Tiger Division Excelsior Correspondent JAMMU, Dec 16: General Officer Commanding of Tiger Division operating in the border area of Jammu, Maj Gen Bhopinder Singh has said that militancy was in its last phase in the Jammu and Kashmir. Speaking at a function organised by the Army to celebrate 27th anniversary of Vijay Divas here today, Maj Gen Singh said that after suffering severe setback in the Kargil operation, the Pak is now behaving like an injured animal. In its last do or die effort it is indulging in the activities like attacks on security forces and other acts of subversion. In the recent past, Pak aided militants have increased the intensity of attacks on armed forces, police and para-military forces. There has been increase witnessed in the casualties on the part of security force men as compared to the civilians in past few months. Most of the militants now fighting are the foreigners and they lack local support. The winter is more tough for them ahead due to heavy snow fall on the higher reaches and they will certainly fell to the bullets of the troops. But they will no longer survive, he maintained. Realising the influx of militants towards Samba and Ramgarh areas and the activities including spurt in infiltration in this border belt, affective measures have been taken and additional defence pickets, even in the interiors have been established. Not only here, the security has been strengthened in the adjoining areas along international border. He disclosed that during just Operation Vijay, 78 personnel from Jammu and its adjoining areas (parts of Punjab and HP) sacrified their lives and the Army has provided exgratia/relief to the widows/dependents of those brave soldiers. " We are looking after them well and relief amount has been disbursed among these families by the army authorities" , he added. Earlier, at the begining of the function, wreaths were laid by the GOC, other senior and retired Army officers at the well decorated Tiger War Memorial here in the morning. The Day marks Indias historic victory of the gallant Indian Armed Forces in erstwhile East Pakistan, now Bangladesh, which resulted in surrender of about 93,000 Pakistani soldiers in 1971. War veterans, next of kin and widows of all ranks killed in action from January 1971 to August 31, 1999 and gallant decorated soldiers also graced the occasion. The next of kin and widows of gallant soldiers who laid down their lives for the country were awarded special Badges of sacrifice and Honour Certificates. The GOC paid rich tributes to the war heroes and complemented the ex-servicemen for the yeoman service rendered in the past, especially in militancy hit J&K state. He made special reference to the professional zeal of the soldiers who fought during Kargil conflict. He said though the Indian Army is adequately equipped, certain areas have been earmarked for modernisation and surely with the dawn of the new millennium, the world will witness the transformation of India from a regional power to a world power. |
Poonch Garrison soldiers celebrate Vijay Divas Excelsior Correspondent POONCH, Dec 16: Vijay Divas was celebrated by the Indian armed forces all over the country today to commemorate Indias resounding victory in 1971 war against Pakistan which led to the liberation of Bangladesh on December 16, 1971. The day is very important in the annals of the history of Independent India. In swift, short and affective operation of just 13 days, the Indian Army defeated Pakistan. It was on this day the Indian forces captured Dacca and 93,000 Pakistani soldiers were forced to surrender and Bangladesh was declared an independent nation. Vijay Divas is very glorious and sacred day and is solemnised to pay homage to all those martyrs, who laid down their lives for the honour of the nation. This year, the Vijay Divas assumes greater significance wherein the Indian Army has once again thwarted the nefarious designs of the Pakistanis, in Kargil against heavy odds. Poonch Garrison celebrated Vijay Divas at Raja Memorial this year. The wreaths were laid at the war memorial by the senior army officers and other prominent citizens present on the occasion. Col Munish Kapoor, Commanding Officer Poonch Garrison presided over the function and paid floral tributes to the valiant soldiers. The badges of sacrifice and certificates of Honour were presented to the widows and other family members of those laid down their lives in various operations. The army authorities also organised a medical and veterinary camp. |
Mangat Ram flays illegal appointments' in DCCs Excelsior Correspondent JAMMU, Dec. 16: Pt. Mangat Ram Sharma, Senior Congress Leader and Vice President, J&KPCC, has strongly reacted to the illegal and unconstitutional action of appointing nine District Presidents in Jammu and Kashmir State. In a statement here, Mr Sharma said that this action is not only illegal in view of the party's Constitution but is also in defiance of the directions given to Mr Aslam by Mr Ahmed Patel, Incharge Party Affairs, J&K, wherein he has categorically directed Mr Aslam not to make any changes or additions without the prior consultations of PCC and the approval of AICC. This action is also incorrect and misleading because infact only four District Presidents of Jammu Province have been replaced, without any authority and sanction as envisaged in Party Rules, Mr Sharma added. Mr Sharma further added that the five District Presidents of the Kashmir Province have already been working as District Presidents prior to the appointment of Mr Aslam. The appointment of Mr Sharief Niaz and Madan Lal Sharma as District Presidents of Doda District and District Jammu Rural is flagrant violation of party rules, since they are already working as PCC Office Bearers as Vice President and General Secretary respectively. The feelings and resentment of Congress activists in the State has been conveyed to Mrs Sonia Gandhi, President AICC for immediate action, added the statement. |
HC directs for pension to armyman declared invalid Excelsior Correspondent JAMMU, Dec. 16: Mr Justice T S Doabia of Jammu and Kashmir High Court Jammu wing has directed Secretary, Ministry of Defence, Chief of Army Staff and Combined Defence Accounts, Allahabad that the petitioner who was invalidated out of service with effect from July 5, 1983 on the grounds of suffering from "Schizophrenic Psychosis Catatonic 295 and his disability was assessed at 30 percent but he was not allowed the pension on the grounds that this disease is not attributable to Army service. The petitioner is entitled to pension. Let this be released within a period of two months from the date the copy of this order is made available to the Respondent-authorities as also to the counsel who has put in appearance on their behalf. The petitioner is also held entitled to interest at the rate of 12 percent in case the pension is not released within aforementioned period then the petitioner would be entitled to interest at the rate of 15 percent and this enhanced interest would be payable by the persons on whose account the delay occurs. This court direction has been passed in a writ petition filed by one Pritam Singh through Advocate D.S. Chauhan and challenged the order of the Army-authorities for not allowing him pension. In the petition it was stated that he was medically fit declared at the time of his induction in the Army and at that point of time, no entry was made with regards to his physical condition. What is sought to be projected that the petitioner was not suffering from the disease in question at the time of entry into service . It was after about 7 years of service in the Army that he acquired this disease. But he was discharged from service on account of ailment, he should be held entitled to disability pension. Mr. Justice Doabia while allowing the petition quoted various judgements of Division Bench of High Court and judgements of Karnataka High Court and directed to pay the disability pension to the petitioner. Mr Subhash Bhat, senior Central Government Standing Counsel appeared in this case for Union of India and Chief of Army Staff and others. |

Excelsior Correspondent UDHAMPUR, Dec 16: Purav Sainik Sewa Parishad, Udhampur observed Vijay Diwas at Shahid Bhagat Park, Dabbar, Udhampur today. As per a release in a simple ceremony, first wreath was laid by Mrs Urmilla Bhatiyal W/o Late Maj Narain Singh Vr C who laid down his life in 1971 in Punjab Sector while defending the Mother land. Social worker and prominent citizen Vaid Hari Ram Ji laid down the next wreath on behalf of citizen of Udhampur followed by Lt Col Y K Thappa (Rtd), president and other functionaries of Purav Sainik Sewa Parishad Udhampur and citizen of Udhampur. Later on all the soldiers who laid down their lives in defence of Mother land during previous war and O P Vijay were remembered by observing two minutes silence by all those who were present. Col Thappa spoke and gave the background of celebrating Vijay Diwas every year on December 16 while Col K S Juneja gave our the details of functions held at Delhi and Haryana. He also gave the information about next meeting of Akhil Bhartiya Parband Karini of PSSP to be held at Jammu from March 24 to March 26, 2000, which will be attended by members from all states of India and all ex-servicemen of Jammu and Kashmir State. The ex-serviceman of Garhi, Udhampur also paid floral tributes and observed two minutes silence in rememberance of martyrs. |

without removing breast Excelsior Correspondent JAMMU, Dec 16: Patients suffering from breast cancer need not to be worried about losing their cancer infested breast in case they have to go for treatment. Dr Sameer Koul, senior consultant and Cancer Specialist of the prestigious Indraprastha Appolo Hospital today said that with the help of latest Neoadjuvant Chemotherapy treatment patients just have to go for a simple operation during which only cancer tissues would be removed from the breasts. Talking to EXCELSIOR, Dr Koul, who is on a personal visit in the City of Temples said, "gone are the days when patients suffering from breast cancer used to lose their breasts after operation". He claimed that by the Neoadjuvant Chemotherapy, the doctors restrict breast of the patient by taking tissues from belly or back along with arteries and veins. Dr Koul further disclosed that beside Neoadjuvant Chemotherapy, BRCA-I and BRCA-II is available to pickup the hereditary breast cancer and provide opportunity to the patients to take up preventive measures. "Drug like Harceptin (Monoclonal anti-body) has given excellent response in advance cancer and Angiogensis inhibiting factors like angistation or endostation also give excellent result in advance breast cancer", he said. Expressing concern over the alarming increase of breast cancer among Indian women, particularly young one between the age group of 30 to 32 years, Dr Koul describes rapid increase in cancer patients as dangerous trends. He was of the view that sharp rise of this disease is result of the blindly following of the westernisation. Listing reasons for breast cancer, Dr Koul, a famous cancer specialist, said that early age of menstruation but late menopause, late bearing of first child, prolonged use of oral of contraceptives and family history of breast cancer are some of the reasons of breast cancer. Dr Sameer Koul, who has so far conducted about 27 breast cancer operations successfully revealed some points to diagnose the disease. Breast Self Examination: Dr Koul said that after age of 35 to 39, every women should have to examine her breast by herself after one week. If these is a painless swelling, it is clear indication that breast cancer has been developed. Second way to diagnose the decease is Mammography test which can be conducted through a special X-ray of the breast. For normal women it should be done after every three years but for high risk women it should be done after every year. Third way to diagnose the decease is F. N. A. C. (Fine Needle Aspiration Cytology). By this technique cancer can be detected by using a small needle. Dr Koul claimed that by these tests, known as Triple Test 92 percent of the cancer cases can be detected at early stages. Dr Sameer Koul said that breast cancer was a decease of affluent and rich class and was confined to western countries only. But now, this decease is rapidly spreading among Indian rich class which is blindly following westernisation. The danger aspect of this decease is that it is spreading among young Indian women of the age group of 30 to 35 years. Dr Sameer Koul, who is son of the soil, made a startling revelation that 34 percent of the cancer patients of Jammu are suffering from breast cancer. Indraprastha Appolo Hospital has taken a lead in the direction of providing modern treatment to the breast cancer patients. It is the only hospital in the country where this modern treatment has been provided, that is too on afford-able cost. |

Excelsior Correspondent JAMMU, Dec 16: The Army has set an another example of social service by completing the construction work of 2nd phase of 15 km long Ghambir-Sorah Behrote link road in Rajouri district within a record period of seven months. The road has been completed jointly by the Army and PWD of State Government. It was formally inaugurated by the Dy General Commanding Officer, Mr S C Pathak and dedicated to the people yesterday. Over Rs 85 lakhs has been spent by the R&B department on the execution of work on 7km road upto ending February, 1999 before handing over the project to the Army. With the completion of this road, nearly 25,000 inhabitants of the Behrote, Ghambir and surrounding areas would be benefited and direct road link from Thanamandi to Bhimber Gali has also been established. Speaking on the occasion, Mr Pathak disclosed that the Army has formulated a welfare plan of Rs 38.61 lakhs as a part of goodwill gesture. The amount will be utilised on the construction of roads, supply of safe drinking water to the people of remote areas and repair of school buildings during the current financial year. He said these works will be executed in collaboration and active participation of the people of the particular area so that the immedaite requirements and problems of the public could be mitigated. The District Development Commissioner, Rajouri, while speaking on the occasion, thanked the Army authorities in taking keen interest for construction of the road within such shortest possible time. He said that the district administration was not in a position to complete the road due to paucity of funds. He said that with the construction of this road, the district administration will be in a position to gear up the developmental activities, monitoring of the works, supervision of the institutions, so that the problems and difficulties of the public would be solved. He appealed the Army authorities to take up such type of projects for the welfare of the people of remote and far-flung areas. |

Excelsior Correspondent JAMMU, Dec 16: The Bharatiya Janata Party (BJP) has ridiculed the demand of the Congress leaders for dropping of the name of Mr Rajiv Gandhi from the Bofors case. Sharply reacting over the demonstration here by the Congressmen and their submission of the memorandum to the State overnor, on Tuesday, the Pradesh president of the BJP Mr Daya Krishan Kotwal, said that on the eve of Lok Sabha Polls the Congress president Mrs Sonia Gandhi herself had asked for bringing the Bofors case to a court of law and now when the issue is before the Court it is strange that the Congressmen are making demands on an issue which is to be settled by the Court. He alleged that the Congress and their associates in the National Conference during the past over 50 years of their rule had corrupted the whole system and it sounds amazing that now when certain steps were being taken to rectify the system, these earstwhile rulers were getting purturbed. Coming down heavily on the Congress and National Conference, Mr Kotwal alleged that the eruption of militancy and most of the other problems facing the people of this state were the result of the wrongs of the leaders of these two parties. He said that for their wrongs the whole country is paying a heavy price. Thousands have been killed and lakhs have been rendered destitutes as a result of wrong policies of previous rulers. The demonstrations on such like issues can not befool the people anymore as they have tasted enough because of their bunglings and wrongs he added. He further said that if there was paucity of electricity and acute shortage of drinking water, it is because of their unrealistic planning and corruption. |

Excelsior Correspondent JAMMU, Dec 16: The Governor, Mr Girish Chandra Saxena today visited Ramban in Doda district and took stock of the security situation in the area. In his interaction with the officers of local civil and police administration, army and para military forces, the Governor observed that although the overall situation in the State has improved appreciably during the recent time, there is a need for further beefing up of the security effort for effectively dealing with challenges and threats. The Governor also visited the olive Plantation Farm, established under Indo-Italian collaboration, in Ramban. The Director Horticulture, Jammu, Mr K Wazir briefed the Governor about the plantation programme being carried out in the Farm particularly in relation to Olive and Kiwi fruit. Later, a joint delegation of political parties called on the Governor and apprised him of their problems. He assured them that their problems would be referred to the Government for appropriate redressal. |

Excelsior Correspondent RAJOURI, Dec 16: Rich tributes were paid to martyrs who laid down their lives in 1971 war with Pakistan at a function organised in connection with the Vijay Divas celebrations here today. Officiating GOC, 25 Division, Brig S S Ahluwalia who was the chief guest laid wreaths on the portraits of martyrs. The function was organised by 25 Division which is also celebrating its Golden Jubilee as it completed its 50 years in the Rajouri. Maj Gen. Yadav Nath Singh was the first Gen. Officer Commanding of the Division who took over its reins here in 1949. As part of the celebration a large number of widows and kins of martyrs were honoured on the occasion. They were provided with a citation and medal on behalf of Army Chief Gen. V P Malik. Speaking on the occasion, Brig. Ahluwalia said on this day in 1971 India gained victory over Pakistan and Bangladesh a new country was added to the map of world. He said the achievements of Indian Army during the last 50 years have been written in golden letters in the history. He said the entire nation joins armed forces to pay homage to martyrs on this day. Recalling the services and sacrifices of armed forces he asked the gathering that they should help the dependents of the jawans and officers who laid down their lives for the integrity and unity of country in different wars and anti insurgency operations. Highlighting the contribution of a jawan he said without caring for his personnel life he is defending his countrys borders in all circumstances. He said but on retirement these soldiers do not get easily adjusted in civilian life so it is the moral duty of the civilians to help them. Brig. Ahluwalia expressed the hope that district administration will provide help from every side to martyrs families and ex-servicemen. On the Occasion, 25 Division Officers took stock of the problems of the border belt people and resolved that they will launch many poverty alleviation programmes in the remote and far flung areas of the district for its speedy development. The first and foremost attention in this regard will be paid to the primary education of the students and besides renovating the schools the Division will provide other basic facilities to these institutions. The army will also pay full attention to provide the medicare facilities to the people in this border belt by sending teams of doctors to villages. Besides this it was resolved that the craft centres will be opened with the help of district administration for the poor children of the area. Brig Ahluwalia while asking people to come forward for the progress and development of this border area said let us resolve this day that we all will work together for the prosperity of this area and nation as a whole. In his address, District Development Commissioner, Rajouri, Mr B A Runyal said the past contributions of jawans can not be forgotten. He said our troops in last 50 years have made record achievements which has not been set by any country in the world. He said the State Government has also opened various schemes for the upliftment of ex-servicemen. They are being provided loans for setting up their business ventures and road permits. Brig V K Jain who read the welcome address sought the help from state Government and people in general for the welfare of war widows and ex- servicemen. For the benefit of war widows and ex-servicemen, the army also organised a Medical Camp. The camp was inaugurated by Brig Ahluwalia. The camp will be attended both by doctors from army and civil.
