13th DEATH ANNIVERSARY: Mr Zutshi was a very close associate with Mr Sheikh Mohd Abdullah and suffered many prison terms in connection with freedom struggle before 47 and in 1953. As Director General of Information and Broadcasting, 1947-1953 was instrumental in setting up of Radio Stations at Jammu and Srinagar, and establishing of information deptt in the state. He retired as Director Census and was awarded President's medal for conducting census in the State in 1981. He was a very widely travelled person and attended United Nations Assembly Session twice with Sheikh Sahib to represent Kashmir case. His writings have been published in a number of international, national and local papers. Surgeon against the post of B.Grade Gynaecologist as per this office Order No: 1191-G of 1997 dated 22-12-1997; and Whereas, Block Medical Officer, Katra vide his Letter No. BMO/CHC/K/263-64 dated 27-10-1999 has reported that said Dr Sanjana Rambal is on authorised absence from duty w.e.f. 6-3-1999; and Whereas, neither the said doctor has applied for any kind of leave nor she has joined at her place of posting, thus causing a great inconvenience to public of areas as well as hospital authorities; and Whereas, unauthorised absence from duty can loss the appointment under Art 128 J&K CSR Vol I.
