing on plantation of more and more trees asked the participants to plant one sapling each and nurse it personally.

He said this process will help in increasing the depleting forest cover.

He urged the College authorities to carry out more plantation so that the complex will appear more romantic to students as well as patients. Besides this will also inculcate love for nature among trainees, he added.

The others who were present on the occasion include, Lt Gen (retd) Dr O P Dutta, Additional Principal, Mr H L Mengi, Trustee, Prof J R Rathore, Director Administration, Messrs O P Sharma, Deputy Director Administration, Upender Pachnanda, DFO, Social Forestry Jammu and Gopal Sharma Nodal Officer to RD Jammu.

Besides them the administrative and ministerial staff of Medical College and Social Forestry also participated in the function.

Meanwhile, late in the evening, Dr Rajinder Singh clarified that his statement regarding JURSA elections was based on suppressed and biased information provided by the Ex-JURSA president, Mr Shishu in which he(Shishu) had stated that the scholar community is not prepared for the JURSA elections due to their pre-occupation with SLET examination.

He said, "after interacting with scholars of all the JU departments, I observed that the entire scholar community is eagerly waiting for the elections as it has been already delayed".

He further said that the election will be held as scheduled on April 8, but due to holidays, the dates for filling of nominations have been extended upto March 26. The security of nomination papers and list of candidates will be notified on March 27 and the remaining schedule of the elections will be the same, he added.

Political Science Deptt wins quiz contest

JAMMU, Mar 23: Department of Political Science clinched the first position in quiz contest in the ongoing Display Your Talent organised by the Dean Students Welfare at University of Jammu, here today.

The Acharya Shree Chandra College of Medical Sciences finished second, while the third place was shared by the Department of Environment Science and Government Degree College, Kathua.

Questions pertaining to freedom struggle of India, science, Literature and Music were asked by the quiz master. Besides, audio and visual rounds, voices of eminent political and social leaders, film personalities, singers and sports persons.

Audience were also asked the questions and awarded with prizes as if they reply rightly.

Eminent broadcaster, Mr Subash Sharma acted as quest master.

GCW Gandhi Nagar win Mime contest

The Government College for Women(GCW), Gandhi Nagar won the Mime competition, while Department of Law and GCW, Parade bagged second and third place respectively.

The participating teams presented Mime on the themes like National Integration, Dowery, Environmental Degradation and Unemployment, etc. The maximum number of participants allowed to represent each item was six. The judges gave their judgment on the basis of qualities like ideas, creativity of presentation use of make-up, costumes, music and general impression each team.

Dheeraj is best actor; Renu best actress

Dheeraj Jandial of Department of Law was declared best actor, while Renu Kumari of Government College of Women, Parade emerged as the best actress in the skit competition.

Earlier, M C Khalsa College of Education secured the first place leaving behind GCW, Parade in stage performance. The third place went to GCW, Gandhi Nagar.

Those given certificate of merits included Alka Sharma, Khalsa College, Sheetal Anand, GCW, Parade, Rozika Gupta, GCW, Parade and Shilpa Pandita, GCW, Gandhi Nagar.

The use of make-up and drapery was allowed in the competition in which maximum number of six participants were allowed. The decisions were taken by the judges on the basis of qualities, like themes, work of action, stage, design and general impression.

Mr Digvijay Singh, Mr Ravi Gupta and Mr Jagdish Mehra were among the adjudicators.

Panther Party blames NC for Dixon Plan

JAMMU, Mar 23: Panthers Party today held a Plenary Session which was attended by hundreds of party workers from all the districts of the State.

The meeting passed various resolutions on the occasion of the 17th anniversary of the Party.

The plenary session in its resolution resolved to launch a democratic movement to ensure full justice and equity to the people of all regions in all spheres of life. It pressed for safeguarding the interests of the minorities of Jammu province and Kashmir and expressed serious concern over the neglect of Dogri language.

In this direction , the party demanded the inclusion of Dogri in the Eighth Schedule of the constitution, independent Dogri bulletin from Jammu Doordarshan and preserving of culture and historical identity of this province.

The resolution said that there is a need for the reorganisation of the state in the interest of preserving the cultural, linguistic identity of each province by guarantying their right to govern themselves.

It condemned the ruling National Conference Government for the massacre of innocents in the state and said that the en-mass migration of nearly 3.5 lakh Kashmiri Hindus, Mulsims and Sikhs was due to the failure of the State Government to redress the problems of the people, particularly youth.It also held NC Government responsible for the same situation in Jammu province wherefrom the emigration also took place and scores of people were killed.

The resolution condemned NC Government for its connivance with the foreign terrorists to implement " Dixon Plan" to attempt divide Jammu province communally. The resolution while denouncing it, said that this plot shall be defeated and the agents exposed.

The resolution advocated the implementation of the Wazir Commission report.

The resolution also expressed full solidarity , moral and political support to 15 lakh citizens living under Pak militancy dictatorship in Gilgit and Baltistan region and demanded the vacation of the occupation of Pak Army to ensure the restoration of civil, political and democratic rights of the citizens.

Upper House expresses concern over incident

JAMMU, March 23: The entire Upper House today took serious note of the decision of a local prestigious club to debar entries of two eminent personalities of Delhi who were clad in Kurta-Pazama. Chairman of the Legislative Council asked the Government to look into the entire matter and take stern against those responsible for the episode.

Raising the issue at Zero Hour, Dr Sayeed Nasir Ahmed Shah said that he along with some other members of Kashmir Foundation went to a local club, patronised and sponsored by the State Government, for having some refreshment. Two members of group bearing Kurta-Pazama were stopped at the gate of the Club and not allow to enter due to their dress.

Dr Nasir expressed surprise that despite being funded by the Government, why these types of discriminatory policies were being allowed in the Club.

The entire House joined Dr Nasir and asked the Government to take strict against those responsible for the incident. The members want that dress rule should only be for members of the Club but not for guests.

Chairman of the Upper House shared concern of the members and asked leader of the House to investigate the whole episode and take action against those responsible for stopping entry of some intellectuals in the Club.

Mr Abdul Rehman Turkoo, expressed concern over the future of about 4,369 medical employees who have been serving in the department for the last 9 years.

Raising the issue at Zero Hour, Mr Turkoo asked the Government to regularise services of these employees.

Members of the Upper House also expressed concern over the selling of pornographic literature in the City of Temples.

Raising in the issue in the Zero Hour, Maj Gen (retd) Goverdan Singh Jawmal said that pornographic literature has been selling in the book stalls under the very noose of police. He asked the Government to keep a check on the circulation of these types of literature.

Minister for Home, Mr M A Lone, assured the House that Government would take action in this regard.

Printers Association demands reduction in taxes

JAMMU, Mar 23: Jammu Printers Association expressed shock over the Government decision of not reducing hike in the proposed taxes on printing industry.

In a press release issued here today, president of the Jammu Printer Association, Mr Adarsh Pal Gupta, regretted that beside non implementing SRO-1 GD which had made it incumbent on part of the Government and semi-Government organisations to get all the printing work done in the State, the Government has imposed further taxes on the already sick printing industry.

Mr Gupta raised apprehension that due to slapping of heavy taxes, the probable customers are thus getting their jobs done in Punjab where firstly the tax are very low and secondly they have to pay no tax on any printing material.

He said that Association was hopping that the Finance Minister would realise the harshness of the measure and accordingly give some reprieve but all our hopes shattered.

The Association urged the Government to reconsider its decision so that the printing industry, which provide livelihood to a large number of people in the State, is saved.

Pensioners discuss demands

JAMMU, Mar 23: A meeting of the All J&K Pensioners Association was held at Gita Bhawan here on Saturday which discussed various issues concerning them.

As per a release, the issues relating to 15 percent additional relief granted by central Government vide its order dated 16-4-1987 to its pensioners and family pensioners with effect from 1-1-1986, 10 percent additional relief to pensioners and family pensioners by the state Government with effect from 1-4-1987 vide its order No 93-F dated 1-4-1988, 5 percent additional relief on all pensions, 10 percent additional relief and DA on the pensions of retirees in between 31-3-1985 to 1986 retained and not allowed by the State Government in Para (A) of Government Order No 93-F dated 1-4-1988 and non revision of pensions and family pension in SRO 77 dated 30-3-1992, came under discussion.

During the discussion it was intimated by Mr G L Sharma, chief patron, that the above issue for release of residual balance has already been taken up with the Government in Finance Department vide association No. AJKPA/503 dated 1-8-1992 followed by series of reminders. It was decided that the ibid issue would be taken up separately with the Government in Finance Department through a reminder.

However the present issue involved related to issuance of identical order by the State Government on the basis of Central Government Order No F-45/10/1998- P&PW (A) dated 17-12-1998 which provides 50 percent and 30 percent pension and family pension respectively of the minimum revised scale of the post held by a retiree/ deceased pensioners at the time of his retirement, as introduced vide SRO 18 dated 19-1-1998. It was decided that a deputation of of pensioners association led by Mr Khaksaar M Maqbool Shah president Kashmir Pensioners Association will meet the Chief Minister Dr Farooq Abdullah in a day or two with a memorandum for his directive to the Finance Department for issuance of ensuing revised order expeditiously with a ready recknor annexed thereto for updation of pension/ family pension by the Pension Disbursing Authorities.

Prominent among those present in the meeting included Messrs G L Sharma, J K Padha, Khaksaar M Maqbool Shah, S Faquir Singh, A C Sharma, B L Khajuria, Din Dayal Uppal, S N Khajuria, Syed Wali Shah, A N Koul, M H Qureshi.

2 restrained from working as Sainik Society Directors

JAMMU, Mar 23: Mr Justice G D Sharma of the State High Court Jammu Wing has restrained Surinder Singh Jamwal and Subash Singh Jamwal from working as Directors of the Sainik Cooperative House Building Society till further order from the court.

These orders were passed in a writ petition filed by Mohan Singh Jamwal a defeated candidate in the elections to the society held recently.

In the writ petition filed through advocate K S Johal, the petitioner stated that he figured at Serial No. 13 among the contesting candidates on the basis of votes secured by each.

He submitted that the respondents Surinder Singh Jamwal and Subash Singh Jamwal were elected as Directors of the society as they figured among the first eleven candidates to be elected as directors of the managing committee.

The petitioner stated that the two respondents were working as employees of the J&K State Road Transport Corporation and as per the service regulations of J&K State RTC and also as per the J&K Employees conduct rules 1971 they could not become directors of the society and as such their acting in violation of these regulations. He stated that he served a legal notice to the Managing Director of SRTC to take disciplinary action against the two employees and asked them to tender resignations from the corporation or from the directorship of the society but no action was taken.

The petitioner had claimed the same relief in the petition and also prayed that he be declared as Director of the society.

Mr Justice Sharma issued notice to respondents for four weeks and in the meantime the two directors ere directed not to work as directors of the society till the objections filed and considered by the court.

Exhibition on visual aids held at Gandhi Nagar College

JAMMU, Mar 23: An exhibition on Visual Aids' for building up resource materials in the subject area of "Extension Education" was organised by the Higher Sciences Department and the NSS Units of Govt College For Women Gandhi Nagar Jammu is collaboration with Population Education Resource Centre, University of Jammu, in the HSc Department of College. In the Exhibition resource materials in the form of posters, charts, flash cards, pamphlets, leaflets, bulletin boards etc prepared by the students of Department was displayed.

In the context competitive function was held in which social problems were depicted in the form of folk media i.e. bukked Nataks and puppet shows. Speaking on the occasion, the chief guest, Prof V K Kapoor Co- ordinator NSS, University of Jammu, appreciated the hard work of the students and co-ordination among the HSc Department, NSS units and population Education Resource Centre of the Jammu University, which contributed in making the programme a success and promised to have such programme at a larger scale.

The judges, Prof Rita Jitendra, Prof Dr Shakti Hira Singh and Prof Sarla Kohli declared the result in which "Paisa Ka Bol Bala" got the first prize and "Andhvishvas" and "Dadi Jag Uthi" got the 2nd and 3rd prize respectively.

The Principal of the college, Prof Mrs Kusum Sharma in her presidential address stressed for the need of bringing in such awakening among the people through such extensive display of Visual Aids. She appreciated the hard work of the students and the staff members.

Dr Mrs Madhu Gupta of the population Education Resource Centre surveyed the over all working and conduct of the programme Prof R N Thappa programme officer, NSS gave the vote of thanks.
