JU to organise seminar of Supplementary Examination

JAMMU, Dec 15: University of Jammu is going to organise a two day seminar on Supplementary Examination system on December 16 and 17.

According to a handout issued by Dr D K Jain, Coordinator Examination Reform Unit, University of Jammu and Organising Secretary of the seminar, the University of Jammu has limited the Supplementary Examination of BA/BSc/BCom Part I& II to only re-appear in one paper with effect from the academic session 1997-98. However, the student community has been pressing for the revival of the old system of Supplementary Examination whereby all the failures were given facility of Supplementary Examination. They have also launched an agitation over the issue.

While negotiating over the demand, the State Government asked for a students-teachers-citizens seminar in which issue would be debated and on the basis of deliberations of the seminar further necessary action, if any warranted, would be taken.

University made it clear that the practice of holding Supplementary Examination for all kinds of failures was abolished because it was not academically sound. No where in the Northern Universities such a facility is available, the University of Jammu being an exception. Whenever such an examination is held, teachers are withdrawn from their classes to conduct examination and evaluation, this leads to substantial decrease in the teaching days leading to the dilution of academic work and standard.

Baba calls adoption of poor to impart education

JAMMU, Dec 15: In the world of jets and computers when everybody is turning materialistic, there is a man who sets himself apart from the crowd doing selfless service towards humanity, and that saint is His Holiness Baba Swaranjeet Singh Ji.

Babaji hails from a remote village named Chohala, in tehsil RS Pura of Jammu district. Babaji’s grandfather was a spiritually advanced person of his time and inspite of Babaji himself being a Graduate, he had an inclination towards the service to humanity.

Despite of him being a successful businessman (after completing-his studies) he had the insticts of his grandfather to serve the humanity and to fulfil the urge he handed over his business empire to his younger brother and started meditation at Gurudwara Manji Saheb Ji, situated at village Mairhi, in Himachal Pradesh.

This Gurudwara Sahib has been built in memory of a great Saint of his time Baba Wadbagh Singh Ji, where Baba Ji started learning the art of meditation under the able guidance of his father Dr Sant Singh Ji who has been taking care of the Gurudwara Sahib for the last about forty years.

This is the place where Baba Wadbagh Singh Ji had meditated for quite a long time and was blessed with the Divine Powers to cure the people. Now, inspite of a very short but dedicated effort, Baba Ji is blessed with the Divine and Eternal Powers by Baba Wadbagh Singh Ji, his Mentor.

Baba Swaranjeet Singh Ji has now inherited the ‘Gaddi’ which once belonged to Baba Wadbagh Singh Ji.

Baba Ji is doing selfless service to the mankind and whosoever comes to him with any sort of problem, gets cured by his blessings. Gurudwara Manji Saheb Ji is visited by lakhs of people from all over the country as well as from outside India.

For the last about three years, Baba Ji has made about 5 to 6 trips to the European countries at the request of his followers there to shower his blessings. Now again Baba Ji is leaving for England on December 23 and after his return, he will be leaving for Australia in the month of February 2000.

Baba Ji has also focussed towards imparting education to the people who cannot afford it. In this regard, he is fully supporting many children for all their educational expenses. Further he is planning to takeover or open a school in Jammu, where education could be imparted to the needy children at a very nominal cost.

Combat AIDS: Mustafa

JAMMU, Dec 15: The Minister for Industries and Commerce, Dr Sheikh Mustafa Kamal has called upon the people, including NGO's, social workers and the Government functionaries to dovetail their efforts to combat the dreaded "AIDS" which has assumed an alarming proportion all over the world.

Addressing an impressive gathering of eminent doctors, intellectuals, media persons, NGOs and concerned agencies after inaugurating one day AIDS Awareness Workshop, jointly organised by the Directorate of Field Publicity, Union Ministry of Information and Broadcasting and National AIDS Control Organisation at Press Club Jammu today, Dr Mustafa said that incidence of HIV positive in India alone is estimated at 3.5 million and there was an urgent need to create mass awareness among the people about various preventive measures to curb the spread of this dreaded disease. He said health education plays a vital role in prevention of HIV infection adding that the message must be simple, factual and maximize public awareness on HIV/AIDS and promote positive attitude and behaviour to stop the spread of this infection.

While spelling out various preventive measures, Dr Mustafa said that management of HIV rests on disease prevention, health and sex education and mass awareness. He said the hospital infection control measures have to be strengthened and universal precautions to be adhered to strictly. He said now since more and more patients are seen, they require sympathetic handling, counseling and appropriate health care ensuring that all precautions are taken to prevent accidental spread of infection.

The Minister said the tuberculoses, which has been totally controlled, has made resurgence in present years in West because of AIDS and its impact has been so great that WHO was forced to declare T B as an emergency in 1993. He stressed the need for devising universal precautions to prevent transmission of HIV to health care professionals.

The Director Health Services, Jammu, Dr R K Goel highlighted the measures taken for prevention of the spread of this dreaded disease. He called for launching a vigorous campaign for educating the masses about the measures required to be taken for prevention and control of this killer disease. He said since the AIDS can not be controlled therefore we have to take preventive measures only to arrest its spread.

Assistant Director AIDS Prevention Control Society, Kashmir, Dr Rashida giving details about the survey conducted in Kashmir valley said that 6306 patients were tested in SKIMS, Srinagar since 1986. Of these 10 cases were found HIV positive. She said out of 870 cases tested during this year the number of positive cases were two. She said that during the last four years alone over 21700 blood transfusion tested were conducted by the Zonal Blood Testing Centre of SMHS, Srinagar. She said in addition to this over 14644 HIV tests were done of which 35 samples were found positive.

Dr Rashida said that over 250 tests were conducted in Gandhinagar Hospital, Jammu and 400 in Sonam Narboo Hospital, Leh during last year but none of the tests confirmed positive.

In her welcome address, Joint Director, Directorate of Field Publicity, J&K region Ministry of Information and Broadcasting, Mrs Bharti Vaid enumerated the steps taken by the Directorate for creating mass awareness about this dreaded disease particularly in rural and far flung areas of the State. She said that the Department had launched an intensive publicity campaign in all the districts of the State in two phases from October-December 1998 and January-March 1999. She said emphasis are being laid on covering target groups and creating awareness among the people in general so as to encourage community based initiatives in dissemination of adequate information through women groups, young people and NGOs. She said the field units of the department organized 42 special programme in first phase and 61 during the second phase.

Mrs Vaid said that the impact of the programme on women folk in Kashmir valley was encouraging. She hoped that the awareness programmes and extensive interactions would go a long way in motivating masses to adopt preventive measures for keeping a check on the spread of this dreaded disease.

In the second session of the workshop prominent journalists like Mr Harbans Nagokay and Mr Arun Joshi took part in the deliberations and highlighted the role of print media while Mr Ashok Jerath, Station Director, Radio Kashmir, Jammu threw light on the role of electronic media in creating AIDS awareness. Prominent NGOs like Mrs Vaid Ghai, Dr R R Khajuria, Mr G D Shahmir also highlighted the role of NGOs in controlling the spread of this dreaded disease.

Life term to killer of real brother's wife

JAMMU, Dec 15: First Addl Sessions Judge Jammu Mr Harbans Lal today awarded life imprsionment and a fine of Rs 5,000 to Harminder Singh son of Jagdev Singh resident of Mandi Gurah of Guran Salathian of Tehsil Samba under Section 302 RPC for killing his real brother's wife Amila Salathia with 12 Bore Gun on January 11, 1997.

In the 32-pages judgement, Mr Harbans Lal, First Additional Sessions Judge Jammu has observed that awarding of death sentence becomes necessary where the accused is established to be despirate habitual criminal and menance for the society with no chance of leaving crime. It has come in the prosecution evidence that the accused is a man of hot temperament and used to get enraged on triffle matter and had been picking up quarells with his brother and the deceased wife of the real brother. It is true that he has killed real sister-in-law (Bhabhi) by shooting upon her but at the same time as expressed in the statement recorded under Section 342 Cr PC. It is because of the family circumstances that he did so. He may not be feeling confortable at his house and as has come in the statement of his father that accused had been turned out of house by the family members for quite some time and was putting up with some one else. There is nothing on record to speak that he is a man of with criminal history or habitual offender. Family fued are mis-understanding led him to kill his brother's wife. This cannot be said to be the rarest of the rare case where maximum punishment provided by law i.e. death penalty may be imposed. The prosecution has not been able to establish that it is rearest of the rare case deserving death penalty. As such the accused who has been convicted under Section 302 RPC and 3/25 Arms Act is sentenced to life imprsionment and a fine of Rs 5000 in default of payment of fine the accused shall also undergo further rigoruous imprsionment for one year. The accused has also sentenced simple imprsionment under Section 3/25 Arms Act for one year and a fine of Rs 1000. The court ordered that imprsionment already undergone shall be set-off.

According to the prosecution case that on January 11, 1997 at Village Gurah Mandi, Gurah Salathian, Tehsil Samba the accused Harminder Singh because of old enemity made entry inside the kitchen of the deceased Amila Salathia where she was serving meal to one Madan Singh. The accused was armed with loaded 12 Bore Gun. He fired upon the deceased Amila Salathia causing her serious injuries with intent to kill her and she scummbed to injuries on spot. The occurence was witnessed by Madan Singh who lodged the report on January 12, 1997 at 0315 hours claiming therein that he has came to the house of Dr Anurudh Singh at Gurah Mandi and Dr Anurudh Singh told him that will be accompanying him the morning so he stayed at the house of Dr Anurudh Singh for the night. Deceased has served him the meal and was standing in the kitchen when the accused, who happened to be the real brother of Dr Anurudh Singh entered into the kitchen and fired in the chest of the deceased from close-range and killed her on spot. On this information the police has registered a case and started investigation in the case and after completion the investigation the challan was presented in the court, which was decided today and the accused was sentenced life imprsion-ment. Addl Public Prosecutor Harminder Singh appeared in this case for the prosecution state.

Governor visits Ramban

JAMMU, Dec 15: The Governor, Mr Girish Chandra Saxena today visited Ramban in Doda district and took stock of the security situation in the area.

In his interaction with the officers of the civil administration, local police, Army and Para Military forces, the Governor observed that although the overall situation in the State had improved appreciably during the recent times, there was a need for further stepping up the security effort for effectively dealing with current challenges and threats.

The Governor also visited the Olive Plantation Farm which has been established under Indo - Italian collaboration in Ramban. Director Horticulture, Jammu Mr K Wazir briefed the Governor about the plantation work being carried out in the Farm particularly in relation to olive and Kiwi fruit.

Later, a joint delegation of major political parties and community leaders called on the Governor and apprised him of their problems and needs. He assured them that their problems would be referred to the Government for appropriate redressal.

DSP's body received with full honour

JAMMU, Dec 15: The dead body of Mr Kuldeep Singh DSP S/o Mr Chain Singh was received with full police honour here today.

The Tourism, Parks and Gardens Minister, Mr S S Salathia and Minister of State for Food and Supplies, Mr Ajay Sadhotra were personally present to receive dead body at airport.

Mr Kuldeep Singh was incharge of the Special Operation Group, Baramulla and was killed last night in a bomb blast at Pattan.

Guard of honour was presented and wreaths of flower were placed on the dead body by the Ministers and senior police officers at police lines.

A large number of police personnel were present to pay tributes to the brave officer and placed flowers on the dead body.

Minister for protecting forests

JAMMU, Dec 15: The Minister of State for Forests, Mr B A Nengroo has asked the officers of the Forest Department to take all possible measures to ensure full protection to forest wealth in the State.

The Minister while talking to the officers of the department who had come to see him in his office here today after assuming the new assignment said that colossal damage has been caused to the forests during the past one decade of turmoil adversly affecting the economy of the State and its eco-system. He said effective steps needed to be taken to curb timber smuggling besides awarding deterrent punishment to the persons involved in timber smuggling.

The Minister said adequate quantity of timber would be provided to the needy persons for construction of their residential houses.

Scouts, guides camp organised

JAMMU, Dec 15: Kendriya Vidyalaya Nagrota (Jammu) organised one day Scouts & Guides Camp today at Vidyalaya level to commemorate the Foundation Day of Kendriya Vidyalaya Sangathan. 91 Scouts Guides, Cubs and Bulbus attended the camp.

The Camp crew was blessed by Mrs S K Bhatia, Principal of the Vidyalaya before they left for hiking and tracking drive, in the morning. After reaching their marked destination, they established the improvised shelters. Various exercises of the training were under taken by the students which included First Aid, demonstrations, gadgets, signals, wood craft/track/signs, shelter making etc.

Simultaneously, Prathm Sopan and Dwitiva Sopan test was also conducted. 44 Scouts and Guides passed these test.

NABARD sanctions loan for PWD schemes

JAMMU, Dec 14: The NABARD (National Bank of Agriculture and Rural Development) have sanctioned loan assistance of Rs 125 crores for execution of 104 schemes under PWD sector in the State. The financial assistance for remaining 433 schemes formulated by the Government is in pipe line.

This was disclosed at a high level meeting of the engineers convened here today to review implementation of development schemes under NABARD assistance. The Minister for Works, Mr Ali Mohammad Sagar presided.

The meeting was told that out of 104 sanctioned schemes, thirty schemes are already under execution in Jammu province while over hundred schemes are awaiting approval of NABARD. In Kashmir Province work is apace on 26 schemes and 48 more projects have been sanctioned by the Bank recently.

Speaking on the occasion, the Minister stressed the need for maintaining financial discipline while executing these schemes on ground and every effort should be made to bring transformation in the over all development of the State. He said, though the present Government has achieved some milestones but a lot more has yet to be done in this direction.

Mr Sagar said, that the Government is planning to develop all the three divisions of the State equally as per the requirements of the area. He said that streneous efforts would be put in to take the develop process to the district and tehsil levels which would be later monitored at the Panchayat level.

Those present in the meeting include Commissioner/Secretary PWD, Additional Secretary PWD, concerned Chief Engineers and other officers of the department.

11th Road Safety Week being observed from Jan 3 to 9

JAMMU, Dec 15: The Motor Vehicle Department (MVD) by J&K is celebrating the 11th Road Safety Week, 2000 between January 3 to 9 to promote road safety awareness.

The week long celebrations will start with a motor rally which will originate from Parade Ground, Jammu at 10 am on January 3 and after passing through Shalimar Road-Indra Crossing Vinak Bazar terminate at MAM Stadium, Jammu.

The Department will be holding on spot poster painting competition and also a quiz on a "Road Signs and Symbols" on Amar Mahal Grounds. Apart from this slogan enteries on Road Safety will also be called. The Department will award prizes to the participants securing Ist, 2nd and 3rd prizes and also 5 consolation prizes for each age group catagory of participants upto 10 years, 18 years and 25 years.

Detailed information in this regard is being furnished to all schools in Jammu. The Department with a view to encourage more participants extends invitation to all such schools as could not participate in earlier Road Safety Week celebrations held in this region, a release issued here today said.

It said the department will circulate the detailed information of the curiculam of celebrations and various competitions to all the concerned and also to all those as may wish to participate in the competitions.

Migrant Welfare Front holds meet

JAMMU, Dec 15: Migrant Welfare Front in a meeting here today has demanded that the leadership of the displaced community should be taken into confidence before finalising the return move.

As per a release, the meeting which was chaired by Front chairman, Mr A K Jotshi said that any step taken by the Government without consultation with the community leadership will fail to serve any purpose.

While commenting on the return move of the community floated by the Government he said it is a premature step as the ground situation is far worse in Kashmir Valley at present.

He also maintained that community has not given right to any body taking a unilateral decision in this regard. He said the increasing militancy violence in Kashmir Valley during last few months is an indication that the ground situation is not conducive for the return of microscopic community. He however, maintained that displaced community is eager to return but such a decision should be taken only when the last gun is silenced in Kashmir.

DSP’s body reaches home

UDHAMPUR, Dec 15: A pall of gloom descends the township of Ramnagar after the dead body of Deputy Superintendent of Police,

Mr Kuldip Singh reached at home this afternoon.

Clad in the tri-colour, the body of the DSP was brought to his native place in a police vehicle, escorted by the Deputy Inspector General of Police Udhampur-Doda Range, Mr S K Misra, SSP Udhampur, Mr Satvir Gupta, Deputy Commissioner Udhampur, Mr Mehboob Iqbal and other senior officers and jawans.

A large number of villagers including the wailing family members, relatives and friends of the deceased were waiting on the roadside to receive the body of the brave officer, who sacrificed his life while fighting with the militants near Pattan in Baramulla district of Kashmir late last evening.

Meanwhile, the market was closed in Ramnagar immediately after the news of death of DSP, Kuldip Singh (37) spread in the town. The shopkeepers closed their establishments to pay their great respect to the departed soul of the brave officer.

Hailing from village Sunetar, 5 kms from Ramnagar town, Mr Singh started his career in Jammu and Kashmir Police as Constable and became Sub-Inspector in 1990. He is said to be the first DSP from this area.

The mortal remains of the late police officer, will be consigned to flames at his village tomorrow. He is survived by two minor sons, a daughter and wife.

Besides top police officers, a few Ministers are expected to attend his funeral at Ramnagar on Thursday.

BMS lauds Maran’s efforts to scuttle US sanctions

JAMMU, Dec 15: Bhartiya Mazdoor Sangh (BMS) J&K unit has lauded the Union Industries and Commerce Minister, Mr Murasoli Maran for scuttling the US move to impose sanctions against the developing countries which employed children in various industrial sectors.

A spokesman of the BMS in a statement issued here today said that US tried its best in the Seattle WTO conference to impose sanctions against those countries practising child labour. The US could not succeed in its dubious designs because of the bold stand taken by Mr Maran.

The BMS appealed the people of the country to stand solidly behind the government in resisting any such move of the US. It said that third world organisations which opposed WTO exploitation activities have damaged a process to review, repair and reform the existing WTO agreements and accountability towards citizens.

Backward class people allege discrimination

JAMMU, Dec 15: A deputation of All Jammu and Kashmir Backward Classes Union met the Chief Secretary, Mr Ashok Jaitly and apprised him of the discrimination against the members of this class in the State.

As per a release, the deputationists led by Mr Tara Chand, Mr M L Basotra and Mr A K Manawa which met Mr Jaitly in the civil secretariat today , detailed him that the lists of the OBCs notified by the Ministry of Welfare, Govt of India have only 22 castes and communities and no area of J&K have the status of OBCs. The Central Government have provided 27 % reservation to the members of these castes in Government jobs but the state government is providing only 2 % which is severe discrimination against the members of this class.

They further alleged that functioning of the State Backward Classes Commission the Kotwal Commission was very slow. It should be reconstituted and the chairman of this Commission be appointed from this particular class.

Alternate track between Adhkanwari, Bhawan inaugurated

JAMMU, Dec 15: The Governor, Mr Girish Chander Saxena who is also the Chairman of Shri Mata Vaishno Devi Shrine Board today inaugurated an alternate track between Adhkuwari and Bhawan to ensure the smooth pilgrimage of Shri Mata Vaishno Devi Shrine. The Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, Mr BB Vyas accompanied the Governor.

Constructed at a cost of Rs 6.50 crores which include civil works, water supply and electrification, the new track has a length of 5.5 kms. It will not only decongestate the existing track but will also be shorter by 750 mts. The new track has eight tiolet blocks, a number of portable water points, three View-Points-cum-Cafetarias including one named after "Himkoti" located on the mid-way with a beautiful small lake under construction. Besides, 225 Sodium vapour lights and a number of rain shelters have been provided on the track.

The new track branches off from the main track just short of Adhkuwari and contacts Vaishno Devi Bhawan directly. This track will prevent padestrians from the inconvenience faced by them on the old track as the movement of ponies would not be allowed on the new track.

On the occasion, the Governor congratulated the Engineers and concerned staff on the completion of the track. Later, he visited the Souvenar shop and Manokamna Bhawan at Darbar.

Mr Vyas apprised the Governor regarding various facilities being provided to the yatries in the Manokamna Bhawan and revealed that 44.20 lakh pilgrims from various parts of the country have visited the Holy Cave Shrine till date from January 1, 1999.

Mr Saxena, later had darshan of Mata Vaishno Devi Ji. On enroute, the Governor spoke to a number of pilgrims and enquired about the facilities being provided to them.

The Additional Chief Executive Officer, Mr Dheeraj Gupta, Additional Dy Commissioner, Udhampur, Mr Shailendar Kumar,Addl SP Katra, SDM, Bhawan, Technical Consultant, Mr HL Maini, Mr Brij Mohan Sharma and other officers from different Government departments and Shrine Board were present on the occasion.
