Human rights and army Sir, The recent seminar on Human Rights conducted by the 16 Corps at Satwari (Jammu) was in my opinion ill-advised. Undue emphasis on HRs sows self doubt and indecisiveness in the minds of officers and soldiers which leads to the blunting of the killing instinct. The Army being the last instrument cannot afford to fail and must achieve the task in hand by any and every means. It is a pity that our ruling politicians suffer from an inferiority complex and lap up whatever amanantes from the white west. Human Rights are not something ordained by God, these were concocted in the first flush of peace after world war II by some western countries specifically for their own people. Witness the way the US and Western countries use H Rs as a weapon to brow heat selectively as a weapon, as it suits their interests while they themselves violate these vis-a-vis Afro-Asian countries. Even in Yugoslavia they interferred with the sovereignty of an independent country using HRs as a pretext to gain a foothold in the region. Nearer home, the US has gone soft when Gen. Musharraf has usurped all rights. We are an ancient civilisation which lays emphasis on Dharma (duties and obligation); Daya (Compassion); Punea (Good deeds) and so on. We do not have to take lessons in morality from the west; in fact it should be the other way around. The Army's Dharama (duty) is to demolish the enemy by whatever means. We must take the cue from the manner in which Russian forces are demolishing Chechan forces ruthlessly, no matter what the world opinion says. Russian interest is pre-eminent. Yours etc.. |
'Illegal construction' Sir, The findings of the three member Advocates Commission, (DE 16.11.99) probing into the illegal construction at Patni Top are a damning indictment of the Kud-Patni-top Development Authority. It is a multi-billion rupees scandal where the 'suit case' diplomacy has worked wonders, both for the givers and the takers. While big hotels and residences have materialised without a hitch, the poor living in mud huts or semi pacca huts for generations are subjected to the full rigours of rules and regulations. Just to replace rusted tin sheets with a concrete cover needs clearance from the Town Planner sitting in Jammu. Imagine a poor man having to travel and stay for days for the purpose. 'Sarkari' extortionists have a field day as a result. The Act under which KPTDA was created may have been well intentioned but corruption does not take long to appear in Govt. offices having public dealings, specially where there is vast discretionary power. The income Tax and Vigilance authorities have obviously missed a useful target area. Yours etc... |
Sheikh against non-Kashmir speaking areas Sir, Apropos Dr D C Sharma's letter in your esteemed Daily Excelsior dated November, 12, 1999, ''A Deliberate Ploy'' It was spring of 1949 (May) that UN Commission Members/Observers for Kashmir were hosted a dinner reception by the State Govt. in Shalimar Garden, Srinagar Kashmir. Important civil and military officers besides late Maharaja Hari Singh alongwith Late Maharani, the members of popular Govt. headed by late Shiekh Mohd Abdullah (Nazim-e-Aala)/P.M. J&K and prominent citizens assembled. The writer was then the Manager Partap Model Farm Shalimar and Mughul Gardens of the State department of Agriculture as such was present in Shalimar Garden that evening. General Kulwant Singh was the Commander of the war theatre in Kashmir. He too was present in the reception that evening. He took time off from the reception Arena and walked over Garden Paths around alongwith some of his subordinate officers/colleagues. In a chat one of the senior officer asked him as why the Indian Army stopped persuing Pak Army some 12 miles or so short of Muzaffarabad, as the Pak Army was on the run. The General expressed that it was Pandit Jee (PM of India) who at the behest of Shiekh Abdullah Head of the Administration J&K ordered so, as the Shiekh did not want non-Kashmiri speaking areas to be part of his domain. Bemina Roads in deplorable condition Sir, That after years of persuations the Works Minister had been kind enough to order black topping of Trunk Roads of Bemina Housing Colony. The work was entrusted to (Truck Terminal Division) R&B Srinagar, who started work in September, 1999. In October, only two roads, among the Trunk Roads of this Colony, were black topped. The people heaved a sigh of relief. But alas, this relief was short-lived. Only after few days, cracks/fissures appeared in the newly constructed Trunk Road of Sector 2/A, 2/B, 2/1A, 2/1B. The number of cracks increased day after day. By October ditches started appearing on the major portion of these roads. The reason for all this is the use of sub-standard material by the Engineering Deptt. We would request through the Columns of this esteemed paper that :- a/. Immediate enquiry into the whole matter be ordered by the Govt. and the Engineering Staff responsible for all this be brought to book. b/ Immediate steps are taken to have roads repaired to the proper standard so that people are not put to further hardships. Financial crisis Sir, Our State Government always contended that financial crisis in our State is because of inadequate release of funds from the centre. The irony is that this destablisation reached its zenith only after the installation of responsible Government in the State. It is really to my wonder that Centre has assured our State Government to waive off loan upto the tune of Rs 1250 crores. This clearly shows that Central Government is working through our CM's hegemony and sweet will. Inspite of Comptroller and Auditor General's report which has exposed large scale misappropriation and lapses in spending State as well as Centre's funds by our State Government, none at the helm of affairs both at Centre and State paved any serious attention to the CAG's report. The CAG's report is unambiguous in its indictment of the State Government of providing Rs 4 lakhs to its one of the Council of Ministers for paying a visit to a foreign country for minor operation, which could be well operationalised by our State doctors in any local hospital. I fail to understand why our Ministers run to foreign countries, inspite of the fact that Medical Science in India have made tremendous progress since fifty years of our freedom. The CAG report also criticised failure on the part of most of the Ministers to file returns of income before the Speaker of the House without justification. To file return of incomes and pay tax is the legal duty of all the Ministers. I feel surprise that even MLA's and MLC's from the opposition parties are sailing in the same boat. It is stated in the constitutional provisions clearly that CAG must ensure that not a farthing from the consolidated fund of State should be spent without the authority of appropriate legislation. But to every one's surprise, it is not the case of a single farthing or penny, but it is the case of billions of rupees which get exhausted in this political arena, where I may say that my State is state number-one though I feel embarrassed to say, so rarely such embarrassment is seen on the faces of shameproof political leaders of my state. I am of the opinion that financial crisis in our state is not because of inadequate financial assistance from centre but because of self development programme being launched by our most of the ministers including MLAs and MLCs who are concerned for accumulating wealth and least concerned for the miseries and sufferings of common masses. I would like to also mention that our State gets maximum of the Central Government assistance in the form of 60 per cent grants and 40 per cent loans among all the states of our country. Whatever the eventual outcome of this damning indictment of the Government, the story so far demonstrates that the State Government has learned very little from these reports. Yours etc.... |
