Army School Jammu Cantt dominates debate competition at MIER Excelsior Correspondent JAMMU, Dec 4: The Army School Jammu Cantonment dominated the three hour long debate contest held in Model Institute of Education, Research (MIER) here today on the topic "Should students help in preserving the Environment". The Army School was not only adjudged as best School in the debate by the Jury but its students brought laurels to the Institute by bagging three top prizes also. Shishank Shwet of this institute who spoke against the topic bagged the first position. He was also adjudged as the best Speaker while Niteeka Datta another student of the Institute who spoke in favour of the topic got the second position. Miss Rishi Koul of Model Academy who spoke against the topic bagged the second position and the third position in this category was given to Diviya Gandotra of Little Flower School. Among those who spoke in favour of the topic, Sudha Chowhan bagged the first position while Rumeet Kumar of MIER got the third position. The debate was organized Jointly by Jammu Adventure Sports Club and MIER. The other participants were also given the certificates. However, the arguments of Abhay a Delhi Public School (DPS) Student who spoke against the motion were also best but unfortunately he could not find any place among the winners category. Those who participated in the debate include Kamposh Koul of DBN School, Deepmala Kotwal of Shastri Memorial School, Rahul Verma of Little Flower School, Anjali Bhat of Shastri Memorial School, Puneet Kumar of MIER and Adhit Bhat of DBN School. The Jury comprised of Messrs P P Sharma, Chairman Pollution Control Board, K B Jandial, Administrator Jammu Municipality, Prof Hafiz and Prof Sarla Kohli. Director MIER Prof Arun K Gupta while speaking on the occasion complimented the cooperation extended by Mr K Bhalla Chairman Jammu Adventure Sports Club in organising the debate. He said the children are future of the country and hence they should seek enough knowledge as bookish study is not enough to face the vast future challenges. He while appreciating the doubts from both categories for presenting best arguments, however, maintained that environment can not be alone preserved by students but they need the full cooperation of the elders and Government. Chairman Pollution Control Board, Mr P P Sharma while applauding the students for their performance said the population explosion is the main threat to the environment at present. He said the population of world which was one billion at the end of 19th Century grew by five billion during last one hundred years posing an additional burden and stressed on joint efforts for protecting the environment. Administrator Jammu Municipality, Mr K B Jandial while admitting that the preservation of environment is the need of the hour said his organisation is faced with many constraints to meet the challenge. He said despite all shortcomings the civic body is making its best efforts to keep the Jammu City clean through its men and machinery. He said Jammu and Srinagar are the only two Cities in the country which have no proper sanitation arrangements and the only garbage dumping ground which the Jammu Municipality has at Chatta close to Air Port will also be closed in order to avert any bird hit threat to aircraft. He said the instructions in this regard have been recently issued by the Chief Minister. Highlighting, the problems being faced by Civic body, Mr Jandial sought the cooperation of the people in keeping the city free from pollution. He said though his organisation is facing many constraints he has been served a 30 days notice by the Chairman Pollution Control Board, Mr Sharma to explain the conduct of the Civic body. Admiring the talent shown by the students during the debate, Mr Jandial asked them to help the Jammu Municipality in its campaign launched against the use of polythene bags. He said a gentleman has served him notice for asking people not to use coloured polythene bags. He asked the students to educate the parents that the polythene bags containing the lunch of students can contaminate the food and prove harmful to their lives. Those who were present on the occasion include Messrs Sati Sahni and K Bhalla. |
Closure of Ranson Industries ordered Excelsior Correspondent JAMMU, Dec 4: In view of non adherence to the laws governing Environmental Protection by Ranson Industries Gangyal Jammu, its closure has been ordered by the Pollution Control Board (PCB). District Magistrate and Senior Superintendent of Police Jammu have been instructed to enforce the closure order in letter and spirit. This distillary was being run unauthorisedly as permission of the Pollution Control Board required under section 25/26 and section 21 of the Water (Prevention and Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act 1981 respectively, was not obtained by the unit holder. In addition, pollution control devices in the shape of effluent treatment plant/emission control devices were also not installed and this unit being one of the highly polluting units, had effected the bio environment adversely besides endangering life and safety of the people. The Board release issued here said that it has started action against all defaulting and critically polluting units to relieve the people and environment from the stress of adverse effects of pollution. In this behalf closure of stone crushers of Bantalab, Udhampur, Athwajan Srinagar etc has been ordered and other defaulting and polluting units, especially running at objectionable sites shall meet the same fate. |

Excelsior Correspondent JAMMU, Dec 4: A meeting of Government Employees and Workers Federation was held under the presidentship of State president Mr Lakh Raj Khajuria. The meeting in a resolution hailed the present move of Kashmir based leaders of State Employees Conference, JK Employees and Workers Confederation Civil Secretariat Non Gazetted Employees Association and Employeed Joint Action Committee Jammu Province to forge a State vide umbrella organisation under the name and style of Jammu Kashmir Employees Joint Action Committee with thirty members for Central Committee under whos guidance and leadership the employees of J&K State are on the path of struggle for the fulfilment of long standing demands already agreed by the Government. The Committee further appealed its rank and file to gear-up and mobilise the employees in all districts, tehsils and block level to observe complete strike on 6th to 8th December 1999 call for which is given by the EJAC of JK State. |
Vigilance organisation asked to keep vigil on doctors Excelsior Correspondent SRINAGAR, Dec 4: The Government have asked the Vigilance Organisation to keep a sustained vigil on doctors and other para-medicos to check private practice by them during duty hours and also on those doctors drawing non-practice allowance. Stating this at a meeting of Medical Superintendents of Associated Hospitals, Chief Medical Officers and Blood Medical Officers of the Valley here this afternoon, the Minister for Medical Education, Dr Mustafa Kamal said that there were public complaints about doctors and para-medical staff not attending to their duties regularly. He expressed anguish over this trend and said it would be curbed with a heavy hand. Referring to the shortage of doctors, equipments and medicare in the hospitals and other medical institutions of the Valley, the Minister hoped that the requisite financial grants from the Centre would be made available to cope with this problem. He said, while it was not possible for the Government to provide all the facilities to the patients, the burden has increased due to limited financial resources and the delay by the Union Government in providing due share of money to the State from the Central kitty. |

JAKFED expects turnover of Rs 51 crore this year: Rather Excelsior Correspondent JAMMU, Dec. 4 : The Jammu and Kashmir Cooperative Supply and Marketing Federation JAKFED expects to have a record business of Rs 51 crores during the current financial year. This was stated at a meeting of the Managing Authority of JAKFED held here under the Chairmanship of Minister for Cooperatives, Rural Development and Panchayats, Mr Abdul Rahim Rather, who is the Chairman of the Managing Authority. The meeting was told that the supply of fertilizers, which forms the important component of agricultural inputs, received the priority attention of the Federation. More than 24,800 MTs of Urea, 7,500 MTs of DAP and 530 MTs of MOP was supplied during kharief 1999 to the farmers. Arrangements for supply of fetilizers for the current Rabi have also been made and every endeavour will be made by the Federation for ensuring regular and timely supplies. It was also revealed in the meeting that 2.5 lakh bags of cement were supplied to the government departments last year and the Federation supplied 2.08 lakh LPG cylinders for domestic use. Apart from this, the Federation has also supplied tar steel and nutritional items. The Chairman of the Authority, Mr A R Rather speaking on the occasion said that the Federation which was charged with the main responsibility of providing important agricultural inputs, should ensure that these are provided in time so that farmers do not face any problem on this account. He said availability and consumption of more fertilizers will help in increasing the productivity and production of agriculture produce, thus helping in achieving goal of self-suffiency in food production within the minimum possible time. Mr Rather said though the Federation has taken many steps to improve its efficiency and working as also its financial viability yet it has to find ways and means to wipe out its losses and run it on profitable and healthy lines. The activities of the Federation have to be made more broad-based. Greater stress, he said has to be laid on updating of accounts and effecting recoveries. The functionaries of the Federation he said have to work with re-doubled zeal and determination for improving its efficiency. The Managing Director, JAK- FED, Mr R K Thusoo, apprised the Board of Authority about the steps taken for improving the working of the Federation. He said dedicated and determined efforts by the functionaries of the Federation played a key role in improving its working. |
Inderpreet's effort to
pencil her away into Guiness Excelsior Correspondent JAMMU, Dec 3: Having made an unbeaten Limca record for the last three years, here is a lady who is determined to pencil her way into the Guiness Book of World Records. Inderpreet Bindra, daughter of a serving Army Officer, Lt Col D S Bindra affair with pencils started the day she walked into her father's library and picked up the book of world records. As she leafed through the pages, she observed that though people had records for scaling mountains, writing the longest letters and even for eating the maximum number of eggs in one go, none has tried their "hand" at pencils. Inderpreet at 10th standard could see her goal sketched clearly before her. Pencils had always fascinated her, but it was now that she realised how she could put that fascination to some constructive use. So, she set out on a pencil-collecting trip-a journey which took her to page, 135 of the Limca Book of Records for the last three years. It was about five years ago that her hobby turned into a near obsession. When she started, Inderpreet had a repertoire of about 50 quills to her name; today she has over 5000. Of these, nearly 650 are foreign made. A teacher by profession, she had already spent about Rs 15,000 on her hobby. Each of her pencil is unique and has an identity of its own. From the ordinary wooden pencils to the some ones with wax covering, Inderpreet has them all you name a pencil and she takes that out from her treasure. Carefully laid away in cases are complete sets of Apollo Weaklies and Camlin Zodiacs. Besides these, she has sets of Ramayana, Mahabharata and Krishna Lila. About the Ramayana pencil, she reminisences," The shopkeeper initially refused to part with it, as he usually began his day with it. But I finally managed to convince him to part with some." The most expensive piece in her collection is the erased-tipped Japanese collection. Priced at Rs 110, it might be bit of an extravagance, but then if you are out to set a record, extravagance is more than justified. So flexible is the pencil that it can be twisted and looped with unimaginable ease. Apart from this, a German Stabilo from Steadler and some Mexican pencils are also in the high price category. There are those with fibre glass-as transparent as that Rotomac Glass pen. It is a colourful collection-with all sorts of animal pencils, "fishy" ones, those with floral patterns, or plain ones in myriads of hues. She has gone after pencils and bought them. "I have collected pencils from Ambala, Delhi, Ooty, Chandigarh, Gangtok, Madras, Siliguri and many other places," beams the lady. There were times she made special trips to place as far as Ooty if she heard of a pencil-with-a-difference. How does her family react to her passion for pencils? "Fortunately, they have also been very cooperative and I would, perhaps, have not been able to manage without their support," says Inderpreet, and adds that she did not expect success to come so early. But the road does not end here. She feels that she has a long way to go and is at it... She is fully determined to make it to Guinness Book of Records shortly as no record exists as at present. |
Paintings camp to conclude today Excelsior Correspondent JAMMU, Dec 4: The 5-day camp attended by over 20 renowned and promising artists is concluding here tomorrow. The participants from different parts of the country prepared their paintings, which will be put up at an exhibition to be held from December 6 at Jammu. Organised by Classic Centre for Creative Arts, Jammu in collaboration with Viraj Kala Kendra, 300-A Gandhi Nagar, the camp was held in memory of late Vidya Rattan Khajuria, a well known artist of Jammu. This camp was conducted under the guidance of Mr Harsh Vardhan, a senior artist of the Jammu and Kashmir State while Mr Darshan Singh Surjeet was assistant convenor. Some of the participants painted very good art pieces, which atonce appealed to the heart. Few of the campers who talked to EXCELSIOR said they have got a rare opportunity to exchange knowledge and share experiences with the seniors in the paintings line. One artist excitedly stated that they had a phase of creative expression during the camp and learnt many new tools and techniques. Among others those attending the camp included: Messrs Narendra Pal Singh( Patna), Moitreyre( Calcutta), Bipin Kumar( Delhi), Baldev Gambhir(Amritsar), Devan Seth, Harish Srinvatav( both from Delhi), Reetu Bisht (Lucknow), Ashwani Kumar, Mrs Shally Mahajan, Ajay Gupta, Suresh Sharma, Darshan Singh Surjeet, Hemani Sharma, Bhavana, Rischa Anand, Rakesh Kumar, Raju, Manisha Gupta, Sunita Sadhu, Ashok Mehra, Kamal Narain Bhan, Sohan Billowria. The paintings prepared during the camp will be displayed at an exhibition at Viraj Art Gallery, Jammu from December 6-10. An on-the-spot childrens clay modelling competition is also being organised on December 5, as per organisers. |
Vikas Party to donate ambulances Excelsior Correspondent JAMMU, Dec 4: President Jammu and Kashmir Vikas Party Mr Som Nath Dabgotra has claimed that his party would provide ambulance to each district in the region for the welfare of the public. According to a release, the Vikas Party leader disclosed this in a meeting of the people held at Jakh Chandla and Smailpur on Friday. He announced that the first ambulance would be given within weeks time and the process would be carried out in a phased manner. He claimed that no political party has provided such service to the people here. Extending full support from the Party to the people he appealed to make the party strong in Samba and Bishnah tehsils of Jammu. Several villagers also joined the party during these meetings.The new president for the Youth wing of the Party was also nominated. |
J&K Police goodwill tour concludes Excelsior Correspondent POONCH, Dec 4: A good will tour conducted by the J&K police, comprised of 26 students from district Poonch concluded on Friday. According to SSP Poonch, the students drawn from various government schools of Mendhar, Surankot, Bufliaz, Behramgalla, Faislabad , Daraba, Poonch and other adjoining areas were taken to various states. DySP Om Raj Sharma was leading the group of students. The main thrust was to develop in them the sense of responsibility, awareness of scientific advancement and cooperation. They visited important historical and religious places like Ajmer, Jaipur, Agra, Delhi, Amritsar and Jammu. During tour they interacted with the youth of other states. This group belonging to Poonch was flagged off from Jammu by the Commandant of 13th Bn JKAP on November 20 by Mr Joginder Koul and it reached back in Jammu on November 30. The youth were given warm reception by the Director General of Police Mr Gurbachan Jagat and other senior police functionaries at the Police Headquarters in Jammu. The entire expenses of the tour were borne by the Police as a part of civil action programme in collaboration with Youth Club Daraba and Sarfraz Club Harni. In addition to it, the police constructed water points at Draba and Surankot. It renovated a damaged school building at Daraba which has eased the problem of girl students. The quiz contest were also organised in several schools. |
PSEJAC warns to adopt agitational path Excelsior Correspondent JAMMU, Dec 4: PSEJAC executive body secretariate held here a meeting under the chairmanship of Mr Suresh Sharma to discuss future strategy for consideration of various demands putforth by the PSEJAC. The workres expressed concern over the dialatory tactics of the Govt. Mr Sharma while addressing the workers enjoined upon them to be ready for any agitational programme to be announced by the PSEJAC. It warned that in case Govt. failed to release COLA, implementation of SRO-14 time bound promotions, enhancement of daily wage rates, regularisation of daily wagers, increase in gratuity, leave encashment at par with Govt. and pensionary benefits, then it the Govt. should be prepared for lightening strike at any time. The meeting said it is matter of concern for all PSUs that as per Rajan Wage Committee Report, the wages/perks and other services related facilities were more attractive/lucrative as compared to Govt. employees and with the passage of time their status has been reduced to second class citizens. The meeting said PSEJAC is fully alive of the financial crunch but cannot compromise with the burning demands. Mr Anchal Bakshi, Surinder Gupta, Jagjit Singh Bewa, Mrs C K Sudan urged the Government to release COLA without compelling the PSU employees for agitation resulting into multiple losses to the PSU units. Chairman of the PSEJAC categorically declared that any move of the Govt. to privatise or implement Godbole report will be resisted with the tooth and nail. The Govt. should not be penny wise and pound foolish by allowing lock-outs as the losses in the PSU units will be much more than and sincere approach is only the solution. |

As per a release, a health exhibition was organised by the NSS volunteers of the College in which lectures were conducted. The speakers stressed on the need of imparting health education to the people living in the far flung areas, especially who dont have any access to electronic media. While speaking on the occasion, programme Officer of NSS unit, Prof S Z A Hashmi apprised the audience that about 5 crore people all over the world are suffering due to AIDS and 1.20 crore people have died till now due to this dreaded disease. He said that it is the need of the hour that all people irrespective of their cast, creed, colour and sex should come forward and join the awareness campaign in order to contain the spread of this dreaded disease. |
National Mazdoor Conferences plea to PM Excelsior Correspondent JAMMU, Dec 4: The president of National Mazdoor Conference Mr Subash Shastri has appealed to Prime Minister Mr Atal Behari Vajpayee to personally intervene in bringing out the J&K State from financial crises. In a memorandum faxed to Prime Minister, Mr Shastri said that Jammu and Kashmir needs immediate central assistance to tide over its difficult fiscal situation. He also urged the PM to direct the State Government to meet all the demands of the employees at an earliest. He pointed out the State Government failed to provided DA instalments alongwith pay revision arrears to its employees due to cash crunch and said that Centre must come to its rescue so that State Government employees can get their benefits. He impressed upon the PM to make provision in the next years Union Budget for providing extra funds to the state for meeting the expenditure on account of 5th Pay Commission recommendations, said release issued here today. |
