4-lane Tawi bridge to be completed by Sept next Excelsior Correspondent JAMMU, Dec 18: The prestigious 4-lane, 299 mtrs long second Tawi Bridge would be completed by September, 2000. This was apprised to the Minister for Works, Mr Ali Mohammad Sagar who inspected the on-going construction work of the bridge here today. Mr Sagar was accompanied by Minister of State for Works, Mr Qamar Ali Akhoon. The Works Minister was further apprised that the cost of remaining work is about Rs 7.28 crores. For the construction of rightside approach road from Jogi gate side to bridge over Rs 1.68 crores are also being spent. The work on the bridge started in March 1998 by the JKPCC. The structural part of 29 Mtr long pier No. 1 has been completed. Sinking of well, sand filling and botom plugging for pier No. 2 also stands completed. In addition 10.15 mtrs pier head and first two units on either side of pier No. 3 have also been completed. Concreting of shear key, footing of six mtr abutment has also been given final touch. Spherical knuckle bearing have also been procured for the bridge. The Minister stressed upon the concerned engineers and construction corporation to speed up the construction work and ensure completion of the bridge within stipulated time. He said the bridge will serve as an important link between walled city and Bahu area after its completion and will also help a lot in decreasing the traffic pressure on the existing bridge. Later the Minister reviewing the working of roads and bridges department in his office chamber. He exhorted upon the concerned engineers to gear up the execution of various works taken in hand so that the benefits of road communication system go to the common persons. He called upon the officers to create a closer rapport with the people. The meeting was attended by Minister of State for works, Mr Qamar Ali Akhoon, Commissioner/Secretary and Chief Engineer R&B. |
J&K appeal Centre for ST status to Paharis Excelsior Correspondent JAMMU, Dec 18: Chief Minister, Dr Farooq Abdullah today said the Centre would be approached for expediting the grant of Scheduled Tribe status to the Pahari people of Jammu and Kashmir State. Addressing the meeting of Advisory Board for the Pahari speaking people here this morning the Chief Minister said that he will take up the issue with the Prime Minister, Mr Atal Behari Vajpayee soon. He said the issue relating to promotion of Pahari language especially on electronic media would also be taken up with respective Ministers at the Centre. Attaching immense importance to the higher education of weaker sections of the society, Dr Abdullah stressed for creation of necessary infrastructure for imparting higher education to the Pahari youth. He called upon the Legislators and Parliamentarians to contribute from their Constituency Development Fund towards the construction of hostels for Pahari students at Srinagar and Jammu. The Chief Minister said that uplift of people living in Pahari and backward areas is pivotal for the overall development of the State. He said a supplimentary plan for the development of Pahari areas could be considered so as to give fillip to various schemes aimed at the welfare of these people. Speaking on the occasion, the Minister for Education, Mr Mohammad Shafi stressed the need for strengthing the Pahari Cell in the Academy of Art, Culture and Languages and said that this is essential for the preservation and promotion of rich Pahari language and culture. Giving brief resume of the activities of the Advisory Board, its vice chairman, Mr M D Bandey said that a computer centre is being opened soon in the Pahari Hostel at Rajouri. He said the hostel has been converted into a residential school while efforts are afoot to create similar facilities at the Pahari Hostel at Poonch. Milk production to touch new record this year Excelsior Correspondent JAMMU, Dec 18: The Milk Production in the State is likely to touch a new record of 981 thousand metric tons by the end of the current financial year and the egg production which stood at 423 millions in 1998-99 would go upto 446 millions by March this year. This information was given to the Minister for Agriculture, Rural Development and Animal and Sheep Husbandry, Chaudhary Mohammad Ramzan while reviewing the performance of Animal and Sheep Husbandry sectors at a meeting of the officers of the concerned departments held here yesterday. The Minister of State for Agriculture, Mt T Namgyal and the Parliamentary Secretary (Agriculture), Mr Rampal were also present. The Ministers were informed that the milk production in the State registered and increase of 48.70 thousand metric tons in last two years raising the total milk production to 949 thousand metric tons in 1998-99 against 900.30 thousand metric tons in 1996-97. Similarly the egg production has gone up from 396 millions in 1996-97 to 434 millions in 1998-99 recording an increase of 27 millions over the corresponding period of 1996-97. It was also stated that the mutton production which stood at 219.03 lac kilograms by the last financial year would go upto 222.53 lac kilograms by the end of October, the production of mutton has been recorded at 220 lac kilograms. The wool production is expected to touch 58.46 lac kilograms by March 2000 and by the end of October this year the production recorded was as high as 55 lac kilogram. The state has a total animal population of 78.85 lac which include 31.74 lacs cattle, 7.87 lac buffalo 31.68 lac sheep and 17.56 lac goat. Addressing the officers Ch Ramzan stressed the need for conversion of local cattle to cross bread which would help to increase the milk, wool and the mutton production. He said since 13 percent of the gross domestic product of the state is contributed by the Animal and Sheep Husbnadry Sectors, therefore, every effort should be made to provide proper health cover besides making available the modern techniques of rearing. He said the strategy should be to consolidate the achievements registered so far and increase the productivity by improving and streamlining the Animal and Sheep Husbandry in the field of breeding, feeding, marketing, management and disease control. He asked the officers to ensure maximum utilization of funds provided for different schemes in the current years plan. Against the current year's outlay of Rs 21.41 crores, nearly 50% of the plan has been utilized by the end of October. He said since 14 lac population of the state is directly connected with wool rearing therefore, every effort should be made to provide good market to them. The T Namgyal and Mr Rampal also addressed the officers and stressed for making concerted efforts for making this industry sustainable and more profitable. The Commissioner/Secretary Animal and Sheep Husbandry Mr Jagdish Keshwan briefed the Ministers about the activities of these departments and the achievements registered in these two sectors during the last three years. |

Excelsior Correspondent JAMMU, Dec 18: The Chief Secretary, Mr Ashok Jaitly has called upon the Young Officers to work with zeal and devotion and contribute their best to the State and the society. Speaking at the valedictory function of the training programme for trainee officers of the Combined Services organised by the Institute of Management, Public Administration and Rural Development (IMPA), here last evening, the Chief Secretary stressed for evolving a perfect work culture in the state by improving work methods. He said, in this connection, beginning should be made by every one at all levels of administration. He said there should be modernisation of administration, besides. He said there should be modernisation of administration, besides computerisation adding that officers should be computer-friendly. Mr Jaitly said that efforts are underway to systematise the services and bringing in more transparency in selections, promotions and transfers. He said stress should be laid on accountability aspect so that programmes and policies of the Government could be implemented effectively and administration is made more responsive and people-friendly. The Chief Secretary said that we have a flourishing democracy and the young officers should realise this from day one and function as per rules and regulations. Mr Jaitly said the training is an important factor and utmost seriously should be given to it. He said training gives an opportunity to read and the young officers shold read extensively to become update and keep pace with the fast changing world. He said, keeping this in view, the re-orientation training is must for all in-service officials of all the departments. He said, he has asked the General Administration Department to have an annual programme of training for the KAS officers at all levels. This will be made a regular feature, he added. The Chief Secretary while referring to the financial crunch being faced by the State, said that expenditure has to be controlled and every penny saved. He stressed that even wastage of paper has to be checked and resources generated to address the problem of cash crunch. He said an Institution like IMPA can make a study and suggest a way out of this problem. The Chief Secretary exhorted upon the young officers that as a responsive and sincere administration it should be fully ensured that while dealing with any situation, thre should be no instances of human rights violations. The human rights have to be respected, he stressed. The Chief Secretary complimented IMPA for organising such a useful training programme for the trainee officers. He also distributed certificates among the trainee officers. The Financial Commissioner and Director General, IMPA, Mr M L Koul while giving resume of the activities of J&K IMPA, Jammu said that it was conducted 306 training programmes and trained 7832 officers from various Government departments and Corporations during the last ten years. In addition, 31 coaching programmes have also been conducted for 731 candidates of various competitive examinations during the period. Mr Koul said that a Computer Laboratory is also being established shortly for imparting training to Government officers being trained by IMPA, Jammu from time to time. He said, there is also a proposal for construction of IMPA complex at Sidhra, in Jammu. Earlier, the Course Director of the training programme, Dr Indu Dhar Aima in her welcome address gave broad features of the training programme and the methodology adopted for it. In all, 41 trainee officers of the Combined Services participated in the 18-week training programme. A number of senior officers, prominent citizens, academicians and functionaries of IMPA attended the valedictory function. |
Altaf asks doctors to serve suffering people with love Excelsior Correspondent JAMMU, Dec 18: The Health and Medical Education Minister, Mian Altaf Ahmad has asked the doctor community to serve the suffering people with love and sympathy. The State, he said is passing through a crucial stage of constrants and militancy at present where every body needs dedicated and responsible service of the Doctors. The Minister who paid a visit to the Medical College hospital here today for the first time after assuming the charge of the Departments, was interacting with the Principal of the College, Dr H L Goswami and other doctors present at the hospital. The Minister said our doctors should prove the saying that a doctor is next to the God by rendering selfless and dedicated equal service to the people irrespective of their caste, colour and status. He said the poor villagers coming from farflung ares of the division like Marwah, Wadwan, Padder, Dachan and Machil etc for treatment in our big hospitals should not be ignored at all rather they should be treated and provided medicines on priority. The Minister said since doctors as well as paramedical staff belong to a noble professions they should devote maximum time for providing health care to the needy people day and night He admitted that heavy work load exist in our hospitals, even then Medical staff have to perform their duties with efficiency and responsibility for welfare of the state and its people, he added. The Minister also appealed to the visitors and attendents of the patients present at the hospital to extend their active cooperation for keeping the prestigious institution neat and clean which, he said is natural law for keeping the human beings healthy. He said in no case waste of edible items will be thrown in bathrooms. During deliberations with the concerned authorities, the Minister was told that over 1200 employees including Doctors, Surgeons, Registrars etc are working in the Medical College Hospital besides over 600 MBBS trainees and technicians. The annual wage bill including other necessary expenditure of the hospital is of Rs 12.00 crores. Referring to the problems being faced by the hospital authorities and the staff, the Minister informed that financial problem in certain cases of emergency nature will be discussed with the finance department and solution in this regard, he said, would be sorted out on priority basis as the matter is of human lives, he said. The main problem of drainage and additional lifts was also discussed on the occasion with the assurance that these will be solved shortly with the help of experts. Later, the Minister had a round of some of the units/wards like out patients Department, opthomology, Orthopadics, medicines and spinal injury wards etc and enquired personally from the indoor patients about treatment and medicines of different ailments being provided free of cost to them. |

Excelsior Correspondent SRINAGAR, Dec 18: The Power Development Department has asked people not to raise funds for repiring the damaged transformers or pay money to some unscruplous elements who collects money as repairing charges on the name of officials of the department. A spokesman of the Power Development Department while reacting to media reports about non-availability of power has said that sharp rise in demand during last one week coupled with decreased power generation due to continuous dry spell and subsequent low discharge of water in the river Jhelum had affected the power supply. The generation from Lower Jhelum Hydel Project had decreased to 17 MWs against installed capacity of 105 MWs while the generastion from Uri Hydro Electric Project had fallen to 68 MWs as against its capacity of 480 MWs. The power availability from local power house is only 85 MWs and 360 MWs are imported from Northern Grid. The Northern Grid has imposed restrictions on excessive drawal resulting in further cuts in the power curtailment schedule. The spokesman appealed the people to help the department by referring from taking double phase connections, which, he said us the main reason for damage of the transformers. People have been asked to light on lamps only where needed and avoid using electrict gadgets during peak hours. |
Vijay Diwas celebrated at Mamun Cantt, Nawshera Excelsior Correspondent JAMMU, Dec 18: On the 28th anniversary of Vijay Diwas, solemn and dignified ceremonies were organised at Mamun Military Station and the border town of Noushera on Thursday. The day was marked with all the fervour the occasion demanded. The day commenced with the wreath laying by Major General PK Chhiber, GOC of an Infantry Division, serving officers, JCOs, OR and ex-servicemen on the memorial at Infantry Circle at Mamun Cantt, to remember the fallen comrades, who made the supreme sacrifice. The serving personnel thereafter got together with the retired officers and ex-servicemen for high tea. The occasion witnessed all the trappings and traditional camaraderie which is the hallmark of the Indian Army. The high point of the ceremony was when the "Last Post" was played by the buglars followed by two minutes silence, it was the subtle crescendo, dedicated to the memory of the gallant martyrs whose unshakable loyalty and indomitable courage, have left an indelible imprint on the sands of time of our post independent history for the present generation of proudly emulate. Vijay Diwas was also celebrated with traditional joy, gaiety and happiness at the border town of Naushera. Col RK Sharma, Officiating Naushera Garrison Commander and many other military and civilian officials laid wreaths on the war memorial of Late Naik Yadunath Singh. Colonel RK Sharma, in his address exhorted all service personnel and citizens to be ever vigilant. He also cajoled all civilians, to come forward and help their service brethren combating the ongoing insurgency. The ceremony culminated into tea and refreshment for all taking part in the celebrations. During his intersectin with the gathering Colonel Sharma praised the ex-servicemen and the civilians of the garrison for providing yeoman service in fighting insurgency in the area. It was due to the constant vigilance by both the army personnel and the civilians that militants could not make any headway in spreading their tentacles in the area. Vijay Diwas is celebrated every year to commemorate the victory of Indian armed forces over Pakistan armed forces during 1971 war which resulted in the creation of Bangladesh. The 1971 war with Pakistan which started on December 3,1971 took only 14 days to culminate into one of the greatest victories in the Indian history. This was due to superior planning and determination of Indian Armed Forces and on December 16, 1971 General AAK Niazi, GOC-in-C Pakistan Eastern Command put his signature to the instrument of surrender to Dacca. |

Customers from trade, industry and representatives of Govt Deptts, retired employees and unemployed youth attended the meeting. Mr Ajit Singh welcomed all and invited suggestions for further improvement of Banks services. He informed that work for computerisation and air conditioning of main branch was in progress and shortly computerised services would start at Kathua. He said ATM was also being installed for providing 24 hours banking facilities to the clients. He further declared that disposal of loan cases would be done within 7 days. Clients expressed happiness over the matter as they have heard like that. They suggested that clients should be given an atmosphere where they could feel at home in the bank. They were fully satisfied about the services being rendered by the bank. They suggested that Govt. sponsored cases should be disposed of more expeditiously. Some clients requested for providing coins at the branch. Representative of Govt employees requested that separate pay counter be started for disbursement of their salary as there remains lot of rush in the branch. Dy General Manager informed that for the bank the customer is the most important person in its premises and all clients are equally important for the bank. He declared that all Govt sponsored cases would be disposed expeditiously and advised the youth to take benefits of these loans for better employment. He assured that adequate supply of coins would be made for Kathua. He directed Manager Kathua Branch to start a separate pay counter for Govt employee from December 20 positively near the Govt Treasury so that neither the employees nor the general customers may suffer because of rush. |
CM inaugurates MIET
in Jammu Excelsior Correspondent JAMMU, Dec 18: Opposing the functioning of some religious institutions, the Chief Minister Dr Farooq Abdullah today said that such education of spreading poison and creating wedge between the communities, would certainly take us to destruction. Speaking at the inaugural occasion of the new Model Institute of Engineering and Technology (MIET) at Kot Bhalwal near Jammu today, the Chief Minister said that innocent children are being exploited on the name of religious education. Some of these institutions run by so called Jamat-e-Islami leaders are not serving the real purpose but are spreading poison and hatred among the communities. He said such education has no base and even no place in the society. Some elements under the garb of religion are trying to spread poison among the masses for their vested interests through these religious institutions (Madarassas), he maintained. Referring to the present educational system in the state, Dr Abdullah said that it is very difficult and challenging task before the new Education Minister, Mr Mohd Shafi to streamline the educational system in the troubled state. In past ten years of militancy, the Health and Education sectors have suffered a lot. The Government has tried its best to revive the closed schools and to reconstruct the gutted and damaged school and hospital buildings but a lot has yet to be done this regard. The condition in the schools situated in remote and militancy affected areas is worst and the teachers prefer to stay away from these areas, he added. The Government, would take up this sector on priority and would provide maximum funds for the rebuild of the destroyed and gutted infrastructure, he said, adding that the system which is running on the adhoc would be abolished and some concrete decisions would be taken up to improve the education system in the state. He said the Jammu which in past was considered as the land of warriors is emerging as a major Educational Centre in the North and would take lead in all other fields as well in future. The Kashmir, which was said to be a high seat of learning in past centuries suffered a massive destruction in recent past. However, he hoped that the evil shadow will be over soon and the state would head towards progress and prosperity. He congratulated Dr Arun Gupta, chairman of the Institution on the occasion besides the management of the College. The Education Minister, Mr Mohd Shafi who was the guest of honour on the occasion emphasised the need for professional and technical education for the overall development of the country. Appreciating the devotion and dedication of Dr Arun Gupta, the Education Minister said that Mr Gupta is the first educationist in the state who took lead in starting a private B.Ed. College. Thereafter, about half a dozen institutions came into existence. There are some more Technical Colleges but Mr Gupta constructed the building, raised the infrastructure and then commenced the courses, Mr Shafi said, adding that the institution has been set up at the healthy environmental site and away from citys pollution. Earlier, in his welcome address, Dr Gupta gave a brief account about the project and the College. He sought the cooperation of the Government for running this Engineering College smoothly. Spread over an area of about 26,000 sq ft, the college has been approved by the All India Council of Technical Education New Delhi. In the first phase, the college is offering admissions in Computer Science and Engineering, Electronics and Communication Engineering and Electrical engineering with an intake of 60 students in each disciplines. Dr C L Wakloo, Principal of the MIET gave a brief account of the College and its activities and narrated its purpose of imparting quality education. Mrs Renu Gupta, Joint Director of the Institution presented the vote of thanks. Rotary Club organises Hepatitis B Camp Excelsior Correspondent JAMMU, Dec 18: Rotary Club Gangyal organised Hepatitis B vaccination camp at Justice Mehar Chand Mahajan Charitable Hospital in which the second dose of the vaccine was administered to hundreds of people including children. As per a release, a team of qualified doctors comprising Dr K L Gupta, Dr Vijay Gupta, Dr Mahesh Gupta, Dr Vinod Gupta and Dr Sushma Malhotra rendered their services in making the vaccination camp a success. The camp was organised under the presidentship of Mr Balbir Gupta, president of the Club. 513 Kargil porters qualify Med standards Excelsior Correspondent JAMMU, Dec 18: Kargil porters who have qualified the medical standards for the recruitment rally at Tanda in Akhnoor are feeling at the top of the world. After crossing the physical and medical hurdles of the hazardous trials of fitness from December 10 to 18 in the special army recruitment rally, these aspirants are now preparing for the written examination. Their life time cherished desire of joining Army appears to be coming true for them. Out of nearly 2500 porters of Tanda Tigers Force (TTF) who came for the rally, only 513 can make it to the finals. This special rally is jointly being conducted by the Army and Border Roads Organisations for the historic recognition of the services of these volunteers at the time of Kargil War. A local youth, K P Singh organised these youth and took them to the heights of snow clad Himalayas at Kargil. Mr Singh appealed to the State and Central Governments to adjust the left over Kargil porters in para-military and Forest Protection Force due to their proven credentials. |

According to a release, a deputation from Reasi led by Mr Charan Das and Gian Chand, leaders of SC/BC Cell National Conference highlighted the problems being faced by their area people. Another deputation of Mohalla Welfare Committee Janipur led by Mr Ashok Tyagi called on the Minister and apprised him of the problems like water scarcity and power failure. A deputation from Rajouri led by Mr Jia Lal, member of Schedule Caste Advisory Board met the Minister and apprised him of the peoples problem due to firing on the LoC. The deputation also stressed that the SC Advisory Board should be made more effective and people from Schedule Caste and Backward Classes be included in the Service Selection Board and State Public Service Commission. Mr Ram Paul gave a patience hearing to the deputations and assured them that he would bring their problems to the notice of concerned government authorities for early redressal. Deputations from Kathua and Bishnah also met the Minister and discussed with him various problems being faced by the people of their areas, added the release. |
